novato area on state route 37. we have half of it back open. so if this is your route, i'm sure you know that this is just been underwater for about the last week. the eastbound side of the roadway is open between 101 and atherton. unfortunately, the westbound side, they have not been able to pump enough water out today, so chp will be there conducting traffic on atherton. i know that's gotten tough. here's a live look outside at golden gate. we'll check on the central skrally coming up. help could be on the way for a part of the bay area that is falling into the ocean. >> the army corps of engineers will start studying a long-term fix in pacifica. matt keller is live there this morning. >> reporter: good morning, natasha and reggie. i know it's dark right now but when you stand here during the day, you have a beautiful ocean view frommes pla nad avenue but now all you see are chain link fences. that's because there's a giant sinkhole down below on this path that leads you to the ocean. and right over here, you have an

apartment complex that is surrounded by chain link fence because it's sitting so dangerously close to the cliff. yes, the ocean can be brutal but is there anything that can be done to stop this erosion? according to our media partner, the mercury news, the u.s. army corps of engineers will study long-term solutions to three areas here in pacifica that have been damaged by some powerful storms. that could lead to the federal government paying for much of the $6.2 million in repairs. those three areas are the pacifica pier, the seawall and here on esplanade avenue. it could take a year and a half to figure out if the federal government will take on those projects. reporting live in pacifica, matt keller, abc7 news. happening today, golden gate bridge officials could approve $2 million to pay chp during construction of the suicide net. according to sf gate, crews will be working at night. of course, there's limited space so they have to block off sidewalks and part of the road. and that means they need chp to

manage the traffic impact. the $2 million would fund a projected 22,000 work hours for officers so heads up to anyone crossing the bridge at night. that project is expected to last a long time, up to four years. president trump's first week on the job is proving to be full of policy changes so far. he discusses a number of other changes still to come during his first interview as president, a one-on-one with abc's david muir. here's abc's stephanie ramos. >> reporter: today, president trump will come face to face with gop leaders who are hoping to tackle some of the issues the administration is moving so quickly on this first week in office. president trump heads to philadelphia to lay out his game plan to congressional republicans. gop leaders hoping to get on the same page with the new administration. at the department of homeland security, trump ordering construction of that border wall to start right away. in his first broadcast network interview post-inauguration,

talks payment for that wall with abc's david muir. >> ultimately, it will come out of what's happening with mexico. we're going to be starting those negotiations relatively soon. and we will be in a form reimbursed by mexico. >> so they'll pay us back. >> absolutely. 100%. >> reporter: trump also doubling down on his unsubstantiated claims of massive voter fraud. >> 3 to 5 million illegal votes? >> we're going to find out. >> reporter: mr. trump is expected to sign another executive action today which would suspend immigration into the u.s. from some middle eastern countries. abc news and on that note, immigration advocates were chanting in front of san francisco city hall. president trump signed that executive order threatening to strip sanctuary cities of federal funding. san jose, oakland, berkeley, and of course san francisco all sanctuary cities. in fact, san francisco receives about $1 billion, a tenth of its

budget, from the federal government. still, mayor ed lee is not backing down. >> i use the word streams of federal grants and we're not sure what that means because some of those grants are designed to carry out the stuff that we're obligated to do and if they don't want to fund it, i suppose they can defund us for that reason. >> mayor lee says it's too early to say how the city would make up for a possible shortfall. happening today, demonstrators are gathering in keystone and dakota access pipelines. president trump signed orders clearing the way for the projects to move forward. reversing what the obama administration did. we saw protests earlier this week across the country. tonight, organizers in san francisco plan on demonstrating outside san francisco's federal building holding signs and candles. overseas stock markets are going like gang busters this morning, grabbing some of that momentum from the dow breaking 20,000 for the firth time. yesterday, in fact, the dow opened over that number and

never went below it as investors just kept buying. japan's nica is up nearly 2%. the dow's activity is an indication, according to analysts, of how excited investors are about the prospect of stimulus from president trump. the port of oakland is also jumping on the optimistic financial band wagon. officials there say they will begin building 750,000 square feet of warehouses this year. the extra space will allow more goods to come through the port as the demand from asia for agricultural products grows. expansion will also create more jobs as well as more room to get the items on and off ships and trains faster. construction should finish by next year. san francisco border supervisors president london breed may call for a hearing into muni's next bus meltdown. this is according to "the examiner." next bus is a system that tells riders when the next bus is going to arrive. it's been on the fritz for four. breed says the meltdown is shaking confidence in the public

transit system. sf mfa's director of public transit has apologized for the problem and says the agency is working hard to fix it. i thought we'd expand upon those issues at our coast, high surf advisory until 3:00 tomorrow morning. those swells get up to 11 to 15 feet which means the breakers could get nearly 20 feet talking about. right now, we're tallest in bodega bay about 10, 7 in san francisco, 9 in half moon bay and monterey. take a look at some temperatures. coolest in san ramon right now. dublin, pleasanton, danville with 38, lafayette, livermore, 39, everybody else about 40 to 44 degrees. temperatures are a little bit lower just about everywhere. we've got hayward at 45, san francisco at 46, oakland 44, vallejo 45, santa rosa is one of the cool spots at 36 and napa at 38. so dress warmly if you're heading out there. nearly steady temperatures today, about 54 to 56 degrees,

welcome back. actor shia labeouf was booked for demeanor assault after pulling the scarf of a man outside of his live performance at an art museum in new york. shia labeouf left the precinct about 1:00 a.m. this morning.

the actor has been chanting "he will not divide us" into a camera since the election. he intends to have the installation running 24 hours a day. police say shia labeouf scratched the face of no reason has been given for that altercation. the north bay's first passenger rail line in 60 years is expected to start service this spring and marin wants to make sure county workers have easy access to the new smart train. our media partner says the county is launching a free shuttle service so that will get county workers to and from their offices and the smart stations. board of supervisors approved spending on that plan. it's part of a 1 1/2 year pilot program. changing tables will now be required in both men's and women's restrooms in berkeley. the berkeley city council approved the requirement similar to the legislation signed last october by former president

obama. that legislation requires all federal buildings open to the public to have diaper changing stations in men and women's restrooms. berkeley city manager still needs to determine how the requirement will be enforced. 80 aol workers based in san jose are losing their jobs. the company says the cuts are part of a restructuring plan intended to strengthen its mobile and video businesses. aol's layoffs follow job cuts at other companies going on here in the bay area, including 441 at oracle, 275 at alaska airlines, 264 at pg&e, 150 at theranos and 94 at google. california's expanding its brace and bolt program to help retrofit more homes and cities near dangerous earthquake fault lines. homeowners in daly city, san bruno, san mateo, and hayward may be eligible for up to $3,000 in seismic upgrades. eligibility depends on local geological hazards combined with

45 to 49. how about that commute? half good news here if you're going to be traveling through novato. they were able to get half of state route 37 back open, the eastbound side between 101 and atherton, the westbound side still closed and as you can see, we've got a little delay forming there. chp is on the scene helping with traffic control there for all those folks using atherton as that detour and they continue to pump that water off the roadway so hopefully later today, maybe tomorrow, we'll get the westbound side back open. live look at the bay bridge toll plaza. those metering lights were just flipped on. update on that crash on niles canyon road, we'll talk about that next. we are looking into breaking news in sunnyvale where police set up a large perimeter overnight. this is near the lawrence excess rai. investigators were sifting through a lot of items as you can see on the ground. we are making calls or trying to find out from several agencies exactly what's going on here and we'll let you know as soon as we hear back. also tracking breaking news out of the south bay. this is the scene in san jose. this crash involving a critical

care transport vehicle. witnesses say it rolled over several times on westbound highway 237 before it came to a rest on zanger road, the off ramp. it appears the driver is an emt. chp says that he called for help after the accident and was taken to the hospital with minor injuries. no other passengers were in the car. all right, this morning, a tough new survey for b.a.r.t. it shows that the agency has its lowest rider approval pfr. >> so many people not happy about a bunch of things, including breakdowns, delays, and standing room only trains. elissa harrington live for us in the east bay this morning. >> reporter: more than 5,000 people were surveyed and it turns out there's a lot to complain about when riding b.a.r.t. one of the biggest issues, the lack of seats on the b.a.r.t. trains. ridership is way up, which means that riders are packed like sardines on trains during commute times. those surveyed were also unhappy the noise level. that was actually the sharpest

decline. and also the reliability of elevators, which have been plagued with all sorts of issues, some of them are still out of service today. i spoke with one rider at the pleasant hill b.a.r.t. station. >> yes, i am satisfied. but i think so is the company made some plan for a better service, it's very, very important for the customer. >> reporter: that man's main issue, when trains are delayed since he relies on b.a.r.t. to get him to work on time every day. there is some relief on the way at $3.5 billion bond measure was passed by voters to make some improvements, and the agency is rolling out new train cars later on this year. reporting live at the pleasant hill b.a.r.t. station, elissa harrington, abc7 news. and if you would like to see the b.a.r.t. survey for yourself, we are posting it on our abc7 news app and

mexico in some form will pay for it. house speaker paul ryan says congress is going to front the money and that is estimated to be feen between $8 billion to 14 dlds. local leaders and immigration advocates are coming together. they are vowing to protect citizens whether they are documented or not. they held a rally to denounce the president's threat to deport millions of undocumented immigrants, saying we have made too much progress to go back. >> thank god i am now a citizen, but i've suffered the fear that many in my community suffer now. >> it's going to lead to a lot of harassment, racial profiling, and american citizens are going to get harassed too as they did before. >> we have one tool that is more powerful than either congress or the president. and that is u.s. constitution. >> the mayor added the executive orders will not change how his city is policed.

>> student board member. >> aye. >> thank you. motion passes. and there you see two school districts in santa rosa passing a resolution last night opposing betsy devos for u.s. education secretary. and this is becoming a national trend. critics of the conservative billionaire cite her lack of experience with public schools and her support of school vouchers and privatization. devos is going to be up for a confirmation vote by the senate later this month. happening today, a federal judge in san francisco is expected to hand down the sentence to pg&e for its role in the deadly 2010 san bruno pipeline explosion. a jury found the utility guilty of six felony counts, one for obstructing the investigation into the explosion. each count carries a $500,000 fine so the maximum pg&e would pay is $3 billion. eight people died in the blast. new this morning, incredible video out of washington. just north of seattle, a massive three alarm fire erupted last

night at an apartment complex under construction in lynnwood. two firefighters suffered nonlife threatening injuries. surrounding buildings had to be evacuated and we still don't know what caused that fire. the army corps of engineers will start to study pacifica. abc7 news has documented the city's problems over the years and we know they include cliff erosion. that's what prompted the evacuation of the apartment complex there. pacifica pier has been damaged along with a section of the wall on beach boulevard. last month, a giant sinkhole opened up on a trail leading down to the beach so now it's up to the army corps of engineers to determine in any of the sites are of federal interest that could lead to the government paying for the majority of the repairs. happening today, contra costa county supervisors will meet today to ratify a state of emergency. this washed out road is just one example, flooding, mudslides, and sinkholes have caused an estimated $9 million in damage so far. that declaration will allow the

county to apply for state and federal aid. crow canyon road in castro valley is open this morning but drivers can't help but wonder for how long. for the second time in just a week, a falling tree has closed this major artery for hours and this time, it trapped a woman inside her car. that woman is shaken, of course, but she's okay. a 100-foot-fall eucalyptus tree came crashing down last night on the northbound lanes just past cold water drive. that tree took power lines down with it, and it took an hour before pg&e could de-energize those lines. last friday, on the same stretch of road, another tree fell and caused some hurt. >> i think just because of all the rain that we've been having, i think that the trees and the root systems are not holding up as well as they should. >> traffic was backed up for quite a ways until the tree and the car were cleared off the road. crow canyon rose had closed several times this winter for storm-related clean-ups. the berkeley apartment

building where six young people fell to their deaths has been quietly renamed. it used to be called library gardens. well, berkeley site is reporting that the complex is now known as the k street flats. the building has been repainted and the two balconies that once faced out to the street have been removed. in june 2015, five irish students and one from rohnert park were killed when a balcony they were celebrating on collapsed. the city of berkeley examined -- sorry, a city of berkeley examination determined that dry rot was the cause. happening today, uc regents are voting on a tuition increase for the first time in seven years. the approved, tuition would go up by $282 a year at all ten university of california campuses and that would bump tuition up to $11,502 a year. now, campus officials say financial aid would cover the extra costs for about two-thirds of all students. still, lieutenant governor gavin newsom says he's voting against

that breaking news is in colorado right now. a coal train has derailed. this is in weld county about an hour and a half north of denver. at least 25 cars went off the tracks. some of them overturned, spilling their cargo. crews have arrived at the site. they are starting the clean-up right now. we're going to continue to monitor this situation and bring you updates as we see them come in. if you drove by the shell refinery in martinez last night and spotted flames, you weren't alone. firefighters say flaring at the facility could have been seen from highway 680. this video was shot around 9:30 last night and shows what appears to be steam or smoke

rising. officials running the refinery tweeted out a message that fire training is happening until afternoon at 3:00 today and the flaring is all part of that. recovery efforts officially ended in italy early this morning. firefighters spent a week searching the rubble of an avalanche that crushed a hotel. it ended up killing 29 people. the hotel is in an isolated part of central italy. crews pulled out nine survivors in the first days of the rescue. political leaders acknowledge there were delays in the initial rescue effort. they say local authorities brushed off the first alarms of the avalanche. a local congresswoman is addressing concerns over the actions president trump has already taken and the many changes likely still to come. congresswoman jackie speier held the first of what's expected to be several town halls last nigh. she was in pacifica where many in attendance told us they are first-time activists. they are worried act everything from the environment to immigration. the congresswoman is urging everyone to call and e-mail the white house and learn and read
