live doppler 7 shows large patches of green that represents rain over almost all the bay area. >> the damage is already starting to show up. take a look, crews are trying to keep up as trees topple everywhere. >> and a live look right now from the golden gate bridge at a soggy, wet ride home. well, not the golden gate bridge. >> but wet there too, looking at san francisco. >> soggy wet ride home through the city for thousands of commuters. >> good evening, i'm kristen sze. >> i'm eric thomas. be careful out there on the roads. all this rain is causing a big mess. >> we have live team coverage. let's begin with meteorologist sandhya patel tracking the rain on live doppler 7. >> yeah, it is a slow-going evening rush. as you take a look at live doppler 7, not going anywhere fast. as we get you into street-level radar here, pockets of heavier rain into pengrove, south santa rosa, stony point road. santa rosa seeing heavier rain. you can see scattered showers from orinda to lafayette. as we take you into the south

bay, santa clara, campbell, winchester boulevard seeing lighter returns. right around the san francisco area moving out of chinatown, as we head into the east bay around emeryville, we're seeing steady rain into oakland. we do have an urban and small stream flood advisory for the entire area until 8:15 tonight. creeks already seeing some overflowing, so flowing has already begun and that will continue. ponding on the roadways, hydroplaning. when that wind is blowing and gusting to 52 at fairfield, you know that rain is getting blown sideways. it's not exactly an easy way to walk through this so take it easy out there. we do have a wind advisory until 10:00 in the north bay. southerly wind gusts will continue. trees and power lines can go down. i am getting reports of potential power outages on our twitter page. this evening the storm is a 2. brief downpours and we are looking at gusty winds. we have more storms coming.

there's two more to be precise. we'll be back with the hour-by-hour forecast coming up. public works crews are standing by in san francisco in case this latest round of wind and rain triggers mudslides and falling trees. >> they're paying special attention to an unstable hillside next to dplen cglen ca. lyanne melendez is live from the scene. >> reporter: this is the same hillside that was giving the city the same kind of problems just last week. now this closure is a big deal because o'shaughnessy, a lot of people take o'shaughnessy in order to get to interstate 280. cars were forced to turn around on o'shaughnessy boulevard as crews closed most of the road leading to the rock slide. the department of public works had installed this concrete barrier and today preparations were under way to secure the hillside and begin knocking loose rocks first thing tomorrow morning. tom podesta lives in the glen

canyon neighborhood. >> well, yeah, i was taking a bus down here and then i've got to walk. i guess i can walk down there. that's okay? all right. >> reporter: the office of emergency services said conditions are unstable. >> we've had a lot of rain this past week. with more rain on top of already saturated soil, it has increased risk for mudslides and landslides. >> reporter: city crews are on stand by in anticipation of any fallen trees. despite the rain and winds, the national park service was still doing scheduled maintenance, pruning trees to make sure they don't pose any danger of falling. >> we're expecting winds up to 45 miles an hour and so our trees are already weakened, so we can expect more falling trees. if you see a downed tree, call 311. if you see a downed wire, call 911. >> reporter: now stern grove not far from here was also closed this afternoon. i can tell you that park has a

lot of trees. i don't know if you remember in 2008 a woman died after she was hit by a tree limb. now back here at o'shaughnessy, public works said it may reopen o'shaughnessy perhaps on friday, but again no promises. i'm live in san francisco, lyanne melendez, abc 7 news. meantime you're looking at what happened when a tree toppled onto a truck in northeast san jose. two different trees fell this afternoon along treewood lane near landis avenue. that poor truck, right? those trees stood about 300 feet apart from each other. the storm is impacting air travelers. you're looking live at sfo. officials tell us flight delays will last late into the evening. we heard about one traveler who's been waiting three hours for his flight on united airlines. so far 90 flights have been cancelled, 250 are delayed. you can get the best information by checking with your airline. an oak tree came crashing down on oak road in fairfax this afternoon. look at this, it blocked the street cutting off access to a

neighborhood just beyond the road. the fallen tree also took out power lines. pg&e crews have been called out to clear out the downed lines. napa county officials have declared a state of emergency because of damage from wave after wave of storms. wayne freedman is live in napa county with what that means for residents. wayne? >> reporter: good afternoon. a state of emergency simply is a formality that allows a county like napa to ask for help from other counties and other agencies and to ask for help, for example, from state government or from federal government. now, they're doing this because they have learned from experience in the past. they have been through an earthquake here, they have been through fires here. they know how long it takes to get that money. so when they declared the emergency today and most of that has to do with infrastructure, with roads and with slides, they were thinking ahead. they figured they're going to already being $15 million in the

hole on this. $15 million. napa county estimates it will spend $15 million to fix the storm problems that already exist and they expect more on the way. as county public works director steve ledderer looked around, he described this as the worst damage so far. >> it's probably in the $3 million to $5 million range. >> reporter: you're looking at a massive mudslide that has already taken part of redwood road, collapsed into redwood creek and threatens a home below. for now they call this area stabilized. when napa county declared its state of emergency this morning, it had to do with infrastructure damage like this, knowing more is likely to follow. >> today at the moment it doesn't look like this rain will have the impact we had earlier, but because everything is so saturated, even a small amount of rain will probably still cause additional small slides. will probably still bring trees down. >> reporter: steve ledderer does not plan on having a day off

this fire started just after 2:00 this afternoon at florence avenue and nancy lane on the east side of the city. we have a crew headed to the scene. they're working to find out exact lly how many people were injured and how bad those injuries were. we'll bring awe live report as soon as we get there. for the first time body camera video of a police shooting in san francisco is being made public. it shows the confrontation between a man and officers on the 6th of january. abc 7 news reporter vic lee is live at the hall of justice with the footage. vic? >> reporter: eric, interim police chief tony chaplain was planning to show this body cam video later this week, but public defender jeff adachi beat him to the punch by showing it to reporters early this afternoon and that prompted the chief to hold his own news conference showing the video again, but with his own analysis. january 6, the two officers are responding to a neighbor's

complaint in the middle of the night. 42-year-old shawn moore is agitated and verbally aggressive while officers ask him in a calm manner to come down from the top of the stairs. finally one officer fires pepper spray at moore. he also inadvertently sprays his partner as he falls down the stairs. moore goes back inside the house while the officers continue to tell him to come outside. after a while, moore comes out. >> get on the ground. >> reporter: officers continue yelling for moore to get down. moore comes closer, apparently to pick up some papers as he dropped something on the stairs. then a scuffle ensues. one officer has his baton raised. the body cam angle distorts the video. the other officer fires off two shots. the public defender believes the officers should have used crisis intervention techniques. >> mr. moore did not have to be shot and the officers, had they properly used de-escalation techniques would have gone home.

>> reporter: interim police chief tony chaplain sees it differently. >> you saw them back down the stairs, one officer put his hand up and backed the other officer up. >> reporter: he released photos of the two officers and the injuries suffered after the scuffle. moore is at the county jail, charged with among other accounts assault on police officers. vic lee, abc 7 news. getting ready for an onslaught of demonstrators. a bay area city is warning you to be ready for a week of protests. reviewing and upholding are two different parts. >> senator kamala harris fighting for california's high environmental standards. >> also thousands of bikes may bow dumped on sidewalks in san francisco. the city says you could see them anywhere, even right outside your home. and looking live at the rain from our emeryville camera. meteorologist sandhya patel has

expected here in oakland until friday morning. while we haven't seen any businesses boarding up their windows, at least not yet, we have seen the city and the businesses preparing in other ways. despite the rain, oakland city employees hit the streets to bring downtown business owners up to speed on the protests and demonstrations expected to begin early friday. >> we can anticipate with the inauguration on friday a lot of activity. >> reporter: city officials will activate their emergency operation center and all police days off have been cancelled to both manage the large crowds and handle potentia problems like oakland saw after the election. >> the destruction has damaged the reputation of some of the activists and organizers, and so what we're hearing is that there is a focus more on disruption than destruction. >> we're expecting 10,000 to 20,000. it really depends on the weather. >> reporter: the largest event will bow saturde saturday, with

tonight the water falls at yosemite are benefiting from all the stormy weather. look at it, very active as you can see from this video taken from the valley floor. stunning picture of the water falls. here's a look at live doppler 7. good evening to you all. we are tracking some pockets of heavy rain in the north bay. santa rosa has gotten almost 2 inches of rain and we're not done yet. street level radar, you'll notice south santa rosa, petaluma hill road, we are seeing downpours. now, the rain is lighter from berkeley to oakland and to orinda across 24, the caldecott tunnel, walnut creek. as we head over toward the san francisco region, you'll notice around the richmond district, some light rain, daly city, and down the peninsula into the santa cruz mountains we're seeing rain as well. scattered in nature. around the santa cruz mountains, steady pockets of moderate rain. as we look at the south bay, some spotty showers from santa clara. in terms of the storm reports

we've seen almost a dozen reports from around the region of some flooding and wind damage. this is why you do need to take it easy out on the roadways where as we take a look at a live picture in just a moment you'll see what i'm talking about. the russian river at guerneille is a concern. current level is 15 feet but tomorrow it's expected to reach monitor stage at 29 feet so keep that in mind. here's a beautiful live picture from our lake tahoe camera where they are seeing snow. chains required as we just mentioned on all roads leading up to the mountain, so do make it easy if you have to head up there. if you can hold off, just wait, because there will be a window to hold up. until noon tomorrow there's a winter storm warning up to two feet of snow for the highest peaks. gusty conditions leading to whiteout conditions. the resorts will be loving the snow. 19 inches at donner, 34 at kirkwood. here's the live picture. you can't see anything from our san rafael camera, it's a very fuzzy view. low to mid-50s from san
