us, it will b a little steadier in the north bay as we head from noon to 4:00 and then the best chance of vag rain in the evening hours will be the north bay. i hate to say this. but are you ready for a repeat of yesterday? i'll take a look at tomorrow's forecast. you're probably not going to like it. coming up next. let's get back to 580 right now. we're seeing some big problems for people in livermore. >> this is exactly what we were just hearing from alexis. amy hollyfield ready to join us. amy, what are you seeing where you are? >> reporter: hi, reggie. we see a lot of cars pulled over to the side of the road. they are waiting for tow trucks. this one's got one that just arrived. these are the cars that had tire problems because the chp tells me there's a pretty massive pothole out here that caused all these issues and now we're dealing with quite a backup. two lanes are closed here at interstate 580 and greenville in livermore. this has happened before. look at the backup we had then.

it was terrible. it was a slow crawl of cars. and that time too, it was because of the potholes. officials tell me this freeway is due to be repaved, but they have to wait for dry weather to get that done. they say this freeway takes quite a beating with all of the trucks that it handles every single day. and then all of this wet weather, the weak road just crumbles, it can't handle it. so they do plan to repave it but they can't do it right now this this weather so now all they can do is patch it. this is the main thoroughfare for central valley and east alameda county to get into oakland and san francisco, so it is heavily traveled and today, it's going to have a massive backup. the chp saying that caltrans is now estimating that they're not going to get these lanes reopened until 3:00 this afternoon. so, the morning commute is going to be dreadful. reporting live in livermore, amy hollyfield, abc7 news. >> we hate to hear that but we will be there covering it. now to the santa cruz mountains. people are cleaning up in

felton. >> the san lorenzo river surged and sent water and debris straight into homes and the streets as well. firefighters went door to door by boat, asking people to evacuate. people in the neighborhood say the water came in so fast. >> by about 10:30 or so, it seemed like it was 4 or 5 feet of water in the front yard. >> i know we have neighbors who have been here for 17 years and this is the worst they've seen it. >> after the flood waters receded, take a look at your screen. a woman rescued a live goldfish that she found in a puddle. now to the north bay, incredible video of a mudslide slamming into a home in san rafael. wow. the fire department posted this video of that terrifying slide on mountain view avenue. the owners say they heard the mud start coming down early yesterday and they made it out before the slide hit. >> my mom and dad built the house in 1959, so i was born

guerneville, even the community that says it's seen everything water can bring expressed surprise. vaughn harbor never expected to be thanking members of the russian river fire district but that was before heavy rains turned into high waters that transformed her house into an island. those firefighters had to walk her out this afternoon and it's not the first time she's been flooded this winter. >> this is three or four and it's going to rise like into the houses this time. if it comes up again because the creek's coming now. >> reporter: correction, on armstrong road, it overran a neighborhood and undercut a road leading to the guerneville elementary school. >> at some point, the weight of the school buss that go out here are going to have a problem. >> reporter: the best of times and the worst of them in a tale of two communities. the best because they could have been worse, and the worst because after today, we wonder what comes next. is this over? >> oh, no. it's not over. >> reporter: in the north bay, wayne freedman, abc7 news.

182% of normal. but now water officials are saying, hold on. what if this rain and this snow starts easing up. governor brown declared a drought emergency in 2014, and oldered californians to cut water use by 25%. some new details emerging this morning about a young american found dead in panama. >> jessica following that story at our live desk. >> the u.s. embassy has just confirmed the death. she is 23-year-old catherine johana of new york and the columbia grad was missing for three days before her body was found. she had been staying at a hostel on a different island than where she was found. it's in the same ark pell go, though. fbi agents have arrived in panama and are conducting an investigation. the results of her autopsy have not been released yet. at this point, foul play is not being ruled out. >> thank you so much, jessica.

developing news out of antioch where police are shooting for the gunman in an overnight shooting. they were responding to a call just after 10:00 last night when they heard gunshot. when officers arrived, they found a man lying in the street suffering from multiple gunshot wounds. several nearby cars were also hit. witnesses at the scene did not cooperate with police. the victim is said to be in critical condition. in novato, police are searching for the boyfriend of a woman who was found shot to death. police found her body inside a home on san marcos court last night. officers were called there on a report of a stolen car and when they got there, neighbors told them about a fight inside the house and that is how they found the victim. they now want to talk to her boyfriend. it's this man, craig digrazia. police say he is considered armed and dangerous. they think he is driving a silver hyundai like the one you see on your screen, license plate number 6 ewp 903. the ninth circuit court of

apeelgz could make a ruling as soon as today on president donald trump's travel ban. nearly two weeks ago, president trump signed the ban. it has been on hold since the weekend when a federal judge issued a restraining order against it. yesterday's oral arguments took place by phone with three judges, an attorney for the state of washington, and an attorney representing the president. more than 100,000 people listened to the oral arguments online. if you want to listen yourself, we have posted all the raud yo and is on our abc7 news app so you can play it on your mobile device. chp calling this a severe traffic alert. unfortunately, i have really bad news for you if you commute through altamont pass coming out of the central valley, westbound 580 near greenville road, we have a situation that's really similar to what we had a couple weeks ago, a major pothole, so big that some of the rebar that's really in the structure of that roadway is showing and a lot of vehicles hit that. up to 15 vehicles with flat tires this morning.

two right lanes closed, the two left lanes are open and likely it is going to be this way for the majority of the day. we are up to 7 miles, maybe even a little bit longer than that. also have a traffic alert in the santa cruz mountains, of course, you probably have heard about that new slide, state route 17 between granite creek and vine hill, just a note from matt keller on the scene, he said northbound and southbound traffic are splitting the southbound lane, so we have one lane open in both directions. let's check in with mike nicco and boy we got a ton of rain yesterday. those rivers are full. yeah, definitely full in guerneville where the russian river is about to crest at 34.4 feet at 6:00 this morning. flood stamg is 32. it's going to remain above flood stage until 6:00 this evening. here's a look at 101 and 880. half an inch of rain the last couple days, one of the lower amounts around the bay but it is still wet for the morning commute. check out how mild it is.

plans to return to berkeley to give that speech that was canceled because of the riot. two san francisco supervisors are looking for the answer to a multimillion dollar question involving muni. according to "the examiner," london breed and aaron peskin want to know why the agency hasn't spent the half billion dollar bond. at the time, muni said it urgently needed the money. as of today, only 2% of that money has actually been spent. muni acknowledged a lag in the spending but it says several projects are in the works. the supervisors want to call a special hearing now to get to the bottom of that issue. this morning, some deja vu in the senate, another all-nighter for democrats trying to sway a confirmation vote, this time against the president's pick for attorney general, jeff sessions. i want to show you a live look here at the senate floor. you can still see some people there, no one speaking at this very moment, but much like what we saw yesterday, this is just slowing things down, likely

green at 16 minutes. let's check in with mike nicco, calm between two storms this day. i looked at the newest data and went, really? you can't give us a break? because tomorrow's going to be probably the same as it was yesterday, maybe even worse. here's a look at what's going on today. yes, it is a little calmer out there as we look at walnut creek, there's some scattered light rain around so we'll keep that in the forecast. periods of rain and mild today so keep the umbrella handy, you may need it from time to time. another strong storm tomorrow and dry pattern develops saturday. some of the heavier rain is still light to barely moderate possible around petaluma, you'll notice you're going to see green stretching from marin county, san francisco, across the bay bridge all the way down the east bay shore down all the way into the south bay, palo alto starts to pick up a little bit as it heads down toward campbell. this is what i want to show you. big plume of moisture. another atmospheric river. 4:00 tomorrow morning, quiet, some light rain. here comes the yellows, the

oranges, and the reds by 7:00 it's in the north bay. by 9:00, it's moving into the heart of the bay so it's going to be a little later than yesterday's storm. by noon, down in the south bay and then it just hangs around through 5:00, moderate to heavy rain, and then by 9:00, it starts to finally quiet. look at the rainfall potential. and i think the storm may be a little undone -- underdone by this particular model. 1 inch to 2 inches possible. now when we come back in a few minutes, i'll give you what i think my biggest concerns are. well, there they are. very high hydroplanes, stream and creek flooding, north bay, santa cruz mountains, very high hydroplanes for the rest of the bay area, high for stream and creek flooding and trees down. i'll show you the seven day forecast when we come back. should drug users have a safe place to shoot up? why one san francisco lawmaker says it's time to consider that idea. also, adding to the ranks, san jose's aggressive effort to recruit more plifrz.
