target as he aimed his rifle right at the helicopter. >> the standoff on laalasklas l avenue. >> live team coverage covering what happened and what it meant for the people who lived there and go to school there. >> let's begin with abc 7 news reporter laura anthony on the scene. laura? >> reporter: dan, we have some new information for you tonight, first of all this is still an active investigation here at 98th and las vegas avenue. police tell us he fired dozens of rounds at cars homes and at them. neighbors say today was just the latest incident. one says he has been shooting up the neighborhood for the past week. >> what happens is neighbors called in about this individual armed with a rifle and that he was firing shots in the neighborhood.

>> reporter: the call came in just after 9:00 a.m. as the man shooting a rifle from a home on oakland's las vegas avenue. when police arrived the man in the blue house began firing at them. >> we had multiple officers arrive on scene, reported that this individual was shooting at them. rounds were strikinging the ground near where the officers were. >> reporter: from sky 7 you can see an oakland police suv with bullet holes in the windshield. no officer was hit. the suspect identified as 32-year-old jesse enjaian aims his rifle at the helicopters overhead and is seen spraying graffiti. this woman did not want her face shown. >> and then i thought maybe it was a bb gun. i went back outside and heard several rounds together, five. >> reporter: another neighbor told us the trouble started a week ago. >> it started friday night.

he shot the windows out and flattened the tires. >> reporter: finally the suspect goes down hit by at least one police bullet after officers secured his weapon and enjaian is wheeled away taken to the hospital with serious injuries. >> once the suspect was detai d detained, we started a canvass in the neighborhood. our concern is if anyone or any of the residents were injured. there have been no reports of any injuries to the residents and no reports of injury to any officers. >> reporter: we talked to at least a couple neighbors who say police have been called several times this week and were out here at least twice prior to today's incident. i just got off the phone with the spokesperson jana watson who says they could not confirm at this point that opd was here prior to today. that they are looking through their records, compiling that information and hope to have

more for us in the days to come. >> a strange and scary day. >> the i-team has been digging into the suspect's background all day long. >> dan noyes is here. >> you have a real contrast here, a young man who was a brilliant student, a promising career. he tweeted out racist comments against immigration most too vulgar to show. one of the most startling was enjaian's website with a violent rap song playing and aanime character, a vast contrast from where he grew up in fremont. his mother runs a bookkeeping service out of their home. he went to fremont's american high school where he was on the swim team and competed as a varsity shotputter on the track team. a spokesperson says some of his instructors remember him as a good student who was a member of the computer club. after high school he went to

ucla, did rotc and graduated magna cum laude with a degree in economics. enjaian earned a law degree in 2013, but at michigan enjaian had some problems. in 2012 campus police investigated him for stalking a fellow law student. the woman complained he wouldn't stop e-mailing, texting and trying to contact her. they confiscated his computers but he was never charged with a crime. he filed two lawsuits, one to police for failing to return his computers and another against the national law journal accusing them of defaming him when they published a story headlined law school alum accused of stalking. he took issue with the word accuse since he was never charged. both lawsuits were dismissed. after his time in the army rotc, enjaian wrote in a lawsuit i could not physically make my body take the life of another human.

you have to wonder what made him change today, dan and ama. >> very troubled. thanks, dan. well, the worry, the danger, and the challenges during this active shooting situation were all reflected in oakland police communications. >> the most tense moments as captured on radio. >> it was tense from the moment dispatch got a call from the rp reporting party. >> a next door neighbor is shooting at her house. apparently this is in progress. >> you hear the pressing concern for the safety of the ros, responding officers. >> everybody's okay. >> then you harper the urgency as shots from the house reached down the block to the union stage. >> out of the line of fire right now.

anyone over there we are seeing bullets hitting the brick over there so you need to back up. >> s.w.a.t. officers shoot the suspect and that's when tension peaks. >> unknown if he's been hit. he was last seen with the rifle. it looks like the suspect is down and is moving behind the bush but he's not complying. >> finally officers approach an injured enjaian and the threat ends. as we heard a frightening and difficult ordeal. >> thanks so much. police blocked off the neighborhood while the shooting situation was under way. people we talked with were stunned. >> it's just crazy. it's how it is. >> it's hitting home.

you have kids in school. nothing is safe. you can't walk to the park. they can't go to parks and now they can't even go to school. >> these children walking along 98th avenue were heading back to the charter school. they had been evacuated several blocks away during the standoff for their safety. it is one of two schools. bishop o'dowd is even closer to where all of this went down. melanie woodrow continues our live team coverage with a look at how they kept students safe. melanie? >> reporter: the children evacuated from this charter school some were as young as 5 years old. the nearby high school put on lockdown. administrators at both schools say they were in constant contact with police. as the standoff unfolded students and faculty at bishop o'dowd high school of oakland found themselves dangerously close. >> you know, it was a nerve-racking situation. >> yeah, i had a split second there where i thought i hope -- i just hope nothing happens here. >> reporter: oakland police say

jesse enjaian was armed with a rifle and scope taking shots. >> i mean, it's really frightening. >> reporter: miriam was at school with her daughters when the school's director says she got a call from police first saying to lock down and then five minutes later to evacuate the school. >> are we hearing you correctly? you really want us to leave? they said yes and even told us what direction to go to get out on the street. >> reporter: as the small students headed south they gave bishop o'dowd administrators similar directions. >> and we said, look, we want to you check that information because we've got 1,300 people on campus. >> reporter: the school's principal says police then told administrators to keep students in the building. >> i had a friend who was in the ceramics room and she says she could hear gunshots and some of the police radios. >> she had been communicating with me the police were on campus so i felt very much that o'dowd was doing a good job. >> reporter: students sent text

s to their parents like this one that said we're all just sitting here on the floor and no one is really worried. >> she sent me a snap chat that said, you know, lockdown, say a prayer. >> reporter: tense moments. >> i'm just glad, of course, my kids are all okay. >> reporter: that ended with no one injured at either school. to recap the situation started around 9:00 a.m. when a woman called 911 to report her neighbor was shooting. when police arrived the suspect shot their patrol car. no officers were hurt. then there was a roughly 30-minute standoff while we watched the suspect aiming his rifle at various places including our sky 7 helicopter. by 10:00 a.m. the suspect identified as jesse enjaian had been disarmed and detained and was on his way to the hospital. and as this unfolded we went live on tv, sent out alerts through our abc 7 news app, twepted the latest information, and posted updates on facebook. be the first to know what's going on by following abc 7 on all of our digital platforms.

happening now drivers face a wet commute getting home. we're looking live at golden gate bridge, the bay bridge and the san mateo bridge. as you can see all are busy although the golden gate is moving along pretty smartly. this is what it looked like for cmmuters taking the ferry across the san francisco bay today. white cap waves made for a rough ride. it was really choppy. this ship captain told passengers stay seated. the strong current made for a spectacular show along san francisco's waterfront. look at this, waves crashing against the embarcadero shooting up 20 feet in the air. abc 7 news weather anchor spencer christian is here to see what's coming next for the weekend. pdiminished a bit but the rain s pouring in some parts of the bay area. a look at live doppler 7. from the north bay to the central part, over to the east bay and down on the peninsula. let's close in on this area, the wettest area right now from the peninsula over to oakland and san leandro. in emeryville it is quite wet

a plea to help arrest people who commit crime so news editor was set to speak on campus. this is what happens. the event was canceled after a small group of rogue protesters broke from the main group and turned violent setting fires and smashing window. today police released these pictures of 21 people and four

especially along mowry avenue today. >> it sound ed like thunder. really loud thunder. >> reporter: rose surveying the remnants of a eucalyptus tree that fell next door. it's impressive from the ground. here is the carnage from above in sky 7. that is 80 feet of tree falling from the median across the road landing directly atop an acura parked out front. there's nobody in the car, right? >> i don't think so. >> reporter: if there had been someone inside it would have taken a while to extricate them. the larger concern four other trees along the strip. are you concerned about the trees now after this happened? >> yes. very concerned. my mom is very concerned. >> we hope this never happens again. >> reporter: yeah, because it's in front of your house. >> big pine trees, yeah. >> reporter: the government may feel motivated since the tree

fell from city property onto a car, the city is liable and fortunate. had someone been in the car it could have been much worse. in a twisted kind of way. from fremont wayne freedman, nbc 7 news. southern california's g getting pounded with the strongest storm to hit the region in six years. look at this. the rain has turned the garage into a water fall. the city of duarte is warning residents to leave because of the possibility of mud slides. this video shows how treacherous it's been to get around parts of santa barbara. high surf could cause coastal flooding. breaking nouse in sauce lito. a search is going on for a missing boater. >> three men were in a boat early this afternoon when gusty

winds flipped it over. two of them got on top of the hull and called for help. they lost sight of the third person. >> the two gentlemen were not wearing life jackets. the third gentleman, they lost sight of him when the boat capsized. >> crews are out there right now by the schoonmaker point arena. >> let's start on this stormy evening with live doppler seven. we have green, yellow and orange so it's still raining. moderate to heavy rain and many parts are still getting soaked. looking out over wet pavement, 56 here in san francisco and about 54, 55. in emeryville it's raining

stocks closed for week on an upward swing today. you can see the dow gained 0.2%. it remains well above 20,000. the nasdaq grew by 4% and the s&p 500 grew as well. americans are borrowing more. america's household debt reached its highest level in a decade during 2016 according to numbers from the federal reserve. all forms of debt, auto loans, student loans, and credit cards increased by $226 billion in the final three months of last year. total household debts are now just about 1% below the all-time mark set in the banking crisis of 2008. a lawmaker wants to increase voter turnout by making election day a holiday in california. the bill by evan lowe of campbell calls for giving state workers the day off on election day. it would happen every two years for a statewide and federal general elections in november.

the idea comes after very few californians voted in one election in 2014. we had probably the lowest voter turnout at 25% in the primary in 2014. that's abysmal. so we are looking at ways to expand the opportunity and make it easier for people to vote. >> the bill does not include private sector workers. the senate confirms donald trump's pick to lead the epa. why democrats believe delaying the vote could have kept the swearing in from happening. plus -- >> i'm lonnie rivera. removing fallen trees because of the storm. >> larry beil is in new orleans for the nba all-star game. the warriors' star steph curry, klay thompson and draymond green are part of the team. larry's report is just in 20 minutes.

situation now resolved. sky 7 was overhead as the suspect pointed his rifle out a window and even at our helicopter. this happened after the suspect had already shot at his neigh r neighbor's house and an oakland police car. no officers were hurt. the suspect walked around carrying the rifle and spray painted lewd symbols on a neighbor's garage. in 30 minutes the suspect was down, injured, not killed. >> i heard like several rounds together, it's definitely some sort of gun. i heard more rounds and thought someone is pointing at me and then i could hear the police shooting back and forth with him. it went on for about an hour. it's really disturbing. >> abc 7 news was at highland

hospital with the police escort. the last check was in serious condition. live doppler 7 shows scattered showers across northern california. we rank the storm a two, moderate. more storms are going to continue through the weekend. now look at what's happening in los angeles county. interstate 5 is shut down because of extreme flooding. crews say pumping equipment that was supposed to prevent this sort of thing failed and this is the result. looking live, averaging about three-hour delays because of the weather here and in southern california. no delays in oakland or san jose. >> the storm has made for messy and dangerous situations and crews are responding to dozens of calls of downed trees and power lines. >> it could flow over its capacity and flood a community below it.

>> reporter: powerful wind, relentless rain and saturated soil. those conditions caused many trees to fall down all over santa cruz county. this one crushed this park pickup truck. it struck a purr pole knocking out service. on the other side of park avenue a similar dangerous situation. >> well, with the wind, strong winds, a big eucalyptus fell and hit a couple of houses up there. >> reporter: it crashed in a backyard of several homes in this neighborhood. miguel ventura and his crew answered about a dozen calls about fallen trees during the storm. it hit the tree here in front of it before the branches landed on this roof. the homeowners have to assess the damage. no one was hurt and they're glad

the other tree blocked the eucalyptus before the branches landed on the roof. they are releasing wonderful from the reservoir which has been at 99% compaapacity. water officials are preparing for spilling and possible flooding. >> and here is a look at how our reservoirs stand now. the biggest reservoir in santa clara county is 90% full. the biggest in the state lake shasta at 91% capacity. the second biggest lake oroville is down to 85%. there's plenty of room now to handle it. they've flushed more than 40 feet of water from the troubled dam since sunday and will drain more from the lake at a reduced rate.

seat but he didn't have it anymore and he was in pain. the other one his back was hurting. >> the change appears to have led to all the rollovers. dan and ama? >> today transportation secretary elaine chao put the brakes on cal trains electric project delaying a $647 million federal grant until at least 2018 for further review. the project was supposed to begin march 1st. the electric trains would provide the final link in the high-speed rail system from los angeles to san francisco. president trump is beginning his third straight weekend at his mar-a-lago resort in florida. the secret service is confirming it is investigating someone throwing an object at the president's motorcade in the

palm beach area. mr. trump is set to give a campaign-style rally tomorrow afternoon. the pick for epa, scott pruitt, sworn in. >> this is the wolf into the lamb fold. this is an appalling conflict of interest. >> the judge ruled pruitt must turn over his 3,000 e-mail communications with the fossil fuel industry by tuesday. democrats wanted to examine those e-mails before voting. >> jackie spear is voicing concern over lack of candor on the administration's dealings with russia and what she called the president's bromance with vladimir putin. >> she is manipulating president trump and the question for all of us is why is trump so blind. and until we see his tax return we don't know.

tonight some east bay taxi drivers are calling for more safety measures on a road near the oakland airport after a car plunged into the water this morning killing the driver. it's the second time this has happened on doolittle drive in the last six weeks. the sedan was pulled out just before noon. longtime taxi drivers want the city to put in safety barriers to prevent another death. >> this is not the first time, more like the eighth, the same thing, driving into this particular place. >> one taxi driver told abc 7 news many cabbies are already avoiding that part of doolittle drive because of the danger. police and sheriff's deputies urge drivers to slow down especially in bad weather.

>> a bill introduced this week may make it easier forc californians to get permits to carry concealed handguns. californians can carry concealed weapons only if they convince their county sheriff that they have a good cause. each of california's sheriffs define good cause. >> we have different sheriffs across the 58 counties in california and they don't all apply this rule equally and i think people should have a right to -- or they do have a right to defend themselves and the constitution. the concealed carry permit self-defense should be a good enough reason to have that permit. >> if passed you'd still need to pass a background check and take a training course before a sheriff can issue you a concealed weapons permit. we are in the middle of a series of storms that will last almost the next week and the worst of the weather may hit at the worst time. >> that's right. this is a live look from emeryville. spencer will return to update

this weekend the bay area will take time to remember the 75th anniversary of a dark time in our nation's history when thousands of japanese-americans were placed in internment camps during world war ii. >> and many are shedding new light on the chapter after the new crackdowns to keep immigrants out of the u.s. abc news has the story. this idea of -- >> reporter: she still gets emotional when she talks about her early life behind barbed wire. the pictures at the time unforgettable, lonely and desolate. images reflecting life in a japanese internment camp . hiroshi lived in a camp until he was 5 after executive order 9066 by president roosevelt ordered japanese-americans rounded up during world war ii. >> when our people were forcibly removed it was army soldiers
