and damage is still ahead of us. >> whether you are sleeping in a little today or heading to work, thanks for being there on this monday, february 20th. good luck with all this rain. >> maybe the rain woke them up like it did me. it was coming down heavily. >> right. >> it will do that again. let's look at live doppler 7. hi, everybody. we're seeing the heaviest of the rain move across highway 4 and into the central valley. i'll broaden the scope. this atmospheric river is still loading up with moisture offshore. while the yellows and oranges are going away temporarily, they are coming back. you can see all the ponding left, especially as you approach the richmond side of the richmond san rafael bridge. breezy, breezy and windy and windy from 7:00 through the afternoon hours. the rain is going to pick up in intensity. the most likely time for flooding will be this afternoon through this evening. the most likely time for wind damage will be this afternoon to evening, as well. we're seeing the effects on the road. over 30 incidents and a

major problem in the east bay. want to take you to oakland. westbound 580 totally shut down right now just past lakeshore due to a five-car crash. sounds like air bags deployed in a couple of the vehicles. right now, everyone is being forced off at lakeshore avenue. no estimate when we'll get the lanes open. we also have a problem northbound 880 if you're using that for an alternate. a crash is blocking the two right lanes north of market. if you're on the north side of 580, still through 13 through the oakland hills and take 24 to the maze. a lot of issues this morning. i'll talk about a few more in less than ten. >> thank you. mike is saying the brunt of the storm may be a few hours off. certainly already wet out there this morning. >> that's right. lonnie rivera tracking the conditions on the peninsulpenin >> good morning, guys. just in the past 20 minutes, if you can take a look, there's some lights flashing here on 101. that is where an accident took place a couple minutes ago. looked like the cars were following each other too closely

and going too fast. worth noting to reduce your speed. conditions are dangerous out here. there's lots of standing water on the roads, and creeks are filling fast. just last week, a creek flooded a mobile home park. the creeks get clogged with debris from the storms so people in the area should be watchful and prepared this morning to leave if the waters rise again. back out live, we're standing on a bridge just over that creek where we noticed the rain has died down. it looks like the drops are coming back. it is a wet mess out here in east palo alto. live, lonnie rivera, abc 7 news. >> thank you. a tree took out power lines in saratoga. reports came in at 3:15. the tree fell into someone's yard taking out a fence. pg&e and city fire is on the

scene. the ongoing releases from anderson dam are causing the levels to rise in the coyote creek. neighbors could be at risk. san jose mayor posted a warning on facebook saying areas where the creek narrows, like rock, spring and golden wheel park, may see flooding. residents reminded of the city's free sandbag locations. >> you can see how much rain they're getting in lafayette this morning. one of the crews shot this two hours ago. ponding, as you can see, already happening. we, of course, have hours of rain ahead. rain ahead. crews running out of time to shore up the dwater in they're using a tehelicopter to lift things up. >> reporter: pg&e is using

helicopters to take the lights to the tower. residents say the helicopters had been at work for most of the day. >> it sounded like they were close to the house but they'd go away, seem distant. i noticed it because it was consistent throughout the morning. >> reporter: april and her family live at the top of the next ridge. their neighbors shared this picture with us of the slide and the tower it is threatening. a pg&e spokesperson said residents will see lots of activity. it will be a significant project. >> we're going to have a lot of equipment in the rare yarea, so they'll be seeing trucks, tractors, cranes. >> reporter: the slide was spotted a few weeks ago and engineering teams have been putting together a plan to shore up the hill and protect the tower if needed. they're up against another storm expected to come into the area with rain and winds. >> we can't estimate a time, but

our plan is to safely complete the project as quickly as possible. >> reporter: since the slide was first spotted, mud has moved three feet in the area. the good news is this is nowhere near homes. no safety concern for residents. these lines are part of a redundant system. on the slim chance the tower is compromised, power could be rerouted and service shouldn't be interrupted. mudslides also the concern near big sur. >> a bridge on highway 1 is shut down indefinitely. let's get to jessica at the live desk. >> good morning. think again if you are planning a road trip south on highway 1. the stretch from ragged point to pfeiffer canyon bridge, unstable right now. the bridge overpass remains closed this morning. when the sun comes up, some locals will get limited access. officials closely watching some cracks in the support column, as well. this is a picture from caltrans.

they told us the next bridge inspection will only happen tomorrow or wednesday. it will be closed until then. if not longer, since we have rain in the forecast most of the week. >> jessica, thank you. a live look from san francisco international airport where flights are being delayed and cancelled. 5:06 in the morning. we checked flightaware.com. it is reporting 37 cancellations and 18 delays. the faa blamed winds for the delays and cancellations yesterday. there is one delay at oakland's airport. >> it is going to be a challenging day at sfo, no question. if you plan to head toward lake tahoe, you may be required to use chains because of snow falling in the sierra. now, chains are required on interstate 80. on highway 50, between twin bridges and meyers. on state highway 89, you have to use chains between picket's junction and u.s. highway 50.

a swift water rescue team from menlo park arrived in sacramento overnight. ready to go wherever they're needed for the next round of storms. firefighters are on stand by to be dispatched for water rescues in towns like williams, an hour north of sack fraramento on i-5. people are keeping an eye on the storm after being evacuated due to massive flooding over the week end. a similar scene in maxwell. the rice producing town is dealing with rain-swollen canals and rivers. streets, homes and schools were flooded over the weekend. more rain is on the way. you can use your phone to keep track of our level 3 storm today. download the abc 7 news app where you can track live doppler 7 and get breaking news updates. enable push alerts. president trump could sign a revised version of his immigration ban this week. it targets the same muslim majority countries listed in his original executive order but this time, green card orders,

dual citizens from the countries, are exempt, as well as those who have visas to travel here. last month, the ninth circuit court of appeals blocked it, saying part of it was likely unconstitutional. people across the country will take part in a protest on this federal holiday. organizers are calling it, not my presidents' day, to demonstrate against the policies of president trump. this is a previous protest against the now suspended travel ban. a protest is planned in to start at 11:00 at city hall. >> announcer: a traffic alert from abc 7 mornings. >> we knew it would likely be a tough day on the roads, even with the lighter volumes for the holiday. we have a sig alert for westbound 580 past lakeshore on the north end of lake mirit there. traffic forced off to lakeshore

avenue. we don't have an estimate on when it'll get cleared up. want to take you to the peninsula. we have a new problem. quite a bit of flooding. 101 before university avenue, a large suv and a 40-person passenger bus. one lane blocked there. no injuries. i believe we have some flooding issues and a crash 101 near whipple, too. i'll cautalk more about that in few. wanted to give you a look at the bay bridge toll plaza. no metering lights but we have tough conditions with the standing wastand ing water and a high wind advisory. let's check in with mike nicco for the forecast. it'll be a soggy one. all day rain. get mentally prepared for it. took us forever to get into work this morning and it'll get work. coyote creek near edenvale, keep an eye on that area as flooding will get worse throughout the day. the warning until 8:15 this

evening. slight to moderate rain falling on the area. it takes an hour or two to run into the streams and rise. alameda, oakland, san leandro, 880 and 580, we've got a downpour which is causing some standing water there. winds are not too bad right now unless you're out over the open water or on one of the east/west bridges or near the coast where it is gusting to 29. it is going to pick up. for your commute today, standing water and breezy this morning. damaging winds and flooding rains for the evening. even more hazardous than the driving conditions we're dealing with this morning. here's 101 and 880 in the san jose. you can see light to slightly moderate rain falling. public transit, commuting on the roads and out and about, they revolve around getting wet because it'll be wet all day. wet and windy. sideways rain is also going to get you. the umbrella will be nice but during the afternoon to evening, it may not do you any good.

triggered waves as big as 15 feet in spots. >> take advantage of it, right? hundreds of college students waiting to hear when they can return to their dorms at san luis obispo. a dorm collapsed. they are currently in temporary open housing. the school built makeshift barriers around parts of the building hoping to protect it. interesting result of the trump administration's crackdown on immigration. it is triggering an uptick in illegal border crosses into canada. officials say there were 452 incidents last month. that's more than double the amount of people who crossed the border in january of 2016. some immigrants were arrested. others who were seeking asylum are being helped. immigration authorities say their resources are tapped. last week during a joint news conference with president trump, prime minister justin trudeau said canada will remain open. in today's gma first look, a

smart train commuters will get discounted rides from the rail station and their office thanks to lift. some of the smart train stations are isolated, so riders will be able to use lift line to get to the rest of the way to work. it allows customers to share the ride with others going the same general direction. the smart train service could start late spring. ford plans to have a fleet of self-driving cars and a ride hailing service by 2021. they believe fully autonomous is the way to go. according to automotive news, ford engineers have been fallin asleep during test rides, creating a convincing argument in favor with going with fully autonomous vehicles. other auto makers plan to introduce semi-autonomous, letting the driver take over if something goes wrong. hollywood's dolby theater is getting set for the biggest event of the year. watch the oscars live only on

abc 7 on sunday. jimmy kimmel hosting for the first time. our coverage begins at 2:00 p.m. you can check out the abc 7 news app for a complete list of the nominees. it is raining and that means trouble with the roads. let's get to alexa smith. >> want to take you back to oakland. actually have a little bit of good news. westbound 580, crews were able to get two lanes back open. we had a full three-way closure at lakeshore avenue due to a five-car crash. the two left lanes are open at this point. yes, we have backup approaching but obviously, two lanes is better than no lanes open. we'll take what we can get. also a major problem northbound 101 just before whipple avenue. we had a vehicle hit a large puddle, spin out and that was hit by a couple more vehicles. it sounds like flooding is a big issue here. all traffic is currently stopped. they're working on coning off lanes. i'm not sure if they'll be able to reopen it or not. we are setting lonnie rivera and her photographer to check that out. we had a new crash in the maze, as well.

westbound 580 to westbound 80, no flashing lights yet. let's check in with mike nicco. doesn't sound like it'll get easier throughout the day today. >> may be as easy as it gets at the atmospheric river is starting to regenerate offshore. you can see just the latest update there on live doppler 7 moving through walnut creek, heading toward clayton and concord. eventually over to antioch. we had a moderate shower roll over 13 and 580, coming together or split, however you're driving it. look for puddles there. you can see some standing water on the san mateo bridge this morning. look how the rain is coming downsideway dow down sideways. rainy conditions, possibility of lightning and windy conditions through at least tomorrow. we'll get a brief break wednesday and thursday. then we have a weaker storm for friday and saturday. let's take a look at what's going on as far as our storm impact scale. this one is a 3. ramped up because of the flooding concerns, especially

this afternoon and evening and the damaging winds this afternoon skpechb iand evening. yellows, oranges and reds are coming back. the next wave rolls on through in the next hour and it is here through 9:00. then it just continues. it may sink a little out of the north bay but you're still going to have steady rain. maybe not as he haavy was what we'll have on the peninsula, coast and santa cruz mountains. 5:00, it pushes back to the north. by the evening hours, it starts to just become more scattered in nature. this is also the potential for brief downpours on the local level, which should cause flooding through tomorrow morning. most of my concerns with this system are going to be very high. creek flooding, urban flooding, trees down, high for mud and rock slides and chance for power outages. my accuweather seven-day forecast. brief downpours possible on tuesday. wednesday, thursday and friday

5:24. whether you're just joining us or heading out the door, seven things to know before you go. the first is the weather. look at the potential, two to three inch rains for most of us through tomorrow. you get above 1,000 feet, we're talking about four to possibly six inches of rain. wind damage and flooding, mudslides and rock slides are on the way. number two, already a rough day on the roads. we have a major problem in oakland. one of many crashes. they were able to get the two left lanes open. westbound 580 past lakeshore. we did have a five car crash that had all lanes blocked for 20 minutes this morning.

880 is down to 6 miles per hour approaching. >> pg and e crews in orinda shoare working to shore up a hill. it is not near a home so there is not a safety concern for residents. severe storms ripped through texas overmight anight and it m been a tornado. san antonio was hardest hit. uber is launching an investigation into harassment claims made by a female engineer. she said a manager pressured her for sex and then threatened when she took the complaint to uber's human resources. a draft of president trump's revised immigration ban targets the same seven countries listed in his original executive order. however, it exempts travelers who already have a visa to come to the u.s. the new draft also no longer directs authorities to reject syrian refugees for new visa

applications. number seven, a move by the sacramento kings. after the all-star game, demarcus cousins has been traded to new orleans for three players and upcoming draft picks. we have some new details this morning in the case surrounding stolen military metals in uba city. >> the purple heart and 23 other metals taken from mike pomeroy have been returned. this is a photo of the chief handing them over to pomeroy last night. they were stolen from the highly decorated vet's home last week during the evacuation. police found the metals in the back of a pickup parked at a church. two women and a man were arrested. >> we thank and glad the metals are back where they belong. more storms moving into

rough mornings but, yeah, high wind gusts and downpours and road spray. you name it. >> standing water. you saw the water go like this across the road because the winds were gusty, or the spray coming up. >> not fun. >> i felt like a giraffe on roller rollerbla rollerblades. it was all over the place. it was bad. especially the expansion joints. watch out for those. let's talk about what's going on as far as live doppler 7. moving through pleasanton and dup ly dublin, standing water on 580 and 680. brent wood, discovery bay and oakley, antioch and pittsburgh, a moderate shower bringing standing water there. offshore, there is more rain developing to our southwest as the atmospheric river is bringing rain even to san jose. 280 and 17, wet. heavy at times. 7:00, noon, 4:00, the winds will be the more dangerous part at 7:00. the rains will taper to more moderate throughout the evening

hours. looks like the worst is ahead of us. how about the morning commute, alexis? >> we've got a new problem. that is really becoming an issue here on the peninsulpeninsula. northbound 101 before whipple avenue, we had a spin out crash. someone hit standing water and lost control. sounds like the standing water is a major problem. we have chp on the scene, escorting drivers around the flooding. we have lonnie rivera on the way there. in the meantime, a crash northbound 280 knnorth of 92. two lanes down. i'm petting water had something to do with that. we have tough driving conditions this morning. we'll look at drive times in less than ten. >> thank you so much. mike and alexis helping us get out the door. we have crews braving the elements. kate larson is live in san francisco with a look at conditions on the embarcadero. >> it's been a very busy morning for all of us in the bay area.

we're on the roof at kgo. the wind has been picking up the last ten minutes. of course, it continues to be wet. let's take a look at this. a tree fell down across gough early this morning, blocking some of the rains. it is closed between market and mccopins and otis street hopefully crews can get that picked up. saratoga, we've got a tree down that came down across power lines. that happened around 3:15 this morning on quito road. power is out to an unknown amount of customers while they try to deal with that situation. we'll probably see trees down throughout our area. highway 17, of course, which has been such a trouble spot for us throughout these winter storms, there is an accident there this morning. you can see traffic already heavy there. that happened around 1:00 this morning. fortunately, it was just a mainr injury crash. no one hurt seriously. be careful out on the roads this

morning. be aware of any trees or power lines that might be loose in your neighborhood. of course, stay safe. we'll be keeping you posted throughout the morning from the roof on kgo. live in san francisco, i'm kate larson, back to you in the studio. >> thank you. check out how residents in martinez are bracing for the worst of the storm. sandbags lining downtown storm fronts. people keeping an eye on the creek as it swells. mission district is getting ready for the storm. the flood barriers along 17th and folsom. this area floods during heavy rains like what we're experiencing this morning. pg&e expects to do more of this as crews work to restore power. a car smashed through an area -- in that area. >> crews are racing to deal with more fallen trees in the day ahead like this one in petaluma. you see a 100-year-old cyprus tree came down on wilson street

over the weekend, and it hit that box truck. the box truck is destroyed at this point. the homeowner says at least it didn't hit the house. because there was a woman who was sleeping three feet away from where the tree landed. we are showing you the oroville dam right now. crews there managed to make their goal of 50 feet below the spillway last night. people who live near the area are being told to be ready to e evacuate at a moment's notice. the lake could go up five feet from the storms this week. it should be able to handle that. damage to the spillways forced the evacuation of 188,000 people last weekend. >> crossing our fingers for them. an abc 7 news viewer shared this picture of san francisco last night before the storm weather moved in. in fact, these are all the photos people are sharing. use the hashtag abc 7 news now. severe storms battered the

midwest overnight. >> major cleanup underway now. jessica has more from the live desk on that. >> i've been nontormonitoring t entire area. talked about texas earlier. ewa the national memorial is flooded right now. these are pictures from our colleagues in the area. you can see just all of the damage that they have there, especially on the floors. and all the stuff they put there overnight in anticipation of the heavy rain. the rain did come through, and the building is flooded. the museum honors victims of the 1995 oklahoma city bombing. still no word on exactly how much damage there is. reggie and natasha? all lanes are open on southbound 101 after a deadly crash that crippled traffic five hours last night. look at this scorched car. a person died when it crashed, burst into flames near the spencer avenue exit. the driver hit a metal sign and then the car caught fire. officers blocked off three of four lanes while crews cleared

the debris. this was the backup drivers faced south on 101 toward the golden gate bridge. the cause of the crash is under investigati investigation. chp looking for the person who fired at officers in oakland, the same area where an armed man shot at officers on friday. yesterday morning's incident was near 98th avenue while officers investigated a possible dui. no one was hit there. the highway patrol shut down 580 to search for the gunman. >> when they were wrapping up the dui investigation, they heard and saw muzzle flash. saw the muzzle flash. heard some rounds going off. >> totally separate incident on friday. a gunman opened fire on a chp officer. the officers wasn't hit in that incident either and police shot and killed the gunman. president trump is attempting to explain his comment about sweden over the weekend. he referenced the country at a rally in florida while speaking about past tar rerror attacks.

a swedish spokesperson said the country wasn't aware of terrorist incidents. the white house said trump was referring to rising crime in general. u.s. defense chief jim matis making a surprise trip to baghdad this morning, discussing defeating isis. his first comments were to down play a remark by president trump last month that the u.s. should have kept iraqi oil after the american-led invasion in 2003. matis says the administration would not try to seize iraq's oil. matis arrived in baghdad as forces launched a major operation to get mosul from isis control. lawmakers will go to the mexican border this week. the goal is to see done about building a wall along the border. some republicans have become concerned about the price tag that could reach more than 20 billion.

they are demanding spending cuts to pay for the project. dozens of people say they were fired from thei for taiese paparticipating in t without immigrants movement. many said when they told their boss they'd be part of the protest, they were let go. the owner of the contracting company says he has a business to run and has no view on immigration laws. the workers told their boss they would work over the weekend to make up for it. he said it wasn't good enough. he says if they want their jobs back, all they have to do is ask. now a traffic alert from a abc 7 mornings. >> flooding will be an issue throughout the day today and it is already a problem on northbound 101. we have all lanes blocked by flooding. we had a crash to start things off at whipple avenue. a sig alert has been issued. no traffic is able to get by. you're being forced off at woodside. we have a crew on the way to investigate that. obviously, we've got some delays building behind that full closure of northbound 101. live look at the bay bridge. mike and i surprised to see this. we have fog actually developing in the san francisco area.

don't be fooled. we've got high winds, as well. if you're traveling, approaching treasure island tunnel there, hold on tight. we have really high wind gusts and some wet pavement, as well. just not an easy morning if you have to head out. that said, we have light volumes with the presidents' day holiday. westbound 580, tracy to dublin, 26 minutes. westbound 4, antioch to concord at 15. san rafael to san francisco, you're in the yellow. if you're indoors near coyote creek, a fall to action. the first of many flood warnings today. because it is for the coyote creek near edenvale, you need to be the most aware of flooding. the green goes all the way up to milpitas and evergreen. the areas could have minor flooding through 8:15 this evening. heavy rain rolled through the area, now up in the mountains. look for ponding on 101 from

morgan hill. coyote to edenvale and evergreen. you see the moderate rain falling in the santa cruz mountains, the most likely area for mud and rock slides. the flood watch continues for all the neighborhoods until 4:00 in the morning. means you need to be vigilant. if a warning is issued, what will you do to stay safe ? how will you seek higher ground and what will you take with you? all the areas in yellow, all the neighborhoods, gusts of 45 miles per hour, downed trees and power lines. there is a better chance for damaging winds from 1:00 this afternoon to 3:00 tomorrow morning. we could have some property damage. as far as tep for what keeps you comfortable and dry. tonight, scattered showers and mid 50s. an hour by hour look next. >> thank you. we've all had to face it, traffic that doesn't seem to end.

robin takes the cake on that one. let's get you into a major problem on the peninsula. we have flooding that has a full closure of northbound 101 at woodside. we have the flooding at whipple avenue and the crash. there is a sig alert. a crew is on the scene or close to that. hopefully we'll have more information soon. sig alert westbound 580 past lakeshore, blocking two lanes. much better than the full closure we had a short time ago. we have much lighter volumes than normal due to the presidents' day holiday. here's a look at the bay bridge toll plaza. no metering lights yet. around 5:30, that would have on a normal day. we have tough driving conditions but not nearly as many folks on the roads. let's check in with mike nicco. >> thank you very much. hi, everybody. an eye on the golden gate bridge, 5 to 15 miles per hour. we're lucky in that respect so far. what i expect today, flooding rain and damaging winds.
