live where you live, in is "abc 7 news." ♪ >> a driver shot and killed, parked cars smashed, and a homicide investigation now underway. this is the chaotic aftermath in san francisco this morning. thank you for joining us. i'm natasha do you haves. >> i'm kristen sze kristen sze. what began as a car crash is now a homicide investigation after the driver who smashed into others was found to have been shot in the head. >> "abc 7 news" reporter matt keller is live at police headquarters with the developing story. matt. >> reporter: natasha, the question now for police, was this a random shooting or was this man targeted just blocks

away from city hall. this looks like just a car crash, a porsche kei yen suv slammed into parked cars on eddy street near van ness in san francisco near 2:15 this morning. it left a big mess and a driver with head trauma. what wasn't obvious became clear once police took a closer look. >> upon further investigation it was discovered he had a gunshot wound and was pronounced dead on the scene. >> reporter: they have no description of the sheert and no motive. investigators are searching for witnesses and looking for help from nearby businesses. >> they came in and started asking for video? >> yeah, but i didn't have access to the camera. so i told them to ask my manager. >> reporter: the owner of this nissan verse ah says police woke her up around 6:00 to tell her what happened. she didn't want her face shown on camera but made it clear police activity was not unusual in her neighborhood. >> to be honest i wasn't totally

surprised. i have been living here for about six years, something like this, i'm just not -- sad, but i'm not shocked. >> reporter: well, the victim's name has not been released. this is the eighth homicide of the year so far here in san francisco. reporting live in san francisco, matt kell canner, "abc 7 news." matt. thank you. now to developing news. we are tracking the latest information out of oroville. crews are continuing to work to shore up the spillway and tens of thousands of people are getting back to homes and businesses today, and yet there are some ee vac youys who refuse to return. jonathan bloom just spoke with one of them. >> reporter: with cars on the road and people in the stores and restaurants it is starting to look like an ordinary day here in oroville even as extraordinary work goes on at the dam to continue shoring up the emergency spillway and empty water out of the lake ahead of tonight's storm. water managers are 25 feet of the way to their 50-foot goal of lowering the lake level as the rain comes, but as the first

droplets start falling from the sky a lot of people are on edge. as the sun came up over oroville, the sound of traffic on streets that had been deserted. >> yesterday evening it was -- it still looked very much like a ghost town. >> reporter: oroville's vice mayor was among the eve a cuees and so with a lot of the people lined up at dawn for coffee. jacob thorn says he is happy to be back at work. >> sometimes i open early, give the people what they want. >> reporter: not everyone is so enthusiastic. >> happy to be working again? >> no. i would rather be at home ready to go. >> reporter: erika hill hears all sorts of things talking to customers. >> how are you this morning? >> i am wonderful. >> reporter: and she is not sure what to believe. >> it is scary. some people think we're not okay, some people think we're okay. i mean it is all scary. >> reporter: scary enough for some to say no thanks. >> and we decided we wanted to just stay here and be safe. >> reporter: at the one remaining shelter in chico, volunteers are starting to pack up. but one building here at the fair grounds is still full of

evacuees. >> a few days a week? >> a week. >> reporter: they say having to leave once was bad enough. >> if they end up saying evacuate again we didn't want to rush and get in the traffic here. we're already here and established. we might as well stay. >> reporter: all the way work on the dam continues with the promise of federal funding to help. >> rebuilt, undergirded, repaired and whatever it takes so this will never happen again in our city. >> reporter: as residents plan for what-if. >> i'm going to my dad's house and straight to chico if it bursts. i don't think it is going to burst though. i mean -- i hope not. >> reporter: and water managers say that they're confident the work they're doing up at the dam will hold through the coming storms. and, in fact, the folks here, who are living here at least are really hoping that's the case because the traffic getting out of here last time was pretty terrible. the city does remain under an evacuation warning and city leaders stress what that means is people should keep their bags packed and by the door and ready to leave at a moment's notice.

in oroville, jonathan bloom, "abc 7 news." thank you so much. the oroville dam emergency is raising questions about california's aging infrastructure. the report from the american society of civil engineers estimates it would cost the state $65 billion per year to fix our crumbling dams, our bridges and old roads. the 2013 report card blames years of neglect. the group said the state needs to spend nearly $3 billion per year for a decade to protect state residents from floods. the group releases its report card every four years, and we're expecting a new one due out next month. more bad news for california's crumbling infrastructure. a new report shows many of the nation's bridges don't make the grade, and a handful of those are right here in the bay area. maybe even one you use in your commute. abc 7's jessica castro has details new this morning. >> kristin, four of california's worst bridges are right here in the bay area. here they are. there's 6 0 over monument boulevard in contra costa

county. 880 in alameda county. 280 at lawrence expressway in santa clara county. and highway 101 in is a matteo county. that's north of the whip exit. the report released this morning is by the american road and transportation builders association, and apart from the 5% of bridges that are deficient, meaning a key part of the bridge is in poor shape, it also shows a whopping 18% of bridges statewide are structurally obsolete, which means they don't meet current building codes. they say california needs $12 billion to fix its bridge problems. meanwhile, nearly 56,000 bridges nationwide are deficient, and for an idea of how much road that equals, if you strung all of those bridges together it would get you halfway to new york! and, get this, on that list the iconic brooklyn bridge in new york and washington d.c.'s memorial bridge. jessica castro, "abc 7 news." all right, jessica. thank you. things are back to normal on the

bay bridge now after a problem many of you may have noticed on your commute this morning. a live look here at the bridge now shows traffic is moving along just fine, at least on this span. a few hours ago, those drivers were headed right into the dark, literally. let's show you the scene around 4:30 this morning, shortly after the lights went out. caltrans told us the electric issue stretched all the way from the tower on the new eastern span through the ti tunnel and to the west end of the bridge. that's why you can hardly see the bridge there. look at this, as they try to fix the problem, part of the eastern span flickered on and off like the lights on a christmas tree. >> wow. caltrans eventually got power restored around 5:45 this morning. quite a sight for those drivers. happening now, watch out for dangerous debris in the water. the coast guard issuing the warning this morning about the hazards in the san francisco bay, a direct result of our recent storms. hollyfield is live at the peer in san francisco. >> reporter: the next time your ferry is late it could be because it hit a log. look at the water behind me, there is junk everywhere and it is causing a lot of problems right now. ferry officials have a diver in the water trying to replace a damaged propeller on one of the ferries. they say it has been a very challenging winter. our bay is a mess! look at this view from sky 7 near the san rafael richmond bridge. you can see masses of floating debris. clusters like these are clogging the waters from here to angel island andal ka traz. experts say all of the rain we had is to blame. our ferries are the ones paying the price. >> four vessels had their propellers bent and in some cases had to be replaced, and in three other cases the water just sucked in debris and we had to stall and stop and get that debris out of the water jet engine. >> reporter: personal water crafts have also been damaged. it is so bad the coast guard is today officially issuing a

warning to watch out for the junk and to make sure your stuff doesn't become part of the problem. >> we really encourage boaters to make sure that their vessels are secure. double check their mooring lines, even small craft. make sure eye yaks, canoes, paddle boards shall make sure they're secured. any gear along the banks, make sure you have it all secured. otherwise it could become marine debris. >> reporter: the higher water levels and faster current pushed all of this debris downstream. it is not just strash, but also a lot of plant matter and logs. some ferry routes have been delayed or cancelled with buses have to take their place. officials say there's not much we can do but try to steer around it and to wait. >> we haven't had a situation like this for a while because our rains have been light, but now we're back into a rainy season, which is great. we do have this issue to work through, and it will eventually work itself out. >> reporter: he is saying we have to fight the urge to do some housekeeping that mother nature will handle it and eventually move all of this out of here.

live in san francisco, amy hole hollyfield. >> we're about to return to a storm ainsley earhardt pattern across california. all eyes are on the oroville area. lake level is at peak 902 feet. they have gotten it to 878 feet as of this hour. the wider picture, live doppler seven, here we go. green is on the screen. it has yet to hit the ground, but what it is doing is prepping our atmosphere for the rain ahead tomorrow. pm planner is showing a lot of clouds in the sky. it will be mild. the main event is tomorrow morning, on the storm impact scale this will be a one. it is really the timing of this system, it is moving through right in the middle of the morning commute. we'll take an hour by hour forecast and future weather coming up in the full accuweather forecast. all right. you can track live doppler 7 as the next round of storms moves in. it is available on the "abc 7

crews are repairing two water main breaks in el ceritto. sky 7 was over as one of the breaks was patched up this morning. a six-inch cast iron line broke. officials tell us no customers there were without water this morning and it is all flowing again. but another six-inch line on terrace drive also broke this morning. crews are still finishing up repairs there. happening now at the white house, president trump is meeting with israel's prime minister, benjamin netanyahu benjamin netanyahu. this is their first face-to-face encounter since the president took office. at a news conference, president trump told netanyahu they would push for a peace deal with the palestinians and asked him to wait before moving forward with settlement construction. >> i would like the see a deal made. i think a deal will be made. doesn't sound too optimistic, but good negotiator. >> that's the art of the deal. i told you what are the conditions i believe are necessary for an agreement. it is the recognition of the jewish state and it is israel's

. now your accuweather forecast withdrew tuma. >> in accuweather today we are tracking the return of storms. you already noticed changes out there right now in the form of cloud cover, and shortly those clouds will give way to some rain. live doppler 7 is showing a little bit of action on the screen, a little bit of green. just checked moments ago. none of this that you see on the screen is hitting the ground right now. what it is doing, it is adding moisture to the atmosphere, getting us ready for rain to move in tomorrow morning. out there right now, it is on the mild side. we have a south wind kicking in. that's got oakland to 62 already. 6 in hayward. 58 in san jose, the same if san francisco and fairfield at 67 degrees. today despite limited sunshine

it will be above average in terms of temperature for february. going into the mid and upper 60s later on today. tonight with cloud cover overhead acts like a blanket so traumts not falling too much this afternoon. rain returning tomorrow morning. this will be a light system. not a lot of moisture with it. takes quick-moving system, however, it is moving through just in time for the thursday morning commute. showers are there, perhaps a brief, heavy downpour and it does turn breezy. future weather, hour-by-hour. plan your thursday out, 3:00 in the morning here is the heavy rain starting in north bay, heavy rain denoted by brighter colors on future weather. it is starting to sink through the golden gate, san francisco, oakland seeing the rain, approaching san jose by 7:00. by 7:00, much of the action around redwood city, san jose, over near antioch and liver moore. by 9:00 tracking the tail end of the rain. you will notice it is isolated showers out there throughout the

evening as well. we will be tracking thatter for you. our storm concerns on thursday really hydro planing with ponding on the roadways and potential for urban and creek flooding. since it is quick moving, trees down, pour outages and river flooding low on thursday. today, mild with some sunshine, but a good idea as we get into tomorrow. download the "abc 7 news" app so you can track the series of storms. by friday, another storm arriving, even the weekend featuring showers. but i think saturday afternoon and sunday morning dry. good news there. >> still overcast. >> still overcast. >> thank you, drew. in time for our next round of storms, our first look at how the self-driving cars do in the rain. autonomous driving startup up driveai released this video showing one of their cars navigating the streets of mountain view during a recent storm. you can see the driver is not touching the wheel but the windshield wipers are on.

drive.ai says it is signifcant because it is difficult to seech self driving cars to master adverse weather condition. new at 11:00, the faa is investigating after a plane hit a deer while taking off earlier this morning. you are looking at the aircraft still on the runway in charlotte, north carolina. all of the foam you see is fire retardant. they had to hose the plane down because it started leaking fuel. 48 people on the plane were not hurt and now waiting to catch a new flight to mississippi. no word on the condition of the deer. quick action by a texas police officer averted what could have been a disaster. watch as the deputy uses his patrol car to ram that burning truck out of the yjack in the bx drive through. he pushed the truck far enough away the flames couldn't spread to the building. the officer says it was all in a day's work. of course he said that. what a hero. incredible. maybe a little damage to his car, but worth it. we are less than two weeks away from oscar sunday.
