this is abc7 mornings. >> good morning, happy weekend to you. it's saturday, february 18th. let's start with a quick look at the weather. here's francis lasan. >> we are seeing showers diminish and leave the bay area. mostly dry afternoon. as we zoom in right now still some rain in parts of the south bay and lower peninsula. in fact, some light rain falling over east palo alto. our forecast animation shows an isolated lingering shower throughout the early morning hours and notices it it clears. still some rainbows in the east bay and isolated shower this afternoon. temperatures upper 50s to near 60 and mostly dry into this evening and enjoy the break while it lasts and get outdoors

100.3%. into coyote creek that you're looking at. water officials are in a race against time to release as much water as possible to prevent flooding. katie utehs has that. >> reporter: thousands of gallons of water gushed from the base of anderson dam. >> we come here once a week to watch it. >> reporter: relentless rain is filling the reservoir. >> the storms have outpaced the ability tof the outlet to release the water. >> 99% of capacity. >> reporter: morgan hill resident steve james says the water is within a foot of the spillway top. >> it's at 624.4 feet and that concrete is at 625. >> reporter: if you think the outlet is impressive -- just wait for the spillway. >> it's like that, only about ten times bigger splash. becaue it drops over a 70-foot clip. >> it's cool, but i'm a little nervous. >> reporter: areas along coyote

creek could experience flooding. >> as long as this thing doesn't break. we don't have to jump on canoes or nothing like that, we'll be all right. >> reporter: it is otherwise fine making it fascinating spectacle for locals. >> it's so cool. this is my first time. it's just so cool. >> reporter: katie utehs. the bay area isn't the only place getting rain today. a winter storm has wreaked havoc in southern california killing at least four people. take a look at this. two cars fell into a massive sipghole. the first car fell into the crumbling roadway in studio city last night. one driver had to be pulled free and was taken to the hospital. her condition is unknown at this time. a short time later a second car fell in. the driver had already gotten out. crews pulled one of the cars out of the sinkhole so far. they are trying to do that without causing any more damage to the road. and just as incredible, a

fire engine falling into a collapsed road. just incredible video. this is on interstate 15 in san bernardino county. it happened last night. every firefighter got out safely before it fell, luckily. southern california is getting records amount of rain. as much as six inches in some areas. one of those people who died in southern california was found inside a car that was completely s submerged. several other cars were being swept away as it turns streets into rivers. back here in bay area in napa falling trees destroyed two garages yesterday. two cars were crushed by the force of the fall and the other damage just a couple blocks away on first street. and if you're headed to the sierra this weekend, be sure to pack your chains. this cal trans camera shows slow, heavy traffic last night at king veil. chains are required from king veil to donner lake.

stay on top of the weather and download the app for free and breaking news updates as they happen. this morning air and water searches continue for a missing boater. flipped the boat yesterday men sending three men in sausalito. firefighters rescued the two other men clinging to the hole. the missing man was believed to be trying to swim to shore. an oakland man shot by police during a standoff yesterday has died. he went on a bizarre shooting rampage at his home near the brooklyn zoo. after an hour police shot jesse enjaian. sergio quintana said he has been shooting up the neighborhood for the last week. >> reporter: he fired at officers from his second-story wind sxoe fired from his front lawn. he was ultimately shot by police and died several hours after

being rushed to a local hospital. neighbors tell us this isn't the first time that jesse enjaian shot up the neighborhood. >> he shot up my son's friends car and tuesday night shot up two cars on the street. >> reporter: neighbor clifton simpson said the police were called both times but he was not taken into custody. residents have since been on edge. >> you don't know what this guy is going to do. if he did that twice, you don't know when he's going to snap. >> reporter: a police spokesperson could not confirm how many times officers have been here. that is part of their ongoing investigation. one neighbor who didn't want to talk on camera said the shootout was startling. >> as i pulled the shade back, i heard more rounds and so i thought well maybe someone shooting at me. >> reporter: at one point he painted something on his neighbor's garage and even pointed his rifle at our sky 7 chopper as it hovered overhead. he was shot shortly after that. his neighbor should have been arrested days ago. if you were to describe this are you mad, sad, angry, freaked

out? >> they should have got him friday knignight night. it is not clear what set off the shooting spree. >> now enjaian grew up at american high school and was on the swim team. a district spokesperson said he was a good student there. in 2013 he earned his law degree from the university of michigan. during his time there they investigated him for stalking another student. he was never charged. train trouble for cal train. it's delaying grant money that would electroify the train line. as kate larsen explains, it could keep cal train from modernizing and growing. >> reporter: the trump administration's first big blow to the bay area is leaving cal train in the lurch. the federal government is putting a hold on $647 million meant to electroify the old diesel trains and save money and

increase ridership. but to cal train officials the decision to defer the money is a potential deal killer because the construction contract deadlines are in 12 days. >> it is shovel ready now. we can't proceed with construction unless we have a notice to proceed. the viability of the project is really in question. >> reporter: 60,000 people ride cal train between san francisco and the south bay every day. now, many are concerned that without the $647 million, the train service won't continue to grow. >> some days we're bursting at the seams where the entire train is completely crowded. just wall to wall people because that's the demand. the demand is very high for sure. >> we live in the silicon valley and we should be more advanced than having diesel trains. >> reporter: but former state senator judge quentin elcop also called the father of high-speed rail didn't like how cal train appropriated the money in the

talk to about the violence and the vandalism. we have a closer look at all the pictures on our abc7 news app and at abc7news.com. fremont police track down a wanted man whose escape led to a massive manhunt in the east bay last month. they arrested shawn new at a home at heather terrace thursday. he was treated from injuries received from a canine. new escape from custody november 21st. deputies from kentucky were taking him to sfo to fly him back to their state to face fraud charges. an east bay lawmaker has introduced two bills at preventing future strikes by b.a.r.t. employees. face major problems when b.a.r.t. last went on strike in 2013. state senate democrat has written a bill that will ban b.a.r.t.'s unionized workers from striking. written another bill to allow

employees to run the system during future strikes. the bills will now go to a senate committee. some taxi drivers are calling for more safety measures on a road near the oakland airport after a car plunged am to the water yesterday morning killing the driver. it's the second time this has happened on dolittle drive in the last six weeks. the crumpled sedan was pulled out just before noon. some long-time taxi drivers want the city to put safety barriers in to prevent another death. >> this is not the first time. >> put a wall over the water. save a life. >> one taxi driver told abc7 news many cabbies are already avoiding that part of dolittle drive. they urge drivers to slow down, especially in bad weather. we are on storm watch for the next four days in a row and this video shows why. underneath that fallen tree is a car. abc7 news reporter wade freeman

again. >> because it's in front of your house. >> we worry about the isplace. the big pine trees. really, hope the city government can maybe help. >> reporter: fremont government may feel motivated since the tree fell from city property on to a private car. the city is libel. and fortunate, we might add, because had someone been in the car, it could have been much worse in a twisted kind of way. from fremont, wade freeman abc7 news. in southern california a tree came crashing down yesterday afternoon on a townhouse in san diego. the tree fell on a townhouse in scrips ranch mriting the home in half. the man and toddler who lived there were downstairs when it fell. fortunately no one was injured. now an accuweather update. >> good morning. i'm francis dinglasan. less green out there. still a little bit of isolated showers around the bay area. winds have picked up, especially along the coast where they're gusting up to 40 miles per hour

at half moon bay. 29 miles per hour at sfo. very breezy at the coast and milder inland, though. here's the live view of santa cruz. not exactly a beach day. but we're seeing some breaks in the clouds and little bit of blue out there. temperatures mainly in the low 50s and napa at 53 degrees. and this time enjoy this live view as we look out towards the transamerica tower and, again, bits of blue. we have isolated showers tapering this morning, but get ready for some more rain tomorrow and then a strong storm for presidents' day. highs today will be in the upper 50s to near 60. again, breezy at the coast. and we'll see mostly cloudy conditions in the south bay and possible isolated showers continue. the chance of them in the afternoon where we could even see some rainbows, as well. tomorrow's storm a level one. it will be light. we'll start off with widespread showers and moderate rain at

times. 7:00 tomorrow morning some showers and even some heavier areas of rain indicated by yellow there in parts of the north bay. the showers pretty much continue through the afternoon. and then check this out, by late tomorrow night into monday, the areas of red and orange, those are the downpours. the heavier rain moving in to presidents' day. so, it starts late sunday and continues into monday where we have, again, more rain especially down through the santa cruz mountains and could be tough commuting monday morning, if you don't have the day off. and then the showers just continue all throughout monday. so, monday will be a wash out for presidents' day and that's why we're ranking, i'm ranking the storm a level 3. a strong storm late sunday into monday. moderate to heavy rain at times. rainfall potential one to three inches for most areas. so, again, this brings up flooding concerns, downed trees, power outages expected, as well. here's the rainfall potential over two inches in san francisco

and over four inches. there is a winter weather advisory until 10:00 today for the sierra. you do need chains on 80 right now and i'd avoid driving, as well, early tomorrow into monday where we have a winter storm watch in effect, as well. your best bet to get in and out of the sierra this afternoon and also on tuesday. here's the accuweather seven-day forecast. we have those isolated showers lingering. possibly into the afternoon. but mostly dry for everybody. with temperatures near 60. sunday wet and breezy with more widespread showers throughout the day. so, take advantage and get outside this afternoon into this evening while you can because we've got that strong storm moving in for presidents' day. it's going to be a wet one. another storm comes tuesday to wednesday and if you're looking for another dry break and some sunshine, maybe not until next thursday and friday. >> rain is the new normal around here. >> rain is the new normal and just forecasting dry periods now. that's what i'm looking out for. >> we just have to make it to

a san francisco woman was in the audience when "the lion king" opened and her excitement turned to heartbreak so she turned to 7 on your side michael finny for help. >> reporter: the powerful music brought goosebumps. life-size puppets seemed real when "the lion king" opened on broadway 20 years ago, elise was there. >> i would love to see it, again. >> reporter: even more, she wanted to take her granddaughter, an aspiring dancer. >> i think this will be a wonderful show for her. >> reporter: elean got her

kn morning to you. we're starting the half hour with a look at the weather. here's francis in for lisa argen. >> a storm coming our way and right now we're seeing one exit with live doppler 7. we're showing you the rain demipshing and the showers moving east. possibly a few sprinkles right now falling over parts of the inland east bay areas like in the altamont and into livermore. the forecast animation shows clearing this afternoon with still some spotty isolated showers possible in the afternoon hours. but notice we start to see some breaks in the cloud cover by

3:00 and then it is dry through this evening. unfortunately, that's going to change. take advantage and go outdoors if you can today. get that bike ride in because we have more rain heading our way tomorrow and an even bigger storm for presidents' day. >> thank you, francis. president trump spending the weekend in florida. the trump family is at their private mar-a-lago resort and today he'll travel to orlando for what the white house calls a campaign event. this morning more controversy from the white house as the president is accused of attacking the first amendment of free press. in a memo leak from the white house suggests advisors considered using the national guard to sweep up immigrants. abc news senior white house correspondent cecilia vega with more. >> reporter: the president in south carolina touring the boeing plant and sounding like he turned a page talking up jobs. >> my focus has been all about jobs.

meeting? >> no, no, no. >> are they friends of yours? set up the meeting. >> i know some of them. >> hets let's go set up a meeting. >> reporter: the society of professional journalists tweeting an attack on a free press by a sitting u.s. president is a slap in the face to democracy. our country's founders and the american people. the attacks flying after a week of turmoil in the white house. he is insisting it's a fine-tuned machine but this week one of president trump's cabinet nominees forced to withdraw and his national security adviser fired for lying about conversations with russia. the president said he had a replacement waiting in the wings. that job offer to retired admiral and former navy s.e.a.l. harward but refused it publicly citing "family reasons." denying it is behind a controversial department of homeland security draft memo on immigration. the document obtained by the associated press gives the

national guard sweeping and unprecedented authority calling on troops to perform the functions of an immigration officer in relation to the investigation apprehension and detention of undocumented immigrants. they would be on patrol in 11 states, not just along the border, but as far north as oregon and as far east as louisiana. a senior department of homeland security official tells abc news while secretary john kelly's name is on the memo, he never saw it. the draft was in the very early stages and the current version has no plan to use the national guard for immigration enforcement. cecilia vega, abc news, new york. this morning, vice president mike pence is urging russia to de-escalate violence in eastern ukraine. >> the united states will continue to hold russia accountable. even as we search for new common ground, which as you know, president trump believes can be found. >> speaking at the munich security conference, the vice president affirmed the united

states support for nato. he says president trump's promise is to stand with europe because we are bound by the same ideals, freedom, justice and the rule of law. vice president pence is on his first trip abroad since taking office. he will be in brussels tomorrow and monday to speak with european leaders and the nato secretary-general. well, this weekend the bay area will take time to remember the 75th anniversary of a dark time in our nation's history when thousands of japanese americans are placed in internment camps during world war ii. many are shedding new light on the chapter after new crackdowns to keep immigrants out of the u.s. >> this idea of -- >> reporter: she still gets emotional when she talks about her early life behind barbed wire. the pictures at the time unforgettable. lonely and desolate. images reflecting life in a japanese internment camp. she lived at a camp until he was

5 after executive order 9066 ordered japanese immigrants rounded up during world war ii. >> when our people were forcibly removed it was army soldiers standing guard with rifles. >> reporter: san francisco's japanese american community remembering the 75th anniversary of that order. but many believe history is repeating itself. >> once again, we are confronted with the climate of war hysteria, racism. >> reporter: japanese americans have joined recent protests against the executive order by president trump banning immigrants from muslim countries from entering the u.s. the courts have since put that ban on hold. >> we are having this conversation of executive order 9066 while many in my community wait on pins and needles to see what new muslim ban executive order will come. >> reporter: japanese american community vowing to fight any ban orders and even a rumored

afternoon. more rain tomorrow. and then a strong storm heading our way late tomorrow into presidents' day. that's going to be a washout. highs today upper 50s to near 60. breezy at the coast and we've seen gusts up to 50 miles per hour. oakland and san jose warming up to 60. so, pretty mild out there. you notice these areas of green, we still could see some showers even this afternoon and possibly some rainbows, as well. we bring our storm impact scale back into the picture. we rank them from one to five for tomorrow's storm. it is going to be a level one light. widespread showers throughout the day. moderate rain at times and breezy to windy conditions. i'll show you that with the forecast animation. so, we're waking up to scattered showers or widespread showers. the areas of yellow there, those are the pockets of heavier rain. and this continues throughout sunday afternoon. but what you'll notice is late sunday night into monday, that's when we start to see the heavier rainfall indicated by orange and

red. these are some heavy downpours that will be moving through the bay area into monday morning, even some red there as you head through parts of the peninsula. it could be a very messy commute for those folks who have to head to work and the rain continues to pound on and on for hours all trough monday. that's why i'm ranking the storm on monday. a level three. it's going to be strong. late sunday into monday. moderate to heavy rain. the potential could be about one to three inches for most areas around the bay area. widespread flooding a concern. we're also worried about downed trees, power outages, as well. here are the projected rainfall totals. notice some areas even over four inches. if you're heading up to tahoe, i'd avoid driving until about o10:00. that's when the winter weather advisory expires and winter weather watch sunday into monday and tough driving there, as well. definitely carry your chains. if you can avoid driving until tuesday, that would be a good day to head back.
