hi, everyone, and good morning. it's saturday, february 18. i'm cornell barnard in for chris nguyen. let's start with a quick look at the weather. here's meteorologist frances in for lisa. >> good morning, everyone. still seeing scattered showers with live doppler 7 and as we take a look around the bay area, you'll notice it's not raining right now through parts of the north bay but we'll zoom in a little bit, san francisco, light rain falling there and into parts of san mateo. we are in a storm impact level 1. it is light. we've got scattered showers throughout the morning. it's going to be breezy at the coast as well but guess what? we have a brief break nid-afternoon and enjoy it whieg you can because it's a short

one. so 6:00 this morning, we'll still see some light showers moving through the bay area. they start to taper off by 8:00. 10:00, most of us dry, even a little bit of sunshine in parts of the north bay. noon, you're looking good. if you have plans to do anything outdoors, today is the day to do it because we have more rain and an even bigger storm on the way. the bay area isn't the only place getting rain. a winter storm has wreaked havoc in southern california. two cars fell into a massive sinkhole. the first car fell into the crumbling roadway in studio city last night. one driver was taken to the hospital. a short time later, a second car fell in. the driver had already gotten out. crews pulled out one car out of the sinkhole so far. they're trying to do that without causing any more damage to the road and just as incredible, a fire engine calling into a collapsed road.

this is on interstate 15 in san bernadino county. it happened last night. just incredible. firefighters got out safely before it fell. southern california is getting record amounts of rain, as much as 6 inches in some areas. one of those people who died in southern california was found inside a car that was fully submerged in flood waters. this happened yesterday in victorville. several other cars were being swept away as the rain turned streets into rivers. back here in the bay area, this is the outlet from the anderson reservoir in morg into coyote creek. it's letting out a ton of water, but it really can't keep up with the rain. water officials are in a race against time to release as much water as possible to prevent flooding. abc7 news reporter katie utehs has the story. >> it's beautiful. i love it. >> reporter: relentless rain is

filling the reservoir. >> the storms have outpaced the ability of the outlet to release the water. >> 99% of capacity. >> reporter: morgan hill resident steve james says the water is within a foot of the spillway top. >> it's at 624.3 feet and that concrete's at 625. >> reporter: if you think the outlet's impressive, just wait for the spillway. >> it's like that only about ten times bigger splash, because it drops over a 70-foot cliff. >> it's cool but i'm a little nervous. >> reporter: areas along coyote creek could experience flooding. >> as long as this thing doesn't break or we don't get to jump on canoes or nothing like that, we'll be all right. >> reporter: the dam is slated for earthquake retrofitting but is otherwise fine, making it a fascinating spectacle for locals. >> it's so cool. it's my first time. it's just to cool. >> reporter: katie utehs, abc7 news. and in napa, fauming trees just destroyed two garages

yesterday on east avenue. two cars were crushed by the force of the fall. the other damage just a couple of blocks away on 1st street. if you were headed to the sierra this holiday weekend, be sure and pack those chains. this caltrans camera shows slow, heavy traffic last night on interstate 80 at king vail. chains are required. stay on top of the weather any time with the abc7 news app. download the app for free and enable push alerts to get breaking news updates as they happen. well, this morning, an air and water search continues for a missing boater in richardson bay. gusting winds flipped the boat over yesterday afternoon sending three men into the water off the coast in sausalito. firefighters rescued the two other men who were clinging to the hull. the missing man was trying to swim to shore. an oakland man who was shot by police during a standoff yesterday died last night. he went on a bizarre shooting rampage at his home near the oakland zoo, firing shots at

officers, even taking aim at our sky7 helicopter. after an hour, police shot jesse enjaian. abc7 news reporter sergio quintana tells us he had been shooting up the neighborhood for the last week. >> reporter: he fired at officered from a second story window and fired from his front lawn. he was ultimately shot by police and died several hours after being rushed to a local hospital. neighbors tell us this wasn't is first time 32-year-old jesse enjaian shot up the neighborhood. >> friday night, he shot up my son' is friend's car. >> reporter: neighbor clifton simpson says the police were called both times but enjaian was not taken into custody. residents have been on edge. >> you don't know what this guy's going to do. if he did that twice, you don't know when he's going to snap. >> reporter: one neighbor who dna want to talk on camera said

the shootout was startling. >> as i pulled the shade back, i heard more rounds and so i thought, well maybe someone's shooting at me. >> reporter: at one point, enjaian painted something on his neighbor's garage and even pointed his rifle at our sky7 chopper as it hovered overhead. he was shot sortly after that. simpson says his neighbor should have been arrested several days. >> they should have got him friday night. >> reporter: it's still not clear what set off enjaian's shooting spree. >> enjaian agree up in fremont at american high school, he was on the swim team and did shot put for the track team. a district spokesperson said he was a good student. in 2013, he earned his law degree from the university of michigan. during his time there, police investigated enjaian for stalking a fellow student. he was never charged. train trouble for caltrain this morning. the trump administration

announced it'sedlying grant mony. as abc7 news reporter kate larson explains, the delay could keep caltrain from modernizing and growing. >> reporter: the trump administration's first big blow to the bay area is leaving caltrain in the lurch. the federal government is putting a hold on $647 million meant to electrify the old diesel trains to ultimately save money and increase ridership, but to caltrain officials, the decision to defer the money is a potential deal breaker. >> it's shovel ready now. we're ready to proceed with construction but we can't do that unless we issue a notice to proceed and if we can't meet that march 1 deadline, the viability of the project is really in question. >> reporter: 60,000 people ride caltrain between san francisco and the south bay every day. now many are concerned that without the $647 million, the train service won't continue to

grow. >> some days we're bursting at the seams where the entire train is completely crowded, just wall to wall people because that's the demand. the demand is very, very high for sure. >> we live in the silicon valley, and we should be more advanced than having diesel trains. >> reporter: but former state senator, often called the father of high speed rail, didn't like how caltrain appropriated the money for the project in the first place. >> that $647 million was destined to be stopped. >> reporter: president trump will consider caltrain's grant in his upcoming budget proposal. in san francisco, kate larson, abc7 news. frances is here and we got rain and even more rain and more rain after that. >> rain, rain, more rain. but there is a break, cornell. this afternoon, so enjoy it while you can. we'll start to see the lingering showers diminish by midday and then drive for the rest of saturday from most areas and i'll tell you about a big storm

the rain tapering off this morning here in san francisco. beautiful shot of the bay bridge there. but the rain will continue this weekend. a brief break, though, and frances dinglasan's going to be along in just a few minutes to tell us about that. uc berkeley police are hoping new images will help them find vandals who committed crimes the night milo yiannopoulos was set to speak on campus. now the event earlier this month was canceled after a group of

rogue protesters set fires and broke windows. yesterday, police released 25 pictures of people they want to talk to about the violence and vandalism. we have a closer look at all the pictures on our abc7 news app and at abc7news.com. fremont police tracked down a man last month. they arrested shawn new. he was treated for injuries received from a canine that subdued him. new escaped from custody on january 31. he hopped out of a car on i-80 and hayward. deputies from kentucky were taking him to sfo to fly back to their state to face fraud charges. an east bay lawmaker his introduced two bills. hundreds of thousands of commuters face major problems when b.a.r.t. went on strike in 2013. state senate democrat steve glazer has written a bill that

would ban b.a.r.t.'s unionized workers from striking. blazer has written another bill that would non-union b.a.r.t. employees to run the system during future strikes. the bills will now go to a senate committee. some east bay taxi drivers are calling for more safety measures on a road near the oakland airport after a car plunged into the water yesterday morning, killing the driver. it's the second time this has happened in the last six weeks. the sedan was pulled out just before noon. some long-time taxi drivers want the city to put in safety barriers to prevent another death there. >> yeah, this is not the first time i've witnessed more than eight, same thing, driving into that particular place. >> they should put some kind of wall over there by the water. at least safe a life. >> one taxi driver told abc7 news many cab booes are already avoiding that part of doolittle drive. we're on storm watch for the

next four days in a row and this video shows why. underneath that fallen tree is a car. abc7 news reporter wayne freedman shows us the damage. >> reporter: in fremont, when you see a sign reading sidewalk closed, take a hint. when it says, tree work ahead, consider that an understatement, especially along mawry avenue. >> sounded like thunder. >> reporter: thunder? >> thunder. really loud thunder. >> reporter: rose surveying the remnants of a eucalyptus tree that fell next door. it's impressive from the ground. here is the carnage from above in sky7. that is 80 feet of tree falling from the median across the road and landing directly atop an acura parked out front. >> there's nobody in that car, right? >> i don't think so. >> reporter: if there had been someone inside, it would have taken a while to extricate them from this tangled mess. the larger concern around here for other trees along the same strip. are you concerned about the trees around here?

>> yes, very concerned. my mom's very concerned about these trees. >> we hope this never happens again. >> reporter: because it's in front of your house. >> yeah. we are worried about this. the big pine trees. really. so, hope the city government can help. >> reporter: fremont government may feel motivated since the tree fell from city property on to a private car. the city is liable. and fortunate, we might add, because had someone been in the car, it could have been much worse. in a twisted kind of way. from fremont, wayne freedman, abc7 news. in southern california, a tree came crashing down yesterday afternoon on a townhouse in san diego. the tree fell on a townhouse in scrips ranch, splitting the home in half. the man and toddler who lived there were downstairs fortunately. nobody was injured. a storm hitting southern california is the strongest to hit the region in about six years. the torrential rain is flooding roads. the rain has turned a garage

into a water fall there. water is just pouring down the stairwell. east of pasadena, the city of duarte is warning residents to leave because of the possibility of mudslides but many are staying put and putting barriers around their homes. yesterday's storm brought a little bit of everything to the bay area, and made for some spectacular viewing along the bay. look out for waves there. abc7 news was along san francisco's embarcadero as wind gusts and waves crashing against the railing. the current push the waves some 20 feet into the air. and this is what it looked like for commuters taking the ferry from larkspur across san francisco bay yesterday. better take your dramamine there because white cap waves made for a rough ride. the ship's captain told passengers, stay seated. all right, good morning, i'm meteorologist frances dinglasan in for lisa argen. it was a crazy windy day

yesterday. today we have lingering showers to contend with. live doppler 7 showing us the scattered nature of the showers and that will diminish throughout the morning hours. here's a live shot in san jose where we still see some wet roads right now so there's some light rain falling over parts of the bay area. temperatures are mainly in the low 50s. san francisco 53, oakland 51, san jose currently 52 degrees and here's a live view from the east bay looking out towards the bay bridge. here's what you need to know for today. scattered showers lingering throughout the morning hours but get ready. we have an even stronger storm coming in late tomorrow night into monday. and that's when i'm really worried about. and then we have that wet pattern that continues into next week. so today, we're in a storm level 1. tomorrow's storm is also going to be rated 1, a light on our storm impact scale. we'll have morning showers sunday and then that will start to develop into widespread afternoon rain. we'll be breezy as well. and i'll show you the forecast animation. so today, by noon, if you want to do anything outdoors, it will

be a good day to do it. finally get a break from the rain. we'll see pockets of showers still in the south bay but notice mostly dry into the evening hours and then tomorrow morning, we'll wake up to light scattered showers around the bay area. it will increase in strength. the breeze will develop tomorrow afternoon. so we could see some moderate rain tomorrow afternoon in some areas and then look at how things pick up by late sunday night into monday. that could be a big mess luckily, monday is a holiday so not too many people on the roads. but look out for a messy commute then. highs today in the upper 50s to near 60 so breezy along the coast as well. fairly comfortable temperatures and also if you're heading up to the sierra, hold off until about 10:00 this morning. there's a winter weather advisory. we are expecting 48 inches above 6,000 feet and even higher and more on the peaks, gusty winds still pretty dangerous to drive out there but again, this afternoon will be a good time to

drive because there's a winter storm watch in effect and that kicks in tomorrow morning through monday night. that's the other time you do not want to be driving through the sierra. so if you do have to head through, today would be your best bet this afternoon or hold off until tuesday if you can. here are the chances of rain for the next seven days. and check it out. we've got today, a level 1, level 1 for tomorrow and then i bumped it up to a level 3. so this is going to a fairly strong storm on monday. flooding is going to be a possibility and a concern. power outages, downed trees, we'll expect to see that. but thursday and friday, that's when we see some dry days ahead. here's the accuweather 7 day forecast. so, we've got the morning rain to contend with, temperatures in the 60s. wet and windy increasing rain tomorrow afternoon, president's day is going to be a big storm, a moderate storm, actually strong storm heading our way

"7 on your side" is making theater accessible for everybody. in honor of black history month, we're using our instagram feed to highlight landmarks where you live. today we're recognizing the historic california hotel in oakland. in 1953, it became the first full service hotel in the east bay to welcome black customers. the prior management booked big-name jazz performers but didn't allow them to stay there. we have more

a san francisco woman was in the audience when lion king opened on broadway 20 years ago so when the show came to san francisco recently, she was thrilled about going again but her excitement turned to heartbreak. she turned to "7 on your side's" michael finney for help. ♪ >> reporter: the powerful music brought goose bumps. life-size puppets seemed real when the lion king opened on broadway 20 years ago, she was there. >> i would love to see it again. >> reporter: even more, she wanted to take her granddaughter, an aspiring dancer. >> i think this will be a wonderful show for her.

>> reporter: she got a friend to help her buy tickets. he found three on vivid seats.com but with all the service fees, they cost more than $600 and even worse, she realized she could never use them. >> i'm 92 years old, and my ability to walk that far was impossible. >> reporter: that's because the seats were located way up in the balcony. alene uses a walker, cannot crime that many stairs and the orpheum theater has no elevator. >> and they say there's nothing we can do about it. we've already put your -- i used my credit card. >> the final print basically says that we don't refund under any circumstances. >> reporter: her daughter, lynn smith of washington state, tried to help but says vivid would not exchange the seats or refund her mom's money. she contacted the theater directly. and alene contacted "7 on your side." >> i felt i had a legitimate

complete. >> reporter: shn, which operates the theater, did come through, exchanging the balcony seats for three seats in the orchestra threection. in the orchestra shn tells us online seating charts identify wheelchair accessible seats. the company also provides discounted orchestra seats for those with limited mobility. vivid does let you check for wheelchair access by hovering a mouse over the seat selection. it did not say why it did not exchange the seats when she requested it. saying, we were able to secure ada seating for ms. weissblum and we always take care of our customers. and so in a circle of life, happy ending, she and her daughter and granddaughter head to the big show. and they say it was spectacular. i'm michael finney, "7 on your side." thank you, michael. we found the best way to ensure accessible seating is to book directly with the theater. shn also stages special

performances for the hearing impaired. we should also note that the lion king is a production of disney, which owns abc7. fisher price is making some changes to its little people toys. the company says parents wanted their children to develop emotional intelligence so they are introducing new toys with five different facial expressions to reflect appropriate feelings. fisher price says it hopes the changes help create a kinder, more caring generation z. a daly city family came home this week to find a coyote hanging out at their house. it was just lying there with those big eyes staring back from behind a plant. didn't appear to be vicious but with little kids coming and going they decided to call the peninsula humane society. their advice, make noises with pots and pans to scare the animal off and that's exactly what happened. still to come, another controversy facing the trump

good morning. we're starting this half hour with a look at the weather. here's meteorologist frances dinglasan in for lisa argen. hey, frances. >> hi, cornell. we're starting to see less green on live doppler 7 but we still see quite a few scatterd showers all around the bay area. they are starting to taper off, and will continue to do so throughout the morning hours. right now on our storm impact scale, we are at a level 1. it is light today, scattered showers during the morning, still breezy at the coast and then finally a break from the rain mid afternoon into this evening. so, by 6:00 this morning, we'll still see some showers

throughout the bay area, 8:00, we'll start to see it push towards the east and then by 10:00, less rain, maybe some cloudy skies, though, along the peninsula and into the south bay. lunchtime is looking dry for most everyone except for the hills east of san jose and then here we go, some partly cloudy conditions this afternoon. still a few pockets of lingering showers but mostly dry this afternoon into tonight and enjoy it because we have a bigger storm heading our a. here's a look at how our reservoirs stand now as we head into the weekend. the biggest reservoir in slaek county, anderson lake is 99% full. the biggest lake in the state is lake shasta, 91% capacity. the second biggest reservoir in california, lake oroville is down. up to 10 inches of rain could fall near oroville dam but state water officials say there is plenty of room now in lake

oroville to handle it. they have flushed more than 40 feet of water from the troubled dam since sunday. operators of the dam say they hope to drop the lake level to about 850 feet this weekend. >> we're making great progress and making that void space within that reservoir able to handle the incoming weather, but that allows us also to get in and make some more progress on the debris pile at the toe of the flood control spillway. massive pile of debris is still clogging that spillway, which fractured last week. it's caused higher water levels and prechbed the dam's power plant from operating. president trump is spending the holiday weekend in florida. the trump family is at their private mar-a-lago resort for the third weekend in a row. today he will travel to orlando for what the white house calls a campaign event. this morning, there is more controversy from the white house as the president is accused of attacking the first amendment of

free press and a memo leaked in the white house suggests advisors considered using the national guard to sweep up immigrants. abc7 news reporter cecilia vega has more. >> reporter: the president in south carolina touring the boeing plant and sounding like he turned a page talking up jobs. >> my focus has been all about jobs and jobs is one of the primary reasons i'm standing here today as your president, and i will never, ever disappoint you, believe me. >> reporter: but soon, he was back tweeting a full-on declaration of war with the media, saying the fake news media, failing "new york times," cnn, nbc news and many more is not my enemy it is the enemy of the american people. sick. later, revising the end of that tweet to remove the word sick and adding abc and cbs news. it follows that 77-minute long press conference.

about conversations with russia. the president said he had a replacement waiting in the wings. that job offered to retired admiral and former navy s.e.a.l. robert harward but he refused it, publicly siting family reasons and now another controversy, the white house adamantly denying it is behind a draft memo on immigration. the document obtained by the associated press gives the national guard sweeping and unprecedented authority, calling on troops to perform the functions of an immigration officer in relation to the investigation, apprehension, and detention of undocumented immigrants. they would be on patrol in 11 states, not just along the border but as far north as oregon and as far east as louisiana. a senior department of homeland security official tells abc news that while secretary john kelly's name is on the memo, he never saw it. the draft was in the very early stajsz and the current version has no plan to use the national

guard for immigration enforcement. cecilia vega, abc news new york. this morning, vice president mike pence is urging russia to deescalate violence in eastern ukraine. >> the united states will continue to hold russia accountable, even as we search for new common ground, which as you know, president trump believes can be found. >> speaking at the munich security conference, the vice president affirmed the united states support for nato. he says president trump's promises to stand with europe because we are bound by the same ideals. freedom, democracy, justice, and the rule of law. vice president pence is on his first trip abroad since taking office. he will be in brussels tomorrow and monday to speak with european leaders and the nato secretary general. well, this weekend, the bay area will take time to remember the 75th anniversary of a dark time in our nation's history, when thousands of japanese-americans were placed in internment camps during world war ii. many are shedding light on the

chapter after recent efforts to keep some immigrants out of the u.s. >> this idea of -- >> reporter: she still gets emotional when she talks about her early life behind barbed wire. the pictures at the time, unforgettable. lonely and desolate. images reflecting life in a japanese internment camp. hiroshi lived at a camp until he was 5 after executive order 9066 by president roosevelt ordered japanese-americans rounded up during world war ii. >> when our people were forcibly removed, it was army soldiers standing guard with rifles. >> reporter: san francisco's japanese-american community remembering the 75th anniversary of that order but many believe history is repeating itself. >> once again, we are confronted with a climate of war hysteria, racism. >> reporter: japanese-americans have joined recent protests against the executive order by

president trump banning immigrants from mainly muslim countries from entering the u.s. the courts have since put that ban on hold. >> we are having this conversation about the 75th anniversary of executive order 9066 while many in my community wait on pins and needles to see what new muslim ban executive order will come. >> reporter: japanese-american community vowing to fight any new ban orders even a rumored muslim registry-i'd like to say to the youth of today. be strong, know your history, and be proud and be kind. >> reporter: and never forget images like this. a ceremony marking the 75th anniversary will be held tomorrow from 2:00 to 4:00 p.m. at the kabuki 8 cinemas in san francisco's japan town. launch pad used to send americans to the moon and shuttle astronauts into orbit is roaring back into action. launch complex 39 a at nasa's

well, happening today, a post-valentine's day sort of a run of sorts, thousands of people across the nation, including right here in san francisco, will strip down to their underwear all in the name of charity. it's the annual cupid's undy run to benefit the children's tumor foundation. their goal is to raise $70,000 in the bay area. san francisco is one of ten cities participating today. the race starts at noon on king street. great shot there. so i guess if you have to strip down to your underwear, today is the best day to do it.

flight arrival delays later this morning. scattered showers lingering throughout the morning hours but what you really need to know about is this stronger storm coming in late tomorrow night into monday and then a wet pattern continuing all through next week. on our storm impact scale, the storm tomorrow is going to be ranked a 1. it's a light storm. we'll start to see some morning showers, widespread afternoon rain, and it will be breezy and then things kick in late tomorrow night. i'll show you to forecast animation. for those of you who are dying to get outdoors, today's the day to do it. by 12:00 this afternoon, mostly dry, still pockets of isolated showers in parts of the south bay but they will be light and fairly short lived and you'll notice dry until tomorrow morning, the showers move in once again. we could see some heavier rain in parts of the north bay and notice showers increase into the afternoon, breezy conditions as well, even some more pockets of heavier rain in the north bay. then check this out. sunday night is when things

really pick up and we'll see areas of red. these are the downpours heading towards the santa cruz mountains, not good news for highway 17, which has already had problems so the next storm, late sunday into monday, is going to be ranked a three on our storm impact scale. this is a strong storm. we're expecting rain to be anywhere from 1 to 3 inches around many cities, widespread flooding, downed trees once again, power outages, and what happens is the heavy rain, the downpours continue late sunday night all into monday morning for president's day. i pause it here at 5:00. you'll notice some heavy rain moving through the north bay and just continued all throughout the morning hours and into the afternoon, finally by late monday night, things start too taper off and we'll see lighter showers. highs today will be anywhere from the upper 50s to low 60s, san francisco 58, breezy at the cost, 60 in oakland and in san jose. hold off driving up to the sierra right now. winter weather advisory until
