yes, a pothole that sidelined several cars. one still waiting for a tow truck. we've seen about a dozen of them slowly get plucked out of here, stranded because their tires went flat when they landed in a huge pothole. that's the microproblem. the macroproblem is they had to shut down two lanes and you can imagine the backup. the best way to tell this story is through the pictures from sky7. up above us, look at the backup that is being created. this is westbound 580, of course, has to be westbound going into oakland and san francisco from the central valley. this trouble all started at 3:00 this morning and they don't think they're going to open these lanes until 3:00 p.m. this is the route, though, from the central valley, so it's going to cause a headache for a lot of people. this is the second time in two weeks they have shut down lanes because of potholes and caltrans says it's because of weather. all the wet weather and this is the worst season for potholes

they've had in years. rough morning commute two weeks ago. here we are dealing with it again. if you can, avoid this route at all, that is what you need to do. you do not want to get stuck in this because it's going to be a very long morning for you if you do. caltrans says this freeway is due to be repaved. they know it's a trouble spot. but they need dry weather they can do that. reporting live in livermore, we are at greenville road. i need to mention that for you, westbound 580, the shdown is he at greenville road but the backup is way behind me. live in livermore, amy hollyfield, abc7 news. so alexis, the problem is there's not a great way to get around this. >> i know. maybe we can talk the sky7 crew into picking some folks up and flying them in. i want to go back up to sky7 too. yes, this is 580 and that is totally gridlocked. this is altamont pass road on the north end of 085.

upper 50s now. scattered rain throughout the afternoon with highs in the mid 60s and the best chance of rain this evening will be in the north bay. i'll let you know when that heavy storm comes back to our neighborhoods next. a stretch of highway 17 still closed this morning after a mudslide shut it down in both directions. >> this is the second time this has happened. that seems to be a repeat this morning. just keeps happening in other places. abc7 news reporter matt keller is in the santa cruz mountains this morning with that problem. >> reporter: good morning, reggie and natasha. the rain has picked up so it is wet up here in the santa cruz mountains and since the last time i saw you, a chp officer stopped and gave us an update on what was taking place at this landslide right here. they say that the crews moved off at about 1:00 this morning. and then they're going to be back at about 8:00 this morning and start working on getting that debris off the road. the good news for commuters this morning, that southbound lane on highway 17 was split by cones and they have a northbound lane and a southbound lane, so

traffic is moving over the santa cruz mountains. now, check it out. the mudslide was huge. this is near scotts valley, tons of rocks, debris, and mud came crashing down yesterday morning. can you believe it? the driver was able to walk away just fine even though his car is -- his truck was smashed. the chp closed highway 17 southbound at bear creek road and turned bars back heading north. highway 9 and other cut throughs were also impassable at that time. at one point, drivers in san jose were being told to go through half moon bay, take highway 1 to get home to santa cruz. people who live up here in the mountains took the closure in stride. >> the only thing i can say is for people just relax and go with the flow. >> it's beautiful country to live in but this is part of life. and after so many drought years, we just got hit so hard. >> reporter: this was the same place where a mudslide crashed into one of our abc7 news vans

on january 9, our photographer was actually sent to the hospital. he's doing okay. it is a mess out here still, and the chp is hoping to have this done, they say, by the looks of it this morning, they're hoping to have it cleared off by tonight or tomorrow. reporting live in the santa cruz mountains. matt keller abc7 news. that rain is coming down hard this morning. thank you. flooding has shut down a stretch of highway 37 in novato. the closure runs from highway 101 to atherton avenue. caltrans is trying to pump that water into nearby fields but the ground is so saturated from all of our storms, that runoff is flowing right back on to the road. the chp says that stretch of highway 37 may not reopen for several days. in hollister, lovers lane is closed again. there were voluntary evacuations yesterday because of the flooding. the levies there broke last

night, causing widespread floods and the concern now turning towards tomorrow's storm is if those levies will hold. take a look at this on the peninsula where they are rushing to clear damage and debris before the next big storm moves in. yesterday, some mobile home parks in redwood city flooded because of heavy rains and high tides from a nearby bay canal. people who live there are now loading up with supplies in case they have to make a quick get away. >> water, dog belongings and precious items. >> caltrans raced to clear debris from san francisco creek. some people living in a nearby condo complex were asked to voluntarily evacuate. the creek was under a flood warning for must have much of yesterday. keep track of the next big storm that's moving in tomorrow right on your phone. just download our abc7 news app and enable push alerts. we do have live doppler 7 any time you want to see it. meteorologist mike nicco has more on that storm in just a few

okay, let's take you back out live to sky7. they are over a major problem here on westbound 580. this is in the livermore area at greenville road. you can see those two right lanes are blocked and again this is due to emergency pothole repair. if you were with us earlier this morning, we had about 15 vehicles get flat tires because the road is so damaged so those are being towed away right now and in the meantime, we've got major delays. i just checked.

we're up to about 14 miles into the tracy area. that spills over on to the 205 corridor too. so westbound 580, almost 2 1/2 hours. westbound 4, pretty normal, and southbound 101, san rafael to san francisco you are in the yellow now at 20 minutes. overall, though, we're not nearly as bad as we were yesterday. unless you're trying the get out of the central valley. let's take a look at live doppler 7 street level down not south bay. downtown san jose, some light to possibly a little bit of moderate rain. we've got a moderate shower moving through berkeley right now and that's going to head up over into 24 and possibly hit lafayette. look at these temperatures. 60 to 65 degrees for highs today. as far as san jose, there you go. 280 at 17, you can see that light rain out and about, have the umbrella with you, rainy periods. the commute this evening will be a little bit dryer and not as breezy but still, some rain showers possible on the bay water. tonight, look at that. mid to upper 50s, just as mild as this morning and that's

that he will be discussing "the horrible dangerous and wrong decision." that wrong decision referring to the ban that has been on hold, the travel ban, placed on hold this weekend when a federal judge issued a restraining order against it. it will also be going before the ninth circuit of appeals in san francisco, a ruling here could happen as soon as today. reggie, natasha, back to you. happening today, low interest loans are going to be available for people who suffered losses during oakland's deadly ghost ship warehouse fire. the small business administration declared the area a disaster zone last week and over the next three days, businesses and nonprofits that were affected can apply to borrow up to $2 million. renters can receive up to $40,000 to replace damaged or destroyed property. if you want more information, we do have a link on our website, abc7news.com. well, thousands of california gun owners, including hunters and target shooters, are stocking up on ammunition. they say they're picking up a

little extra because of new regulations going into effect this year and next. state lawmakers and voters passed a slew of new gun ammo laws in 2016. it will be implemented in stages over the next two years. several of the new laws specifically target ammo purchases. for example, if you want to buy ammunition online or through a catalog, you will need to have a shipped through a licensed dealer. new details on reports by pg&e customers that their gas bills have doubled or trip all righted. san mateo senator jerry hill says his office is looking into this. some customers in the bay area and sacramento valley say their gas and electric bills have gone up significantly. pg&e says that's likely because of last yearer's rate hikes plus increased use this winter. senator hill is suggesting customers take a look at their bills, compare this winter's usage to last year's. b.a.r.t. users in dublin are going to love this. tomorrow, the agency will consider building an additional parking garage at that station. this is according to the san

jose mercury news. the proposed six story garage would replace a current lot and add 540 new spaces. funding for the project has not yet been secured. boy, mass transit, the way to go today, especially if you're trying to get out of the central valley. so ace rail probably your best and only alternate if you don't want to be sitting in this. sky7 over westbound 580 right now, this is all due to emergency pothole repair at greenville road and they have got the two right lanes blocked. this is causing major delays. you can see all those surface streets too, altamont pass road, just to the north of that, slammed along with patterson pass road so it is a major sig alert here, westbound 580 at greenville road. i want to zoom back just a little bit into the tracy area. 14 miles there for your backup so that continues to get worse here this morning. everyone else fairly quiet today. we are seeing heavy traffic due to wet pavement but there's a look at westbound 80 through emeryville. that is average here.

and a quick check of drive times. richmond-san rafael bridge, we're all in the green. we will certainly take that. let's check in with mike ncco and we've got a little rain this morning but we've got a lot of rain coming tomorrow. yes, we do. in fact, i'm sorry to say it's probably going to be a repeat of yesterday, maybe even more damage because of the foundation laid by yesterday's flooding rains and damaging winds. here's a look at our roof camera and you can see, yeah, people driving down the embarcadero, kicking up some of that water that's standing there. wave of right rain today. you won't need the umbrella all the time but you'll need it once in a while. damaging storm arrives tomorrow right about this time, tranquil pattern, a time to take a deep breath and relax starts saturday. big bend, just south of sonoma over towards petaluma and american canyon, some potty, moderate rain within this light rain. around pittsburg, bay point, lafayette, orinda, back towards

berkeley, and this is all sliding off to the east and you can see more is developing over the ocean. that's why we'll have waves of rain today. here we are at 4:00 tomorrow morning. and you can see that pineapple pineline pumping moisture into the north bay. oranges, reds, it's all up there. from 7:00 to 9:00, so we will have flooding during the latter parts of the morning commute in the north bay. the flooding potential for the rest of us begins at 9:00 tomorrow morning. through at least noon. look at the yellows, the oranges, and the reds. and it's still covering parts of the north bay. now this is going to continue through at least 5:00, so the flooding potential increases outside of the north bay as we head into the evening commute and then once the evening commute ends, so does our potential for any heavier rain. now, we wake up tomorrow morning, we're going to have slickness out there but look at this. 1 to # 3 inches of rain is possible, maybe even 4 in the santa cruz mountains and the north bay. when we come back in a few minutes, i'll show you my concerns for tomorrow's storm. it will linger into friday as a light storm and then look at the

live over this major commuter nightmare on the east bay. >> traffic is just a mess on interstate 580 in livermore. abc7 news reporter amy hollyfield is live there on the ground. amy, all of this just from a pothole? >> reporter: a pothole, natasha, and look at the problems that are here because of it. look at that truck about to get towed out of here. all of these -- we had seen several stranded cars and trucks because of flat tires because they unfortunately hit that pothole. chp finally said we got to shut this down. so, they closed two lanes of westbound traffic on interstate 580. look at these pictures of why this is happening. this is the pothole. these pictures from dublin chp, an officer telling me you're looking at the rebar that holds the road together. it is not supposed to look like that. so that is why all these cars are having tire problems, and why they had to shut this down. now the real story and that approxima picture comes from sky7. a live look at the backup.

it's just dreadful. not what you want to be stuck in this morning. avoid this if you can. two lanes are closed. this is westbound 580 at greenville road in livermore so once you get to greenville road and pass livermore, that's when this will open back up but anything east of livermore is going to be very, very slow. they've done this before, just a couple weeks ago, they had to shut down a couple lanes because of a pothole and this is all because of the wet weather. the weak road is just crumbling from all the moisture. with caltrans telling me this is the worst season they have seen in years for potholes. they do have plans to repave this freeway. but that takes dry weather. so they've got to wait until spring or summer before they can do that. until then, it's just a patch job. the one good news in all of this, no accidents reported because of this pothole. no injuries, but a lot of stranded cars and miserable drivers. live in livermore, amy hollyfield, amy 7 news. the images of that rebar

coming out of the road, just stunning. >> that's the first time we've seen that. alexis, what can we do? well, you can delay your trip by a few hours until this is done. actually about 3:00 p.m. is when they're hoping to have these lanes back open but i think this will get better. or you can take ace rail. they are running on time this morning, no mass transit issues. that's pretty much it though. look at this massive delay there approaching greenville read. 14-mile backup and i've been looking at the surface street flows. altamont pass road and also patterson pass road are just as gridlocked as 580 so no great driving alternates. sate route 37 in novato, full closure. that is flooded between 101 sf atherton. chp is there helping with traffic control. and here's a live look at the bay bridge toll plaza. it is soggy, those metering lights on, and it is slow but far fewer incidents than we had at this time yesterday. let's check in with mike nicco. we better ramp up for another

busy day tomorrow. yeah, unbelievable. we get today to kind of relax a little bit and then tomorrow's storm is going to be just as strong as yesterday. so far today, one report some damage from the rain that's been steadiest down in the santa cruz mountains. light to moderate. we have a debris flows, some mud and rocks on road near bonny doon in highway 1 and that's due to the light to moderate rain that's been rolling through. you can see here in the santa cruz mountains, starting to let up a little bit but what we're looking at here is 17 in scots valley where we've got it going once again. one lane in either direction because of that mudslide. the rain has let up considerably here but you can see it's still raining lightly. 12 hour day planner, light rain for us and scattered rain at noon and again at 4:00, mid 670s berks chance of steady rain in the north bay at 7:00. heavy storms coming in tomorrow. a downed tree in danville causing some major problems for commuters there. the tree fell on diablo road and

that section of road shut down in both directions. crews hope to reopen lanes before 7:00 this morning. the tree also knocked out power the tree also knocked out power to a few pg&e customers. just imagine if this were your house. this happened in san rafael. the fire department posting the video of this mudslide on mountain view avenue. the owners say they heard that mud start coming down early yesterday and they made it out before the slide hit. >> well, my mom and dad built the house in 1959 so i was born here. and i've lived in it for five years. >> two other nearby homes have been evacuated and tagged as unsafe. well, people in marin and sonoma counties are bracing for the next storm on the way. yesterday in guerneville, some people had to be helped out by firefighters after the flood waters got too high. the rain pushed the russian river above flood level.

there were also rors of downed trees and power outages. several schools were closed yesterday and union school is closed today. in butte county, officials are keeping a close eye on the oroville dam. look at that. rain is the reason the gaping hole hopopened up yet. that's the second largest reservoir in california. engineers think it's all because of erosion, all the heavy releases and recent weeks from our storms, the lake is now 80% full so there is some room for runoff before more water has to be released again. officials say for now, it does not pose a threat to the dam or to the public. we really appreciate a lot of you have been posting great photos and video of the weather where you live. we love seeing it. those are just a few of the images. we would like to see more. so add #abc7now any time you post video or any photos. we can use them on air or on abc7 news dwoom. happening today, state

regulators are meeting. a coalition of state and local leaders is pressing to lift restrictions because we've had the wettest winter in years. the snow pack now measures at 182% of normal. still, water officials are concerned what happens if the rain and the snow suddenly stop. governor brown declared a drought emergency in 2014 and ordered californians to cut water use by 25%. well, developing news out of antioch this morning where police are searching for the gunman in an overnight shooting. police were responding to an unrelated call just after 10:00 last night when they heard gunshots, near west 8th and m streets. when they arrived, they found a man lying in the street with multiple gunshot wounds. several nearby wars were also hit. witnesses at that scene did not cooperate with police. the victim is said to be in criminal condition. in novato, police are searching for the boyfriend of a woman who was found shot to death. police found her body inside a home on san marcos court last night. officers called there on a report of a stolen car and when

they got there, neighbors told them about a fight inside the house and that is how they found the victim. they now want to find her boyfriend, this man, craig digrazia. police say he is considered armed and dangerous. they say digrazia is driving a silver san fa pay the suv like if one you see here. the license plate 6ewp903 happening now, president trump speaking at a meeting for america's police chiefs and sheriffs. he's been talking for less than 15 minutes in washington, d.c., and he has talked at length about his travel ban, defending his right to issue it, but more importantly, defending the language of his executive oefrd. in fact, he called the order "beautifully written and simple." and then went on to say it was sad some lawyers were choosing to read things that weren't written in it. he didn't use the word bias, but he did call courts political, and he repeatedly kept using the word "sad."

he said it's a sad day. he feels the country's security is at risk. you see these live images from the nation's capital. he is still speaking. those are the highlights so far. let's talk about that travel ban, jessica. the ninth circuit court of appeals in san francisco could rule as early as today over that order. a small group of people who oppose the ban gathered outside of the court yesterday. the government heard oral arguments over the phone. earlier this morning, president trump tweeted, if the u.s. does not win the case, we can never have the security and safety to which we are entitled. >> what's the harm to the state of washington? >> we had students and faculty at our state universities who were stranded overseas. we had families that were separated. >> if the ninth circuit court upholds the restraining order, the trump administration can still appeal it to the u.s. supreme court. there is a recreational marijuana ban in place in marin county. not to use marijuana, but for a lot of other things. the board of supervisors

unanimously passed that measure yesterday. it prohibits businesses from manufacturing, distributing, and cultivating an unincorporated areas of the county. california voters passed the adult use of marijuana act in november. and it allows local governments to ban business activities or develop local ordinances regarding recreational marijuana. now a traffic alert. let's take you back live to sky7. they are over 580 and the gridlocked side is the westbound side. this of course all due to that emergency pothole repair we've been telling you about since 4:30 this morning. here's a look at those 580 lanes. here's a look at altamont pass road which would a lot of folks are trying to bail out. not any great options left at this point. and we saw those pictures from dublin area chp a few minutes ago, amy hollyfield showed us those. we've got the rebar exposed. this is almost more like a sinkhole there. significant repairs are blocking the two right lanes.

question involving muni. now, according to "the examiner," london breed and aaron peskin want to know why the agency hasn't spent the $500 million bond. muni said it urgently needed that money for repairs and upgrades. as of today, only 2% of that money has been spent. muni acknowledged the lag in spending, but it says several projects are in the works. the supervisors want to call a special hearing to get to the bottom of this issue. and it just keeps going and going. senate democrats pulling another all-nighter trying to sway a confirmation vote on the president's pick for attorney general, jeff sessions. and much like what we saw yesterday, this is just slowing things down. likely won't change the outcome and a look here at the senate floor, live look from washington, d.c.. democrats concerned with the sessions nomination because of past allegations of racism against him, although he's expected to be confirmed with no

some other mornings. golden gate bridge looks great at 8 minutes, 18 across the bay bridge and in the yellow at 22 minutes across the san mateo bridge. let's check in with mike nicco. one of the dryer spots i wanted to show you that is the san mateo bridge but it's still a little wet but the more people drive on it, the dryer it's becoming and winds are about 11 miles per hour. bay bridge toll plaza, light rain and the wind of about 13 miles per hour. unlike the heavy rain and the gusts up to 35 to 36 miles per hour we had yesterday. periods of rain today. mild temperatures. another strong storm tomorrow. more likely going to mirror the damage we had yesterday. and a dry pattern develops finally saturday. here's a look at the light rain. now every once in a while we get an embedded heavier push of rain like just moved through napa and valentine's day but the pineapple pipeline, the atmospheric river, however you want to say it, it is set up for another soaking tomorrow.

in fact, tomorrow, you can see it moving into the north bay by 7:00, it's at santa rosa, but notice, we quickly go from green light to yellow, moderate, to orange and red, heavy rain in this stays up in the north bay through 9:00 and then it starts spilling into the central bay so already we'll have flooding concerns from 9:00 to noon, it moves through all of the bay, but then it stalls. and look at that. more yellows and oranges and reds through 5:00. lot of flooding possible at that time. after the 5:00 hour, the heavier rain starts to taper but there still could be flooding into the evening hours so very high concern for hydroplaning, flooding, trees down in the north bay, santa cruz mountains, very high to high for the rest of us. and the first sign that damage is coming tomorrow, a wind advisory from 2:00 in the morning until 4:00 in the afternoon, a flash flood watch will be issued later today. friday, some lighter showers and oh man, the 7 day just blew right through. what i want to show you is that sunshine or saturday and sunday. well, the fbi now involved
