now at 11:00, trouble at the top. a skyscraper scare in one of san francisco's busiest neighborhoods forces crews to work late into the night to get streets and buildings back open before tomorrow's rush hour commute. >> the situation has been changing by the hour. here's what we know tonight. sky 7 shows you the building in question. it's 33 tahama street. it's a new high rise apartment building under construction. >> a strut holding a platform on the 35th floor failed. causing the platform to lean at an angle. you see it here on this freeze frame from sky seven. a large pump used to pour concrete. >> 12 surrounding buildings were evacuated. you see them 234 red. the freemont street exit off the bay bridge had to be closed. in the last two hours, most of those closures were lifted. >> let's begin with lilian kim.

>> the things are getting back to normal. >> crews spent the evening shoring up the platform that gave way this afternoon. one of the hydraulic struts failed. causing the platform to lean 15 degrees. now the high rise no longer poses a threat. >> the city inspectors as well as our partners. after their efforts of shoring this building, we are now safe. >> the initial fear was that the 30 ton concrete pump would fall off the side of the building. as well as the 1 ton concrete slab that stood adjacent to the platform. by standers took no chances. construction crews rarely call

911, and when they do, the incident is usually a big deal. which is why they took the drastic measures they did. >> did they do the right thing stopping work when they did? >> absolutely. >> the alternative to that is they think it's not a big deal, if something goes sideways, somebody needs to be holding the bag on that. >> the pump on top of that platform will be removed tomorrow. it was scheduled for removal even before today's incident. live in san francisco, lilian kim, abc 7 news. >> thank you, lillian. >> katie udis continues our team coverage. >> she joins us with the impact the evacuation order had on hundreds of employees. >> san francisco firefighters say up to 500 people were evacuated from these nearby buildings, it's a hard number to nail down. many people just went home from work. others were stuck, having fled quickly without their keys or wallets. >> the good side is over there. >> san francisco firefighters

escorted people back to buildings and cars. >> earlier, they had to grab what they could and leave their workplaces. >> we were in our building, would being on our computers in our office, and they came up to us and said, you have to evacuate the building, we think something's going to collapse. >> don't have my keys, my wallet, everything is inside except for my phone and my computer. >> hundreds looked upwards at a leaning wall and tilting concrete pump platform. >> i don't imagine it's going to fall, you never know, you have to be safe. >> firefighters evacuated 12 buildings, mostly businesses. there are a few condos nearby. >> safety is a concern, i understand that. as a resident i'm a little concerned about not being able to get home tonight. >> roadblocks stranded cars and snarled the commute. by 9:30 all streets reopened. crews need access to the building tomorrow morning.

that's going to change. we get you into street level radar. occident occidental, bodega highway. we're going to see it intensify on our storm impact scale, this is a level one. heavy rain for the morning commute, minor flooding, not out of the question. 30 to 40 miles an hour, and large breakers along the coast. it's going to be a messy morning commute. our planner shows you downpurees if you're driving. wet and windy if you're walking, the biggest concerns with this storm is minor flooding, creeks and streams rising. low likelihood of trees and power lines going down in the river flooding. that will change as we have back to back storms coming. a look at those storms and your weekend coming right up. >> there's concern tonight for communities along coyote creek in morgan hill as officials fear

the reservoir could spill out. the reservoir is currently 99.3% full. crews are trying to drain it before new storms arrive. >> we have a number of low lying communities that are close to coyote creek that are still in the flood plains, so there's a risk some of those areas could flood. >> the reservoir doesn't meet federal seismic standards that specify it not exceed 65% capacity. it could take up to 9 weeks to drain that reservoir to that level. >> if there were to be a magnitude 2.75 earthquake. >> a warning tonight about the water in the bay. take a look at the long strip of debris. abc 7 was first to tell you about the problem last night at 11:00. it request damage boats. experts say our recent storms are to blame. a race against the weather tonight in an effort to lower the level of lake oroville.

with new storms approaching, repairs to two damaged spill ways continue around the clock. the water level has dropped 26 feet. the goal is 50 feet, so about halfway there, some evacuees refuse to return home, still afraid of flooding. a few who have returned found their homes burglarized. the deputies made a number of arrests. back here in the bay area, several local businesses will shut their doors tomorrow to participate in a nationwide protest. it's called a day without immigrants. katie is live in san jose with what that means. >> restaurants have committed to closing, and there's a protest planned at city hall tomorrow. all of this to make the argument that the united states needs immigrants. >> without the immigrants here, this country would be nothing. >> doris shops at this sup

supermarket in san jose. she supports the store's decision to close all nine locations. >> i think it's a good idea for people to stay home, that way the president knows that everybody is against his opinion. >> in oakland, the owners will close all five of their stores for the first time ever. >> 13 years of business, we've not closed a single day. it should be a big impact. >> the owners say some 20 other east bay businesses have also agreed to close. >> we're doing it to stay together, stay strong. we're all immigrants here. >> a handful of bay area restaurants tweeted they'll be closed thursday. and zuni cafe added this message to the bottom of its receipts. immigrants make america great. the food and wine editor of the san francisco chronicle tweeted this picture. the day without immigrants is expected to take place in cities across the country. it comes on the heels of

torrential rains backed up the water on this road that sunk 2 or 3 feet into the marsh below. solutions? >> raise it. >> the alternate route has become a slow parade. the chp is beginning to see signs of frustration. >> this morning, we wrote stop signs, cars going through the cones, we wrote those. >> enough to pay for the work on the highway? >> i doubt that. >> count on this, or don't count on it, actually, for a while. >> in movado, wayne freeman, abc 7 news. >> we're seeing the first signs. light rainfalling right now in the north bay. as we take you into street level radar. heading into heelsburg, windsor, and temperatures right now because of all the cloud cover, really quite comfortable.

san jose 63 degrees, south wind contributing to the mild air, it's gusty right now in spring valley. atlas peek 35. that's what you can expect for your morning commute. it's going to be a shaky ride or a bumpy ride, make sure you hang on to the steering wheels. the camera is shaking a bit. heavy rain and wind for your morning commute. two more storms follow. it's a wet pattern through the end of next week, take a look at the next seven days. we have one every single day for the next seven days. a level one system. you can pretty much count on hanging on to the rain gear every day, you're going to need it at some point or another. the first system for tomorrow is a light system, it's a one, heavy rain expected briefly for the morning commute. minor flooding will happen, in low lying areas, where the rain on top of saturated grounds will cause problems. we're expecting those large breakers along the coast.

the surf advisory is up until tomorrow. you can see the current rip currents up. 13 to 15 foot waves are expected. 4:00 a.m. tomorrow, you see the reds and oranges, that's the heaviest of the rain across the central portion and northern portion of our viewing area. parts of the east and south bay getting soaked. the drenching continues for the drive around 6:00 a.m. 7:00 a.m. as well, you'll notice that here, it lightens up to our north, and we are going to continue to see the rain at around 8:00 a.m., when you're getting those kids off to school. it will be slower to get to where you need to go, allow that extra time, 9:00 a.m., it eases up. it it's just scattered showers that continue through the afternoon, isolated showers winding down by about 5:00. rainfall totals with this system will be generally between half an inch and 8/10 of an inch.

places like ben lomb an will pick up just over an inch of rain. two storms pretty much back to back. this one is not coming from the north like the one for tonight. we're going to see the next storm on friday coming in from the south. watch the trajectory. 5:00 a.m., this storm begins to spread all the way northward. by 7:00 a.m., it's pushed into the north bay. this will make for a rainy friday morning commute as well. during both these times expect gusty winds. it will turn to snow in the mountains. tomorrow 4:00 a.m. to 4:00 p.m., there's a risk of mudslides. in the mountains, it becomes a winter storm watch late thursday night through saturday morning, expecting up to 2 feet over the peeks. watch out if you're going up there. watch out if you're going to be here in the bay area tomorrow with the stormy conditions if you're driving, temperatures in the 50s tomorrow, tomorrow afternoon you're in the 50s, 60s, it's a cooler day with scattered showers, and even sun breaks. we have wet windy morning ahead,
