our golden gate bridge camera showing you what you're already dealing with coming into san francisco. take a look at this. a major backup in the east bay right now. a jackknifed big rig blocking traffic on interstate 880 in oakland. let's get straight over to abc7 news reporter amy hollyfield. hi, amy. >> reporter: natasha, i just got an update from the chp. they're telling me this is going to be this way for a couple of hours. it's going to take them a while to get this cleared out of here. so you're going to want to avoid this area. the backup is bad. it is getting worse. it's very slow through here. you're looking at northbound 880 at 5th street in oakland. and the traffic is terrible. this is what happened. a big rig jackknifed here. it was about 4:45 this morning when this happened. and there were major injuries when this crash occurred. so emergency crews are dealing with the victims involved and then they'll deal with uprighting it and towing it out of here so they have a lot of work to do at this scene and

that's why you're going to want to avoid this if you can. right now, we're getting a break from the rain so they aren't having to deal with that but there was heavy rain through here this morning, overnight and then early this morning, and so the roads are very wet. visibility was an issue, so they say rain could have played a role in this crash. too early to tell at this point, but they suspect that weather would be to blame for this. avoid this area if you can. the backup is stretching about four miles, according to our traffic expert, alexis smith. i heard her saying that. and i'm watching it. it's going very slowly through here. a lot of big rigs clogged in here along with some cars as well as people trying to push through here to get through to work. avoid this area if you can. live in oakland, amy hollyfield, abc7 news. amy, thank you. let's check in with alexis. what are we looking at as far as that backup? the last time, as amy said, it was miles. are we seeing it grow? >> it's sticking right around 4 miles. this is a rare situation where

we do have a pretty decent alternate and that is 580. so i'll quickly zoom in on our traffic maps and show you where this is. northbound 880 at 5th avenue and we've got the right lane and that off ramp blocked. the three left lanes are open. chp says it's okay for big rigs to use 580. normally, they're not allowed to. they have to stick to 880. so the ones who are sitting in that backup obviously did not get the memo. also we've got a sig alert, westbound 580, fully close at regatta boulevard in richmond. some standing water about six to seven vehicles involved in a crash or possibly a couple separate crashes so they're working to clear that too. let's check in with mike nicco. we have breezy conditions. and according to the live doppler 7, our steadiest rain is still down in the santa cruz mountains. you can see the solid shield of green right there. becomes more scattered for the rest of us as the cold front is quickly pushing through but scattered showers would be in the forecast for the rest of today. so keep the wet weather gear handy. you can see on the exploratorium camera, some drops still falling, 53 to 59, that's your

tfrps, very mild on your 12 hour day planner. no scattered showers at noon to showers possible at 4:00 to really hardly any chance at 7:00 but this time tomorrow morning, our next storm rolls on in. we'll talk more about that coming up next. developing news in san francisco. crews are preparing to remove a 30-ton concrete pump from a platform on top of tehama street at a construction site there. the platform gave way yesterday and prompted big concerns that the heavy pump could fall to the ground. officials say it doesn't pose any immediate danger right now. construction crews will decide whether it's safe to remove the pump during the rain. part of the platform failed yesterday afternoon and started tipping over. roughly a dozen buildings had to be evacuated and many people from their offices. firefighters escorted people back to their condos and buildings and cars last night six hours after they were evacuated. all streets except tehama were reopened by 9:30 last night. businesses across the bay area are going to shut their doors as workers plan to

boycott. >> the nationwide protest is called a day without immigrants. abc7 news reporter matt keller is live in san jose. >> reporter: good morning, natasha and reggie. the lights are on here at the chavez supermarket on blossom hill road but nobody is inside. in fact, this is going to be closed all day today in support of the day without immigrants protest. now this comes in response to president trump's travel restrictions and crackdown on illegal immigration. thousands of people are expected to participate or show solidarity with the protesters here in the bay area and across the country. in oakland, the owners of this supermarket closed all five of their stores for the first time ever. >> we decided that the 13 years of business we've been here, we've got closed a single day, and it should be a big impact. >> reporter: the owners say 20 other east bay businesses have also agreed to close. handful of bay area restaurants have tweeted they will be closed today as well. a rally is also taking place in

san francisco city hall. is th that starts at 9:00 this morning. oroville dam's flood control manual has not been updated for half a century. according to the sacramento b, the manual determines how much space should be left in the lake for flood control during the rainy season. experts say there is no indication that the outdated information led to the current crisis because it stems from structural failures. however, it could point to larger operational issues, especially since the manual does not account for advances in hydroology, meterology, engineering or climate change. this just coming in to our live desk. u.s. defense secretary jim mattis says this morning the u.s. is not ready to collaborate militarily with russia, and that could slam the door on the idea that we could work with moscow to fight isis in syria. he went on to say that this administration will work politically with russian

president vladimir putin, and remember, president trump has said repeatedly he wants a new working relationship between the u.s. and russia, but today's remarks by mattis may mean that new relationship is somewhat limited. he is in europe right now meeting in brussels. reggie, natasha, back the you. the secretary of state expected to take part in talks on syria during the g20 meeting. rex tillerson arrived in germany yesterday for the summit. tillerson is going to attend meetings today and tomorrow with about 24 ministers, including one from russia. it is tillerson's first overseas trip since becoming america's top diplomat. a russian spy ship is moving up the east coast of the u.s. right now. it's about 30 miles off the connecticut coast this morning. you can see here it's moving along the border between international and u.s. waters. this spy ship had similar patrols in 2014 and 2015, but it typically only wens as far as virginia, which as you can see it's already past. earlier this week an armed

russian war plane carried out a mock attack against a u.s. ship. the navy says it is keeping a close eye on it. u.s. immigration and customs enforcement and dismissing reports that it's rounding up undocumented immigrants throughout the area. a spokesman says the claims are based on rumors. one rumor resulted in an urgent notification to parents at a charter school in san jose. i.c.e. says the claims were entirely false. agents never conducted enforcement activities on or near school grounds. similar rumors have circulated in oakland and richmond. backlash. why neighbors are trying to stop a marijuana dispen epencery. also, buses are going to get an upgrade. the commute has been tough the commute has been tough for a lot of

and i actually have two to get to right now. so first things first, i'll take you back down to northbound 880. we still have the far right lane blocked along with the 5th avenue off ramp and this all due to a jackknifed semi. this crash happened at 4:28 this morning so we've been tracking for you as soon as we have gone on the air. 580 still looking pretty good

for an alternate and if you're driving a big rig this morning, you are allowed to use that for an alternate as well. just got new information for our second sig alert. we had some high standing water caused several vehicles to collide there. six to seven in total. they just opened up the far right lane. the two left lanes are still blocked so if you want to state on 80 and using cutting boulevard there to cut over to get to the richmond-san rafael bridge or richmond parkway, those are decent alternates but it is slowly starting to improve. let's check in with meteorologist mike nicco with a lock at our forecast and rain is hanging around. it definitely is. and we've got another round. heads up from san rafael down 101 all the way to pacifica that's where another round of light showers is about to move in on live doppler 7. you can see the thickening clouds on sutro tower. want to give you the good side of this. tree pollen has been moderate. this rain is going to keep that down for the next couple days. our surf could be up around 20 feet.

were damaged by this valentine's day twister. happening today, neighbors in marin county will get to have their say over a proposed medical marijuana dispensary in san rafael. some parents are worried the dispensary on san pablo avenue and north san pedro road could be too close to several schools in that area. you can see the map. that includes benicia valley elementary. others argue the dispensary is needed to help patients who rely on medical cannabis. a public hearing is set for tonight at 6:00. it is taking place in the board of supervisors chamber at the civic center in san rafael. we may be a little closer to winning the fight against the common cold. don't get too excited. vitamin d has long been believed to help in cold prevention. a new study found d does have a benefit, but it's pretty slight. people who took vitamin d were 2% less likely to get a cold over those who didn't take it. she's having a bad time. >> i know. >> yeah. the narrow results raise the

amy hollyfield and her photographer this morning and they are crawling along northbound 880. right around 23rd and they are in this major backup and that happened right at the 5th avenue off ramp around 4:30 this morning so they were moving a bit. now they're totally stopped. we have the right lane blocked along with the 5th avenue off ramp so this is a long-term blocking situation. can't stress this enough. 580 is your best bet for an alternate. don't get on 880. 580 still looks good except in the richmond area at regatta boulevard. the far right lane and off ramp are open but the two left lanes are blocked due to flooding and several crashes in that area. let's check in with mike nicco with a look at our forecast. hey, alexis. hi, everybody. scattered showers is what we're seeing more of. moving through the sunol grade, heading up 84, through the dublin grade, heading to san ramon and also up towards danville and other scattered showers behind that.% that's going to be the case the next couple of hours and then tomorrow's storm is already winding up but in between, yeah, there's a little bit of break

this afternoon. here's a look at what's going on from the exploratorium. 1/3 inch of rain in san francisco from this storm where it's already turning from rain to showers. drive periods between weekend storms so don't cancel your outdoor plans right now. president's day, that storm the trending stronger. i had to change the storm impact scale. let's focus on today's. rain to showers this morning. gusty winds mainly this morning. large breakers until 9:00 this evening if you're going to be at the coast. in fact, watch how quickly the yellows faed away from 7:00 to 9:00 and then from 9:00 to noon, look to the how less widespread the green gets. during the overnight hours, it's going to be damp with some drizzle out there. look at this wall of water, moderate rain coming in for tomorrow's morning commute all the way through 9:00 but there's more behind that with waves of moderate rain. so tomorrow's storm is going to be a little bit more intense than today's storm. now here's a look at the greater lake tahoe forecast. rain to snow today, heaviest snow will be tomorrow afternoon.

rain mixed with snow saturday and light showers sunday. back here at home, 1 on the storm impact scale for tomorrow. for saturday morning, sunday evening, monday it's a 2. that's when our heaviest rain followed by some lighter showers tuesday and wednesday. let's bring alexis in to talk more about tahoe. >> it's the toyota tahoe report and mike we just got a notification that you now have to chain up if you're going to be traveling on i-80. that happened about 15 minutes ago. chains are required. king vail to donner lake. 50, no chains today. that could change throughout the day. no restrictions for 88 and 89, mudslides north of the lake tahoe area but if you're heading to any of these resorts, that should not impact you. base totals did go down a couple inches. right around the same for northstar and heavenly and going to take you much longer if you're using 880 and i-50, lighter drive times. sugar bowl, and then right around 4 hours if you're going

interstate 880 partially blocked by a jackknifed big rig. >> and the rain not helping with your commute this morning. let's start with abc7 news reporter amy hollyfield in oakland. amy? >> reporter: hi, natasha. we are stuck in it. we are northbound 880. we aren't moving very quickly. i've been tracking our progress. in 18 minutes, we have gone 1.4 miles. so, very slow going here. 880 northbound in oakland. here is why. we've got video of the accident scene for you. this is a big rig that jackknifed at 5th avenue in oakland. one lane is closed right now, and that off ramp is close. so they did get most of the lanes open, which was good progress, but still, the damage has been done. and i would write off this area for your commute if you can because they're going to take some time to recover from this. the chp told me right now the estimate is that they'll get this all opened back up in an hour but that is only an

estimate. they did have major injuries in this accident. so they had to respond to that and then they're going to have to clear this out of the way. so, if this is an area to avoid if you can. we are seeing a lot of big rig trucks in this congestion along with cars, all trying to get through here. no rain right now. that is the good news. there was, though, heavy rain in the early morning hours. there is some concern, some fear that the weather did play a role in this accident. as of right now, too early to tell. but at least another hour of backup. we are almost here at the scene. it took us a long time to get here. reporting live in oakland, amy hollyfield, abc7 news. thank you so much, amy. alexis tracking how you can get around this problem. hey, alexis. >> this is one of those days where there is a way around it so i will gladly point that out to you here. show you exactly where that is. northbound 880 at 5th avenue and happened before 4:40 this morning. the right lane and off ramp are

blocked. the three left lanes are open but as you would imagine, that backup continues to grow. now over four miles to the south there if you are coming up 880. i want to point this out to you. 4 miles an hour. check out 580. 61 miles an hour. so if that doesn't convince you, i don't know what will. big rigs are allowed to use 580, actually, today. normally they don't permit that. we have another big problem in the richmond area, we'll check on that coming up next. some good news. good morning. those downpours that created the ponding on the roadways are just about over. scattered showers from woodside, palo alto, we've also got stanford across the dumbarton bridge and that is going to be the trend through the rest of the morning commute. scattered showers, in fact about 7 hundredths but you can see it's wet there. scattered showers by 7:00 and my 12 hour day planner, just scattered showers at noon to even an ace lited shower at 4:00 and barely a chance at 7:00.

temperatures mild from 50s this morning to low 60s as we head through the afternoon. storm two is knocking on the door. ill show it to you next. crews are going to be remove ago 30-ton pump. sky7 is showing you here that building, 33 tehama in the city south of market neighborhood, the platform forced evacuations of several nearby high-rises yesterday. >> the situation yesterday. here's a closer look at exactly what went wrong. a strut holding up the platform on the 35th floor failed, causing it to start leaning. on the platform is a large concrete pump and we've circled that on the screen. nearly 12 buildings were evacuated nearby. you can see some of them in red. only a business building at 44 tehama street remains closed at this point. tehama between 1st and 2nd street also closed indefinitely while crews remove the pump. the fremont street was also closed yesterday and that is back open this morning. firefighters escorted people back to buildings and cars last night and for some, it was six

hours after they were initially evacuated. many workers left their jobs without keys and wallets. some condos were affected. >> it's one of these situations where in essence there's not much you can do about it. so, it's a situation where you have to keep cool, trust the fact that the city has this under control. the information will get to us when it can, and try not to overreact. >> roadblocks on several streets left cars stranded and snarled the commute. all streets except tehama were reopened by 9:30 last night. >> construction began if 2015. the building is going to be 278,000 square feet. this is an apartment building with more than 400 units. there's going to be retail space on the ground floor and leasing is supposed to begin this year. a lot of feel posting photos online, including debra who tweeted this photo after being evacuated next door. when you see news happening where you live, take a photo or video, share it with us, use #abc7now. we may show it on air or at

abc7news.com. this morning's storm is drawing concern about flooding due to the nearly full anderson reservoir. the reservoir in morgan hill is 99.3% full. crews are releasing water ahead to have the storm and they're hoping to keep coyote creek from flooding and impacting homes along its banks. >> we have a number of very low-lying communities that are close to coyote creek that are still in the floodplain, so there is a risk that some of those areas could flood. >> the reservoir does not meet federal seismic standards that specify it not exceed 68% capacity. it could take up to nine weeks to drain it to that level. just as thousands of people are being told they can go home to oroville, the feds are beefing up their resources preparing for the worst. fema is staging an emergency response team at travis air force base in fairfield for the oroville dam emergency. 60 trucks and 30 personnel expected to be in place by today. they're going to be ready to help emergency efforts just in case the backup spillway at the

dam fails. state regulators say they are monitoring both spillways and the lake level as storms move in over the next few days. some evacuees are refusing to go home, even though mandatory evacuation orders have been lifted. a few who did go back found their homes got burglarized. deputies made several arrests. this morning, crews are still working to shore up the area around a mudslide on highway 17. caltrans contractors are working on an 8 foot high to prevent falling debris from crashing on to cars in the two active lanes. this is a mudslide damaged a news van with one of our own abc7 news colleagues inside. in a separate incident, it also damaged another truck. both people survived. right now, the southbound lanes are configured for two-way traffic. the northbound lanes are still closed. commuters are getting fed up with the traffic delays all of this is causing. >> where are you going to go? you have to stay on 17 which means everyone's on there or you go down 101, can't go to 156 because that's closed. got to go down to 129, which

they're building down there. and literature back in through watsonville then up. >> the daily drive over highway 17 now as long as two hours and you just heard him say back roads not an option because of similar storm damage. caltrans is postponing the reopen date for highway 37 now as more rain is hitting the north bay. this is what it looked like for much of this winter. sky7 showing you the flooding from storms earlier this month. heavy rains closed three miles of highway 37 last week. officials say it will remain shut down until at least february 25. caltrans has commissioned $8 million worth of work to get the road reopened and keep it that way. crews are installing a corrugated wall to help keep the water out. new video of that paving project on westbound 880 through the altamont pass, crews wrapped up their first night of work this morning around 4:00 a.m. look at that backup. drivers had to deal with this as they were trying to get to their -- to work. this is a problem that's going to be happening during this

construction. the new pavement will be a relief for 200,000 commuters that use that freeway each day. work will be conducted from 10:00 p.m. to 4:00 a.m. each day and it's scheduled to be done in a month, weather permitting. one of president trump's biggest campaign promises could be getting a twist. >> jessica has that news story at the live desk. >> good morning. yes, build that wall. that was donald trump's promise, campaign promise. it's what he wants, but experts say build a fence. cnn reporting career officials involved in the planning are going to be recommending a fence instead and that it would cover half the length of the u.s. border with mexico. at this point, there's no final plan, but the department of homeland security is looking into it. a fence would be certainly cheaper than a wall and faster to build. no word on exactly when the official recommendation will happen, though. happening today, the santa cruz county district attorney is going to announce his findings into a deadly shooting investigation involving an

officer. skroousz applies say 32-year-old sean arlt was armed with a metal rake during this incident in october. they say he was pounding on the door of a house near chase and getchell streets. they say he was threatening to kill people inside that home. officers tased him at first but when that wasn't effective, an officer shot and killed him. arlt's family says he suffers from mental illness. the police department plans to hold a press conference this afternoon following the d.a.'s announcement. berkeley police say they will keep better details when officers use force during demonstrations and protests. of a lawsuit stemming from a lack lives matter protest in december of 2014. 11 people claimed they were victims of police brutality. the city will pay $125,000, some to victims, some to cover attorneys fees. the city is also committed to ekwipt officers with body cameras. well, it is not going to be an easy morning on the roads, going to take you back to one of our two sig alerts right now.

this one's in oakland. northbound 880. amy hollyfield just arrived there at the scene. she's been driving through the backup for us this morning. so it's at 5th avenue. we did have that off ramp close. they were keeping that closed so the tow truck could get there and get into position. they have reopened the off ramp so now the only thing we have is the far right lane. the three left lanes are open but you are jammed solid so you'll want to stick to 580 this morning. trust me on that one. we also have a sig alert westbound 580 at regatta boulevard. just the right lane is open right now along with that off ramp. the two left lanes are blocked due to flooding and we had just a lot of crashes in that area due to that high water. you can stick to eastbound 80 and take cutting boulevard or richmond parkway if you're coming from the north. a decent alternate for you. another problem if you're coming from vallejo, westbound 80 at sonoma boulevard just before the bridge, we've got a disabled semi tractor-trailer there. quick check of the bay bridge toll plaza. drying out but certainly slow

avoid for now. they are thinking that they're going to get this reopened within the hour. so, this will start to clear up. but the damage is done. there's such a backup it's going to take a while to ease all of this up. so, if you could avoid northbound 880, that is the advice of the morning. we are at the 5th avenue off ramp, which is just opened. i just saw the first car go down it. more progress to report for you. the 5th avenue off ramp is now open. only one lane closed through here. you would think it was more by looking at this backup. hoping to get this all open soon. live in oakland, amy hollyfield, abc7 news. yeah, and i'm just going to piggyback on everything that amy said. i'll show you where this is on our traffic maps. northbound 880 not the place you want to be through oakland this morning. that's where the collision is at 5th and that off ramp just reopening as we speak as amy mentioned so the far right lane is blocked. three left lanes are open but had the two right lanes blocked for quite some time this

morning. zooming out just a bit. i want to compare 580 and 880 here. which one do you want to take? probably the one going 53 miles an hour and chp is allowing big rigs to use 580 for an alternate. normally that is not permitted. it is backing up closer to the maze but so is 80 and that's the normal crawl as you get words the bay bridge toll plaza. several other issues. another sig alert. westbound 580 heading towards the richmond-san rafael bridge, regatta boulevard have the two left laned blocked. you can use cutting boulevard or richmond parkway. and we have this disabled semi, westbound 80 at sonoma boulevard before you get on the bridge. and you've got about a five-mile backup through vallejo. quickly want to show you drive times too. got some tough unz. westbound 580, tracy to dublin, 51 minutes, southbound 680, dublin to mission boulevard about 33, and i believe that's 28 minutes. there we go. northbound 85, 101 and

cupertino, new crash. let's check in with meteorologist mike nicco. let me give you some good news. the transition from the heaviest and steadiest rain and wind, over. now we've got some scattered showers that are going to keep us damp during the morning commute. 35 and 280 on the peninsula just getting showers, little puddles possible there. san mateo and millbrae seeing the return of the wet weather there. also moving across 24 from orinda to lafayette heading towards pleasant hill and walnut creek and up towards concord and pachego and martinez, a little wet weather advisories there and moving through the sunol grade. whether you're going to pleasanton or livermore or not altamont pass, a little bit of wet weather. more 1/2 inch of rain fell in the last half hour. storm 1 right now. tomorrow 2 tomorrow. weekend not a washout but more storms are on the way with the strongest one trending for president's day.

if you have the day off, it's not looking like a great day to be outside. gusts are starting to taper in many areas but the large breakers are going to hang around until 9:00. watch the yellows leave us as we head towards 9:00 and watch the green dissipate too to just some scattered showers by noon, then some isolated showers during the evening commute from 5:00 to 7:00 and then overnight, hardly anything. drizzle possible and then by 4:00 or 5:00, you can see rain develop. moderate to heavy downpours through the morning commute from about 5:00 to 9:00 and then waves of scattered moderate to heavy showers will continue through about 5:00. so today's storm while it's still a 1 is going to produce more rain and over a longer duration so the morning and evening commute will be affected. we'll have dry weather saturday afternoon through sunday afternoon and then that stronger storm comes in sunday night and hits especially hard monday morning. we're back in 90 seconds with the seven things you need to know before you go. here's a live look outside. you just heard about the rain that is coming down and the traffic problems and now you can see both things happening in one
