tehama is closed here at 1st street. police officers have been stationed here all night. so they don't want anyone coming down this area just in case and they still have 44 tehama closed. crews were working -- they're going to be working today to do work on this issue. they plan to remove the pump that caused the problem, so they still have a lot of work to do. this is a residential high-rise that is under construction and one of the hydraulic struts failed. that caused that slab of concrete to start leaning at 15 degrees. that scaried everyone so that is why they shut down the area but last night, firefighters gave the all-clear. >> city inspectors from the department of building inspections as well as our partners with the contracting team have concluded that after their efforts of shoring this building, we are now safe. >> reporter: firefighters went

door to door to all the office buildings here south of market street to get everyone evacuated. just to make sure that this situation was safe. no one was hurt. and you will see things business as usual today. life will be back to normal. you will be having to go to work unless you work in the building right here across the street from the building in question. that's 44 tehama. that building is still evacuated and they don't have an estimated time of when they're going to lift that evacuation. live in san francisco, amy hollyfield, abc7 news. firefighters escorted people back to buildings and cars last night for some six hours after they were evacuated. many workers left their jobs without their keys or wallets. it was mostly businesses but some condos were affected too. >> the it's one of these situations where, in essence, there's not much you can do about it so it's a situation where you just have to keep cool, trust the fact that the city has this under control and the information will get to us when it can and try not to

overreact. >> roadblocks left cars stranded and it snarled the commute. all streets except tehama were reopened by 9:30 last night. construction on 33 tehama began in 2015. the building is going to be 278,000 square feet. it will have 403 apartments inside as well as retail space on ground floor and leasing is set to begin this year. a lot of people posting photos of the high-rise, includig debra who tweeted this after being evacuated from nasdaq center next door. when you see news happening where you live, take a photo or video and share it with us using #abc7now and we may show it here on the news or on abc7news.com. this morning's storm is drawing concern about flooding. the reservoir in morgan hill is 99.3% full and at risk of overflowing. crews are releasing water ahead of the storm. they're hoping to keep coyote creek from flooding and impacting homes along its banks. >> we have a number of very low-lying communities that are

close to coyote creek that are still in the floodplain, so there is a risk that some of those areas could flood. >> the reservoir does not meet federal seismic standards that specify it not exceed 68% capacity. it could take up to nine weeks to drain it down to that level. just as thousands of evacuees are being told they're clear to go home to oroville, the feds are beefing up their resources. fema is staging an emergency response team in fairfield for the oroville dam emergency. 60 trucks, 30 personnel expected to be in place by today and they're going to be ready to help emergency efforts in case the backup spillway at the dam fails. state regulators say they are monitoring both spillways and the lake level as storms move in over the next few days. some evacuees are refusing to go home even though mandatory evacuations have been lifted a few who did homes burglarized and deputies ended up making several arrests. crews are still working to

shore up the area on highway 17. caltrans contractors are working on an eight-foot high burn prevent debris from crashing on to cars. this is where a mudslide damage to a news van with one of our colleagues inside and a separate incident damaged another truck. both people survived. the southbound lanes are configured for two-way traffic while the northbound lanes are still closed. commuters are getting fed up with the traffic delays. >> you have to stay on 17, which means everyone's on there or you go down 101. you can't go to over hecker pass because that's closed. 125, they're building down dl and limp through watsonville and up. >> the daily drive is now as long as two hours. back roads are not an option because of similar storm damage. >> what a mess. crews are working around the clock on highway 37 in novato. they're installing a corrugated call to keep flood water out. sky7 was over the scene on the

three-mile stretch of road that's been closed since last thursday. caltrans has tharzed $8 million to pay for the emergency repairs. so far, no word on when that is going ore open. the santa cruz district attorney is going to announce his findings into a deadly shooting investigation involving an officer. 32-year-old sean arlt was armed with a metal rake during this incident in october. he was pounding on the door of a house near chase and gechal streets, saying that he was going to kill the people inside. officers tased him at first. when that didn't work, an officer shot and killed him. his family says he suffered from mental illness. the police department plans to hold a news conference this afternoon. berkeley police will keep better details when officers use force during demonstrations and protests. the move is part of a settlement of a lawsuit stemming from a black lives matter protest in 2016. 11 people claim they were victims of police brutality. the city will pay $125,000, some of it to victims, some to cover

attorneys fees. the city is also committed to equip officers with body cameras. a hearing on a fine against an oakland restaurant. the bacy conservation and development says it's been limiting access outside its jack london square location. the restaurant says no one was ever denied access to a walkway. the commission is going to hold a hearing on that proposed fine which the restaurant's owners say is excessive. they're vowing to fight the fine if the commission goes through with it. a new report by a bay area cyber security company says hackers are using malware to steal medical records. abc7 i-team got exclusive details about the report. investigators at trap x discovered malware affecting medical devices at major health care providers all around the globe. the more sophisticated the devices become, the more vulnerable they are to hacking. hackers plant malware on devices including an x-ray printer, mri

scanner and a blood gas analyzer like this one used during surgery. >> those devices are in the operating room. they could be in a hospital bed. lives could be dependent on them and if they're disrupted malware or ransom ware or other attacker tool kits they may not be able to do what they're supposed to do. >> an operating room had to be shut down for six hours to remove the malware. the company plans to make the report public today. more developments now in the assassination of kim jong un's half brother. >> a second woman is under arrest right now. a 25-year-old from indonesia. and a man is also detained and being questioned in connection with the death of kim jong-nam, the half-brother of the north korean leader was poisoned at the kuala lumpur airport in malaysia earlier this week. he was on the way to macau to

visit family when he got sick. a 29-year-old woman believed to be a secret agent is already in custody. she was seen on surveillance video wearing a t-shirt with "lol" written on it. she is also under arrest so now we have two people and a man still being questioned. i thought we'd talk about the winds real quick because they are an issue this morning as they come out of the south and really gusty across the east-west bridges. i have to hold on with both hands and slow down a little bit because those bridges are also wet. some of our fastest winds are at sfo, mountain view, same thing at livermore, oakland about 22 and along the coast about 28 miles per hour. one of our better radar returns is around moraga and lafayette heading up to alamo and walnut creek and another one moving right up crow canyon from valley into danville. temperatures running up to 13 degrees warmer this morning. 57 at pleasanton and concord, 60 in brentwood and also in

pittsburg and hayward. we've got 59 in oakland, 58 in san francisco. san jose, 62 and 57 in novato. today's temperatures low to mid 60s but notice the green shield gone. just some scattered showers. but tonight's going to be in the mid 40s to low 50s but look at what's lurking at the bottom of your screen. another round of heavy rain. we haven't even gotten rid of this yet and we're talking about tomorrow. let's see how this morning's affecting the commute. we've already got plenty of problems and i want to show you an early slow-down in the tracy area. this is near grant line road, westbound 580. one of our crews shot this overnight and they've been doing overnight road work to fix just the terrible roads there along 5580. they are in rough shape. we've had major pothole problems so this road work is set to start about 10:00 p.m. each weeknight and go until about 4:00 a.m. the next day and yeah, this is caused some really long delays in the early morning hours. they did get that wrapped up by

safety. president trump is looking for a new nominee for secretary of labor now that andrew puzder -- he had employed an undocumented worker for years. on tuesday, video emerged of his ex-wife accusing him of abuse on the oprah winfrey show in 1990. his confirmation hearing was supposed to happen today. there's word at least four republicans were ready to vote against his nomination. today, president trump plans to meet with newly confirmed attorney general jeff sessions after a tumultuous week in d.c. both senate democrats and republicans are expressing growing concern over an alleged relationship between campaign aides and russia. stephanie ramos has more on the political disarray. >> reporter: on the heels of the national security adviser's firing, authorities are now scouring communications between trump associates and suspected russian intelligence officials. the sudden forced resignation of president trump's national security adviser michael flynn

found no direct cooperation between trump associates and the russian government aimed at influencing the 2016 election. stephanie ramos, abc news washington. it seems like every new survey wants to hate on millennials and this is no exception. calling them america's worst drivers. the study by aaa shows 88% of 19 to 24-year-olds admitted to engaging in risky behavior while driving in the past month. that includes texting while driving, red light running or speeding. it's not just millennials. we have to make that clear. at least 60% of all age groups are guilty of one of those three no-nos. >> is this fair? isn't it always the young drivers, though, that have the biggest amount of trouble and then they get older and more responsible. every generation. >> we just like to put millennial next to complaint. that's what america likes to do right now. >> what is that? goodness gracious. >> i've got really no opinion about that. none at all. >> how about that rain, though? big opinion about that. here's a look at where some of

it is heaviest this morning. no matter what your age, drive carefully. here's a look at what we're seeing with live doppler 7 on the summit there. you can see some moderate rain and as i pull out, you can see that oh man, there's already a clearing line developing, at least as far as the steady rain. up across the north bay but here you can see up around crescent city, we're seeing some of the lingering rain a little bit longer and also as you head down south. active pattern. here's tomorrow's storm. you can see it's well off the coast but it's a fast mover and it's going to come in and make for a longer day of rain tomorrow. quick look at what's going on at sfo. storm 1 this afternoon, storm 2 tomorrow. saturday afternoon through sunday afternoon, dry, monday's storm is trending the strongest. a.m. rain to showers on my storm impact scale for today. it's light. morning rain, gusts 30 to 40 miles per hour, large breakers until 9:00 at our coast. here we are at 7:00. you still see some lingering moderate showers but by 9:00, they're gone and by noon, a lot of us not even needing an umbrella and as we head through

the evening hours, notice the wind starts to come out of the south once again. look at this, another round of moderate to heavy rain. now this one's going to linger longer tomorrow and it could mess up your evening commute also as the showers will be more likely than this evening. saturday afternoon, sunday afternoon, dry and then monday, that's when i've raised the storm, stronger, it's a moderate now on our storm impact scale. let's see how the morning commute's going. not so good, you would imagine with all the wind and rain. but taking you back to westbound 580 to westbound 80, we had a crash on that connecter involving a couple vehicles. they got that cleared very quickly so no more flashing lights. we do have a new problem in oakland, though. this one is sounding pretty serious. northbound 880 just a little south of oak street we've got a crash involving a jackknifed semi. the driver of the semi is unresponse ich right now so we have an ambulance and other emergency crews on the way to the scene and yes, that is starting to back up at least one

country. people who call san francisco's tenderloin home are celebrating the neighborhood's survival. in 1917, city politicians shut down more than 200 bars, restaurants, and other businesses in an effort to clean up the area. over the years, neighbors fought to revitalize it. residents and business owners marched yesterday, thanking the locals for keeping the tenderloin alive. >> the tenderloin is probably the most neighborly neighborhood in san francisco. it's the tightest-knit community and we are so happy that we are a part of it. >> earlier this morning, supervisor jane kim announced legislation to make part of the tenderloin the nation's first ever transgender district. thought i'd open up the weather window. show you some of the steady rain that's coming down and some of the puddles that are developing trayv there. public transit is going to be poor this morning because of the rain you're going to have to
