now from abc 7, live breaking news. >> breaking news, a massive evacuation effort is under way right now as more than 100,000 people are trying to get out of the way of a potentially catastrophic failure at the lake oroville dam. >> if that is not addressed and we don't take care of that and mitigate it properly, essentially what we're looking at is approximately a 30-foot wall of water -- >> good evening. i'm eric thomas. we're waiting for the start of a news conference on the latest of the situation at lake oroville dam. the dam is near chico 160 highs northeast of san francisco. the problem is with an emergency spillway designed to relieve pressure on the dam when it's holding too much water. abc 7 news reporter alisa harrington is live with more on the previous news conference they just held a short time ago. >> very chaotic and scary day for people who live below the dam. right now the goal is to prevent

water from coming over the top of this emergency spillway. to do this, helicopters are doing drops of boulders to try and plug the eroding soil and crews are releasing 100,000 cubic feet of water per second on the main spillway to try to lower the level of the lake. at least 130,000 people were ordered to evacuate sunday afternoon after officials warned the oroville dam's emergency spillway was at risk of failure. a breach could cause catastrophic flooding in nearby towns. >> scary. >> reporter: some people had only minutes to flee their homes. like this man. he did not grab any belongings, just his family. >> our phone started going off. we just immediately loaded up the kids and took off. >> reporter: carol and garrett made it to an evacuation shelter in chico but worried about her daughter. >> i have a handicapped daughter that can't walk and the ambulance won't come in and take her. she's got to get out. > reporter: the mad rush out of town caused traffic jams.

officials with the california department of water resources noticed something was very wrong when they found a hole at the head of the auxiliary spillway. they blame severe erosion. this is the first time the emergency spillway was used after recent rained damaged the main channel. but at a press conference about an hour later, they had better news. the erosion was not advancing as rapidly as they thought. >> we are dealing with mother nature and a very dynamic situation that is ongoing and moving. >> reporter: heavy boulders were bagged and loaded onto helicopters, being dropped into the crevice to plug the hole. officials are also working to lower the water level of the lake by turning up the flow through the main spillway. >> that is not addressed and we don't take care of that and mitigate it properly, essentially what we're looking at is approximately a 30-foot wall of water that would be coming out of the lake. not the lake draining, but a 30-foot wall of water. >> reporter: and we've learned the governor just ordered an emergency order tonight to speed

deck. 14 members of this menlo park swift water rescue team joining units from all over the state. >> people may not get out in time. we'll be there to possibly assist in rescues. swift water environments, very dangerous. you know, we're trained to handle that. >> reporter: this team has been through this before. most recently 11 years ago in louisiana where they performed roughly 1,000 rescues in the aftermath of hurricane katrina. before that it was the floods of '97 near yuba city where they rescued 14, a situation that could be similar to where the crew is headed now. >> you had propane tanks on the ground, or water. animals, cattle that were in trees and dead in the water. it was a pretty horrific sight. >> reporter: this time they're bringing two personal watercraft and three inflatable boats. equipment they hope they'll never have to put into action. >> but i certainly hope that we don't end up getting used. nobody wishes harm. we don't wish harm on anybody or anybody getting hurt or stranded or stuck.

>> reporter: a caravan of rescuers heading to an emergency where they may or may not be needed. >> even if you don't live near the oroville dam or have family or friends there, there's reason to be concerned about what's happening up there tonight. >> it's a wakeup call. this is a very major, important structure. and clearly the potential impacts were not really fully considered. and unfortunately this is not a unique situation. this will require a fairly critical review of many, not just state dams but i think dams in the west. >> uc berkeley engineering professor nicholas sitar says there's probably no way to anticipate a problem of this magnitude, which was brought on by the rainy weather. he warns the next few hours and days will be critical to finding a solution before the next storm hits. you can see what a difference just one day makes. on the left, looking at drone video shot yesterday at the oroville dam. on the right, you see video from early this morning showing much

more water rushing over the dam towards the auxiliary spillway. all our recent rain storms and water from melting snow have swelled the feather river with a high volume of water. meteorologist drew tuma is here with more. the national weather service advisory for the lake oroville area? >> we have a flash flood warning in effect around the oroville dam. a flash flood warning is put in effect any time water is forecasted to rapidly rise, whether a river overflowing its banks or water spilling over part of the oroville dam. let's get you down to street level. there's the dam on your right. there's the auxiliary spillway that is of concern at this hour. we'll pull out a little bit. if that water were to overflow the spillway once again, downstream, the area of concern is oroville itself. it's for that fact the national weather service has that flash flood warning posted for that area. mother nature is not going to cooperate, unfortunately. rain the next seven days, storms

to orange park around 1:00 this afternoon. the driver kept going along orange avenue before turning onto myrtle avenue. the victim suffered serious injuries, being treated at a trauma center. we're learning more tonight about a man gunned down during what milpitas police believe was a robbery. the victim died after being shot inside the garage of an apartment complex late friday night. the 26-year-old was a native of india and about to finish his master's degree in computer science at a local university. an indian news outlet reports the victim was probably going to move home, possibly to start a new job. milpitas police arrested a suspect following a short chase. there's much more ahead on abc 7 news at 11:00. after a weekend in florida, president trump is back in the white house tonight. and another controversial executive order on immigration could be coming as soon as tomorrow. plus -- ♪ welcome from the other side >> beyond just the performances,

a news conference on the situation at lake oroville, the dam there, the spillway that's threatened, let's listen in. >> mostly the displaced folks that have been forced to evacuate as a result of the potential conditions in the emergency spillway. the governor's been closely following all of this and has been in contact with the officials that are managing the incident throughout the weekend, and again has had conversations

with us here tonight. within the last hour, he has issued an emergency proclamation for the situation. the proclamation will give us the ability to take all actions necessary to protect public health and the health of local officials in their effort in doing the same. we also activated the state operations center which you see behind me this afternoon when the department of water resources realized the problem was developing at the auxiliary spillway. our 24-hour california warning center has also been sending notifications to counties downstream that could be affected by any potential rising water and/or evacuations. our law enforcement branch has also deployed a number of mutual aid law enforcement assets to assist butte county sheriff and others with the evacuations of individuals. and our fire and rescue branch has deployed a number of swift

water rescue teams from throughout the northern california area to assist with any evacuations that are necessary or any high water type of situations. we've been also working very closely with our partner agencies in state government, all state agencies that have a role have been activated and are here in the state operations there. this is a combined effort in support of butte county and surrounding counties. and the red cross has also been engaged to support with shelters of displaced residents. part of that has been the folks you see behind me, i'm going to let each one of them talk. california highway patrol has been very much engaged with traffic management in support of local authority. the california department of forest and fire protection, cal fire, has been very engaged with their incident management teams and the california national guard has been engaged with

deploying resources at the ready, both air assets and ground forces as necessary to support the situation. so with that i'm going to turn it quickly over to each one of the leads from the various agencies. first i'm going to turn it over to chief ken pamlock, director of cal fire. >> good evening. as director mentioned, cal fire deployed an incident management team to work directly with the department of water resources as early as thursday evening we've had incident management teams jointly colocated, embedded with water services engaging in all the operations, working towards mitigating the incident. in addition to that, they're not just working on plans for the facility and the operations there, but they have been very actively engaged in contingency planning well outside of and downstream of the facility. and the evacuations and the processes that occurred today was direct result of contingency

planning and they're prepared to provide that notification to make those evacuations based on the planning and the efforts that had gone on. this is something cal fire is well practiced at with incident management teams not only on wild land fires but all hazard emergencies around the state. in addition to the management team, cal fire as part of the mutual aid system has numerous fire engines, hand crews, and helicopters deployed and available to respond should they be needed. >> you've been listening to a news conference about the situation at the oroville dam where a spillway, auxiliary spillway, is having erosion problems. there were fears it could collapse and cause flooding. as one official put it, a 30-foot wall of water. things have eased up a bit. but still more than 100,000 people have been advised to evacuate from oroville and the valley floor of union yuba coun. you see some of the state agencies involved, cal fire, highway patrol, national guard. we'll bring you the very latest on how this is affecting people

live where you live, this is abc 7 news. >> good evening. i'm eric thomas. updating tonight's breaking news, nearly 200,000 people have been evacuated around orville dam near chico because of an emergency erosion in an emergency spillway. catastrophic flooding is possible. less than an hour ago governor brown issued an emergency proclamation and called in the national guard to help. the department of water resources has increased the flow on the main spillway to take stress off the emergency spillway. large boulders will be dropped by helicopters to try to plug up the hole. a uc berkeley engineering professor told abc 7 news this incident should serve as a wakeup call to examine dams across the west. he warns the next few hours and days will be critical in orville dam to find a solution before the next storm hits.

♪ grammy winning jazz singer al jer row has died in a los angeles hospital just days after announcing his retirement from touring due to exhaustion. this is his music video for the song "morning." he started moonlighting as a jazz musician performing with george duke while working as a rehabilitation counselor in san francisco. he went on to win seven grammys over a 50-year musical career. in greece, an unexploded world war ii bomb forced more than 70,000 people to evacuate from their homes. the bomb was buried under a gas station in a northern city. roads were shut down and people living within a one-mile radius had to evacuate while authorities worked on the american-made bomb. the greek army safely defused it and took to it a firing range outside the city where it will be detonated or dismantled. new details on a desperate effort in new zealand to save

hundreds of beached whales that came to an unexpected end today. this week more than 650 pilot whales beached themselves in two separate mass strandings. more than 350 of those whales died. volunteers have been trying to guide the animals back into the water. hundreds of whales remain on the beach but when volunteers returned this morning all but 17 had already returned to the water. >> just joy, complete happiness that they're in the water, they're floating. they look like they're going out. so we're obviously making sure they don't come back in. >> rescuers say the tide came in and the mammals were able to swim to sea. the cause of the strandings was not known, although beached whales are not uncommon in that area. volunteers managed to send the remaining 17 survivors back into the water. l.e.d. street lights are impacting wildlife. researchers in the uk looked at lights like the ones you see in san jose and san francisco. predatory spieders and beetles are drawn to them and there's

for some admit school students in hayward, a lesson is science is providing a lesson in life. abc 7 news reporter jonathan bloom explains how they're building engineering skills while building something to help others. >> this is a solar suitcase -- >> reporter: the result of a long class project for these seventh graders. they built these blue boxes that store energy from the sun during the day to power these l.e.d. lightbulbs at night. >> we learned lots of new things i never knew i would ever do. >> this is something they're building, something they're creating. when the lights come on, it's a satisfaction that they can say, this is something i've done. >> reporter: the solar suitcase is a hands-on engineering project which already makes it a special treat for the students. but they say just as exciting is who this project will help now that it's complete. >> they're going to send to it uganda. >> reporter: kids from cesar chavez and winton middle schools
