>> the justice department just issued a statement saying it is reviewing the decision and reviewing its options. trump tweeted "see you in court. the security of our nation is at stake." we'll have much more as this sto story unfolds. i'm ama daetz. >> and i'm dan ashley. larry beil has the day off. this video is from the north bay this afternoon where it's been pounded by this relentless rain. >> the storm brought heavy surf to the coach, strong waves pounding the coast of pacifica. the wind and surf were so strong, it nearly blew this manhole cover off the ground. >> it's still wet and it's going to be wet at least through tomorrow. >> spencer christian has the latest. spencer? >> even as the rain is winding down in parts of the north bay, it's quite steady over the east

bay and south bay. let me show you our storm impact scale. it's 3. it's a strong storm. through the evening hours, moderate to heavy rainfall especially in the peninsula, east bay and south bay. flooding is still likely in all areas as the heavy rain continues. notice during the next couple of hours, through 6:00 p.m. to 7:00 p.m., we won't see much movement until after about 8:00 p.m. when we see it moving out of the bay area and that will give way to scattered showers across the entire region. we still have flash flood warnings in parts of sonoma county until 6:30 along highway 12. until 5:30 p.m. in the area of 116 from penngrove. and 9:17 a.m. with a floodville in guerneville. i'll give you a closer look at

accuweather seven-day forecast in a few minutes. dan? >> spencer, thank you. in the santa cruz mountains, a dumptruck hit two construction workers. the chp said that it accidently backed into them. one was killed and one seriously hurt. the workers who were hit work for graniterock construction. another contracted company owns the dumptruck itself. this happened around noon near vine hill road in skocotts vall. highway 17 northbound had already been closed because of the slide. southbound has been converted to one lane in each direction temporarily to allow people to pass. no word on when the work will begin again. a tragedy there. minutes ago, a spokeswoman for granite walk said, "this is

our worst nightmare." she went on to say, "the company has not had an accident in many years and the company is cooperating to find out what happened". now to the east bay, this family is lucky after a landslide that pushed right inside the home. this is just incredible. abc7 news reporter laura anthony is live in orinda. >> reporter: it's a massive slide that clobbered the back of this house and it's getting worse by the minute. >> i heard a loud noise and i thought it might be thunder. >> reporter: paul told us he was in a back bathroom when this sea of mud and debris came crashing through the back of his orinda home. >> i came out and said, well, maybe it's hail. and then i saw the wall of the office starting to come in at me. >> reporter: his house was hit

by the bottom edge of a slide estimated to contain 180,000 cubic feet of material. as shown here from sky 7, the slide is a good 200 yards long. and while his home was initially yellow-tagged with rain pouring down all day, the house could be red tagged soon. >> the pressure that this hill slide is putting on his house is just -- it's phenomenal how much mother nature can push around things that are in its way. >> reporter: on the other side of orinda, another slide covered the roadway. city crews are keeping a close eye on it stopping by every hour to look for any sign of movement. so far, it hasn't hit any homes but residents are anxious. >> sure, it's my house so you can't help but be a little nervous about what is happening there. >> reporter: and we're back here live. this mud and debris continues to come down.

we've been here for a few hours and it's gotten worse in the time that we have been here. this house was initially yellow-tagged. unfortunately, the homeowner just learned that his home has now been red-tagged. of course, the big concern that we're seeing behind this, this slide isn't done yet. things continue to move. live in orinda, laura anthony, abc7 news. >> scary, laura. thank you. and a large eucalyptus tree fell across the road between arroya and avenida nueva. flooding continues to be a problem on highway 37 in novato. the chp diverted cars. the area is blocked off because it's been flooded. the closure may last several more days. rising floodwaters have been a real problem across the bay area, as you can clearly see. it's a good reminder for drivers

to avoid flooded areas like this. kate larson has a look at some of the problems in the north bay. kate? >> reporter: in just a couple of hours, this area was very water-logged and the businesses and homes around here were really looking like they were about to flood. fortunately, that has subsided in the past few hours. nevertheless, a lot of rain and water-logged areas here in marin county today. borrow the volvo and go. teenagers turned this neighborhood into a tubing run on a rain day away from school in marin county. >> the last time school canceled a couple days ago bei, i though should go tubing but the flood went down faster than we could get together. >> reporter: today, they were prepared with the car, the rope and the raft ready to go once his driveway flooded when a

deluge of rain off the creek. >> it's fun. we're not going fast but it doesn't flood here often. >> reporter: today, the storm wasn't fun and games for everyone. a pine tree crashed onto this wooden garage today. >> we found what looks to be a 50, 60-foot tree that came down into the garage and the power was affected in the entire area. >> reporter: fortunately, nobody was home or hurt when the tree fell. this captain with the fire department says there's often no warning when it tree falls. given the heavy storms, he suggests inspecting the trees around your house. >> if you see the ground starting to erode, that could be a warning sign that it's an unstable area. >> reporter: as for those flooded streets which turn into small lakes, marin health and human services wants to remind everyone that as fun as it works, floodwaters can contain

dangerous chemicals and suing so it's best to stay out, if possible. kate larsen, abc7 news. >> thank you, kate. we want to go to bob ferguson, washington's attorney general. >> they sued over the ban on travelers from seven predominantly muslim countries and the ninth circuit court of appeals ruled in favor of keeping that ban from continuing to be in effect. listen. >> after a lengthy pause, the answer was yes. here's what the ninth circuit had to say about that. there's no precedent to support this claimed unreviewability which is contrary to the fundamentally structure of our constitutional democracy. i'm so proud of our team. as many of you know, they have been working literally around the clock on behalf of the people of this state it's the folks you see here who will be

introducing shortly but also attorneys and professional staff around our office in different offices spread out across the state, all working in different ways to assist us with this filing which has been done under time constraints, as you know. and i couldn't be more proud of the team work that's been involved. with, that i'll turn to noah who will -- i'll ask him to say a few words and summarize essentially what the ninth circuit court of appeals did here today and then a few words from colleen. noah? >> thank you, bob. what we argued to the court yesterday was that it's the role of the courts to say what the law is and to serve as a check on the executive branch and that's what the court has done in this opinion, in this excellent opinion that seriously considered all of the government's arguments and

rejected them. and it's important to recognize the real impact of this has been having on people's lives. we've been hearing from people all over the state and the world what a difference this is making. i want to thank bob ferguson for having the bravery to bring this case in the first place and to authorize us to do all of this. i thank the governor and the people for their support in bringing this case and most especially the people across our office as the attorney general was saying, the people in my office, like ann, kelly, kelly wood, kristen, wendy. anyway, i'm going to forget people. the bottom line is, we have an outstanding office here in the a.g.'s office. we're not used to the limelight like this but we're proud to have been able to play this role. just briefly about the opinion, it is, as the attorney general said, a complete victory.

very happy with the judge's decision. here's what one woman had to say. >> i'm here because i was very interested in this decision. i'm pleased with this decision and i hope it will continue in this regard and we'll make a statement to immigrants that they are welcome here. >> reporter: interestingly, i did speak with one woman who happened to be walking by and she just came from syria two days ago. she had her visa and because of all of the back and forth, she got an airplane ticket and rushed to the u.s. she wanted to express to everyone that all syrians are not terrorists and she did feel like what was happening is very unfair and she's also very happy with the judge's decision. more tonight at 5:00 and 6:00.

lisa amin gulezian, abc7 and now sports anchor mike shumann is joining us. we begin again. >> i have a feeling this is going to stick. kyle shanahan and john lynch introduced as the head coach and general manager. kyle will be the 20th head coach in franchise history. he's been to the super bowl and, of course, lost with the falcons offensive coordinator. he's gone from that and to his dream as being a head coach. i asked him what the emotions have been like. >> after the super bowl, for the next 48 hours, it was as tough of a feeling i've gone through for a while and i'll probably grieve that a lot in my life and it will never go away but to be here and to be a part of the

have a winning franchise. reporting live in san francisco, back to you. and your home for the warriors show down with the thunder, it's kevin durant's first trip back to okc. it's followed by the preand post game analysts. saturday night. here on abc7. don't miss that. >> it's going to be fun. big game. all right. on to this nasty weather we're dealing with all around the bay area. pretty intense. >> the highest impact has been felt in the north bay where now the rain is tapering off a little bit. you can see the massive area of green and yellow over the south bay and the east bay and in the peninsula where the steadiest and heaviest rain is occurring right now up north. we have showers but nothing very steady or heavy at the moment.

let's move along and take a look at our flash flood watches which remain in effect for the entire coastal ranges. in effect until 10:00 p.m. for the north bay and for everything south of the golden gate, flash flood watch remains in effect until tomorrow. the storm that we have now is ranking 3 on the storm impact scale. a strong storm. moderate to heavy rainfall in some areas mainly the peninsula, east bay and south bay. showers continue to follow over the north bay this evening and flooding is likely all over the bay area. here's our forecast starting at 5:00 this afternoon. notice how widespread the moderate to heavy rainfall is but it won't move much between 5:00 and 7:00 p.m. at 8:00, we'll see it push out of the bay area and then we have showers across the entire region. that takes us to tomorrow's storm ranking 1 on the storm impact scale. scattered showers, moderate rainfall at times and flooding

concerns will remain because the ground is super saturated. we'll rezoomtsume the animation 11:00. light rainfall moves through the bay area. even for the morning commute, even if it's not raining, there will be lots of wet pavement and flooded roadways. exercise caution. late tomorrow night, pockets of steady showers moving through that continue through saturday morning. finally, after about 5:00, partial clearing. overnight, this night, look for scattered showers continuing with low temperatures mainly in the low to mid-50s. tomorrow, scattered showers as well with a few breaks here and there. the sun may burn through. in the afternoon hours, mid- and upper 50s at the coast and mid-upper 50s in the north bay and 60 or just above in most

and here are the stories making headlines at 4:30. a complete victory. just minutes ago, that's what the attorney general in washington state called the decision from the ninth circuit court of appeals in san francisco this afternoon. the bay area court refused to reinstate president trump's executive order banning muslims from seven countries. donald trump called it a political decision and tweeted, "see you in court". work to clean up a mudslide

is on hold after a tragic accident. a dumptruck hit and killed a worker in scotts valley. he was part of a crew removing rocks from a slide that happened on tuesday. another worker was seriously hurt. laura anthony took us inside a home in orinda that was slammed by another mudslide. this is what used to be a home office. in sonoma county, roads have become lakes. drivers are turning around because of major flooding. jonathan bloom is live with a look at a number of problems in the north bay. jonathan? >> reporter: i'm standing in front of a beautiful sonoma county lake that happens to be in the middle of the expressway. these are the scenes that we're seeing all over the place. there's one sitting around the bend there. most are testing the waters and then deciding it's probably not worth it and turning around. we're seeing road closures like this all over sonoma county at the end of a long, wet week in

wine country. as the morning rain flooded in, guerneville residents prepared for the worst. >> we have buckets of water for the plumbing because where i'm at sometimes we can't flush our toilets and stuff if it gets too high. >> reporter: after years of drought, rain is good for wine country. >> it's nice. it's a change. >> reporter: but it makes it hard to relax. >> scared because of all of the loose rocks, mudslides and now with wind and maybe downed trees, you know. >> reporter: trees like this, precarious pine on river road, leaning dangerously over the roadway, crews were called in to take it out. and chop it up while traffic inched along in the other lane. the problem isn't so much the rain falling now. >> it's like drizzle. like the rain that was two days ago, that was ridiculous. out of nowhere. >> reporter: and that rain has the ground and these workers muddy and soaked. >> just working. yesterday was brutal. yesterday was bad.

all day in the mud. >> reporter: these contractors were called in from richmond to handle problems near guerneville. just as soon as they can actually find them. and getting around is another matter. in santa rosa, slusser road became slusher road. and roanoke park, you might want to find another route. now, all of this behind me is water straight out of the sky but in guerneville, they have the russian river to contend with. it will stay above flood stage until about 8:00 tomorrow evening. jonathan bloom, abc7 news. in marin county, the downpour started this morning. it has not let up. this latest ran kniny day is business as usual. >> part of me loves it and part

of me wants to get home real quick. >> authorities closed the road in wood acre due to a tree into a power line. the creeks are rising and the waters running quickly throughout contra costa county. this is where there is concern that the creek could cause it to back up. >> and in vacaville, a tree fell on top of the bridge. look at this. no one was hurt. crews are working to cut up and remove that tree. it was a tough day to travel by plane. there were nearly 150 flight cancellations at san francisco international airport. take a look at the board. there's a list of cancellations for flights coming from the east coast. it didn't end there. the rain pounding the west coast caused cancellations from oregon to palm springs. travelers are taking it all in

stride. >> and that's all you can do, really. we packed a bag full of toys and snacks that she has no idea are for her. and we'll pick them out when it's appropriate. >> many more flights are being affected by delays of up to 1.5 hours. >> the storm has caused extensive route to state route 70. heavy road flooded the roadway and poured from a water fall, as you can see here. this was just one of several mud and rock slides that blocked traffic. look at those boulders. this has since been cleared to traffic. snow and ice in south lake tahoe are creating a flooding problems. drains are blocked sending water onto roadways and homes. crews are attempting to ease that flooding. well, it's been rough around here but a winter storm is blanketing the northeast. it's the biggest storm to hit

the northeast so far this winter, in fact. lanna zach has more from new york. bundle up. >> reporter: it's so cold here. you were talking about the flight cancellations. there is a full ground stop nationwide 3500 flights canceled. here that noise? that's thundersnow in connecticut. oh, okay. all right. 50 million americans affected by the storms. schools canceled. commuters staying home. the biggest danger is the slick roads. look at this tractor on i-87 and in suffolk county, new york, a state of emergency was declared. authorities are urging everyone to stay off of the roads. >> these roads are bad. and they are only going to get worse with the snow accumulation

and the wind. >> reporter: just yesterday, it was a different story. a perfect spring day. wednesday, record high, 62 degrees here in central park. what a change from yesterday. it feels like it's about 1 degree out here. can't believe that yesterday i had no coat on. now there is more than 9 inches of snow in central park and more than a foot on the ground across connecticut. in some areas, the snowfall coming at a rate of 4 inches per hour. blizzard warnings for connecticut, rhode island and massachusetts. not everyone can stay off the roads. >> i was screaming. i was telling them to hurry up. i thought the baby was coming in the car. >> reporter: a new mother in new haven. both mother and baby are healthy. happy news for that family. dan, as you know, i have been out here all day and i have to tell you, even though the snow, that heavy snow isn't coming down on me anymore, i prefer that because now that the sun
