there's good news with that evacuation order being downgraded. crews working around the clock to clear the rockville dam. one after another, endless procession of dump trucks carrying dump trucks of boulders to the spillway. >> we've concluded it's safe to reduce the immediate evacuation order currently in place to an evacuation warning. >> i'd like to know everything that they know even if it's bad news. tell us. >> i don't know how safe it really is. that's my issue. i just don't know now that i see everything going on. there's a big possibility that everything might be gone when we get back. >> we now know back in 2005 three environmental companies warned state officials about problems with the dam's spillway suggesting it be armored. >> we're at a point past finger pointing. i think this state and the state

deserve investing in critical infrastructure. >> officials say the water levels in the lake are dropping but they still fear the worst. saying if the spillway fails, a 30-foot wall of water would be unleashed on the communities below. >> reporter: officials say since the water levels in the lake have decreased, they believe the dam will be able to withstand more storms expected to start tomorrow. in oroville, california, danya bacchus, abc 7 news. larry? >> i'll take it, danya. now that the evacuations have been lifted, what's the mood there like? >> of course, as you can imagine, it's a big sigh of relief for people who live here. we have been told that the streets are now crowded. once again, we saw when the evacuation order was put in place traffic for miles of people trying to get out of here. we're now told it's in the opposite direction with people trying to get back home. >> danya bacchus, thank you so much for that live report. all of this began last

tuesday when engineers first found the massive hole in the main spillway. by wednesday that hole was as big as a football field. you see right there. on saturday morning, water began flowing over the emergency spillway for the first time in its nearly 50-year history. on sunday, erosion on the emergency spillway prompted evacuations for several downstream communities and as you know, that mandatory evacuation was lifted as of 1:00 this afternoon. we're getting a new look at some of the work being done to fix the oroville dam. the chp released video. the rocks were spread by a bulldozer and covered with cement. >> more local first responders are helping evacuees in one county. check out this picture tweeted by the red cross. they packed up cots, blankets and toiletries to be delivered to the fairgrounds. >> there were bright spots for some of the evacuees. chp officers helped a 3-year-old

boy celebrate his birthday yesterday. this moment was broadcast an facebook live. you can hear them singing happy birthday to him. they gave him a cake, paper crown and a balloon and a couple gifts. >> the move back home is great for the oroville residents. the problem is there's more rain headed their way. >> spencer christian has a look at what we can expect. >> flooding concerns not going away. let's take a closer look. flash flood watch is in effect until saturday afternoon at 3:00. as you pointed out more rain is on the way beginning thursday morning. there are going to be three storms, one thursday, a couple more friday and monday. after the three storms, the rainfall total potential is up to about 3 inches in the oroville area, which, of course, could increase -- will increase the concerns of flooding. meanwhile in the bay area, that thursday storm ranks one on the impact scale. a storm of light intensity. it could produce brief

county. a three-mile stretch between 101 and atherton avenue has been shut down since last thursday and it's expect today remain that way until this thursday's crews work around the clock to stabilize the low-lying highway. a follow-up to a story abc 7 broke last month. officers determined the cause of dozens of cracked windshields on highway 24 and 680. >> the victims thought somebody might be throwing rocks from the overpass. well, abc 7 news reporter melly woodrow live now. they've tried to investigate this mystery. >> reporter: absolutely. larry and ama. chp officers staked out multiple areas over several weeks. they say they found no evidence of anyone throwing anything on to the highway. when investigators looked down, they found something else.

>> we apologize. having difficulties bringing you melanie's story. we'll get that you as soon as we can. moving on for the meantime, the south county courthouse in morgan hill was evacuated because of a suspicious package. just within the last 45 minutes, a couple of bomb squad robots took the box apart. no word from the santa clara sheriff's department on what was inside. deputies say when they ran the package through an x-ray machine, they found what looked like wires and a dense metal object. the building was cleared out as a precaution. the package was sent by someone involved in an ongoing court case. san francisco city attorney suing a long time massage parlor in the heart of the financial district claiming it's a brothel. it's located on kearney street near bush. vic lee is live at city hall with the story. vic? >> reporter: well, the big

question, is it a brothel or simply a massage parlor? the owner who did not want to go on camera told us in chinese that it's simply a massage parlor. that she has a legitimate license. all of her masseuses are also licensed. by the way, this is the first time that the city in recent memory has tried to close an alleged brothel by using the state's red light abatement law. when people go to a massage parlor, what do they really expect? >> i think they expect to have a massage and probably that's about it. >> reporter: well, according to the city attorney, that's not what happens here at the queens health center. >> they have been going around the law for years. they're well aware it's illegal. >> the queens health center is a massage parlor on the 300 block of kearney. a busy street with popular lunchtime eateries. the city attorney filed this lawsuit claiming that it's really a brothel. the suit says for at least six

years the city has cited queens health center with multiple fines for violating health codes and other laws. >> they've even had their operating permit revoked and suspended for 60 days, yet they've continued to thumb their nose at the law. >> reporter: there have been numerous police undercover operations here. >> police investigators found individuals engaging in sex. they interviewed multiple patrons of this particular business who indicated that they were there to pay for sex. >> reporter: investigators also say they found an elaborate warning system in the parlor in case of raids. >> if inspectors or police were coming lights would be turned on. there were stops behind the doors to keep doors from opening. >> it's surprising. >> while some patrons of neighboring restaurants were shocked, others weren't. >> listen, i'm not going to expose my frechbltds i have heard a few stories. some risky business going on up

there. >> on top of fines, the city hopes to close the business for at least a clear. vic lee, abc 7 news. cigna is terminating its merger agreement with anthem and suing the health insurance plan provider for nearly $15 billion. last week a federal judge blocked the deal over concerns about how it would affect prices and consumer choice. they were attempting to appeal the decision. it will sue anthem seeking $2 billion for a termination fee and more than $13 billion in damages. cigna said the money is to make up for the lost premium value to shareholders. strange lights in the sky had people talking on social media and calling us here at abc 7 this morning. what was it? the answer we got from the u.s. navy is coming up next. plus -- >> damaging the fat with heat, light energy. it's light energy. >> a new technology claiming it can melt away fat and it only takes about 25 minutes.

can catch marvel agents of shields and abc 7 news at 11:00. two months after the ghost ship fire that killed 36 people in oakland, an artist building three blocks away has been shut down. >> fire inspoke tors found multiple violations forcing the tenants to move out. >> lyanne melendez live at oakland city hall with what's being done to help the tenants. lieian? >> it's only three blocks from the ghost shipbuilding fire. we went inside the building. it's dark. there is no electricity. the tenants told us they feel like they are left in limbo not knowing when they will return. >> greg was one of 21 tenants living at the studios in oakland's fruitvale district. now he's temporarily living with his parents in dailey city. after the building was deemed unlivable. >> some people are living in and out of their cars. others are couch surfing or staying with friends. >> it's been more than a month since a small fire sent out

inspectors who demanded that the power be turned off. after finding a number of code violations. under the mayor's executive order, the landlord has 60 days to come up with a plan to bring the space into compliance with the city. >> we do not want to displace any individual, but at the same time, we got to guarantee their safety. >> shortly after the ghost ship fire, mayor libby schaaf vowed to protect the community from being displaced and promised there wou be no witch hunts in search of violators. in this case, the city found it necessary to protect the people who lived in the building. for example, there are no fire escapes here. >> you either run out the front door or jump out the window. >> in addition, tenants say the landlord named lance low, lied. never telling them that the building was zoned only for light industrial use. wong has signed two leases. >> so it did say commercial but it did say live work. my next one upstairs says residential. specifically residential. >> what these tenants don't know
