good morning to you, it's saturday, february 18. i'm cornell barnard in for chris nguyen. let's start with a quick look at the weather. here's meteorologist frances dinglasan in for lisa argen. hey, frances. >> hi, cornell. good morning, everyone. we are starting to see the showers taper off and that's going to be the trend into the afternoon hours. live doppler 7 showing us some light rain falling parts -- in parts of the east bay. we're going to head over to livermore, light rain falling along 580, and in pockets in pleasanton and into sunol but the rain is moving east. right now, we are in a level 1 storm. it's light on our storm impact

scale. scattered showers to contend with during the morning hours for the most part. it will be breezy today, especially at the coast, and then a brief break mid afternoon into this evening. enjoy it while you can because it is short-lived. 9:00 this morning, still a few pockets of showers, possibly in the south bay and then by lunchtime, most of us dry so if you want to head outdoors and get that bike ride in, today's the day to do it. this afternoon looking mostly dry for the bay area. i'll have a bigger storm to talk about coming up in my next report. well, the bay area isn't the only place getting rain. winter storm has wreaked havoc in southern california, killing at least four people. and take a look at this. two cars fell into a massive sinkhole. the first car fell into the crumbling roadway in studio city last night. one driver had to be pulled free and taken to the hospital. her condition is unknown at this time. short time later, a second car fell in. the driver has already gotten out.

crews pulled another car out of a sinkhole. they are trying to do that without causing any more damage to the road. and this is just as incredible. a fire engine falling into a collapsed road. this is on interstate 15 in san bernardino county last night. southern california is getting record amounts of rain, as much as 6 inches in some areas. one of those people who died in southern california was found inside a car that was fully submerged in flood waters. this happened yesterday in victorville in san bernardino county. several other cars were being swept away as the rain turned streets into rivers. and back here in the bay area, this is the outlet from anderson reservoir in morgan hill into coyote creek. it's letting out a ton of water but can't keep up with the rain. water officials in r in a race against take to release as much water as possible to prevent flooding. katie utehs has that. >> reporter: thunderous amounts

of water gush from an outlet at the base of anderson dam. >> it's beautiful. i love it. we come here at least once a week to watch it. >> reporter: relentless rain is filling the reservoir. >> the storms have outpaced the ability of the outlet to release the water. >> 99% of capacity. >> reporter: steve james says the water is within a foot of the spillway top. >> it's at 624.3 feet. and that concrete's at 625. >> reporter: if you think the outlet's impressive, just wait for the spillway. >> it's like that, only about ten times bigger splash because it drops over a 70-foot cliff. >> it's cool but i'm a little nervous. >> reporter: areas along coyote creek could experience flooding. >> as long as this thing doesn't break oar, you know, we don't got to jump on canoes or nothing like that, we'll be all right. >> reporter: the dam is slated for earthquake retrofitting but is otherwise fine. making it a fascinating spectacle for locals. >> it's so cool. this is my first time.

it's just so cool. >> reporter: katie utehs, abc7 news. in napa, falling trees destroyed two garages yesterdays on east avenue, two cars were crushed by the force of the fall. the other damage was just a couple of blocks away on 1st street. if you're headed to the sierra this hollyfieiday weeken sure and pack chose chains. slow heavy traffic last night on interstatal 0 at kingvale. chains are required from kingvale to donner lake. stay on top of the weather any time with the abc7 news app. enable push alerts to get breaking news updates as they happen. this morning, an air and water search continues for a missing boater in richardson bay. gusty winds flipped the boat yesterday afternoon, sending three men into the water off the coast in sausalito. firefighters rescued the two other men who were clinging to the hull. the missing man was trying to swim to shore. an oakland man who was shot by police during a standoff

yesterday died last night. he went on a bizarre shooting rampage at his home near the oakland zoo, firing shots at officers, even aiming his rifle at our sky7 helicopter. after an hour, police shot jesse enjaian. abc7 news reporter sergio quintana tells us he had been shooting up the neighborhood for the last week. >> reporter: he fired at officers from a second story window and fired from his front lawn. he was ultimately shot by police and died several hours after being rushed to a local hospital. neighbors tell us this wasn't the first time 32-year-old jesse enjaian shots up the neighborhood. >> friday night he shot up my son's friend's car and tuesday night he shot up two cars on the street. tuesday morning, rather. >> reporter: neighbor clifton simpson says the police were called both times but enjaian was not taken into custody. residents have been on edge. >> you don't know what this guy's going to do. if he did that twice, you don't know when he's going to snap. >> reporter: a police spokesperson could not confirm how many times officers had been

here. that's part of hair ongoing investigation. one neighbor who didn't want to talk on camera said this shootout was startling. >> and as i pulled the shade back, i heard more rounds and so i thought, well maybe someone's shooting at me. >> reporter: at one point, enjaian painted something on his neighbor's garage and even pointed his rifle at our sky7 chopper as its hovered overhead. he was shot shortly after that. simpson says his neighbor should have been arrested days ago. >> reporter: are you mad, sad, angry, freaked out? >> i'm pissed. they should have got him friday night. >> reporter: it's still not clear what set out of enjaian's shooting spree. in oakland, sergio quintana, abc7 news. enjaian agree grew up in fremont. at american high school he was on the swim team and did shot put for the track team. in 2013, he earned his law degree from the university of michigan. during his time there, police investigated enjaian for stalking a fellow student. he was never charged. train trouble for caltrain.

the trump administration announced it's delaying grant money that would electrify the train line. as abc7 news reporter kate larsen explains, the delay could keep caltrain from modernizing and growing. >> reporter: the trump administration's first big blow to the bay area is leaving caltrain in the lurch. the federal government is putting a hold on $647 million meant to electrify the old diesel trains to ultimately save money and increase ridership. but to caltrain officials, the decision to defer the money is a potential deal killer because the construction contract deadlines are in 12 days. >> it's shovel ready now. we're ready to proceed with construction, but we can't do that unless we issue a notice to proceed and if we can't meet that march 1 deadline, the viability of the project is really in question. >> reporter: 60,000 people ride caltrain between san francisco and the south bay every day. now many are concerned that without the $647 million, the

train service won't continue to grow. >> some days we're bursting at the seams where the entire train is completely crowded, just wall to wall people because that's the demand. the demand is very, very high for sure. >> we live in the silicon valley, and we should be more advanced than having diesel trains. >> reporter: but former state senator judge quentin l. cop didn't like how caltrain appropriated the money for the project in the first place. >> that $647 million was destined to be stopped. >> reporter: president trump will consider caltrain's grant in his upcoming budget proposal. in san francisco, kate larsen, abc7 news. frances is here. the rain really coming down last night, wasn't it? >> yeah. and the winds were howling as well yesterday. we had some areas along big sur that reached over 80-mile-per-hour gusts. it was crazy yesterday. and here's a live look right now from our abc7 roof camera

. uc berkeley police are hoping people are will help them find vandals. the event earlier this month was canceled after a small group of rogue protesters set fires and broke windows. yesterday, police released 25 pictures of people they want to talk to about violence and vandalism. we have a closer look at all the pictures on our abc7 news app and at abc7news.com. fremont police tracked down a wanted man whose escape led to a massive man hunt in the east bay last month. they arrested shawn new at a home on heather terrace tuesday. he was treated for injuries received from a canine that subdued him in the home's garage. new escaped from custody january 31. deputies from kentucky were taking him to sfo to fly him back to their state to face fraud charges. an east bay lawmaker has introduced two bills aimed at

preventing future strikes by b.a.r.t. employees. hundreds of thousands of commuters faced major problems when b.a.r.t. went on strike in 2013. state senate democrat steve glazer has written a bill that would ban b.a.r.t.'s unionized workers from striking. glazer has also written another bill that would allow non-union b.a.r.t. employees to run the system during future strikes. the bill will now go to a senate committee. some east bay taxi drivers calling for more safety measures on a road near the oakland airport, this after a car plunged into the water yesterday morning, killing the driver. it's the second time this has happened on doolittle drive in the last six weeks. the crumpled sedan was pulled out just before noon. long-time taxi drivers want the city to put safety barriers in. >> this is not the first time i've witnessed more than eight, same thing, driving into that particular place. >> they should put some kind of wall over there by the water. at least save the life. >> one taxi driver told abc7

news many cabbies are already avoiding that part of doolittle drive. police and sheriff's deputies urge drivers to slow down, especially in bad weather. we're on storm watch for the next four days in a row and this video shows why. underneath that fallen tree is a car. abc7 news reporter wayne freedman shows us the damage up close. >> reporter: in fremont, when you see a sign reading sidewalk closed, take a hint. when it says, tree work ahead, consider that an understatement. >> sounded like thunder. >> reporter: thunder? >> really loud thunder. >> reporter: rose erosa surveying the remnants of a eucalyptus tree that fell next door. it's impressive from the ground. here is the carnage from above in sky7. that is 80 feet of tree falling from the median across the road and landing directly atop an acura parked out front. >>. there's nobody in that car, right? >> i don't think so. >> reporter: if there had been

someone inside, it would have taken a while to extricate them from this tangled mess. the larger concern for other trees along the same strip. are you concerned about the trees now after this happened? >> yes, very concerned. my mom's very concerned about those trees. >> we hope this never happens again. >> reporter: yeah. because it's in front of your house. >> yeah. we are worried about this, the big pine trees. >> reporter: right. >> really. so hope the city government maybe can help. >> reporter: fremont government may feel motivated since the tree fell from city property on a private car, the city is liable. and fortunate, we might add, because had someone been in the car, it could have been much worse. in a twisted kind of way. from fremont, wayne freedman, abc7 news. in southern california, a tree came crashing down yesterday afternoon on a townhouse in san diego. the tree fell on a townhouse in scrips ranch, splitting the house in half. the man and toddler who lived there were downstairs when it fell. fortunately, nobody was hurt.

the storm hitting southern california is the strongest to hit the region in six years. the torrential rain is flooding roads. if rain has turned a garage into a water fall. water is just pouring down the stairwell there. east of pasadena, the city of duarte is warning residents to leave because of the possibility of mudslides. many are staying and putting up barriers around their homes. all right, those are some amazing images from yesterday. right now, live doppler 7 showing us fewer showers around the bay area. not as much green, still some scattered light showers to contend with throughout the morning hours. we're seeing some light rainfall right now. it's moving east out of livermore and antioch into brentwood. it will continue to move east and we'll see a little bit of a break this afternoon. roads are still wet but there isn't rain falling in san francisco. temperatures right now, san francisco 53, oakland 51,

mountain view and san jose at 52. here's a live look at sfo. so far, no flight arrival delays reported but i'm sure they'll show up soon. scattered showers lingering throughout the morning hours, more rain tomorrow and then a strong storm for president's day so get ready for that. highs today will be in the upper 50s to near 60. san francisco 58, oakland and san jose at 60. what's nice is the break in the rain so we have a few little isolated showers in the afternoon, but most of us will be dry. it will be breezy at the coast as well. now, tomorrow's storm on our storm impact scale will be a level 1, so for sunday, we're going to deal with some morning showers once again. it will start to increase in intensity and we'll see widespread afternoon rain, also breezy as well. but then get ready for another bigger storm. i want to show you the forecast animation. so saturday, for today, if you have plans to go outdoors or have been wanting to go outdoors, today's the day to do

it. we see mainly dry conditions, just a few isolated showers in parts of the south bay and some cloudy conditions there as well. and then, notice tomorrow morning, the showers move in once again and then they start to increase in strength by the afternoon. we could see some more moderate rain, the areas of orange and yellow in parts of the north bay. check this out. we'll see are red. these are the heavy downpours that will be moving into the santa cruz mountains late tomorrow night. so, on our storm impact scale, our next storm, late sunday, is going to be ranked a 3. this is a strong storm into monday, president's day. moderate to heavy rain expected for quite a period of time into monday. rainfall potentials anywhere from 1 to 3 inches in most areas, heavier in some spots, widespread flooding is a concern. check out the animation. 17 through the santa cruz mountains. downpours late sunday night into monday and then monday, hopefully most people will have the day off because it's going to be a very messy commute.

here's what it looks like right now, just a few isolated showers around the bay area. notice the showers diminish by lunchtime, maybe just a little bit of light rain east and south of san jose and some cloudy conditions as well. and this afternoon, mostly dry with an isolated shower here and there. today's the day to get anything done outdoors, clear those rain gutters, get those bike rides in, because we have a big storm heading our way and i'll tell you more about that with the accuweather 7 day forecast. president trump is spending the holiday weekend in florida. the trump family is at their mar-a-lago resort for the third weekend in a row. this morning, there was more controversy from the white house as the president is accused of attacking the first amendment of free press. in a memo leak from the white house suggests advisors considered using the national guard to sweep up immigrants. abc news reporter -- abc news senior white house correspondent

it, publicly citing family reasons and now another controversy. the white house adamantly denying it is behind a controversial department of homeland security draft memo of immigration. it gives the national guard sweeping and unprecedented authority, calling on troops to perform the functions of an immigration officer in relation to the investigation, apprehension, and detention of undocumented immigrants. they would be on patrol in 11 states not just along the border but as far north as oregon and as far east as louisiana. a senior department of homeland security official tells us that while john kelly's name is on the memo, he never saw it. the draft was in the very early stages and the current version has no plan to use the national guard for immigration enforcement. this morning, vice president mike pence is urging russia to deescalate violence in eastern

emotional when she talks about her early life behind barbed wire. the pictures at the time, unforgettable, lonely and desolate. images reflecting life in a japanese internment camp. hiroshi lived in a camp at tulle lake until he was 5 after the executive order by president roosevelt ordered japanese-americans rounded up during world war ii. >> when our people were forcibly removed, it was army soldiers standing guard with rifles. >> reporter: san francisco's japanese-american community remembering the 75th anniversary of that order but many believe history is repeating itself. >> once again, we are confronted with a climate of war hysteria, racism. >> reporter: japanese-americans have joined recent protests against the executive order by president trump banning immigrants from mainly muslim countries from entering the u.s. the courts have since put that ban on hold. >> we are having this conversation about the 75th

day on monday. it's going to be a pretty good washout. highs today range from the upper 50s to near 60 for the most part. breezy at the coast, san francisco hitting 58, oakland 60 as well, san jose, what you'll notice is that there's not that much rain. we could see an isolated shower here and there throughout the afternoon hours but today will be a great day to get anything done or if you just want to head outdoors for a change. now, tomorrow, on our storm impact scale, it's going to rank a 1. it's going to be a light storm, sunday, morning showers will start to increase by the afternoon. so, we could have widespread rain, afternoon hours, and breezy once again. i'll show you the forecast animation and i'll start with today because i just want to show you that there's not as much rain this afternoon and into this evening and tomorrow, we wake up to some showers in the morning, even some heavier spots indicated by yellow and parts of the north bay. and then notice the rain just increases throughout the afternoon. we'll see heavier rain move in

sunday night and into monday and so we'll be keeping track of this storm. it will be changing a lot but right now, late sunday into monday on our storm impact scale, this is going to rank a 3. a strong storm, moderate to heavy rain at times, rainfall potential anywhere from 1 to 3 inches for most areas, even more in some localized spots, widespread flooding will be a concern. so, monday evening, see the areas of red in parts of the localized downpours and we'll be looking out for some stream and river flooding as well. it just continues into monday morning. if you are commuting, look out for a very messy commute. even though it will light, there could still be a lot of accidents and then notice the rain just continues monday into afternoon and all the way into the evening, so quite a bit of rainfall expected. again, some of the areas will see the lightest rain in san jose, maybe about 1 1/2 inches but then check out other areas. most areas under 3 inches around the bay area. heading up to tahoe, well, try

to avoid driving until about 10:00 today. that's when the winter storm advisory is expiring and then tomorrow and monday, tons of psnow. it's going to be a hard drive and i would avoid heading through the area. right now, there are chain restrictions on 80. i would avoid driving until tuesday if you can. here's the accuweather 7 day forecast. morning rain tomorrow, wet and windy, things start to pick up late tomorrow night into monday where we have a storm level 3 for president's day. then we have another storm moving in tuesday into wednesday. this one is lighter one as well. drying out thursday and friday, so what i've been looking for in the weather forecast is when we don't have rain. today will be one of those days. >> you know, we just got word from anderson reservoir that the reservoir down there is now at capacity at 101%, actually over capacity. releases are happening to get that water level down. it's a big concern with all the rain that's coming. so we will certainly be following that. >> yeah, and also, with this

happening today, the san francisco police department will jump into the chilly waters of the bay in the annual polar plunge. it's part of the tenth annual event and 5k dash and splash all to benefit special olympics in northern california. last year's plunge raised more than $243,000. today's event starts at 8:30 this morning at little marina green in san francisco. well, i guess if you have to jump into the bay, at least it's not raining. >> not that they'll mind getting wet but we have rain diminishing so we'll see rain less likely midday and this evening. weaver just dealing with a few lingering showers. tomorrow, wet and windy, increasing rain in the afternoon and then gets heavy at night, so monday on our storm impact scale, we're going to rank the storm a 3. it's a strong storm for
