francisco and produced hail right outside our studio. now it's pushing across over toward oakland. you can see numerous hail reports from spotters all around san francisco and now over in the east bay as well around berkeley. as a matter of fact, we have reports as you can see up and down the peninsula, up into the north bay, over into the east bay, south bay hill reports, redwood city, report of pea-size hail falling about five minutes in the redwood city area. we have also seen lightning strikes today. as we pull pack and give you a look at the center of the storm out to sea, you see the wrap-around effect with waves of showers continuing to move in our direction. so here's our storm impact scale. our storm for this evening and overnight ranks 1 on the impact scale. it will produce scattered showers overnight, light winds. flooding concerns remain high as the ground is rather saturated. here's our forecast animation starting at 5:00 this afternoon. notice by 9:00 tonight we'll see a continuation of this pattern with a chance of some scattered heavy downpours.

cold air will produce snow in the higher peaks up around clear lake. early tomorrow morning as the morning commute gets under way, there will be wet pavement and areas of scattered showers, but we'll see sun and i'll tell you how long we can expect that to last a little later. turning now to politics, today the trump administration started its first full workweek with president trump meeting business and union leaders. the president also signed several memorandums, including one pulling out of the transpacific partnership. abc news reporter lana zak is covering it from the halls of congress. >> reporter: president trump is right now eating with other members of the congressional republican leadership. he also in the white house sort of brushed off the suggestion that there's anything to these new investigations into the nsa director, michael flynn, and some calls that he made with a russian diplomat. this as they're all trying to get away from the shadow of some questionable evidence about

inauguration. >> i believe that we have to be honest with the american people. i'm going to come out and tell you the facts as we know them. >> reporter: in his first official press briefing, new white house press secretary sean spicer answered questions about his, quote, alternative facts, indicating he received bad information about crowd size. but he doubled down on his assertion that this was the most-watched inauguration in history. >> 31 million people watched it on television. combine that with the tens of millions of people that watched it online, on a device, it's unquestionable. >> reporter: the majority of spicer's remarks were focused on policy. >> the president wants no delay in addressing our most pressing issues. >> reporter: the president began his morning with industry leaders, promising to cut business taxes and regulations. >> we think we can cut regulations by 75%, maybe more. >> reporter: and then with the stroke of a pen, president trump withdrew from the transpacific partnership or tpp. >> great thing for the american worker what we just did. >> reporter: the action earned praise from democrats like

bernie sanders, but was viewed warily from john mccain who said it will create an opening for china to rewrite the chick rules of the road at the expense. american workers. the president signed two other memorandum including a hiring freeze on all federal workers exempt the military and also responded to a lawsuit that alleges he's violating the constitutional provision against accepting payments from foreign governments. >> without merit. totally without merit. >> reporter: and rex tillerson is one step closer to becoming the next secretary of state. a senate panel voted along party lines to forward his nomination to the full senate. that vote is expected later this week. reporting live from the capitol, lana zak, abc 7 news. lana, what about re-election in 2020, i can't believe i'm even saying that, but i understand that president trump is already looking ahead? >> reporter: that's right. he's quietly filed paperwork for his re-election campaign and he's even trademarked his next

slogan. it's "make america great again" and it's been trademarked both with and without the exclamation point. >> bases covered, i guess, thank you so much. anchor david muir will do the first one-on-one interview with president trump. you'll see excerpts from that interview all day wednesday here including a one-hour primetime special at 10:00 p.m. officials here in the bay area say they believe they have located the submerged car of a missing 18-year-old, thanks to the young woman's own family. >> high water levels mean crews will have to wait until tomorrow morning to recover that car from alameda creek. melanie woodrow joins us live with a look at why police are thanking the woman's family today. >> reporter: out of respect for the family, law enforcement officials are not naming the victim but they have shared that she was an 18-year-old college student and an aspiring social worker. they also say they will be able to recover her body likely tomorrow morning with her family close pie.

-- close by. law enforcement officials say the family of the 18-year-old whose car went into this creek helped them locate what was likely her vehicle with her in it. >> that determination and her love for her is what helped find that car today. >> reporter: approximately 30 family members walked along niles creek road today. one noticed an unusual pattern in the water. >> one of the family members picked up a rock and threw it at the object in the water and it sounded like it hit a tire. >> reporter: sergeant ray kelly says a drone they flew overhead showed images that appeared to be tires. officials say the car traveled about 100 yards from the point of entry to where it is now. on saturday the 18-year-old was traveling from tracy to see family in menlo park. when she didn't arrive, her parents reported her missing. shortly after the alameda county sheriff's office says her car hit another car before entering the creek. her bumper and license plate remained on land. when first responders ran her plate, it came back to the missing 18-year-old. multiple law enforcement agencies spent the morning

searching for the vehicle, but they'll have to wait until tomorrow morning to recover it because of the high fast-moving water. overnight water levels are expected to recede. they will also turn off water from the reservoir. >> it's not like turning off a faucet, so the water takes six to eight hours to see a noticeable dissipation. >> reporter: niles canyon road will be closed tomorrow morning around 9:00 for the recovery effort. the sheriff's office plans to put multiple anchor points on the car so as not to lose ahold of it. in fremont, melanie woodrow, abc 7 news. the flooding on highway 37 in novato is worse now than it was at this time yesterday. the highway remains closed between 101 and atherton avenue. fields around the highway are still soaked. there's nowhere to pump all that floodwater. sky 7 shows us the car of a driver who tried to go through that water yesterday. that car is still stuck. drivers who tried to go around the cones face a $350 ticket not to mention the potential cost of

replacing their car. within the past hour abc 7 news was in oakland where one lane of southbound highway 13 is closed because of a giant sinkhole. it's five feet across and ten feet deep. traffic is backing up because of that closure as we head into rush hour. it appeared near broadway terrace this morning. caltrans is making a plan on repairing it. they expect the lane to be closed at least two days. let's take a look at our drive time traffic map. you see the red line which means traffic is really slow right at that point to the north of highway 24 where the junction is of highway 13 and 24. in lafayette, crews are clearing a massive eucalyptus tree that fell and crushed seven cars. it happened in the parking lot of an italian restaurant. you can barely see a yellow jeep that's just flattened. people who work near guy call it a landmark tree. it was at least 85 years old. they say there was concern that it was going to fall. a vallejo family is

demanding answers today following the deadly police shooting of 21-year-old angel ramos. >> the shooting happened during a house party on sacramento street. police say the man was holding a knife and threatening a teenager. cornell bernard is live in vallejo. >> reporter: the family demanding to know why lethal force was used on their loved one. police say it was a melee when they responded to this house. multiple fights going on. they encountered one man with a knife on the back deck. >> it ain't right. they murdered my brother. >> reporter: a grieving family mourning the death of 21-year-old angel ramos, shot and killed by a vallejo police officer early monday. >> and they took my little brother. you call that justice? >> reporter: police say it began when several neighbors called 911 about a fight at a house party on sacramento street. >> it was really kind of a melee. there were several kind of fights going on inside and outside the house. >> reporter: police say people were fighting with sticks and knives. one 16-year-old was tased by

police and then jumped by ramos who was holding a weapon. >> when he went down, a second suspect, who was the subject we shot, basically pounced on him with a knife in his hand. >> did the officer tell the man to drop the knife? i don't think it was that type of situation. i think it unfolded so quickly. >> the officer fired his gun at ramos. neighbors heard the shots. but ramos' family says the knife was taken away from him before the shooting. >> i was told that he had a knife in his hand, but there was no knife, period. we end up finding a knife inside the kitchen. >> reporter: he showed us a knife on the kitchen floor. investigators have not said whether they believe this is the knife ramos was holding when he was shot. >> our preliminary investigation indicates that he reacted properly. >> reporter: the officer remains unidentified. he's an eight-year veteran of the force. the solano county d.a.'s office is investigating the shooting. in vallejo, cornell bernard, abc 7 news.

we are awaiting word from a san francisco courtroom where a federal judge is expected to reveal the sentence today against pg&e for the deadly pipeline explosion that killed eight people in 2010. the utility says it is will to pay the maximum fine of $3 million but pg&e has asked the district court judge not to publicize the conviction or restructure its bonus program for employees. in august a jury convicted pg&e of several pipeline violations including taking shortcuts to save money. a frightening road trip. two cars were buried in snow. how long it took for help to arrive. plus -- >> i've been in hurricanes but nothing as bad as this. this has been one of the worst days i have ever seen. >> deadly storms tear across the east. what's next for those living in the path of the storm that's still on the move. and putting the brakes on a plan to bring more bike rentals to san francisco. why city officials say one company is taking people for a ride.

san francisco swore in its new chief of police a short time ago. mayor ed lee administered the oath of office inside the rotunda. chief scott comes to san francisco after spending 27 years with the los angeles police department. he rose through the ranks to deputy chief. many members of the sfpd's rank and file would have preferred city leaders promote from within their agency. chief scott vows to gain his officers' trust.

>> i also accepted this position knowing that your respect and trust in me as your chief is not simply granted by the virtue of this appointment. it has to be earned, and i fully intend to earn your respect. >> at least one protester interrupted chief scott when he spoke after being sworn in. that person was quickly removed from the ceremony. a long time san pablo police veteran will serve as the acting chief of that agency. commander gene alameda will take over february 6th. he has spent 22 years serving the people of san pablo. that city is also searching for a new permanent chief. the current chief is leaving to be chief in glendora in southern california. a new proposal would protect thousands of affordable housing units in san francisco from being converted into rentals for tourists. abc 7 news was at city hall as a supervisor presented the legislation. it would stop the renting of

rooms of single occupation see rooms to tourists. the proposal also gives the department of building inspections stronger enforcement powers. >> while the rooms appear to be residential in nature, the reality is that they are typically in a rampart basis being used for tourist rentals on a weekly basis. >> right now about 5% of san francisco residents give in sro rooms. a new labor report shows job growth in the bay area is stalling. job growth was just 2.7% last year compared to 3.8% in 2015. analysts say while there may still be jobs in the area, the price of housing makes it difficult for companies to fill those positions. samsung says the design of its batteries caused some of its galaxy note 7 phones to catch fire. after a months-long investigation into the problems, the president of samsung appa apologized to customers. he now says the company may have psupplier by building a battery

that was too strong for the small phone. critics say samsung could have compromised on the size of the phone and should take more of the blame. sunnyvale-based yahoo! is facing a new federal investigation. "the wall street journal" reports the securities and exchange commission wants to know whether yahoo! should have told its investors sooner about two massive data breaches that happened in 2013 and '14. the first affected a billion users, the second about 500 million accounts. a new bike-sharing company that was supposed to launch in san francisco today is putting on the brakes after city officials cried foul. >> but the chinese company called blue go go is still promising to roll out sometime this week. >> the company tweeted this afternoon the sun is coming back to san francisco and blue go go is getting ready for you to enjoy it. but not today. these bikes are parked instead of buzzing around the city on what was supposed to be launch

day. the head of blue go go's u.s. operations explains. >> we are sitting down with city officials to discuss the logistics of where it is that we can and cannot park the bicycles. >> last week san francisco officials threatened to impoun the bikes if bluegogo launched without a permit. its business model is different from bay area bike share which has docking stations. with bluegogo you use the app to find a nearby bike, scan a code to unlock it and return it to any public bike rack. that's how it works in china. city officials worry the bikes may be abandoned, cluttering streets and creating a nuisance. bluegogo is hoping for a soft launch later this week after figuring things out with the city. for now, though, they rent private parking spaces. the company believes it can win people over with its low price. just how low? look at that, 30 minutes, 99

cents, so about $2 an hour. lower entry point than bay area bike share which does require a membership. now back to some of that wild weather we've been seeing around the bay area. earlier we showed you hail that looked like snow. now here's some real snow. take a look at mt. hamilton. these were sent to us by the lick observatory. >> in the sierra high winds caused appen avalanche that bur two cars. david ortiz and neil shutler were stuck in one of those cars. they look pretty happy. david posted this picture on facebook showing the snow covering all the windows of his car. he says he's thankful to the firefighters who were able to dig them out in about an hour. take a look at this, it's an avalanche in utah caught on camera. you can see it on the right side of your screen rolling down the mountain. this is from a state transportation camera. the area had already been closed

for avalanche control. >> it's definitely scary, and those people were smiling in the car but that's a frightening situation. >> there's been turbulent weather all over the country and we're getting a lot of it right here. in fact i don't know if you can see over ama's shoulder, normally she has a halo over her head. this is a rainbow over her shoulder. here's live doppler 7 and you can see we have scattered showers around the bay area. of course you may know there have been numerous reports of hail and lightning strikes in these little cells passing through the bay area. here's a view from our rooftop camera looking out over the bay towards the bay bridge. interesting cloud formations all over the bay area. it's 53 in san francisco, 49 across the bay in oakland, 50 mountain view, san jose 50, gilroy 47 and 50 half moon bay. no rainbow in sight but beautiful cloud formations sweeping across the western sky. it's 50 in santa rosa and 51 at

napa. one more live view looking out over the bay. what a sky today. we've got all kinds of interesting visuals, no matter which direction you point the camera. these are your forecast features. we'll see showers continuing through the overnight hours into tomorrow morning. the next storm arrives on thursday. we'll have dry, sunny days, a string of them, beginning on friday. here's our forecast animation starting at 7:00 this evening. notice the pattern continues with the scattered showers and occasional heavy downpour may occur. maybe even some more hail stones. cold air as i mentioned earlier arrives or accompanies this storm, so some of the higher peaks up north may see some snow or mixed precipitation overnight. at the dpbeginning of the morni rush, there will be areas of wet pavement and showers. over in the east bay valleys we'll see mid to upper 30s so very chilly conditions will continue to be with us during

the overnight hours into tomorrow. finally in the afternoon hours we'll see the rainfall taper off and give way to mostly sunny skies in most locations around the bay area. high temperatures will range from 52 to 55 in most places tomorrow. then on thursday, our next storm arrives. our storm impact scale indicates this storm will rank 1 on the storm impact scale. it will produce light rain, light winds. so we begin our forecast animation at 12:00 a.m. thursday. by 6:00 a.m. thursday as the morning commute gets under way we'll see rain pushing through the north bay, then swinging south. my mid-morning hours, it may not reach the south bay. but it will produce some light rainfall. so here's the accuweather seven-day forecast. early morning showers tomorrow. at least partly sunny by afternoon. mainly sunny and dry on wednesday, although clouds will thicken late in the day as our next storm arrives thursday morning. again, it ranks 1 on the impact

it is scheduled for a winter release on december 15th. fans immediately took to social media speculating just who the last jedi is. writer and director ryan johnson has said episode 8 picks up right where "the force awakens" left off. the 37th annual golden raspberry nominations have been announced. those up for a razzie represent the worst of hollywood in 2017. february 26th. mark twain is back. you heard me. more than a century after he passed away, a new book will be published under his name. doubleday books will release it. it's based on 16 pages of notes written by twain in 1879 that were uncovered at the mark twain papers and project at uc berkeley. it's about a boy who can talk to animals and their effort to rescue a prince. >> all right. well, making history. hundreds of thousands march for equality this weekend, but will it make a difference? what some of the people who marched in washington, d.c., want you to know. and deadly storms continue to slam the east coast. the severe storms that turned deadly down south is moving north and the east coast is taking a beating. i'm elizabeth hur in new york with the very latest, coming up.

trade act with some economic leaders designed to slow china's global influence. world news tweeted the white house claims donald trump has separated from his businesses as required by law. he signed a 19-page document saying he resigns from all positions within 400 companies. a nonpartisan ethics group says it doesn't go far enough and filed a lawsuit today. here in the bay area, abc 7 news reporter melanie woodrow talked to investigators trying to find a woman who may have died in an alameda county creek this weekend. a family member at the creek today may have found her car after throwing a rock into the water. however, divers can't check it out yet because of rough conditions. a powerful storm that's killed at least 20 people in the soer southeastern united states is moving up the coast. elizabeth hur is tracking the storm. >> reporter: with mother nature on the move and the waves looking more menacing by the hour -- >> i don't want to be here right now. i told my husband, let's leave. it's really scary.

>> reporter: residents in coastal communities in new jersey not taking any chances with reports of flooding and power outages pouring into 911 call centers just after noon. >> with all of these event we take them very seriously. we prepare for the worst, we hope for the best. >> it looks like a nuclear bomb went off. >> reporter: the nor'easter now pounding the east coast as part of the same system that devastated the southeast over the weekend. >> i've been in hurricanes, but nothing as bad as this. this has been one of the worst days i have ever seen in albany. >> reporter: albany, georgia, one of the hardest hit, had entire neighborhoods torn apart and blown away. >> it appears a bomb went off here. that would be such a tremendous understatement for this event. it's unreal, it really is. >> reporter: more than a dozen counties across the state are now under a state of emergency with the national weather service on the ground looking into reports of 30 tornados that tore through the region, including mississippi, louisiana

and florida, leaving homeowners to spend the day cleaning up, while some are just learning they must rebuild after losing everything. >> the house can be replaced, but we can't. so hey, i'm just thankful for that. >> reporter: and as for the situation here, forecasters say the worst is yet to come with the heaviest wind and rain expected to arrive later tonight. elizabeth hur, abc news, new york. in florida, authorities are still trying to determine if a tornado caused this damage to a school in palm beach gardens. you can see the football field is covered with debris from ptrees and nearby buildings tha were taken down in the high winds. school was cancelled today because of the damage. in san antonio, texas, two men face murder charges accused of killing a good samaritan in a shopping mall. police arrested jason prieto this morning. they say he and another man rocked a jewelry store inside the mall yesterday. jonathan murphy was in the mall with his wife to get their wedding bands cleaned. he was shot and killed.

another good samaritan shot and wounded the other suspect. prieto randomly shot at people as he ran away. a driver of a tractor-trailer died after his big rig crashed on interstate 270 this morning. police say the truck driver lost control on the interstate ramp. the rig was carrying up to 8,000 gallons of fuel. crews will have to keep it closed up to a week for repairs. hundreds of thousands turned out this weekend for women's marches here in the bay area and around the world. >> for some it was a life-changing experience, especially for those who flew to washington, d.c., to take part. but with him the momentum make a difference? >> abc 7 news reporter lyanne melendez is live from city hall. >> reporter: yeah, you know, i think people who returned to work today spent a long time talking about the different marches. now, whether you were here in san francisco, oakland or d.c., people understand that this has to go beyond just a single

weekend. >> i just thought you have to be there in our capital. >> reporter: after getting little sleep, debra green says he feels energized after attending the women's march in d.c. she says it's time to step out of her bubble and have conversations with people who think differently. >> you can't kick somebody under the table to shut them up anymore. you need to be able to talk about these truths in order to transcend them and i think that's the thing that's going to be different. >> i believe we are at an inflection point in the history of our country. >> reporter: there was an outpouring of support for women's issues this weekend, but james taylor, a political science professor, says there is much work ahead. >> what i expect to come out of this, it all depends on what kind of networks and alliances the movement leaders have with each other in terms of whether they can sustain this. >> reporter: marches have a way of shaping america. after dr. martin luther king

hospital. doctors say president bush is making daily improvements after falling ill with pneumonia just over a month ago. >> he is sitting up, watching tv and is waiting anxiously for his favorite oyster stew for lunch. >> his breathing tube was removed on friday. doctors say his coughing is getting better and they gave him special breathing treatments to clear out his airways. remarkably three italian sheep dog puppies are in good condition after being trapped under a hotel. rescuers found the puppy's mother and father not long after that avalanche hit. they are adorable. >> aren't they? powerful waves toss a popular coastal landmar. a closer look at the damage to this historic ship and what it could mean for tourists. i'm michael finney. ask finney is just ahead. i'm taking your questions on twitter and facebook.

gisele bundchen wearing championship hats. he led his team. to be fair to the steelers, they had about 15 players with the flu. the flu bug also hit the green bay packers. cal's aaron rodgers was one of several with the virus. the atlanta falcons easily won. super bowl li is in houston on february 5th. tickets to the super bowl are the highest they have been this far out from the event. one online ticket website has the average listing at about $6,000. the atlanta falcons/new england patriots matchup was predicted to be one of the least compelling but loyal fans in georgia have been buying up most of those tickets. the cheapest seats are around $3,000. the most expensive, that's selling for $430,000. here's another look at our wacky weather looking at live doppler 7. notice the lightning strikes over in the central valley moving into the foothills.

we've had a few lightning strikes around the bay area as well. we continue to see this pattern of scattered showers and isolated areas of hail moving through the bay area. on top of that we have a high surf advisory until 3:00 a.m. tomorrow. wave heights are quite high, anywhere from 14 to 18 feet. we expect to see breakers up to 20 to 25 feet. there's the possibility of strong and dangerous rip currents and sneaker waves. on we go to the sierra where a winter weather advisory is in effect until 4:00 tomorrow morning. we expect 4 to 8 inches of snow above 3,000 feet. heavy snow showers are likely and hazardous travel conditions. rainfall totals range general low between 0.3 and 0.6 of an inch here. fairly uniform totals. our percent of normal rainfall for the season to date, every location is well above average. santa rosa and livermore are 200% of average. here's the accuweather seven-day forecast. we have a few showers overnight into early tomorrow morning and

for joining us. >> sky 7 is live over highway 13 near broadway terrace. caltrans crews made a plan to repair it. three drivers hit it and had flat tires. >> underneath the soil we had a 30-inch diameter height that basically disintegrated and then caused the sinkhole. so you've got about a good 30 feet deep hole. >> now this is new video from the chp showing crews filling in that hole with concrete. now let's go back to sky 7 where you can see that big slowdown near highways 13 and 24 as crews continue to work filling in the hole with concrete. the chp hopes to have all lanes of the highway reopen again by tomorrow night's commute. we'll keep you posted. we didn't see as much rain today as we did over the weekend, but the bay area weather is hardly settled.
