>> a republican aide though says that the president's comments were made in jest that he was just joking when he said it. a democratic aide says it was not a joke. >> so there's still back and forth about the whole election. another busy day on tap for president trump starting with a meeting with auto industry executives. the president has already taken swift action with the stroke of his pen involving federal hiring and trade and after a rough start, his press secretary faced the media yet again. abc's jonathan karl was there. >> reporter: in the oval office, president trump making good on his campaign promise to pull out of a major trade deal with asia, the trans-pacific partnership. >> great thing for the american worker what we just did. >> reporter: and in a meeting with business leaders, trump warned of a big new tax if any of them move jobs out of country. >> so a company that wants to fire all of its people in the united states and build some factory someplace else and then thinks that that product is gonna just flow across the border into the united states, that's not gonna happen.

they're going to have a tax to pay. a border tax -- substantial border tax. >> reporter: the president also signed a federal hiring freeze, and an order banning foreign aid to groups who provide abortion counseling. a flurry of activity after a rocky weekend, trump and his team spent defending the size of his inauguration crowd. >> we had -- it looked honestly, looked like a million and a half people. whatever it was it was. >> reporter: on saturday, trump's press secretary used his first appearance in front of the press to lambast reporters for comparing the size of trump's crowd to the larger crowd at president obama's first swearing in. >> this was the largest audience to ever witness an inauguration. period. both in person and around the globe. >> reporter: but spicer got some facts wrong, including his claim that more people rode the washington metro system on trump's inauguration day than for obama's four years ago. trump's senior advisor kellyanne conway created a firestorm with her defense. >> sean spicer, our press secretary, gave alternative facts to that.

>> reporter: spicer faced the press again. >> is it your intention to always tell the truth from that podium? and will you pledge never to knowingly say something that is not factual? >> it is. it's an honor to do this. and, yes, i believe that we have to be honest with the american people. i think sometimes we can disagree with the facts. there are certain things that we may mis -- we may not fully understand when we come out, but our intention is never to lie to you, jonathan. >> reporter: spicer acknowledged getting some of the specifics wrong over the weekend, but he stood by the big claim. >> do you stand by your statement that was the most watched inaugural address? >> sure. >> it was the most watched inaugural. when you look at -- you look at just the one network alone got 16.9 million people online. another couple of the

networks -- there were tens of millions of people that watched that online. never mind the audience that was here. 31 million people watched it on television. combine that with the tens of millions of people that watched it online on a device, it's unquestionable. >> reporter: spicer was also asked whether the president ordered him into this battle. >> did he tell you, sean, i'm upset about this, i want you to come out -- >> i'm not going to get into conversations i had with the president. >> president trump also met at the white house with the congressional leadership, both democrats and republicans, house and senate. >> a lot of big agenda items, a lot of the big promises to keep, but no clear path yet on how to get congress to move on the big items like tax reform, obamacare repeal and replacement and what he's going do with infrastructure and jobs. jonathan karl, abc news, the white house. and one more note from the white house. just a few days into his first term as president, donald trump is apparently thinking ahead to his second term. he has quietly filed paperwork for the 2020 election. in a note to the federal election commission, mr. trump says, this is not a formal announcement, but it does make him a candidate who can accept contributions and sell those red hats. and now to minnesota where governor mark dayton is expected

back in his office this morning following a pretty scary incident. the 69-year-old stumbled after entering the state house chamber last night for his annual address to lawmakers. he then seemed okay, but after speaking about 40 minutes, dayton started to slur a bit. he then took a very long drink of water and then just collapsed. he was helped by several onlookers trying to keep him from falling. now, afterward, he did leave the chamber on his own accord and lawmakers then put politics aside. >> we wish him a quick recovery. i'm sure he'll be fine, but we can comment on the details of the speech and his budget when we see that tomorrow. but he is, you know, looks like he's doing better and we wish him a speedy recovery. >> we're told he underwent a routine check at his home. his son then tweeted he's "doing great." dayton turned 70 years old on thursday. snore let's move onto the severe weather and powerful nor'easter that is bringing snow, sleet as

well as ice to some parts of new england. >> residents and road crews in the boston area were getting ready for the storm and earlier heavy rains and high winds made the commute home miserable for thousands in the new york metro area. and in philadelphia, wrong place, wrong time for a man killed when he was hit by a sign that had been blown by those winds. to the south in georgia, there were incredible scenes of heartache as residents returned to what was left of their homes. at least 20 people died in the southeast during the weekend storms. the governor of georgia now asking for federal help. and in the west, california's governor has declared a state of emergency. at least four people have died and several others are missing following a three-day storm. in the san francisco bay area, an 18-year-old woman is also missing after her car plunged into fast-moving water following a collision. ski resorts in the nearby sierra got up to three feet of new snow. some areas don't know where to put all the snow that's falling and more snow could even be on the way.

the governor is asking for help from washington, d.c. and the governor of minnesota is expected to be back at work later on this morning after collapsing while making a speech. it's kind of hard to watch this video. democrat mark dayton stumbled after entering the minnesota house chamber ahead of his annual address to lawmakers. and then about 40 minutes into his speech, he took a long drink of water, spoke a few slurred words and then collapsed. he didn't finish his speech but after being checked out, dayton was able to walk out of the building. his son tweeted his father is "doing great." and president trump may have won the white house but he is still complaining about losing the popular vote. during his first white house meeting with congressional leaders sources say the president repeated a false claim that he lost the popular vote only because 3 to 5 million undocumented immigrants voted. a republican aide claims he was only joking. a democratic aide disagrees saying the president spent ten minutes talking about the election. and the country has a new cia director. kansas congressman mike pompeo was sworn in last night by vice president mike pence about an hour after he was confirmed by the senate.

some democrats had objected to pompeo over what they described as inconsistent positions on torture and meddling by russia. but he has been confirmed. and president trump's pick for secretary state has been approved by the foreign relations committee. former exxonmobil ceo rex tillerson is expected to easily win senate confirmation. marco rubio decided not to break with his earth after challenging tillerson over his views on russia. >> reporters experienced a kinder, gentler white house press secretary after he got off to a rocky start on the weekend. on saturday, you'll recall sean spicer accused the press of down playing the inaugural crowd. yesterday spicer still insisted it was the largest audience to witness an inauguration, but he acknowledged getting some of the specifics wrong and talked about the importance of telling the truth. >> is it your intention to always tell the truth from that podium and will you pledge never to knowingly say something that is not factual? >> it is. it's an honor to do this, and yes.
