to buckle. >> the update now. the water stopped flowing over the emergency spillway this morning, and crews are working around the clock to sure it up before more rain moves in. good morning. it is monday, february 13. >> we're all concerned for the people who are living in the area and waking up in places where they don't live. >> yes. >> must be a strange experience for them. pull fing for them and also looking at the weather there and around the bay area. good morning, mike. >> we have a flash flood warning until 4:15 this evening. we'll keep an eye on that. the next three days are going to be dry, but come thursday, there you go, 2 to 4 inches of rainfall expected. of course, that's all going to runoff into lake oroville. hopefully they can get enough water out of the dam the next three days to be able to handle what comes down there. for us, here's a look at fog. 39 to 50 in the day planner. high clouds and sunshine. temperatures for most in the 60s.

low 50s by 7:00. let's find out about your morning commute. want to talk about mass transit. we do not have ace rail service out of the central valley. that is all day today and tomorrow. that is because a lot of track damage has been done. union pacific having to reroute a lot of trains, and ace said, not worth it. we're not going to run trains the next couple days. capital corridor are having to reroute a lot of the trains. expect delays. 17 minute delay is the first so far today. harbor bay for san francisco bay ferry, it'll be on a reduced capacity vessel. we have a couple blocking issues. that's coming up in less than ten. the area around oroville dam is in a state of emergency and the operation center is at highest a i lert levlert level. >> abc 7's rob mcmillen is live at the dam with the latest information. rob? >> must be a stressful night for

tens of thousands of people who, given just maybe an hour's notice, had to evacuate the area. a lot of people under evacuation orders. but there is a sigh of relief this morning because water is no longer flowing over the emergency spillway. but they have a lot of work ahead to plug some of the holes. that's why you see all of this activity here behind me. let's show you video of the emergency spillway. this was shot last night before sundown. so much water coming over the top of it. at one point, the spillway was expected to fail all together. fortunately, that did not happen. but there are parts of it that just aren't sound right now. it is a real concern for state officials. but the emergency spillway isn't the only problem. you're now looking at the main spillway. not good because what started out as a small hole in it last week has grown incredibly. because of the potential for catastrophic failure to the

spillways, close to 180,000 people across three counties have been ordered to evacuate. >> any time you take on a situation like this, where you seek to evacuate thousands of people on very short notice, it can be a chaotic situation. we understand that. >> state officials continue to say the problems are only with the two spillways. the oroville dam itself, the highest earth-filled dam in the united states, is not threatened so, again, the point here is to try to lower the water level of lake oroville in time for the next set of storms to roll in. that is expected to happen perhaps wednesday, wednesday night. they have seen some progress. they're hoping to get the lake down about 50 feet by the time that happens. just within the past hour -- excuse me, the past 12 hours, the lake dropped to about three feet.

there's still a long way to go. at least that lake level is tro dropping. rob mcmillen, abc 7 news. >> rob, they're up against the clock. thanks for the update. here's a look at how quickly this issue escalated. remember we showed you the pictures on tuesday last week? engineers found the massive hole in the main spillway. giant chunks of concrete at the bottom. by wednesday, the hole was as big as a football field. state officials said friday, the damage could approach $100 million. they started clearing and reinforcing the emergency spillway in case it was needed and it was. saturday morning, water began flowing over the emergency spillway for the first time in its nearly 50-year history. here's where the problem came in. that was eroding. late yesterday, they put out evacuation orders for several downstream communities. now, they downgraded the threat slightly, as you heard rob mention. they say water is no longer washing over the spillway. they're carefully watching that right now. one evacuee tells us the

situation for people in the area went from calm to total chaos in just a matter of moments. >> i just got a text message and an alert saying, get out as fast as you can. there are fire trucks going up and down our street saying, evacua evacuate. we packed up our dogs and lifted up our couches and got ready. >> you're looking there at the mad rush out of town. as you can imagine, major traffic jams. nearly 200,000 people all trying to leave at the same time. some said they were stuck for hours on rural roads and freeways trying to leave the area. officials say the evacuation orders are going to be in effect until they determine it is safe for everyone to return. >> was there any indication that there would have? in fact, yes. three environmental groups predicted this exact scenario. ä2 year ago, they warned federal and state officials the spillway could erode during heavy winter rains and cause a that tast fca. a motion was filed with the federal government in 2005.

they urged federal officials to require the dam's emergency spillway will armored with concrete rather than remain an earthen hillside. the energy regulatory commission rejected the request after the state department of water resources and other water agencies said the upgrades were unnecessary. >> announcer: a live desk update with jessica castro. >> we've been talking about officials wanting to get the lake level down by 50 feet below the spillway. what does it take in terms of money? last week, it was estimated about $100 million. then you add the extra resources for the emergency spillway that continues eroding. the gaping hole that needs to be fixed in the first place, the main spillway. that price tag doubling. this week, we have about a $200 million estimate for the fixes in this case. that's without anything else happening this week. we have more rain on the way, as mike has been talking about. they can only repair the dam, the spillways, when the rain

ahead of the next storm, coming in wednesday night and into thursday, opens the door for wet weather all the way through the weekend. i'll look at the first storm when we come back. first, we want an update on the sig alert. we have the far lane blocked westbound 580 approaching hopyard, all due to the semi fire. they need the right lane for emergency crews in the area. actually, loosening up a little bit. the backup is still around four miles. we were down to, oh, 9, 10 miles an hour and we're up to 17. that's good news since we have one more lane open. wanted to check on highway 17. not good if you're coming from santa cruz. we have the slide blocking the north lanes at vine hill. five mile delay if you're coming through the scotts valley area. it'll be tough tonight, as well. we're hearing for the first time from the family of a young boy who died after flying off a water slide last year. >> a dangerous situation, as

collected and made public. the increase was minor. in all, there were 475 people who had use of force encounters in the fourth quarter of 2016 compared to 430 in the third. also, little change was seen in the type of force used. pulling or pointing a fwun wgun the highest reported use of force in 2016. we are hearing from the parents of the 10-year-old boy killed in an accident on a water slide last year. last summer, caleb schwab went on the 170-foot slide in kansas. known as the world's tallest water slide. he was killed while riding it down and found at the bottom of the slide. his parents are speaking for the first time since his death. >> before they took off, i said, brothers stick together. he said, i know, dad. i said, look at me. brothers stick together. i know, dad. okay. >> he was screaming. he flew. >> the family settled with the park for an unknown amount that

will go to caleb's three brothers. look how strong the winds were in new zealand yesterday. southerly gusts blew a luxury cruise ship into another vessel. the ropes snapped and the cruise ship started drifting and hits the other boat. there were more than 600 people on the cruise ship at the time this happened. thankfully, no one got hurt. both boats did sustain damage. in berkeley, police are waiting for lab tests and evidence to rule out foul play in the death of a couple. an 89-year-old and her 56-year-old boyfriend, white, died on saturday inside of the home they shared. detectives say bib's son found them and the apartment's carbon monoxide alarm was blaring when he called for help. the tragedy shocked family and neighbors. >> makes you think, you never know. gary grew up, kids together, and mama bibs was like everything to us in the neighborhood. >> this following another berkeley couple dying inside of their apartment.

police believe carbon monoxide poisoning killed valerie and roger and their cats last month. a surfer suffered critical injuries at san francisco's ocean beach. look at video near the great highway and judah street. crews were called out at 4:00 p.m. yesterday. the 45-year-old man was rescued by bystanders and rushed to a trauma center. san jose mayor is going to kick off his beautify sj campaign to make the city cleaner. the mayor will join the illegal dumping rapid response team. they'll collect mattresses, couches, furniture on the streets. the program was announced saturday, to make it easier for r residents to report trash in their neighborhoods. a 9-year-old boy battling a brain tumor has a wish come true. >> he always wanted to be a police officer. this weekend, wish granted. he is an honorary officer with

the u.s. 40 feet taller than hoover dam. this morning, fears that it won't hold up are chasing tens of thousands of people from their homes. look at this map. lake oroville is northeast of the city of oroville. the dam affecting so many different communities. it is a laundry list here of cities that need to be evacuated. so many people having to race out of their homes last night at a moment's notice. in fact, i want to show you this new video we have here from a viewer. this is the situation they were dealing with late last night. traffic jams everywhere. most of the streets there only one or two lanes, even the highways. right now, we have shelters set up in the area. there are folks that are opting out. i mentioned earlier that hotels are at capacity. those are mostly in sacramento. i also learned that even campgrounds are full, too. people using every resource they can if they don't want to stay in the shelters. reggie and natasha, back to you.

>> thank you. as we mentioned, people given minutes to pack up and leave. in fact, one woman made toit a shelter in chico but she was worried about her daughter. >> i have a handicapped daughter that can't walk. the ambulance won't come in and take her. they refuse not to come in. she's got to get out. >> six evacuation centers opened, including beal air force base near marysville. several centers opened to take in people's pets, as well. officials say the emergency evacuation orders will stand until they know the situation is safe. >> here's what's happening there this morning. crews have been working feverishly all night long, filling giant, white bags with rocks. you can see some of that here in this image. and the thinking here is that the bags will be ready to go to be dropped into crevices and holes in either of the dam's spillways. oroville's mayor said she is concerned, still she is positive with all the resources being sent to help. >> i am worried. i mean, this was not something anybody could have predicted or

expected. you know, you call it the perfect storm, and it just couldn't be worse. the department of water resources and all the emergency resources are working together to get us through this. >> the mayor acknowledges the community's frustration over the evacuations. a few days ago, officials said the water release posed no threat to them. a team from here in the bay area is headed there to help. they are trained in assisting in potentially dangerous swift-water rescues. >> abc 7's amy hollyfield is live for us at station 77. amy? >> reggie, these guys rush in when everybody else is rushing out. the menlo park swift water rescue team got the call yesterday just as the evacuation order was being issued. they packed up and they left last night. they are going to stage in chico and be ready to go if needed. >> people may not get out in

time. we're going to be there to possibly assist in rescues. swift water environment is very dangerous, and we're trained to handle that. >> this team has 14 people on it. they will join 12 other units from around the state. they will help people if the spillway gives. people who didn't have time to get out. hoping though, they will be very bored when they get there. that they will not be needed. reporting live in menlo park, amy hollyfield, abc 7 news. >> we feel the same. hope they don't have to do the work they're trained for. it is confusing. let's look at this overview of what is actually happening there. on the far right is the actual dam. that is not damaged. when you move to the left, you see the original spillway that got damaged and the emergency spillway in the red. that is currently eroding. all that water doesn't have really anywhere to go, except

through the trees. then toward several communities downstream. that is the reason why they had to evacuate the communities. we are dry now. more rain could mean more problems in oroville. >> crews up against the clock. let's check in with meteorologist mike nicco. >> good morning. hi, everyone. they're slated to get much more rain than we are out of this next system that rolls in thursday. but for you, the flash flood warning continues as at any moment, something could happen catastrophically. that's why until 4:15, everybody needs to stay out of there. through the weekend, 2 to inches of rain. more in lake shasta. here are the percentages. 101% in lake oroville to 96% in lake shasta. hopefully we can get it down before the next round of rain pushes us to the limits once again. >> not what we want to see. mike, thank you. u.c. berkeley engineering

san francisco police are urging any witnesses to come forward after a shooting that killed one person and left two others hurt. bullets littered the scene at third street and quesada yesterday afternoon. a man was dead on the scene when officers got there. paramedics rushed another man and a woman to the hospital. the female has life threatening injuries. police haven't revealed what led up to the gunfire. the suspect drove off. they're looking for surveillance video from nearby businesses. police in south san francisco need your help to catch a hit and run driver. a silver colored four-door car hit a woman as she was crossing memorial drive next to orange park yesterday afternoon. the driver kept going along orange avenue before turning on to myrtle avenue. the victim suffered serious injuries. [ bleep ]. oh, my god! >> two fires in oakland forced 17 people out of their homes this weekend. this one at 35th and penniman. it forced 16 people to get out

the state's emergency operation center is at the highest alert level this morning because of concerns with both spillways at the lake oroville dam. >> rob mcmillen is live with a threat to nearby communities. >> water stopped flowing over the emergency spillway. that's the good news. the bad news is the spillway is severely damaged. that's why you have all this emergency heavy emergency out this morning, trying to come up with some way to figure out how to plug the holes. let's show you video of what the emergency spillway looked like last night. at one point, so much water coming over the top of it, they feared the spillway might fail all together. fortunately, that did not happen. because there are so many parts of it that aren't sound right now, close to 180,000 people across three counties downstream have been ordered to evacuate. they have absolutely no idea how long they might be out of their homes. as you know, another big storm
