neighboring buildings to please stay inside while officers are also trying to get everybody on the street below to get out of that area. that slab is estimated at 30 to 40 feet in size. now, we're going to continue to keep our eye on this. i was told earlier when we were trying to pinpoint the exact part of the construction that was in jeopardy was that hole -- what looks like a box almost, a rectangular wooden frame. >> that looks a little slanted. >> you can see this is a live shot from sky 7, i wonder if we can go back to the previous angle we had. you can see where the left side is lifted two to three feet above where the base of the right side is. so that's the concern. don't know how this occurred, but obviously the fear is there's not much room between the end of that structure and the end of the side of the building. >> yeah, absolutely. so it is a fluid situation right now as these evacuations are happening.

again in is on the 30th floor of this high rise apartment building that's clearly, as you can see, under construction. police are ordering the people in the neighboring buildings to stay inside because they're trying to keep people off the street below as well. as you said, that slab is said to be about 30 to 40 feet in size, as we take a live look from sky 7. these are just some photos of the building. >> this is the website for the building under construction. it's the one on the right with the vertical lights that you can see there, it's called 33 tehama. a new residential building. according to the website, it's 35 stories and expected to begin leasing some time this year, although they may be pushing that back depending on how the rest of this afternoon goes. and we're just trying to get a sense -- at one point we were going to talk with one of the officials on the phone. now we're being told there's a news conference that's being set up that will be carried via facebook live. we'll dip into that once that

begins to try to get some clarification on what's going on here. as you can see all the red indicates where traffic is either at a dead stop or very slowly moving in that area. it's a nightmare trying to get anywhere on first or up to harrison which intersects with 1st. >> you are see the area where it is. it's part of howard street parallel to tehama which is also evacuated as well as 12 buildings in the area. that's the concrete slab we're talking about that could fall frt 30th floor of this apartment building and weighs nearly a ton. quite a dangerous situation. >> you see a number of construction workers at the top of the screen there. they don't look like they're in any immediate danger. >> no, they don't. right. >> they're not standing next to where the concrete slab is. so the question is, you know, what do you do about this situation? how did this occur in first place? what caused it to lift. this is a really good angle where you can see -- if you look at the left side of the picture

and those grates or those pipes, the metal material there clearly appears to be a couple of feet higher than what we see on the right side. >> so they have to figure out how this happened but how to right this situation right now so it's at least safe enough to open up some of the streets and lift evacuations. but people have been evacuated as we continue to check this out through sky 7 which is live over the scene. there's a news conference happening now on facebook live. this is how we're seeing this. >> let's listen in. >> you see the crane that is in the middle of the roof. i'm pointing to the tower where my hand is pointing there. on this building here, we have a similar crane in the middle of the building that is on top of a roof and if i use my hands, here's the wall where we were building the form. the wall is on the top of the 30th floor. it's inset so we have this corner over here, we have a roof that's on top of the four-sided building on top of the 30th

floor. there's a crane on top of that roof. this wall is cantilevered out, meaning that the whole building has shifted -- not the whole building -- i'm sorry. the whole top section has cantilevered out like that. there's a crane that is currently on top of that structure. so we are concerned with public safety. we are concerned with situational awareness of everybody involved. and we're in the process again of working with all city agencies including the construction company to see how we're going to mitigate this incident. and again, this is going to be a multi-hour incident for this city. >> what about the concrete slab? >> the concrete slab is actually going to be that form wall. so when we were initially called -- and again i want to give accomodation to the construction company who acted immediately upon this occurring, contacting the fire department, has been working very well with

us in trying to figure out how we're going to mitigate it. basically that slab is what we were told upon dispatch and that information is what we gave out. so the slab is essentially that entire wall that the form field, if you're not familiar with form fielding, they're going to build a form, pour the concrete, let it set, then they remove the form. in this case when they removed the form, we had the cantilevering effect of that actual roof. >> how did it become unstable? >> that's going to be under investigation at a later time. again right now we're in the process of determining how we're going to be able to mitigate this and secure this. we'll probably have more information on that question -- >> -- construction workers? >> one more time. >> have you evacuated the construction workers or are they helping you with the process? >> we've evacuated all nonessential crews from that building. we have senior staff assisting us at the command post as well as closer to the site on how to mitigate this. >> anything being used to sort

of brace the building right now? >> no, at this time, again, we're in the process of determining what our best situational awareness is. we need to find out a couple more factors. that's why we're waiting for the structural engineer specialists to arrive on the scene, at which time we'll look at this further. this right now is an initial evacuation phase. when we get more information through our structural engineers, we may potentially have to move the evacuation distance further, but we're not sure about that. so that's the severity. we're looking, based on the size of the building right now, what we needed to immediately evacuate, that would be in the danger zone. then based on further information we'll look at other aspects. >> what are the dimensions and weight of this slab? >> right now we're being told that the weight is estimated to be 2,000 pounds. as to the actual dimensions, i don't have that at this time. >> what kind of effect could happen if it falls? >> we're hoping that we're successful in that not occurring.

however, if it does fall, the worst case scenario is we're going to have some structural damage to one or more buildings below. we've been aggressively evacuating all occupants, so we're pretty confident that we wouldn't have any injuries as of this point now. >> what is being done to -- >> so again we're working with multiple agencies. i'm trying to figure out what the best course would be to mitigate that and to secure that. at this point, we are, again, taking care of situational awareness, which means we're observing, we're investigating, we're trying to figure out how we're going to be able to fix this. we're not going to put any firefighters, construction workers or civilians in harm's way until we have that complete answer for us. >> where is the specialist being flown in? >> i don't have the name of the company. we should have that at 4:30. >> can you tell us about the crane on the building, is there any fear or worry that that crane -- >> i've been told that there's no fear or concern that the

larger crane on the side of the building. >> where is the specialist being flown in? >> go ahead. >> what about traffic? >> san francisco police department is working very well with us. we are closing down multiple streets. as we talk, this is a fluid incident. i don't have the exact locations of where we'll be diverting it. commute time, this is downtown san francisco. we want to make sure, number one, that everybody's safe, but we also want to make sure, number two, we can put as less of an impact on all those people trying to get out of the city safely as we can. and sorry to keep saying it, but we should have more information on that at 4:30. >> where is the specialist being flown in from? >> i don't know exactly where. but as we started this briefing i was notified that is occurring. >> who is he and what will his role be? >> we'll have more information, title name and all that at a later time. >> but it will take several hours? >> we're anticipating it to take several hours. >> and this is the 30th floor,

correct? >> this is the 30th floor. i can take one more question. >> last name is b-a-x-t-e-r, baxter. >> so we were taking a live look at a news conference through facebook live about this concrete slab that is now just tsh we're taking a live look from sky 7. >> i just saw a construction worker go underneath the area which appears to be threatened there. to me, it's somewhat hard to understand if he's just talking about this right side of this slab that we're seeing on the right side of the screen or whether we're talking about the whole structure that's in danger. at least the top that looks like this rectangle. so we need to try to get clarification on that. but in any case, this is a precarious situation where you're 30 floors up. you've got a crane on top of the building and suddenly this slab is listing to the right and they don't know why. >> yeah. they removed the form. it's a slap -- a slab is a wall

back to our breaking news. we're taking a live look from sky 7 of this slab that's in danger of falling 30 -- this is

a 30-story building that it's on top of and it could fall. so buildings around it that have been evacuated. it's an under construction apartment building. >> as we continue to swing around the perimeter of the building you can see where the -- well, it's not the nearest side to us, but we showed you earlier it was the left side which appears to have risen and is in danger of falling down below 30 stories to the street. if we stay with the shot and the chopper will continue to swing around, you'll see the left side of what looks like that rectangular frame there appears to be lifting up. in any case, we'll keep monitoring this and we've got kristin zooe checking out social media and maybe she can draw with a closer look what the problem is and what's going on. >> we do have sky 7 video we want to show you that's been doing a great job showing you what's going on on top there. this is the 30th story where the problem is happening.

i'm going to pause the video for you. if you're looking at the structure here, you can tell that it's lopsided and sort of kind of tilting in a direction that appears rather unnatural. there's a lot of rebar there and concrete. and let's go ahead and continue to play and see what else sky 7 can show us as we get the wider view as it pulls out. an elevator shaft there as well. we have engineering checking out the structure of that slab. we're told quite heavy. and it could, if toppling over could certainly impact the people down below. tehama a very busy area. parallel to howard. we have the wider view so you can see what we're talking about. i'm going to pause it for you here. the question appears to be over here, that corner where the slab is loose and could certainly come down about 30 levels down to the traffic below. you can see that there is freeway here, 101.

you can see a lot of other buildings including the nasdaq building which had to evacuate as well and the transit center is right there. so a lot of busy buses going by, a lot of people getting about this time of day. let's continue to play the sky 7 video as we zoom in once again to the area in question. you do notice that there's a crane here and also a lot of -- let's go ahead and continue to play that. the crane, if it's sitting on top of a structure that is coming loose, that's also a problem as it could fall off as well. this is eventually going to be a 35-story building, a luxury building, a luxury building that is going to have luxury residential units. one of many popping up in the south around market area right now. and one more thing i'm going to just show you, we're also tracking social media. a lot of people are tweeting pictures that they're capturing of this situation. this one a good one you can see the lopsidedness as that

concrete slab comes loose. down below there's workers standing right underneath the area where that slab could fall. so obviously a dangerous situation for them. so the best thing to do is to avoid that area for now as we continue to monitor the situation. >> i thought -- kristen gave us a great look at the tilted structure there that's threatened. >> that's another good look. >> you can see it's obviously out of balance and tilted with the left side up higher than the right side. the crane that kristen was rerch referencing would be the top of the screen, that does not appear to be in any danger. and jonathan baxter in the facebook live news conference told us they're not worried about that. their concern is figuring out how did this get like this. these construction workers are down below here. so they're obviously not worried about its collapsing in on itself. but they've got to figure out how it got out of whack to this

point and all that rebar there that's designed to hold everything in place. how this occurred, which remains a mystery at this point. >> but they're working on figuring out a solution. we're keeping up to date on this, keeping a close eye on that. you can get the latest on our app and here on the news and on twitter as well. >> this will be playing out throughout the next several hours. >> hour, mm-hmm. >> it could take well into the evening. turning to our bay area roadways and the relentless rain because we've got more coming, the impact of lane closures on highway 17 in the santa cruz mountains is growing. >> commuters have seen their drive time double between san jose and santa cruz. businesses and their customers are seeing delivery delays. david louie has more. >> reporter: major delays and detours on highway 17 are having a domino effect on auto parts dealers and delivery services. they don't seem confident that traffic patterns are going to improve any time soon given the ongoing risk of more slides and

more storms. six days after the fatal accident, caltrans contractors are scrambling to get an eight-foot-high berm built at the business of the hill that's slammed debris into a news van and a truck in two separate incidents. the berm's purpose, to stop future slides from falling on to vehicles using the southbound lanes configured now for two-lane traffic. commute angst has . dicker has 17 commuter. >> i leave at 5:45 this morning. it took me two hours to get to san jose. it took over an hour just to get through the scotts valley one-lane type portion. >> when it rains he works from home calling 17 unsafe because of the slide risk and other drivers. >> i definitely see people becoming more aggressive maybe because i'm a little bit older. but they're following close. >> reporter: businesses need to make deliveries. a driver for crystal springs

water service says it takes him three hours to go from santa cruz to san jose. winchester auto tries to get parts to ary pair shops in two hours from its warehouses in san jose but it's taking more like four hours. >> put yourself in the shoes of a customer. they took the car in. they expect it back by the end of the day, otherwise they have to rent a car. i can't get them their part in time. all the way down the road, just not good for consumers all the way down. >> reporter: some employees at gold rush express delivery can work remotely, a high-tech option. others face a tough road ahead. in scotts valley, david louie, abc 7 news. storm preps continue on highway 37 in marin county. sky 7 was over the scene on a three-mile stretch of the road that's been closed since last thursday because of flooding. construction crews are working around the clock, 24 hours a day, to raise the road and prevent future flooding.

caltrans has allocated $8 million for the repairs. you can see the change outside today. >> yeah. >> sun is gone, the clouds are in, rain is coming. >> it was mild again today. temperatures got up to 70 degrees at some spots, but the clouds are thick. you can see that there's some green showing up the our northwest right now. later tonight we may see a sprinkle or two, but the steadier, heavier rain won't arrive until after midnight. we have rough surf, from 9:00 tonight from 9:00 tomorrow night. a westerly swell is generating breakers that may go to heights of 20 feet. here's the view from our sutro tower camera. the sun is breaking through. only 61 here in san francisco but 70 in mountain view and san jose at a cool 59. check out this view of some clouds in the sky looking west

ward from emeryville. a mild 67 at livermore to only 59 at fairfield and low to mid-60s in between. this is the view from mt. tam as skies are getting cloudier and cloudier. our next storm arrives overnight. there will be brief downpours frr the morning commute. probably be a slow go tomorrow morning and we have a wet unsettled pattern for the entire week ahead. the next storm ranks one on the storm impact scale. a storm of light intensity but could produce heavy downpours periodically during the morning commute. the possibility of minor flooding and wind gusts from 30 to 40 miles per hour. notice after midnight the moderate to heavy rain just surges in. first in the north bay then sweeping down past the golden gate into the east bay and on to the peninsula. the morning commute will be a very wet one. but the storm moves through rather quickly, then the morning hours, late morning and midday hours we'll just see scattered showers which will taper off to

almost nothing by early tomorrow evening. by tomorrow evening at about 7:00 we project rainfall totals from 0.4 inches down to san jose and south bay locations to an inch in many north bay locations. now to the sierra where a winter weather advisory is in effect from 4:00 a.m. to 4:00 p.m. chains are in control. and a winter storm watch is in effect from late tomorrow night to early saturday morning we expect maybe up to a foot of snow in elevations above 6,000 feet up to two feet of snow over the peaks. lows tonight mainly in the mid-50s. mild then tomorrow with showers giving way to little breaks of sun. highs will reach into the low 60s. here's the accuweather seven-day forecast. every single day we expect some rain, mostly light but there could be periods of downpours and each day we're ranking the storm levels at one on the storm

watch out for dangerous debris in the water. this dramatic video is from the berkeley marina this afternoon. here's a similar scene from vallejo where you can see the debris just piling up in the marina there. the coast guard issued a warning to boaters there of hazards in the bay, a direct result from the storms. >> reporter: our bay is a mess. look at this view from sky 7 near the san rafael-richmond bridge. you can see masses of floating debris. clusters like these are clogging the waters from here to angel island and alcatraz. experts say all the rain we have had is to blame. our ferries are the ones paying the price. >> four vessels that have had

their propellers bent and in some cases had to be replaced. and in three other cases the water just sucked in debris and we had to stall and stop and get that debris out of the water jet engine. >> reporter: personal watercraft have also been damaged. it's so bad the coast guard today is officially issuing a warning to watch out for the junk and to make sure your stuff doesn't become part of the problem. >> we really encourage boaters to make sure that their vessels are secure. double-check their mooring lines, even small craft. make sure kayaks, canoes, paddleboards, make sure those are secured, any gear that's along the banks. otherwise it could become marine debris. >> reporter: the higher water levels and faster currents have pushed this debris downstream. it's not just trash but also a lot of plant matter and logs. some ferry routes have been delayed or canceled with buses having to take their place. officials say there's not much we can do but try to steer around it and to wait.

weighing 2,000 pounds has prompted evacuations. you can see a group of construction workers there rallying trying to figure out what to do about the situation. the fear is this structure on a roof, this giant slab could collapse and fall possibly some 30 stories over the edge of the building and down to the street below. this is all happening at a high-rise apartment building that's under construction at tehama street near 1st. people are being urged to avoid the area including part of howard and fulsome street. they've ordered evacuations for at least a dozen buildings in the area. that view right there, you can see where this structure is just tilted over to the right side for reasons that are not clear at this moment. we'll bring you updates on abc 7 news at 5:00 as well as the abc 7 news app. we were told earlier that this is a situation that could take hours to resolve. let's take a look at the effect it's having on the afternoon commute. howard street closed to traffic right now. police tell us 1st street going to the bay bridge is about to be

shut down. any place you see red on the screen, it's where traffic is very slow and also harrison is a wall of red because that intersects with 1st. we'll keep you up to date on this situation and we'll check in with ama for the rest of the day's news. >> also making headlines today, caltrans is working around the clock to try to finish up work on a debris wall to prevent mud slides from impacting highway 17 in scotts valley. crews are focusing on the trouble spot that's snarled traffic for weeks and those storms have been washing um all kinds of debris in san francisco bay. a viewer tweeted pictures the of some of the items that came ashore. to politics now. on the eve of his confirmation hearing one of president trump's nominees has withdrawn. there were four firm republican no votes and possibly up to 12 for andrew puzder. the fast food executive faced

nurous including h abuse on "oprah" in 1990. president trump has responded to reports that members of his campaign had repeated contact with russian intelligence officials before he was elected. this comes one day after the resignation of michael flynn, the president's national security adviser. kenneth moton is live with the story for us. >> reporter: president trump did not get one question about this latest news report. i can report that while the president never addressed the content, he did call out the media for the leaks received. president trump on the defense at the white house. "the new york times" reports that people inside and outside his campaign have repeated contacts with russian intelligence officials in the year before the election. >> people are trying to cover up for a terrible loss that the democrats had under hillary clinton. >> reporter: the "times" report says that they deny they knew they were talking to russian

intelligence officers. and they haven't seen any evidence that the trump campaign cooperated with russia in the hack attacks. they've denied any contact with russian officials during the campaign. michael flynn who discussed sanctions with the russian ambassador in december, the white house said flynn resigned because of an erosion of trust. but one day later the president defended flynn. >> i think it's very, very unfair what's happened to general flynn, the way he was treated and the documents and papers that were illegally -- i stress that -- illegally leaked. >> reporter: lawmakers on both sides calling for a bipartisan congressional investigation. >> an independent, outside commission, nonpartisan commission outside with subpoena power to find the truth. >> if there's contacts between the trump campaign and russian intelligence officials outside the norm, that's not only big league bad, that's a game

changer. >> reporter: as outrage grows on capitol hill, congressional democrats and republicans have introduced a bill that would make it tougher for president trump to pull back sanctions against russia. reporting live here in washington, kenneth moton. president trump tackled the issue of peace in the middle east. the president asked benjamin netanyahu to hold back on settlements for a while. mr. trump also said he could live with either a one-state or two-state option for israelis and palestinians. netanyahu called mr. trump a great supporter of the jewish people. in san francisco, several dozen people demonstrated against president trump's meeting with netanyahu this morning. they chanted, held signs is and blocked traffic outside of 555 california, part of the building is owned by president trump. it was organized by if not now by area. they want to gain freedom and dignity for all palestinians and israelis. in an embarrassment to the israeli government only five of

eleven nfl players have arrived on a sponsor trip that was aimed at improving the country's im e image. they boasted that the visit would serve as goodwill ambassadors when they returned back home. it prompted several pla pla car and kirk morrison. current oakland raider dan williams is on the trip. the ceo of underarmour is responding to criticism including steph curry after he called president trump an asset to the country. in an open letter published in today's baltimore sun kevin plank wrote that his choice of words at an interview did not accurately reflect my intent. he wrote that his company opposing the trump travel ban. several entertainers and athletes sponsored by underarmour including steph curry took exception to plank's comments. curry responded to the asset remark saying i agree with that description if you remove the

5% of california 57s brims need to be repaired or replaced. that's according to a report by the american road and transportation builders association. four of those structurally deficient bridges are in the bay area. 680 over monument boulevard, 880 over san leandro creek, 280 over lawrence expressway and 101 over korda hers a creek in redwood city. including the famed brooklyn bridge. you could be paying more to cross the bay. in a new effort to raise money for transportation projects. a ballot issue is being considered that would raise tolls by $1 to $3. that means every bridge except the golden gate. the contra costa transportation authority meets in about two hours and is set to consider projects that would be funded by

that money. the toll increase measure could go to voters next year. community policing is now becoming community fire fighting. abc 7 news was at fire station 36 in san francisco as the department opened its doors to the community. residents tried their hands at cpr. they learned how to properly use a fire extinguisher. and got tips on preventing and escaping fires. the department will continue to open fire stations every months in hopes of improving relations with the community. >> what i hear often is that i know all this information, but i forgot it. or, oh, thanks for the reminder. it was great. i'm going to go home and make a fire escape plan. >> the san francisco fire department is also using the open house to recruit. it needs to hire about 100 firefighters each of the next three years. all right. we need to get a check on our weather. we still see a little blue sky, but that won't last much longer. >> no, it will be mostly rainy really soon. in fact, for the next week, i think, spencer. >> pretty much what it's going to be. here's live doppler 7.

you can see the moisture beginning to push down in our direction high temperatures in the 60s. our approaching storm ranks one on the storm impact scale, light intensity overall but will produce periods of heavy rain. for the morning commute tomorrow gusts between 30 and 40 miles per hour. during the overnight hours right after midnight we'll see that wave of moderate heavy showers. it will be wet and messy for the morning commute as that will be the stormiest period of the day tomorrow. then the storm will push on out after about oh, 9:00 a.m. or so start to break up into scattered showers. here's the seven-day forecast. every single day in the seven-day period we're forecasting some rainfall, storms ranking one every single day on the storm impact scale. next chance for a sunny break will be late saturday, early sunday. that's about it. >> thanks, spencer.

>> let's get an update on the story we've been following which is the situation at 33 tehama. this is jonathan backs are the wi -- baxter with the fire department live. it's not jonathan baxter, it's a new official. >> they're fairly confident that the crane is not going to fail. if anything were to happen, we could get debris that might get kicked off the side of the building towards the northeast of the building. >> why the extensive evacuations? >> a number of different reasons. erring on the side of caution. it's a 30-ton crane that's got a little geometry to it. it's a busy time of day. but erring on that side of caution, i felt it necessary to get as much information, make that call, wait for the experts to come in before we decided to move any further. >> is the issue the crane or the slab falling? >> both.

>> i will wait for that company to come out here. they have a p.i. to come out here and talk to you in a little bit. >> but that person is with that company? >> that's correct. >> what's the immediately concern, the crane on top or the slab hanging off the side? >> there isn't a slab that's hanging off the side. there's a slab that's leaning in a certain direction and the crane has one of nine struts that has been kicked out a little bit. so it's both. obviously, if we have a compromise in that slab then the crane may lean in a certain direction. >> does the slab, that would weigh a ton or so? >> that's correct. >> is the structural core of 41 tehama damaged by the leaning of this crane? >> no, it's not. the building itself is not damaged or compromised. it's the crane that's sitting on top of it and the forms that are holding it up that are of concern at this point. >> is this building topped out? >> i'm not sure how much further up they're going.

skyscraper is forcing the evacuation of at least ten buildings nearby. we also just learned that a crane connected to the building is unstable. the fear here is that this structure on the roof could collapse and fall over the side of the building to the street below. this is happening on tehama street at 1st street and has forced evacuations of at least 12 buildings in that area. >> right. we want to show you exactly where that loose concrete slab is. it is on the top. sky 7 giving us a bird's-eye view of the 30th floor under construction. now this here is the $2,000-pound concrete slab that has become loose and started to lean. fire officials telling us that what happened was crews removed wooden forms that were used basically as molds to shape the concrete before it sets. right now from this wider angle, you can see how the entire floor is now just lopsided as a crane there on top. that could fall, too. and that'
