14 miles of bumper-to-bumper misery. this is westbound 580 and this is the cause. a giant pothole rebar exposed and not more than a dozen drivers offer the road this morning. >> and crews have to work fast to fix things because another big storm is coming tomorrow. the damage could be even worse than yesterday. meteorologist mike nicco closely watching live doppler 7 here. thanks for joining us, i'm kristen zse. >> and i'm natasha zouves. we'll check in with mike in a moment. but first our top story. back-up has been on 580 for more than eight hours.

and it feels lake deja vu. and we have live coverage from alexis smith but we start with amy hollyfield along 580. any improvement in sight? >> reporter: hi, natasha, well it is now starting to rain so nas just adding to -- so that is just adding to problems. and behind me they are still hard at work, the two lanes are still shut down. the pothole is so big, caltrans had to call in an outside contractor to help them repair it. the rough estimate is they open up at 3:00 this afternoon but with the weather the way it is, they say don't hold them to that. imagine hitting this pothole at 60 miles per hour. it happened to ray lewis just before 3:00 this morning and immediately sidelined him. >> it was bad. it was a big bump. so, luckily i didn't lose control of my car. >> reporter: he wasn't alone. chp officers say at least 15

other cars sat disabled on the shoulder of the westbound interstate 580, all suffering flat tires from this monster pothole. demand was so high for tow trucks, they had to wait for than five hours. >> this is part of driving. >> and while he sat and waiting for help, thousands of others sat in traffic. look at this incredible back-up that built up this morning. two lanes were closed because of this pothole. one man said his 18-mile long trip took three times longer than usual. >> right here is about three hours. oh, yeah, bad traffic. >> reporter: drivers were frustrate and very late for work. >> i should have started at 6:30 and here it is after 8:00. >> caltrans said 580 takes a beating with 20,000 vehicles that use it every day and all of the rain is causing the weakened roads to just crumble. crews did take advantage of the

last week dry weather and did some patch jobs but yesterday's rain was too much for 580 to handle. >> people come to the bay area. we work in the bay area. better jobs and opportunity out here, they need to fix the roads for us. >> reporter: and caltrans said 580 is set to be repaved later in year. they need dry weather to do that. certainly not happening any time soon. they also said those people who suffered from flat tires can file claims with caltrans. they take them on case-by-case basis so it is anyone's guess whether caltrans will pay for the damage. amy hollyfield, abc 7 news. alexis smith has been tracking the mess on interstate 580 from the moment it happened. let's check in for the latest. >> this happened around 3:00 this morning, when the flat tires started popping up and a major problem ever since. and still a sig-alert. not any new estimates as to when we get the lanes back open but

the two right lanes are blocked and two left lanes are open 580 near greenville and now rain in the area. so this is not gotten any better. we still have a 14-mile back-up spreading on to 205 into the tracy area and 9 mile-per-hour and 6 mile-per-hour and it is awful and the surface streets are bad as well. all of the parkways are gridlocked. tracy to dublin, about two hours and 10 minutes and we heard someone say 3 hours during the peak commute. and here is the bay area toll plaza and it is soggy. and let's check in with mike nicco because this is just a warm-up for tomorrow's storm rolling in. it really is. and the north bay has seen the brunt of the light rain on going up there. this is from corn el barnard as driving on highway 101. and you head up farther, we have issued because of the steady

rain. mark west creek is flooding and it will continue through at least 8:30 tomorrow. we take a look at the graphics, you could see that this is on gratan seb astable and going down to stony point road there. now the time for this flooding may be extended because of the heavy rain that is coming in, right now dealing with light rain. but check it out. the rest of us are getting out of the light rain a little bit but it is the north bay with steady rain. and a quick look at what is coming. stick around. we have north strong storm and damaging storm and it could be worse than what we dealt with yesterday. i'll nail down the details for new a few minutes. and caltrans is clearing the latest mudslide. drivers are facing big delays with half of the lanes shut down by rocks and debris. matt keller is live at the scene in scotts valley. matt. >> reporter: you could see the northbound lanes are moving slowly but they are moving. that is the good news.

caltrans hopes to have this cleaned up by later today but once they dig in they may find out there is more work to do. this is an improvement. the southbound lanes of highway 17 north of scotts valley are now split in two. one going northbound and one going southbound until the mess can be cleaned up. this mudslide came down yesterday morning crushing a truck and forcing the chp to shut down all of highway 17 until late last night. >> i would say 35 would be a good speed to drive on 17 in the current conditions watching out for slides and the rain. >> reporter: caltrans is in charge of getting the mud and debris cleaned up and stabilizing the hillside. >> this is the biggest mudslide i've ever been involved with and have seen on this highway. >> reporter: caltrans is using special equipment called a spied tore get up the hill to get up to the unstable debris. if this seems lake deja vu, it did happen before in this same location. muds and rock and trees and debris hit our abc 7 news van on

january 9th sending the photograph to the hospital. caltrans thoughthey did their job but there are some things you can't stop from happening. >> this there is no way of stopping this. >> this is one of those act of god type of slade areas. >> reporter: chp told me there were mudslides and trees down overnight but most of the roads have been cleaned up and are back open. but they do say with the rain coming tomorrow, if you could avoid driving on the roads up in the mountains, to do that. stay home if you can. live in santa cruz mountains, matt keller, abc 7 news. >> thank you so much. well if you commute along highway 37 in novato, flooding has once again closed a stretch that has been a problem in recent weeks. flooding has forced another closure along 37 between highway 101 and atherton avenue, caltrans is trying to pump runoff water in the creek to nearby fields but the ground is so saturated from recent storms that water is flowing back on to 37.

the investigation continues. police tell us the driver who hit the bikist stayed at the scene and is cooperating. novato police have taken this man into custody for the death of his 61-year-old girlfriend. he was located in el dorado county last night. police found the victim's body yesterday inside of a home on san marcos court. officers were called there for a report of a stolen car. when they got there, neighbors told them about a fight inside of the house and that is when they found the woman's body. police say she had been shot and killed. >> and new details on some pg&e customers that gas bills have doubled or tripled. san mateo senator jerry hill said his office is launching an investigation. some customers in the bay area and sacramento valley say gas and electric bills went up significantly. pg&e said that is likely because of last year's rate hikes and the increased use during winter. abc 7 news ginger zee is sharing her experience with a

i thought we would start with a picture of where the steady rain will continue today. up in the north bay like san rafael and kentuckyfield about 7 to 8 inches of rain and we have issues with flooding there. and let me use this to pull up periods of rain, another strong storm tomorrow. i hate to tell you that. but i'm happy to follow it with a dry pattern developing on saturday and it will hang around for a couple of days. live doppler 7, no yellow but a spot in marin county. no orange or red and not expecting any the rest of the day. down in the south bay, this is the least likely area to see rain as we look at 101 and 880. so light rain at 2:00. low to mid-60s. a spring feel to it, and very humid with a light chance of rain in the 6:00 to 8:00 hour, still around 60 degrees up across the north bay and along the coast. here is the set up for tomorrow.

another atmospheric river down to hawaii right now it is aimed up in the pacific northwest but it will slide our way as we head through the day tomorrow. so 4:00 in the morning, we're fine. by 7:00, look at how quickly we go from green, light rain, to yellow to moderate rain and orange and red and heavy rain and that is over a 30-mile area across the north bay from 7:00 to 9:00 and that is when we could see the flooding begin. by 9:00 it is starting to move into the heart of the bay. the red still up across the north bay. hasn't left you yet. in fact, it still hasn't left you at noon when the leading edge is down in the south bay. so you've had several hours of that moderate to heavy rain already. so more flooding potential for you. the flooding potential is greatest south of the north bay which means the rest of us throughout the afternoon hours, 5:00 still yellow and oranges in the south bay by 9:00 we taper over to lighter rain. so here is the time frame for the wet weather. waking up tomorrow morning, most of us dry outside in the north

bay. for the commute. and then it takes over. and you could see a lot of green there. it is up to an inch and a half to two inches, the yellow is anywhere from 3 to 4 inches an the red up to 6 inches and that is going to prompt some flooding. very high to high hydroplaning and stream and creek flooding and trees down everywhere tomorrow. the best chance for flooding 4:00 to 10:00 tomorrow from morning to afternoon in the north bay and santa cruz mountains from 7:00 a.m. thursday into friday and the best chance tor wind damage is at 2:00 in the morning in the areas shaded in yellow in the north bay and 2:00 to 4:00 and 7:00 in the morning for everyone else and through 4:00 in the afternoon. my accuweather seven-day forecast, so this storm is going to be strong on the storm impact scale. the damage, however, could be greater than what we dealt with yesterday because of what yesterday left over. light showers for friday and then sunshine and low to middle 60s saturday through early next
