>> announcer: good morning, east bay. let's get up and get going. >> this is abc 7 mornings. >> the situation has been stressful, it is complex and rapidly changing. >> now at 5:00, preparing for the worst. emergency officials speaking late last night, saying the threat of a catastrophic failure at the lake oroville dam diminished. >> with 188,000 people evacuated, there is a chance the emergency spillway fails and officials are not taking any risks. good morning to you. it is monday, february 13th. >> we're going to go there live. jessica has been showing us incredible pictures from above the dam. it is hard to believe the volume. >> the amount of water spilling over is incredible. >> crazy. right now, we'll turn to traffic and weather.

mike, what do we have for today? >> pretty quiet. >> okay. that's fine. >> yeah. quite the other side of what they're dealing with but they will have more rain. i'll talk about that in five minutes. hi, everybody. let's talk about high clouds showing up on live doppler 7 but no rain for today, tomorrow and wednesday. there you go. some fog trying to develop. heading to the day planner, the temperatures are mainly in the 40s. we'll be in the 50s into the afternoon hours. traffic can't wait. let's get right to it. >> i'll take it from here, mike. we have a traffic alert here this morning, westbound 580 just before hopyard. that's where we have the big rig that was fully engulfed. fire crews tapping that out now. it is a sig alert. we have the two right lanes blocked. jammed down to 9 miles an hour. another problem with a big rig in the fremont area. the 680 ramp at auto mall parkway was closed down. sounds like they're working on getting the semi out right now.

we'll check drive times next. >> thank you. the area around oroville dam is under a state of emergency and the operation center is at its highest alert level. the spillway continues to erode, threatening communities and those evacuating. rob has the latest information. >> well, a sigh of relief. a small sigh of relief. as of late last night, water was no longer flowing over the emergency spillway. but with another storm on the way, it is a race against time to plug holes in that spillway. that's why you see all of this activity behind me. let's go to video of the emergency spillway. this video shot last night before sundown, when water was still coming over the top of the it. the emergency spillway at lake oroville had never before been used so officials had no idea how it would respond to so many water coming over the top of it. the answer, not well.

at one point last night, the spillway was expected to fail all together. fortunately, that did not happen. as for why the emergency spillway is being used anyway, let's move over to some video of the main spillway. not good. what started out as a small hole in it last week has grown incredibly. we're now talking about massive damage to the main spillway. it is getting even worse because of all the problems over at the emergency spillway. they've increased water flow to 100,000 cubic feet per second down the main spillway. >> one of the things we're sensitive to is the condition of the existing but damaged flood control structure we've been working on this week. one of the key things for us is we need to -- >> and because of the -- >> we have to get ready for the incoming storms.

>> and because of the potential for catastrophic failure, somewhere around 180,000 people in three counties have been ordered to evacuate. as you might imagine, they have no idea when they'll be allowed back in. at the dam, we've seen trucks all morning long bringing all of these rocks over here. again, the idea is to fix some of the damage in the emergency spillway to prevent it from f l failing. you can see the bags. from what we understand, helicopters will use the bags to pick up rocks and drop them on the emergency spillway. they're hoping to lower the water level here at lake oroville by 50 feet, in time for the next set of big storms expected later this week. live in lake oroville, rob mcmillen, abc 7 news. >> rob, great front row view for us. thank you so much. here's a look at how quickly the issue escalated. tuesday, engineers found a massive hole in the spillway and giant chunks of concrete at the

bottom. wednesday, the hole was as big as a football field. state officials said friday, the damage could approach $100 million. they started clearing and reinforcing the emergency spillway in case it was needed. saturday morning, water began flowing over the emergency spillway for the first time in its nearly 50-year history. late yesterday, evacuations were ordered for several downstream communities. late last night, officials downgraded the threat slightly, saying water was no longer washing over the spillway. one evacuee said the situation in the area for people went from calm to chaos in a matter of moments. >> i just got a text message and an alert saying, get out as fast as you can. there are fire trucks going up and down our street saying evacuate. we packed up our dogs and lifted up our couches and got ready. >> the mad rush out of town caused major traffic jams. nearly 200,000 people all trying to leave at the same time. some said they were stuck for hours on rural roads and freeways trying to leave the

area. officials say the evacuation orders will be in effect until they figure it is safe for people to return. fire hydrants saved trout from debris and mud coming over the spillway dam. these photos showed how they saved young fish and eggs at the hatchery. part of the process includes filtering the hydrant with charcoal. we spoke with a u.c. berkeley professor about the plan to drop rock s into the crevice, to plug up the hole. >> depending on what size they can put in there, may not really do a whole lot. without making sure the rock is actually tied to something solid. my opinion may not be adequate. >> that's u.c. berkeley engineering professor, who said there is no way to anticipate a

problem of this magnitude, brought on by the rainy weather. the next few days will be critical to find a solution before the next storm hits. we are dry right now, but as you heard mike say earlier, more rain could be coming over to oroville. >> putting pressure on the crews. let's check in with meteorologist mike nicco. >> good morning. unfortunately, they'll get more rain than we are going to get. most of our reservoirs can stil% handle a little more. we're not dealing with the issue they're dealing with. keeping the flash flood warning in effect. that means it could flood at any time. something unforeseen happens and you have to take immediate action. this is going to be around until around 4:15 this evening. so look where the rain is going to fall heaviest. up around reading, nearly 6 inches. the good news, that means it'll probably plow into shasta lake. in oroville, we'll get two inches, all going to lake oroville. we have to keep an eye on that. hopefully they can get water out

of there before it happens. temperatures mainly in the upper 30s to mid 40s. as we head throughout the day today, it is going to be a lovely day with high clouds and sunshine and temperatures in the low to upper 60s. mike, thank you. three environmental groups predicted this scenario. 12 years ago, they warned federal and state officials the spillway could erode during heavy winter rains and cause a catastrophe. the mercury news reports the environmental groups including the sierra club filed a motion with the federal government in 2005. they were urging federal officials to require that the dam's emergency spillway will armored with concrete rather than remain an earth and hillway. the commission rejected the request after the state department of water resources and other water agencies said the upgrades were unnecessary. because of its location and size, helicopters are playing a key role in keeping nearby cities safe. >> jessica is at the live desk with more. >> helicopters have critical roles to play. rebuilding, monitoring, as well as rescue.

worked to diffuse the bomb. a greek army took it to a firing range outside of the city w it will be dismantled. a day at the water park turned into a tragedy. >> the parents of a 10-year-old boy are speaking out for the first time. >> reporter: in this morning's gma first look, the parents of caleb schwab, the 10-year-old killed in a tragic water park accident, speaking out for the first time. last august, the schwabs decided to take their four boys, including caleb, to the water park. caleb and his 12-year-old brother, nathan, went straight to the ride meaning insane in german. >> before they took off, they said, brothers stick together. he says, i know, dad. i said, look at me, brothers stick together. i know, dad. okay. >> reporter: it was the last time they'd see caleb alive. big brother nathan, dutifully waited for him at the bottom,

when the unimaginable happened. >> he was screaming. he flew. >> reporter: you'll hear more of our emotional interview coming up at 7:00 a.m. with your gma first look. i'm matt gutman, abc news, new york. despite the bintroduction o body cameras, police are reporting a rise of use of force incidents. last year was the first full year in which detailed data was collected and made public. the increase was minor. in all, 475 people who had use of force encounters in the fourth quarter of 2016 compared to 430 in the third quarter. also, little change was seen in the type of force used. pulling or pointing a gun was the highest reported use of force in 2016. in berkeley, police are waiting for lab tests and evidence to rule out foul play in the death of a couple. 89-year-old woman and her 56-year-old boyfriend, white, both died inside of the home they shared.

the woman's son found them and the carbon monoxide blaring. >> you never know. >> mama bibs was everything to us in the neighborhood. >> you may remember, this follows another berkeley couple who died inside of their apartment. police now believe carbon monoxide valerie and roger, and also their cats, last month. a man is riding up to the apartment with a bike. he disappears for a few seconds and appears to put something inside a trash bag. belmont police posted this video on twitter. they're asking if anyone knows who the guy is. give them a call. a surfer suffered critical injuries at san francisco's ocean beach. emergency crews near the great highway and judah street were called out yesterday.

the surfer is a 45-year-old man rescued by bystanders and paramedics rushed him to a trauma center. it's a small but significant bridge in the bay area that was out of service for most of sunday. that's a taste of what's to come. abc 7 news was at the third street bridge in san francisco as crews raised it for a scheduled structural inspection. it reopened 4:00 yesterday afternoon. not a huge deal. however, the chronicle reports the bridge will be closed for 13 months later this year for a major overhaul. this is significant because it is right next to at&t park and the giants have raised concerns about this. public works say that they'll work around the team's schedule. one question your coworker will probably ask you today, if you watched the grammys. >> for those who didn't, stay with us. later this hour, we have more on adele's historic win and beyonce's much-talked performance. > also a big night for this local artist. >> i like the tweet. >> yes. short and simple and to the

collapsing. >> 150 miles northeast of san francisco. erosion on the secondary spillway could lead into the surge in the downstream. the mayor is concerned but remains positive with the resources being provided. >> i am worried. this was not something anybody could have predicted or expected. you know, you call it the perfect storm, and it just couldn't be worse. the department of water resources and all the emergency services are working together to get us through this. >> governor brown said the state is directing all necessary personnel and resources to deal with the complex and rapidly changing situation. the mad rush out of town caused traffic jams. people having minutes to leave their homes. six evacuation centers have been set up, including beal air force base near marysville. one woman made it to an ev evacuation center but she's

worried about her daughter. >> i have a handicapped daughter that can't walk and the ambulance won't come in and take her. they refuse. she's got to get out. >> this is the first time the emergency spillway has been used after recent rains damaged the main spillway. officials say the emergency evacuation orders will stand until they know the situation is safe. a team from here in the bay area is headed there to help. they are trained to assist in potentially dangerous, swift water rescues. >> hopefully they won't be needed. abc 7 news reporter amy hollyfield is live at menlo park. >> reggie, they don't get called often. when they do, they can pack up in just a few hours and hit the road. that's exactly what they did when they got the call last night. they left right after the evacuation orders were given for the oroville area. the menlo park swift water rescue team will stage in chico and rescue people if the spillway gives and they weren't able to get out in time. they think it'll be similar to

rescues they performed in 1997, when there was flooding. >> you had propane tanks in the ground or water. you had, you know, animals like cattle that were in trees and dead in the water. so it was a pretty, you know, horrific sight. >> there are 14 people on this menlo park team. they will join 12 other rescue teams from across the state. the menlo park team is bringing two personal watercraft and three inflatable boats. of course, they're hoping they will stay nice and dry and won't need any of them. reporting live in menlo park, amy hollyfield, abc 7 news. >> thank you. here's a look at what is happening at the dam. on the far right is the actual dam. you move a little to the left and see the original spillway that got damaged last week. they started using this emergency spillway you see there in red, which is quickly eroding. that water was just flowing down a hill of trees. the worry was it was going to go

right towards several communities downstream. as we've been saying this morning, it looks like the water is no longer going down the spillway, at least at the moment. that's the good news so far. this morning, the national guard is being called in to help. >> jessica is at the live desk. what more do we know about the role they will play? >> more than 23,000 soldiers and airmen on alert this morning. they're ready to go at a moment's notice. the california national guard will also be sending in eight helicopters to help rebuild the emergency spillway. it is basically helping to drop in rock to the extra crevices that are part of the emergency spillway that's eroding. it is going to direct water flow into the right area. but an interesting fact that everyone should know, the last time an alert like this was issued for the entire california national guard was during the 1992 riots in los angeles. the riots after the arrest and beating of rodney king. something we do not see often. back to you. >> they had so little time to get out of there.
