can be seen throughout the city. school leaders are speaking out and so is the man that the demonstrations were about. good morning to you, it is thursday, february 2. i'm natasha zouves. >> thanks for joining us, i'm reggie aqui. we'll have more on the fallout from those protests in just a second but first, our other top story, another storm moving in. yeah, storm watch. hi, everybody. let's go to live doppler 7. i have it up on the north bay. that's where we're seeing some yellows and oranges, some moderate rain falling down into rohnert park to petaluma, all the way down to big bend. and as we zoom on out, you can see it's moving from southwest to northeast. in fact, look at some of the puddles right here on the roof camera. a quick look at your 12-hour day planner, waves of rain all day. alexis. and we've got plenty happening on the roads this morning as well. one of our quiet spots, the bay bridge toll plaza, no metering lights yet, so everything looking okay for the moment. of course right around 5:30 is when we should have those lights flipped on here for the metering lights this morning. we do have a b.a.r.t. issue already, though, and this is on the richmond line about a

10-minute delay, they have some type of track issue between richmond and dell norte stations. that delay pretty minimal. i will update you if that extends any further. we have two rollover crashes coming up this morning. happening right now in washington, d.c., the national prayer breakfast is getting underway. president trump is there, along with vice president pence. they arrived moments ago. >> 3,000 people expected to attend this right now. i wonder if we want to listen in and hear if trump is speaking yet. all right. this is a tradition that dates back to 1953 and is organized by the fellowship foundation and features a variety of speakers. of course we'll keep monitoring. this we'll check back in as soon as he starts making any public comments. and speaking of mr. trump, the president has been threatening to take away money from uc berkeley because of last night's violent protests. >> he tweeted this morning, if uc berkeley does not allow free speech and practices violence on

innocent people with a different point of view, no federal funds? >> amy hollyfield is in berkeley with how this all started last night. amy? >> it looks like we're having some video issues. we'll get back to her in just a moment. during the protests, you may have seen some folks dressed head to toe in black clothing and ski masks. the question, who are they? and why were they there? >> jessica has been researching that side of the story for us this morning. >> yes, they are often labeled anarchists but the garb and the strategy actually has a name. it is called black block, and it's a tactic, and here in the last few minutes, i actually read a great "washington post" article released this morning to gather some insight for you. these folks often mistaken for a group, but in reality, those protesters are striving to remain unseen, so oftentimes, those folks want to use violent measures or destructive measures

like we saw last night when a mobile light pole was lit on fire and they dress in all black to appear organized and protect their identities. there's a long history of black block tactics. one author, who's regarded as an expert in the field, says the subject or that tactic actually dates back to the 1970s in germany, but more recently, we've actually seen the same strategy used during the protests at president trump's inauguration in washington, d.c.. so, there's some insight for you on who exactly some of those people were. rggie, back to you. >> thank you, jessica. there's another debate that's going on this morning about all the chaos that unfolded last night at berkeley. free speech and where it crosses the line. abc7 news reporter wayne freedman has more on that. >> reporter: hours before the event even. >> no trump, no fascist usa. >> reporter: it had all the trappings of gearing for conflict and confrontation. as though how much or what?

>> i'm not making predictions. >> i think part of free speech is hearing opinions that you don't believe in. >> reporter: when the conflict did arrive, it did so in the form of polytechnics and smoke and strife and anger, not only about the speaker and about what he might say but also about his right to say it. even here in the birthplace of the free speech movement. >> well, i'm carrying my sign. it said, the first amendment is for everyone, protects all speech, even milo. >> yes, free speech should be allowed but where do we draw the line when it crosses into hate speech? >> reporter: some people came here actually hoping to hear the speech. kiara was disappointed when the university canceled it. >> i think the people watching tonight should look at the people protesting and look at what color hat they're wearing. it's certainly not red. >> reporter: as you can see, she was wearing red. as we continued the interview, she paid for it. in a free country, with free speech in this iconic place, no

>> reporter: good morning, natasha and reggie. our light showers turned to a little bit of a drizzle right now here near los gatos at the base of the santa cruz mountains. but we did just have our first crash of the morning here on highway 17. it's the northbound lanes. one vehicle involved and now they're waiting for a tow truck. now as we look at the northbound lanes here, heading into los gatos, you can see that traffic is moving smoothly right now, but we all know when it's wet outside, highway 17 can be tricky. now here's video we shot about half an hour ago, driving southbound on 17 through los gatos. right as you start heading up the mountain. caltrans signs are warning you, slippery, wet roadways, reduce speeds and that could be key, especially so early in the morning. there are mudslides or debris in the road from overnight, you may be the first person to drive up on it. past month has been rough for people driving on highway 17 and many other roads in the santa cruz mountains. mudslides and debris, blocked roads for hours and sometimes even days. the good news for all of this

rain, filling up our reservoirs here in the santa clara valley. i'm standing in front of lexington reservoir. you can't really see right now because it's dark but the good news, it's at about 85% of capacity, which is very good for this time of the year. reporting live in the santa cruz mountains, matt keller, abc7 news. the associated press reporting this morning that president trump threatened to send u.s. troops to mexico if that country's president doesn't stop the, quote, bad hombres down there. that quote was found in a transcript of the conversation the president had with mexican president pooent. it reads, you have a bunch of bad hombres down there. you aren't doing enough to stop them. i think your military is scared. our military isn't so i just might send them down to take care of it. the excerpt offers a rare look at how the president is conducting dip lomsy. several house democrats are calling on president trump ore move chief strategist steve bannon from his post on the

national security council. in a letter to the president, the house democrats expressed concern about bannon's past political statements and actions. they say, national security depends on the full understanding that our nation's interests, not political calculation, that is driving your administration's decision making. check out live doppler 7. up on glen ellen, over towards napa and up towards yountville, all those areas probably seeing ponding developing right now. same thing as you're around guerneville road in santa rosa. you can see live doppler 7 up there, updating, showing that this moderate rain is slowly moving to the east so watch out. as far as temperatures, not quite as cold as it was yesterday. inland, we're about 47 to 49 degrees, very narrow margin there. we're even milder around oakland at 54, san jose, and mountain view at 52, san francisco 51 and then some upper 40s in santa then some upper 40s in santa rosa, novato, and also pacifica.

about 0.04 inch fell so there are damp spots on the road this morning but not as much as we're going to deal with across the north bay. for the next three days, we have periods of rain and showers. the heaviest, we've already had today. they'll be light. we'll have a heavier batch tonight through tomorrow morning. then it will become lighter just like today and even lighter chance of showers saturday, so don't cancel any plans, especially if you're outside of the north bay. that's where the best chance of rain will fall. in fact, temperatures will hang in the upper 50s, low 60s. through the weekend, those chances drop. our next storm arrives for monday and then decreasing chances of rain through tuesday and wednesday. i'll give you an hour by hour look coming up next. good morning, mike. we've had quite a few crashes this morning, most of them solo vehicle spinouts. in novato, southbound 101 just before rowland boulevard, that

cleared as well as the fatality investigation right around atherton so all these end ramps open in the novato area but we have a new rollover crash in the rohnert park area and you can see heavier stuff on live doppler 7 just pushed through. state route 116, just to the west of stony point, just one lane partially blocked, no major delay there at the moment. quick check outside at our richmond-san rafael bridge camera, this is on the richmond side before you get to the toll plaza. it is soggy out there this morning so really want to drive for conditions today. we'll take a look at some drive times coming up. investigators are looking into a cold case about the death of this 17-year-old girl. they're now hoping this sculpture can help them get some leads. >> some homeowners in the bay area just filed a lawsuit against an east bay loan provider. the claims that they're making. it is 5:11. abc7 news now shows you what's happening traffic-wise and also weather-wise during our commercial break. commercial break. we are leaving

court right now during a hearing for the wife of the orlando nightclub shooter. abc7 news was at federal court in oakland yesterday where prosecutors claim noor salman knew her husband was going on a deaddy attack and tried to give him an alibi. prosecutors say the couple went to downtown disney in florida which would have had more impact, an attack on disney or at a nightclub. her attorneys say prosecutors lack solid evidence. >> we were surprised at the presentation of the government's case. we frankly expected more. we now know there is no more. >> salman's lawyers asked for bail to be set but the judge instead ordered her held for psychiatric evaluation. santa cruz police are asking for help solving a cold case spanning more than three kekds. it involves this young woman. police are looking for information from anyone who might have had contact with her as she traveled through the santa cruz area around 1993.

her decomposed body was found the following year. at first, officials could not identify her so they created the model that you see on the right. police say the 17-year-old was traveling along california's coast from pacifica to santa cruz when she died. in today's gma first look, a film maker shooting a shark documentary is missing after diving in the florida keys. >> here's abc. >> reporter: in this morning's gma first look, a desperate search. he's the film maker who fiercely defends the ocean's top predator. 37-year-old rob stewart seen here in a trailer from his award winning movie "shark water." but now the coast guard is desperately searching for stewart after his sudden disappearance tuesday afternoon. right as he was working on his sequel, "shark water extinction." this photo captures him on his boat the day before he d disappeared. stewart and four others were diving when at the end of the dive, he came to the surface and signalled he was fine, but as

the boat turned around, he vanished. >> i grabbed a mask and a pair of fins and jumped in the water to see if i could find him. >> reporter: his parents are heartbroken and trying not to lose hope. >> if god cares, he's going to bring him back to me. >> reporter: we'll have the latest detailing coming up at 7:00 a.m. factories in california may soon have a new incentive to reduce industrial pollution. lawmakers introduced the buy clean california act. it requires state agencies to evaluate and manufacture's environmental record for making purchases for infrastructure projects. supporters of the bill say it can play a big role in helping the state reach its goal of reducing toxic emissions 40% by the year 2030. we are in the second day of february and this month marks black history month, a time to honor icons. african-american students and their families are now demanding education. they gathered alongside lawmakers at the state capital yesterday to demand more funding

for charter schools. more than 500,000 california students are enrolled in charter schools throughout the state. one of the lawmakers believes it is easier to hold charter schools accountable for students' grades. >> if a public school starts failing kids, we don't shut it down. we continue on the path that we're going. but when a charter school does not meet its needs, we have the authority to shut it down so we have more authority over charter schools than public schools. >> last school year, charter schools enrolled 2% more african-american students than public schools. a group of bay area homeowners is suing their loan provider. they're alleging they were duped into home mortgages at far higher interest rates than they should have paid. alamo based apm mortgage is being sued in federal court. we obtained an internal e-mail written by a mortgage loan specialist allegedly bragging about closing mortgages at considerably higher rates than customers should have paid. in a statement yesterday, rpn denied those allegations and

now. guilty or not guilty ood mo to talk about. >> i'm natasha zouves. we do have a lot of get to. let's check in first with meteorologist mike nicco. >> hey, natasha. yeah, that's a huge headline, a week's worth of wet weather, not going to rain the entire time but you will get wet, at least every day starting today. you can see san mateo there as you come off the bridge through belmont, redwood city, atherton, even the dumbarton bridge starting to get a little bit wet. our best radar returns moving into san francisco all the way up 101 to san rafael and even if it's not raining, look at sutro tower bouncing around. temperatures are going to be mild, mid 40s to mid 50s this morning, upper 50s to low 60s but have your umbrella handy at any time today, it could rain. guess what time it is? 5:30 on the dot and that means, yeah, those metering lights have flipped on for the bay bridge toll plaza right on cue this morning so we got that in a couple moments ago. that is starting to fill in through the maze. no blocking issues for the bay

bridge commute and drive times looking good. westbound 580, tracy to dublin, 38 minutes for you, westbound 4, antioch to concord, still in the green, and southbound 101, san rafael to san francisco, you're also in the green at 17 minutes. but if you are coming from the north bay, new crash to talk about. that's coming up. now back to berkeley. a story that is making headlines across the world. a protest got so heated, so violent, its images have now gone everywhere. >> now the president is responding this morning, making threats against uc berkeley. let's get right to abc7 news reporter amy hollyfield. amy? >> reporter: hi, natasha. yeah, the commander in chief himself tweeting about berkeley this morning saying if uc berkeley does not allow free speech and practices violence on innocent people with a different point of view, and then in all caps, writes, no federal funds, question mark, implying that possible federal money will be pulled from the university. he doesn't elaborate. here's a look at some of the damage left behind from these protests that happened last night. busted atms here at the wells

fargo on shattuck. so were the windows, they are now all patched up this morning. there's graffiti painted here on the walls. here's video of the windows being broken. this was posted on twitter. this vandalism happening at several different businesses in berkeley, some banks and at the starbucks. notice that the vandals are all dressed in black. the university did come out and condemn the violence. >> this is not a proud night for this campus, the home of the free speech movement. we've got our work cut out for us in the days ahead. this is going to be an event that's going to be difficult to process. it's going to have a lasting impact. >> reporter: they were protesting the appearance of m ir lo yiannopoulos. he was here to make a speech. the breitbart editor was whisked away, though, off the campus safely and his speech was canceled. he later said, the left cannot tolerate free speech. that was his response to what happened. police tell us one person was arrested, no injuries were

reported. the campus was on lockdown until late last night, but we want to let you know that has been lifted so classes are expected to go on today as normal. reporting live in berkeley, amy hollyfield, abc7 news. and look at what happened to this woman in the red hat in the middle of an interview. pepper sprayed in the face. she was there hoping to hear yiannopoulos speak and was speaking with abc7 news reporter wayne freedman when the protester reached out and did that. the she told wayne she was doing okay. >> what about milo yiannopoulos? he went on facebook live and he slammed what he called leftist protesters and the police response. unfortunately, we don't have that sound for you. we'll try to get that up for you a little later on in the show. we did send out a push alert on the abc7 news app as the berkeley protest turned violent. you can stay on top of breaking

news with the app. it is free to download. you can do it right now. new this morning in the north bay, chp investigating what appears to be a deadly hit and run accident on highway 15101 in novato. investigators say the body of an elderly man was found at atherton avenue. officers found various car parts on the freeway. they believe a small light gray or silver car may have been involved and are now analyzing the pieces. investigators hope someone saw something and will give them a call. mountain view police need your help this morning finding a missing 12-year-old boy. christopher moreno was last seen yesterday at grand middle school in mountain view on castro street. detectives say he was wearing a white sweatshirt with the word walden on the front. anyone with information is asked to call the police department. we are getting more information about a now-deadly hostage situation at a prison in delaware. >> finally came to an end just moments ago, and jessica tracking all the new details at the live desk. and the details i've been

gathering from our colleagues in the area say that hostage rescued is alert and talking but she is hospitalized. meanwhile, that other hostage was found unresponsive and is dead. police stormed into the prison just a few moments ago and that second hostage was pronounced dead at the scene. i was able to get some more information. we know that police were able to secure the prison just a few moments ago. in fact, we showed you these pictures earlier and we were watching as inmates were made to lie face down on that paved recreation area, and now delaware state police are still there right now trying to secure the maximum security prison as a whole. this is happening in smyrna. the situation has lasted more than 24 hours and obviously a huge investigation is now the next step. those two other hostages released yesterday, there was a total of four, so we have two this morning, two released yesterday, they are recovering. they also sustained some injuries. i will let you know as soon as

we get any of the major updates from the area. at last check, also still 82 prisoners held inside the prison itself, so they have a lot to deal with. back to you. the san francisco police department is suspending ties with the fbi's joint terrorism task force. that announcement comes amid growing concerns of spying on muslim americans by the new trump administration. the ten-year jttf agreement was set to expire in march, and that's when policy could be revised. >> donald trump was very clear that he was going to be targeting muslims, he wants mass muslim surveillance, part of the work done with the fbi jttf could feed into this horrible muslim registry they're talking about. >> the fbi released this statement. these san francisco jttf continues to be committed to working with our state, local, and federal law enforcement entities to uphold the constitution and protect the american people in all communities. a jttf partnership could be reinstated with review by the police commission at a public meeting. the release of an oakland

police department audit requested by mayor libby schaaf last may is revealing strategying details about the recruitment process. among the findings, 17% of officers that were reviewed had been fired from a previous job. nearly half of the officers were not hired by at least one other law enforcement agency after going through the application process. the majority had failed oral and written tests. alameda police are investigating the deadly shooting of a burglary suspect by an off-duty contra costa sheriff's deputy. the deputy tells police that he found the man trying to break into his home yesterday morning. so the deputy opens fire, he wounds the man, and the suspect died later at the hospital. neighbors were ordered to shelter in place as police were searching the area for another possible suspect. they didn't end up finding anyone. investigators haven't said if the man who died had a weapon. >> it's 5:37. this morning, san rafael police are warning residents about a pattern of home burglaries. investigators say all of the burglaries happen during the day

lot of crashes, almost all of them solo vehicle spinout crashes and unfortunately we have a new situation and several other vehicles hit it. southbound 101 just past state route 37 again in the novato area. third crash of the morning along this stretch. right lane blocked at the moment so fire and ambulance are on the scene, at least one of the vehicles involved in this crash is on its side right now. so, sounds like this one's going to take quite some time to clean up. also have the collision still in the south bay. the northbound 85, that is now fully blocked and that one is due to a five-car crash. southbound 680 looking okay. haven't had any trouble reported in this area but man, you really do want to slow down and drive for conditions this morning. our earlier b.a.r.t. issue is improving. some big updates after president trump makes comments about australia and iran. they are both responding this morning. self-driving cars are improving at a rapid pace, what

will not compromise its principles without a fight. wells fargo scandal over sham accounts is costing hundreds of laidoff bank workers their severance. in mid-november, banking regulators put a limit on how much wells fargo can pay fired workers. it was intended to curb golden parachute packages but what really happened is the bank says it isn't able to pay severance to about 400 workers laid off after washington imposed that restriction. almost 5,000 workers laid off before november have received their money. oakland raiders owner mark davis is assuring las vegas officials that other investors are lined up to replace billionaire sheldon adelson but he hasn't named any names. roger goodell talked about the situation in houston yesterday. goodell acknowledged owners have a lot of research to get done if they want to vote on a vegas deal by their meetings next month. >> if for some reason we can't complete that by march, we'll deal with that. but the ultimate objective here is to make the right decision

we get a lot of crashes to go with it so probably not going to be an easy commute for you today. want to take you back to the rollover crash in novato, southbound 101 past state route 37. sounds like a total of four vehicles involved. initially a vehicle lost control, spun out in the fast lane, that was then hit by another vehicle and that ended up in the far right lane so we've got one vehicle on its side. we know that the left lane is now open at least that right lane is blocked, possibly a couple lanes down and you are jammed at about 11 miles per hour getting through that stretch so i expect that to get worse before it gets better this morning. bay bridge toll plaza slow as usual. metering lights on for about 20 minutes. quick update on b.a.r.t. that issue has been resoldiered still about ten-minute residual delays but that should be improving quickly. yet another rollover crash in the fairfield area. we'll talk about that next. there's some new dmv numbers that appear to show self-driving cars are improving at a pretty rapid rate. the data counted amount of times

just coming into our live desk, firefighters are looking for survivors this morning from a devastating factory fire in the philippines, three people still missing from this. look at those flames. 100 people were injured and hard to believe no one died in this fire. you can see just how big the flames were in the factory near manila. 15,000 people were working at the time inside the factory. and officials are right now still doing a head count in morning, just to make sure no one else is missing apart from those three. they are still looking for survivors. it is 5:54. if you plan on saying this valentine's day, alameda county wants to help you plan your big day. the county clerk's office now taking reservations for valentine's day weddings. if you want to tie the knot on february 14, you do need your marriage license by the 10th. the ceremony is $75. officials say the oakland office has a wedding room, flowers, a few decorations up for you.
