that breaking news now at 5:00, we're tracking a big problem for commuters in the east bay. >> if you need to be somewhere this morning, you might need to head out soon. let's get right to amy hollyfield. she is live on 580 in livermore. amy? >> reporter: yeah, we've got two lanes shut downright here on 580 and this is going to be a long closure that's not going to clear up this morning. they say these lanes aren't going to open until probably 3:00 this afternoon. we still see a car stranded here on the side of the road. they all have flat tires from hitting a massive pothole. that is the issue out here. they've got two lanes closed at greenville road. this is westbound headed into

oakland and san francisco. and this is going to be a 12-hour-long closure. they closed these at 3:00 this morning. this also happened two weeks ago here in the oolts. look at the basically backup from that morning. both times they shut down lanes because of potholes and the potholes are caused by all the rain. caltrans officials say this has been one of the worst seasons for potholes they have ever seen and this is one of their worst trouble spots. they do have plans to repave this freeway but they need dry weather for that so for now, they are patching these holes. if you still have an option, today is a great day to stay home if you can. if you do use westbound 580, car pooling would help, but it's going to be a very long commute through here. so, expect to plan a lot of time for your drive in or skip it if you can. reporting live in livermore, amy hollyfield, abc7 news. alexis, why did it have to be westbound? >> i know. this stretch is terrible on a normal day.

that is definitely our busiest route for early morning drivers between 4:30 and 5:30, i can always count an a backup right when we go on the air at 4:30 and as soon as we have one blocking issue, this turns into a disaster. so yes, major sig alert. little bit stronger and longer there than when i put this on the map. probably up to 9 miles now. we were at 8 at the time. so, just going to be awful. ace rail looking okay if you want to use mass transit. otherwise, yeah, you're going to have to delay your trip and here's a quick look outside. san jose, 101 and 880, wet pavement but no issues reported. meteorologist mike nicco is in the weather center with our forecast. hi, everybody. i've dialed live doppler 7 down so you can see the east bay -- east shore freeway, i should say. easy for me to say. i should let alexis say that. the richmond-san rafael bridge and the golden gate bridge are all getting light rain. you can see scattered right rain for all of us.

fog is thickest around half moon bay but it is going to spread. here's a look at the richmond side of the richmond-san rafael bridge. it's wet this morning. temperatures in the 60s today with periods of light rain. we've got a big storm coming tomorrow. details on that next. here's natasha and reggie with more news. road closures, flooding and a lot of clean-up this morning after a powerful storm hit the bay area. crews are still working as fast as they can because as mike just told us, another one is on the way. a stretch of highway 17 is still closed this morning after a mudslide shut it down in both directions. >> this is the second time at this exact location in less than a month. matt keller is in the santa cruz mountains this morning. >> reporter: good morning, reggie and natasha. it is so soggy here in the santa cruz mountains, we are showers coming from above, the fog in the middle, and we've got mud below. here's the slide behind us. you can understand why something like this would happen up here in the mountains. it is just so wet. now, good news, though, for

commuters this morning. you have a northbound and a southbound lane open this morning, but it could be a couple of days before things get back to normal up here. they split that southbound lane. now, check it out, the mudslide was huge. this is near scots valley. tons of rocks, debris and mud came crashing down yesterday morning and can you believe it? the driver was able to walk away just fine after his truck was smashed. chp closed highway 17 southbound at bear creek road and turned cars back heading north. highway 9 and other cut throughs were also impassable at the time thanks to flooding and more mudslides. at one point, drivers in san jose were being told to go through half moon bay and take highway 1 to get home to santa cruz. people who live in the mountains took the closure in stride. >> the only thing i can say is for people, basically just try to relax and go with the flow. >> it's beautiful country to live in but this is part of life. and after so many drought years, it's -- we're just getting hit

so hard. >> reporter: yeah, and i know what you're thinking. isn't this the same spot where that mudslide happened on january 9? yes, that one hit our abc7 news van and sent a photographer to the hospital. obviously, the upgrades built by caltrans didn't hold up. chp is estimating at least one to two days before they have this cleaned up here on the northbound side of highway 17 but of course we have more rain on the way. reporting live in the santa cruz mountains, matt keller, abc7 news. amazing that two different incidents this morning are happening twice in a month. wow. flooding has shut down a stretch of highway 37 in novato. the closure runs from highway 101 to atherton avenue. the problem is with runoff from novato creek. caltrans is trying to pump the water into nearby fields but the ground is so saturated from previous storms, that runoff is flowing right back on to the road. the chp says that stretch of highway 37 may not reopen for several days.

in holster, lovers lane is closed again. san felipe is closed. there were voluntary evacuations yesterday because of off the flooding. the concern now turns towards tomorrow's storm. in east palo alto, there is a rush to clear damage and debris before the next big storm gets here. cornell barnard talked to people who say they're ready. >> seeing how deep i can get. >> reporter: katrina is braving the high water inside her redwood city mobile home park. all this flooding brought on by heavy rains and high tides from a nearby bay canal. >> you just kind of wade out for the tides to lower and hope it's not raining because if it keeps raining, that can make it worse. >> reporter: but with another storm coming in, katrina is ready. >> water and dog food and -- >> reporter: she's loaded her car with supplies in case she has to make a quick get away. down bay shore road, flooding has left much of lamar mobile

latest breaking information and of course meteorologist mike nicco will have more on that storm in just a few minutes. we are getting information right now about bad weather causing a big problem on the east coast. >> jessica, you found something happening in boston right now. >> that's right. look at this snow and icy roads have led to a huge crash in boston. i want to show you video here. just posted on twitter by a reporter at the abc station there. 20 vehicles involved in two separate crashes on one highway and then nearby, a six-vehicle crash that happened so things are not looking good for their commute in the boston area. luckily, no one was hurt. right now, though, they are in the heart of their morning commute so things could only get worse. i'll keep an eye on it for you. three federal appeals court judges right here in san francisco could rule as early as today on president donald trump's travel ban. a small group of people opposed to the ban gathered outside of the ninth circuit court of appeals in san francisco yesterday. the court heard oral arguments by phone. the department of justice filed an emergency motion to get a

temporary restraining order on that ban lifted. president trump has suggested the legal battle could make it all the way to the supreme court. santa rosa's now calling itself an indivisible city. according to the press democrat, the city council voted unanimously last night to express its support for undocumented immigrants. it avoided using the term sanctuary city. two weeks ago, president trump signed an executive order promising to defund any sanctuary cities. now a traffic alert. >> i want to take you back to altamont pass area in livermore. westbound 580 at greenville road, traffic moving okay at this point but you can see these flashing lights and the two right lanes are block. this is all due to emergency pothole repair and it is likely going to be like this for the entire morning so thanks to amy hollyfield and her photographer for that shot. we've got some pretty significant delays building into the tracy area. in fact, check out this drive time. westbound 580, tracy to dublin, 1 hour, 32 minutes, we're

normally just under 1 hour so that is turning into a delay. westbound 4, antioch to concord, 15 minutes, and southbound 101, you're also okay. lingering weather related closures too. state route 37 still closed between art atherton and 101. and we've then we've got major problems in the santa cruz mountains too in addition though to that slide that matt keller just told us about, we've got a flipped vehicle blocking the right lane. so really it doesn't ever seem to end. let's check in with meteorologist mike nicco. the rain will not end either. no but it won't be as steady as yesterday nor as he have. that's tomorrow. here's the santa cruz mountains. you can see the light rain there, little bit of moderate rain just south of pescadero and you can see as you move into motion, its falls apart as it tries to move into the south bay so if farther west you are, the more likely you're going to get wet, the farther east, the more likely to be dry.

tripled. san mateo senator jerry hill says his office is looking into this. some customers in the bay area and sacramento valley say their gas and electric bills have gone up significantly. pg&e says that's likely because of last year's rate hikes plus increased use in the winter. senator hill suggests customers take a look at their bills and compare this winter's usage to last year's. there is a new report and it finds that single women in san francisco are being shut out of the housing market more often than their male counterparts. and the reason has to do with both the high cost of living and how much women earn. the apartment listing site rent cafe crunched the numbers and it found the gender gap in wages is keeping a large portion of single women out of the housing market. it says men on average make 35% more than women and that makes it harder for women to live on their own in the city. low interest loans are available for people who suffered losses during oakland's deadly goes ship warehouse fire. the small business

plans on moving forward with the final phase to the pipeline and that could begin today. the army says it will allow the nearly $4 million pipeline to cross under a missouri river reservoir in north dakota. president trump took executive action to move this forward. the standing rock sioux tribe says it will sue the federal government bouf this. there's now a recreational marijuana ban in place in marin county. the board of supervisors unanimously passed that measure yesterday. it prohibits businesses from manufacturing, distributing, and cultivating an unincorporated areas of the county. california voters passed the adult use of marijuana act in november. it allows local governments to ban business activities or develop local ordinances regarding recreational pot. do want to check in with smooitd. any improvement on 580? >> no, and we are not going to have any improvement until well past the morning accumulate. it is going to continue to get worse with that emergency pothole repair. westbound 580 through the altamont pass, right at

greenville road, we've got basically the road just falling apart there. about 15 vehicles that hit a huge pothole, they have flat tires so they're off on the shoulder getting towed away and then we have emergency crews there cleaning up those two right lanes trying to make repairs but it's not easy with with some damp conditions so they're saying maybe even as long as 3:00 p.m. for an estimated time of reopening so only two lanes open. we are up to an 11-mile backup so it is brutal here this morning. quick check on mass transit. ace rail, 1 and 2 on time this morning. that is a great alternate. all the surface streets are really congested out of the central valley. b.a.r.t., normal service established this morning. 38 trains in service right now. and system-wide, i know we had some major issues with san francisco bay ferry yesterday. today, we don't have any trips canceled. bay bridge toll plaza, you're looking okay so far this morning. those metering lights should be flipped on in about ten minutes. let's check in with mike nicco with a look at our forecast. hi, everybody. i have some good news and i have some not so good news. good news, it's not as windy at

the golden gate bridge as it was yesterday. winds are about 5 or 6 miles per hour. yesterday, they were gusting up to about 48 miles per hour. the not so good news, it's still wet. still waves of light rain and mild highs today, damaging storm arrives tomorrow and a tranquil pattern begins saturday. here's a look at vallejo. benicia, martinez, all the way across 37, hercules, some light showers there also moving through walnut creek and into concord. when i made this map, there was a little bit of light rain on the west side of the dumbarton bridge. you can see that has since dissipated but know from time to time that's going to be the case. let's jump ahead about 24 hours, tomorrow at 7:00, yellows, oranges, let me get out of the way so you can see. reds also. yeah. up there until 9:00 and it starts moving into the bay and the reds are holding on across the north bay. we're going to have flash flooding probably during this episode at this time tomorrow morning. and then you can see the yellows, the oranges, and the

reds still, noon, around most of the bay and lingering through at least 5:00, so more flash flooding is going to be possible. then it starts to taper. rainfall amounts very light tomorrow morning but everything's going to be wet and then you can see about 1 to 3 inches of wet weather. we'll take a look at my storm concerns coming up in a few minutes. first let's focus in on this storm being a 3. moderate, 1, light storm on friday, and then sunshine and 60s saturday through tuesday. >> finally we get a break. next, the seven things you need to know as you start your day. also, the next time you go on a date, make sure to check their smartphone. and breaking news out of altamont pass, a sig alert is in effect on 580. several lanes are closed. they're going to be shut down for hours. here are the seven things you need to know. huge problem in livermore. a massive pothole has shut down two lanes of westbound 580 near greenville road. now, a similar issue popped up on the same stretch of highway just two weeks ago. bad all around. and i want to show you what that is doing to our drive time through that stretch here. westbound 580, tracy to dublin, 1 hour 45 minutes, i just looked at the surface strees as well. altamont pass road, patterson pass road, those are gridlocked too. your best bet is going to be ace rail or delay your trip. number three, how did yesterday's weather affect you? because tomorrow is going to do the same thing. here are my concerns. very high for hydroplaning, creek flooding, trees down, high to very high for the rest of us. and number four, new video into our live desk of a large tree that fell over in danville

now at 5:30, that breaking news in the east bay, a major traffic nightmare for drivers on 580. >> that backup is now more than 11 miles and the commute has barely begun. let's get right abc7 news reporter amy hollyfield live in livermore. >> reporter: and it's not going to get any better. they're saying these lanes are going to be closed until 3:00 this afternoon. think about how these people feel. they're still pulled over, waiting for help. they are stranded. flat tires because caltrans tells me there's a pretty massive pothole out there that is causing all of these problems. so two lanes are closed here at westbound interstate 580 and greenville at livermore. this trouble started at 3:00 a.m. officials say there's a huge pothole and the car tires are falling into it. they've shut down two lanes so they can patch the hole. the backup, though, is building. this is the route from the central valley into the bay area. this happened because of all the rain. this is the second time in two

streets which aren't great alternates anyway, altamont pass road, patterson pass, they are slammed as well. there's that backup. you're 11 miles, maybe even a little bit more than that, that has spilled over on to 205 and if you're starting on 580 from i-5, that's another five-mile backup approaching. we have lingering issues on highway 17 and state route 37. i'll talk a little bit more about those coming up next. right now, let's check in with mike nicco. i want to start down street level up in the north bay. hi again, everybody. let's take a look at live doppler 7. you can see near atherton avenue, black point, heading down 37 away from novato you're going to run into a moderate showers, probably some ponding on some of the secondary roads around there. scattered light rain everywhere around there. some drops are developing and look at the solar panels and how wet they are. your 12 hour day planner, light rain this morning, scattered rain noon through 4:00, best

chance of rain 7:00 up in the north bay and then heavy reins rolling our way this time tomorrow. i'll talk about our storm impact scale coming back. and the santa cruz mountains, people are cleaning up in felton. >> the san lorenzo river surged 7 feet above flood stage there and sent water right into homes, debris in the streets there too. firefighters went door to door asking people to evacuate. people in the neighborhood say the water came very fast. >> by about 10:30 or so, it seemed like it was about 4 or 5 feet of water here in our front yard and the street. >> i know that we have neighbors who have been here for over 17 years and this is the worst tha they've seen it. >> take a look at your screen. a woman rescued this little goldfish that was left behind in a puddle. no word on where the little fish no word on where the little fish came oh, just so awful for these

homeowners. this is in the north bay, incredible video of a mudslide slamming into a home in san rafael. the fire department posted this video of the slide on mountain view avenue. the owners say they heard the mud start coming down yesterday and they made it out before the slide het. >> my mom and dad built the house in 1959 so i was born here and i've lived in it for five years. >> two other nearby homes have now been evacuated and tagged as unsafe. people in marin and sonoma counties are bracing for the next storm now. yesterday in guerneville, some people had to be helped out by firefighters after the flood waters got too high. the rain pushed the russian river above flood level. there were also reports of downed trees and power outages. several schools were closed yesterday and monty rio union school is still closed today. south of chico, officials are keeping a close eye on the oroville dam this morning and this is the reason.

see that gaping hole? it opened up in the spillway yesterday. state engineers immediately stopped releasing water from the lake, which is the second largest reservoir in california. engineers say it was caused by erosion due to the heavy releases in recent weeks. the lake is now 80% full so there actually is some room for runoff before more water has to be released. officials say for now, it does not pose a threat to the dam or to the public. a lot of you have been posting amazing foes and video. we love seeing them. we would like to see more. adding the #abc7now helps us find your photos and videos so we can use them on air or on abc7news.com. happening today, state regulators meeting to decide whether to recommend easing california's drugt rules. a coalition of state and leaders is pressing to lift restrictions. the snow pack now measured at 182% of normal. still, water officials are concerned about what will happen if the rain and snow start

with multiple gunshot wounds. witnesses at the scene did not cooperate with police. the victim is said to be in critical condition. in novato, police are searching for the boyfriend of a woman who was found shot to death. police found her body inside a home on san marcos court last night. officers were called there on a report of a stolen car. and when they arrived, anybodnes told them about a fight inside the house and that is when they found the victim. they now want to talk to her boyfriend, the man you see on your screen, craig digrazia. police say he is considered armed and dangerous. they think digrazia is driving a silver hyundai suv like the one you see on your screen, the license plate, 6ewp903. the ninth circuit court of appeals could rule as early as today on president trump's travel ban. a small group of people opposed to the ban gathered outside yesterday while another group listened to a live audio feed of the hearings. the judges heard the oral

arguments over the phone. the government is appealing a federal judge's order that temporarily blocks the trump administration's ban on immigration from seven majority muslim countries. >> what's the harm to the state of washington? >> we had students and faculty who are stranded overseas, we had families that were separated. >> if the ninth circuit court upholds the restraining order, the trump administration can appeal to the u.s. supreme court. a texas-based tech company is now defending its court case management system. this is one the alameda public defender's office says is ruining people's lives. we looked into a this a week ago. the system is getting the blame for wrongful arrests, delayed releases from jail, and inaccurate information. the company is called tyler technologies and it sent us this statement. it's quite long but here's what it says. the process issues being experienced by alameda are complicated by a case backlog caused by the kurt's lack of agreement on procedures, data errors, and a period of manual, duplicate data entry in both the old and new systems.

bottom line, tyler technologies says it warned the county not to start using this system until everything was ready. 24 counties, by the way, in the state use that system. okay, if you are just joining us, we've got a major headache if you're trying to get out of the central valley. so westbound 580, tracy to dublin, you saw that update. 2 hours 1 minute. that is due to that emergency pothole repair around greenville road. the two left lanes are open, this is going to be a problem into this afternoon. southbound 680 looking okay. just 15 minutes and northbound 85 also looking great. that is just 16 minutes. but we still have some lingering issues here due to weather. so of course matt keller telling us about that slide on 17. just south of here, so we've got another crash north of that past the summit. vehicle actually flipped over and landed on its side and there's that closure there on northbound 17 between granite creek and vine hill and vehicles

are sharing the southbound side of the road so one lane open in both directions. sate route 37 fully closed between 101 and atherton due to flooding. chp is arriving on the scene to provide traffic control this morning. lot of lingering weather issues. let's check in with mike nicco. one of those areas still dealing with flooding is the russian river. some minor flooding right now as we're at about 34 feet. we're going to crest here in about 20 minutes at 34.4 feet and we'll stay above flood stage until about 6:00 this evening. so the minor flooding will continue. look at pleasant hill and pleasanton. 60 degrees. the rest of us, 57 to 58 inland, we've got 60 in oakland, san carlos, noun view at 61, hayward and soenls at 62, 55 is the cool spot up in santa rosa. a lot of our temperatures about, if not a little bit warmer than what our highs should be for this time. 61 to 65 degrees for a high

bus bridges. the stations were closed for more than four hours. the fbi is now involved in the investigation of the convenient demonstrations against milo yiannopoulos. the people responsible were mostly dressed in black and had ski masks or bandanas covering their faces. yiannopoulos has said he plans to return to berkeley to give the speech that was canceled because of the riot. two san francisco supervisors are looking for the answer to a multimillion dollar question involving muni according to "the examiner," london breed and aaron peskin want to know why the agency hasn't spend the half billion dollar bond that voters approved more than two years ago. at that time, muni said it urgently needed that money for repairs and upgrades. as of today, only 2% of that money has even been spent. muni acknowledges a lag in the spending but it says several pronts are in the works. the supervisors are now wanting to call a special hearing to get to the bottom of that issue.

the senate is expected to vote as soon as tonight to confirm alabama senator jeff sessions as attorney general. his nomination cleared a procedural hurdle yesterday. none of the 52 senate republicans have said they will vote against him. the democrats have criticized him over his background on civil rights and stances on voter access and immigration. they took to the floor yesterday to reiterate their strong opposition. one senator who won't be debating, senator elizabeth warren. she is banned from taking part in any discussion after being silence ld by majority leader mitch mcconnell last night. mcconnell silenced her as she was reading a letter from the late wife of dr. martin luther king jr. the letter from 1986 accused sessions of intimidating black voters when he was a federal prosecutor. mcconnell said she violated an obscure rule against attacking another senator's character. >> i am surprised that the words of coretta scott king are not

light on the storm impact scale. another dry pattern develops saturday. here's a look at some of the heavier rain moving from sonoma through american canyon. more puddles on the road possible. we've got a little bit of light rain. you saw there the bay bridge toll plaza stretching down to san mateo and a little bit in the santa cruz mountains, moderate at time and then it turnds to light rain as it heads into the western side of the santa clara valley and falls apart by the time it gets over to the eastern side. you can see it all coming from the south, that moist flow continuing and look at this, another atmospheric river, during our multiyear drought, that was great, now we don't need it. at least not yet. here's a look for tomorrow morning. there you go. 7:00, red, yeah, moderate to heavy rain in the north bay and it stays up there through about 5:00 and then it starts moving into the heart of bay from 9:00 until noon. and then from noon to 5:00, it just sits right on top of us, so we'll have a potential for flooding up in the north bay during the morning hours. better potential for flooding across the rest of us during the

yes, a pothole that sidelined several cars. one still waiting for a tow truck. we've seen about a dozen of them slowly get plucked out of here, stranded because their tires went flat when they landed in a huge pothole. that's the microproblem. the macroproblem is they had to shut down two lanes and you can imagine the backup. the best way to tell this story is through the pictures from sky7. up above us, look at the backup that is being created. this is westbound 580, of course, has to be westbound going into oakland and san francisco from the central valley. this trouble all started at 3:00 this morning and they don't think they're going to open these lanes until 3:00 p.m. this is the route, though, from the central valley, so it's going to cause a headache for a lot of people. this is the second time in two weeks they have shut down lanes because of potholes and caltrans says it's because of weather. all the wet weather and this is the
