this scene from downtown l.a., where demonstrators were blocking an entrance to the 101 freeway, they were protesting what they say are stepped up immigration raids. >> immigration and customs enforcement says in a statement that there was no increase in the number of raids. an immigrant rights group also claims there were as many as 100 arrests but that number also hasn't been confirmed. some state lawmakers are now asking federal authorities for

clarification about that number of arrests or any arrests. >> but there's a development that is adding fuel to that fire. an arizona mother who has been deported to mexico had been living in the u.s. for several decades until an immigration check days ago. >> protesters voicing outrage after she was forced to leave her children behind. abc's clayton sandell has the latest. >> reporter: for years, the government left guadalupe garcia de rayos alone. not anymore. protesters gathered in phoenix overnight, even holding the wheels on a government immigration van in a desperate move to stop it from taking her back to mexico. [ chanting ] garcia came to the u.s. from mexico illegally as a teenager. and like many undocumented workers she used a fake social security number to get a job. that resulted in a felony conviction. she was ordered back to mexico, but with no history of violence or other criminal record was allowed to stay pending appeal. >> last week, they weren't bothering anybody. they weren't causing any harm to anybody. they were just living their

good friday morning. i'm kendis gibson. >> i'm diane macedo. here's some of the top headlines we're following this morning on "world news now." a federal appeals court has refused to reinstate president trump's travel ban affecting people from seven predominantly muslim countries. but the president insists his administration will eventually win that case. we have a full report coming up. a shift by the president over the one china policy. the policy recognizes china's sovereignty over taiwan. the president has now agreed to honor that policy. that's a reversal from a few weeks ago when he seemed to express doubt about it which earninged chinese leaders. >> trump aide kellyanne conway is under congressional scrutiny for urging americans in a television interview to buy ivanka trump's merchandise. a possible violation of ethics rules. >> this morning's clean-up from

the massive northeast snowstorm is being hampered by frigid temperatures overnight. more flights also in and out of boston and new york airports cancelled. those are some of the top stories that we're following on this friday. it is february 10th. >> announcer: from abc news, this is "world news now." hello to everybody from new york. we've made it to friday and we've made it to another major legal setback for president trump. a bipartisan panel of federal judges ruling not to reinstate the travel ban. >> that's right. the decision by the 9th circuit court of appeals clears the way for people from seven predominantly muslim countries to continue entering the united states at least for now. >> the president getting his legal boxing gloves on, tweeting see you in court. the security of our nation is at stake and there was a quick response from the washington state attorney general who challenged the ban. >> we have seen him in court twice. and we're 2 for 2. that's number one. and in my view, the future of

the constitution is at stake. >> the administration argues the president has broad powers to decide who may or may not enter the united states. the case will likely end up in the supreme court. and the white house is pushing back against reports that the president was criticized by his own supreme court nominee saying comments by judge neil gorsuch were misrepresented. abc's cecilia vega has more. >> reporter: on capitol hill, supreme court nominee judge neil gorsuch asked about those reports that he criticized president trump's attacks on judges as "disheartening" and "demoralizing." >> are you concerned about the president's attacks on the judiciary? >> reporter: no comment, but the president is talking. >> his comments were misrepresented. >> reporter: still, the democratic senator who went public with gorsuch's words after their private meeting, standing by his story to abc's mary bruce. >> judge gorsuch told me -- and there were white house staff in the room -- that he is disheartened and he finds these attacks on the

judiciary demoralizing and disheartening. >> reporter: even gorsuch's own spokesman confirmed that the supreme court nominee was referring specifically to the president's recent statements, like his tweet mocking the federal judge who halted his travel ban, calling him a so-called judge, and comments like this. >> and i don't ever want to call a court biased, so i won't call it biased. and we haven't had a decision yet. but courts seem to be so political. >> reporter: senators from both parties who've met with gorsuch say they heard him express the same dismay about the president's words. >> he got a little bit emotional and he said that any attack, or any criticism, of his "brothers and sisters of the robe," is an attack or a criticism on everybody wearing the robe as a judge. >> reporter: but press secretary sean spicer not backing down. >> are you saying that demoralizing and disheartening was not specifically about the president's comments and what he said? and if so, how does the

president know that? has he spoken to the judge? >> no, i think the judge literally made it very clear in his comments. >> but three senators have come out and said that they corroborate the statement. and so did the spokesman. >> senator ayotte, who was there, made it very clear that he was commenting in general about attacks on the judiciary. that was it, plain and simple. >> our thanks to cecilia there at the white house. the estimated cost of president trump's border wall that mexico is refusing to pay, of course, has reportedly now surpassed some $21 billion. reuters saw the first price tag on an internal report commissioned by the homeland security department. now, the report also said the wall would consist of a series of fences and walls and take more than three years to build. it accounted for the time and cost of acquiring land but not for legal battles and physical barriers like mountains. that was the loud scene that greeted republican congressman jason chaffetz at a town hall

event last night in his utah district. the crowd chanting do your job when a man asked chaffetz how he could call president trump despicable while not investigating white house possible potential conflicts of interest. hundreds were locked out of the meeting because of safety regulations but many inside the meeting say there were plenty of empty seats. >> and one worker is missing and three others injured after a massive pipeline explosion in louisiana. authorities say the workers were cleaning a 20-inch line when a valve or gasket failed. the liquid in the line is a highly volatile by-product of natural gas production. at least 60 nearby homes have been evacuated. also breaking overnight in new york, a plane's engine caught fire while on the runway at jfk airport. the plane was heading to buenos aires. witnesses reported a loud bang and others reported seeing flames. no injuries reported so far. authorities are now investigating. northern california is suffering through its second

and an investigation is under way after a tractor-trailer plunged off the chesapeake bay bridge in virginia killing the driver. the man actually survived the impact and managed to climb out of the water onto the trailer of the rig where he was rescued by a navy helicopter crew who happened to witness it, but he died on the way to the hospital. the coast guard says high winds thwarted initial rescue attempts and may have been a factor in the crash. the storm disrupted travel nationwide. nearly 4,000 flights were canceled yesterday. more than half of them involving the boston and new york airports. we saw a ripple effect nationwide. that will continue into the weekend with more flights canceled today. in the west, another home has fallen victim to the relentless storms pounding california. a mudslide in the bay area slammed into a home for a second time this week delivering the knockout punch. the residents are not allowed in obviously even to retrieve their possessions. because more mud and rocks are

down. he reacted immediately on twitter saying see you in court. the security of our nation is at stake. but the bipartisan panel of three judges said the argument that the ban targets muslims raised "significant constitutional questions." abc's jonathan karl has the details. >> reporter: a major defeat for the white house. that three-judge appeals panel deciding not to reinstate the president's travel ban. a big setback for president trump. the ban set off chaos at airports hours after it went into effect. families detained. makeshift legal clinics set up. an iraqi translator for the u.s. government turned away and only allowed back into the country once the washington state court put the travel ban on hold. >> i fought for my rights and i succeeded. >> reporter: president trump started attacking the judges of the 9th circuit court even before they issued their ruling. > i was a good student. i understand things. i comprehend very well. okay? better than i think almost anybody. and i want to tell you, i listened to a bunch of stuff last night on television that was disgraceful. >> reporter: but lawyers for washington state argued the president's executive order violated the constitution and

the room that he is disheartened and he finds these attacks on the judiciary to be demoralizing and disheartening. >> the meeting was private but blumalthal says gorsuch told him it was fine to repeat what he said. blumenthal is now calling on gorsuch to go public with his criticism of the president. senators and would another all nighter. democrats spent hours on the senate floor detailing their opposition to congressman tom price. they painted him as the architect of the plan to dismantle obamacare. but republicans championed his fitness for that job citing his extensive knowledge of the health care system. the top u.s. commander in afghanistan is requesting more assistance in fighting america's longest war. general john nicholson told a senate committee that a few thousand more troops are needed to help train and advise afghan soldiers. nicholson also noted russian meddling is complicating the counter-terrorism fight. the taliban expanded its

territory as the number of u.s. troops have declined. >> in your overall assessment, are we winning or losing? >> mr. chairman, i believe we're in a stalemate. >> the white house is reviewing u.s. military strategy all around the world. so it's unclear if the trump administration would approve an increase of u.s. forces in afghanistan. meanwhile, the president bashed john mccain for questioning the success of the yemen raid. the president tweeted that mccain's talking about the mission's success or failure only emboldens the enemy. he also said mccain doesn't know how to win anymore. a navy s.e.a.l. died in the january 20th raid along with dozens of civilians. >> well, since city schools are closed again today after a blizzard dumped as much as 19 inches of snow on parts of the northeast. with temperatures in the teens and single digits overnight, slush on the roads is refreezing and commuters this morning could be in for another long day of traffic accidents. and police do say speed and those slippery conditions resulted in this crash.
