500 households impacted as the water of coyote creek begin to rise and trap people inside their homes. you can see the floodwaters have swallowed up entire cars. the water had crested. it isn't expected to recede until tomorrow night and possibly tomorrow morning. >> residents say they have little warning how fast the water was rising. they were stranded on balconies and doorways as the floodwaters made it impossible for them to escape. brought in boats to ferry them out to safety. people left with pets and children. little else. he was able to move his car. then went to get his family. >> they are up in that apartment. yeah, they try to get out. >> they need to be rescued. >> yes >> right in view of our camera, his wife and son were among the first group to make it out. >> going door to door with all of the homes in there.

all going to be evacuated. decontaminated. power is shut off to neighborhood. or will be soon. decontamination. mayor was first to reveal why the rock springs area flooded to badly. >> there seems to have been a unique breach of some sort. we're going to be sorting out in the days ahead. our focus right now is ensuring these res debits are safe. >> coyote creek runs through the neighborhood and floodwaters have destroyed much of what they treasured. >> i know we lost a lot of photos. had a lot of clothes i liked to store. had a lot of shoes. all my baby's toys. all of his stuff down there. >> we saw a number of dogs being closely held by their owners as they were being ferried out of flood zone during the course of the day. we know the fire department had

to rescue a cat trapped in a tree or had gone to save us all from the waters. san jose also involved in horse rescue in this area also had some horses ahead to be evacuated. san jose had a lot of help from other agents including the county fire department as well as the sheriff's office. this is ongoing situation far from over. >> david, do we have any idea how long all those people will have to stay out of their homes. >> it is unknown yet. it could be days. it could be even longer. the water here is considered contaminated. it can very well have a lot of toxins in it. if that water touches any part of apartment or home, those have to be decontaminated as well. could be days, weeks, city is willing to provide shelter as long as necessary. >> thank you for the update. david, thank you. people across happy hallow park remained in homes despite

rising waters. shows them on upper roof of apartment. for now the flooding has just affected the lower parking carports in three buildings. the drains are clogged there. until they're cleared, that problem is going to continue to get worse. >> hundreds of other people who had to evacuate are getting help and housing tonight. >> three evacuation centers. roosevelt community center. shir kau away center. melony. absolutely. we've seen three buses dropping off evacuees here at the shelter. the shelter is still below capacity. so anyone who may still need a place to stay this evening can come here. people getting off buses tell us they are still in shock. >> reporter: dozens of people forced from their homes got off this bus at james high school.

a now converted shelter. some of the smallest evacuees exhausted. brothers would have been on this bus had they been home this morning. >> all it was flood all over the place. i had to park across the street. >> unable to get back to their apartment, they came here. >> i was amazed. i didn't know what to do. >> we have food, health service, water. we have mental health professionals to talk to them about recovery. >> a second shelter is on standby if this one reaches capacity. 240 people. the salvation army dropped off socks and undergarments for evacuees. >> it's a team effort. american red cross and us. we have to take care of our people here. >> stopped by as well. >> i said i need to go down and see what i can do to help. >> she offered clothing vouchers for her boutique for those impacted. >> we pray for the rain. we need the rain. it's devastating now. >> the red cross says it's still assessing victims needs and

monetary donations to the red cross is the best way to help for now. >> the shelter here at james lick high school cannot accommodate pets. anyone who has a pet they need to shelter can bring their pet to san jose animal shelter for safekeeping. abc 7 news. >> thank you. here's the major reason for the flooding as seen from sky seven this morning. water pouring from anderson reservoir, 30 miles away near morgan hill. manmade lake reached capacity and began spilling saturday. first time it happened in 11 years. important to note, anderson dam isn't seismically sound. reservoir is supposed to be kept at 68% capacity because the dam could fail in an earthquake with the magnitude. >> water overflowing is now flooding highway 101 within the last half hour, confirmed abc 7

news, northbound 101 betwewill n closed until 11:00 tomorrow night. here's a look at highway 101 and just how close it is to anderson reservoir. this is going to be a difficult area to navigate for the next 24 hours at a minimum. let's head to spencer christian right now. >> start by giving you a look at the flood warning area. here it is on the graphic. wide area all it will way down to coyote. turned warning until friday morning at 10:31. here's a closer look. let's talk about the current height of the creek. it's at 13.3 feet. flood stage is only ten feet. right now about 3.3 feet above flood stage. it's estimated to be below flood stage by 8:00 tomorrow night. now, 1:00 this afternoon, coyote

creek appeared to have crested at 13.6 feet. the last two hours been at 13.3. if it continues to recede, may very well develop below flood stage. life doppler shows isolated showers along the way. nothing falling in the area of coyote creek right now. good news. the showers have been popping up and producing heavy downpours. they can develop at just about any time as long as this system is with us. this current storm ranks one on the storm impact scale. going into this evening we can expect rapidly moving downpours ending after 7:00 p.m. or so with less than a quarter inch of rain fall to be produced from what's remaining in the storm. i'll have complete look at weather coming up a little bit later. >> thank you, spencer. this unprecedented flooding along coyote creek is personal to so many people. these are their homes. >> abc seven news kristen siegel was on the air live anchoring

our coverage for hours this morning of all the evacuations and did a brilliant job. showing us now how people are documents things on social immediate. >> it was teammate team work. incredible footage as it came in. here are some of the highlights. shot as he was driving away in his home. officials told him to go and this is what he did. incredible stuff. allowed us to share this inside perspective posted on instagram as waters began creeping into her home. see the dining area, kitchen, completely flooded. that's got to be decontaminated by the way. posted this on instagram showing the view of a swollen coyote creek from anderson park where the rangers did ask people to keep a safe distance away from the water, but you can see it

>> people were rescued from the rising creek waters near the golf course. san jose urban rescue task force scoured the area for nearly two hours. >> all of the water in the coyote creek water shed is dangerous. it's swift moving. it's carrying debris from areas that haven't seen water in years and on top of that, it may be contamina contamina contaminated. >> reporter: this resks is the second this week. advise people living in the homeless encampments to leave the area prior to this rainy winter season. >> we have since the beginning of ts winter to move their encampments away from the water ways. >> some on the creek knew the risk, but had nowhere to go. it >> it's not clear if everybody stranded got out. >> the zej is called off.

stabbing this afternoon left a principal injured. he is expected to survive. suspect ran away and people living near the special education school were urged to stay inside during the man hunt. officer made an arrest in albany shortly after the stabbing and took 20-year-old into custody. san francisco firefighter

the damage. so far no estimate when the road might reopen. another road closure? sal . runs from alexander avenue to golden gate brinl is expected to open in about a week. >> shored of transmission tower from danger of landslide. hillside has caved in and mud slide could overrun the tower. crewing discovered the slide a few weeks ago and working to stabilize the area. told abc 7 news they believe they protected the tower from the moving hillside. >> some 500 people remain under mandatory evacuation order in san joaquin county today because of levy break. san joaquin river forced out yesterday when the levy gave way. today crews brought in heavy equipment to stabilize weak spot after firefighters and farmers

hyneadlines as we come up o 4:30. rescued people in san jose spring area. completely smerubmerged there. four feet deep in some areas. city declared a local emergency. owned this story all day long. tweeted a picture of the first responders helping a family getting to safety. mandatory evacuation order for people in rock springs, a voluntary order for people in low lying areas along coyote creek.

abc reporter melony woodrow tweeted this picture. the red cross is set up one overnight shelter. people decided not to leave apartments today. not like they had a lot of options. their carports are flooded because of a drain issue. about 500 houses in that neighborhood have been affected by flooding. abc 7 reporter kate larson where the water reached the roof line of one home. >> reporter: that's right. we're along 17th street. a lot of the houses like this one are dealing with lower level and basement flooding. this house is by far the worst. all you can see is the roof. first floor essentially in coyote creek and top of the stairs. >> this is a higher level than it was before. that's -- it's all the way up to the windows. rich surveying the damage to three of his family san jose homes. the houses on south 17th street backup the overflowing creek.

red cross of silicone valley. address leer on the screen. 2131 north first street in san jose. mail in or drop off donations. also donate over the phone. san jose has a long history of flooding. most taken place on the river which has reported severe floods, at least 11 times since 1862. among the worst were the storms in the early 80s. devastated load lying areas. >> i was involved in the 82, 83 flood accident we had mostly downto downtown. i don't recall us having to pull this many people out by boat. >> the storm of march 1995 flooded more than 300 homes and businesses along the river. president clint declared disaster. flood control project completed in 2004 has helped prevent more flooding in those areas. we sent out alerts about the flooding in morning on the app.

hundreds of san jose homes underwater right now. look from sky seven. city issued mandatory evacuation notices to people in the rock springs neighborhood and voluntary evacuation notices to others in low lying areas near coyote creek. that creek rose three feet today. just to be safe, crews are helping people escape potential danger using boats on city streets as you see there. >> literally people up the creek without the paddle. if you are wondering if you would be covered by your insurance if it happened where you live. >> what happens, what do you do next, seven on your side with some answers. little bit of good news. mainly bad news. none of us are truly prepared to be evacuated from homes. few things you can do to make life easier when it's time to file insurance claim. we talk with a consumer add vgr

good people over there. take pictures before and after evacuation. document how much water entered your home and itemize possessions by taking photos. keep a diary. note the date and time of your evacuation. notify your insurance company right away if you have flood insurance. if you don't have flood insurance, unfortunately you are not likely to be covered for any damage. however there is an exception, you might be able to be covered in the flooding was caused by something other than the actual rainfall. for instance, if a storm drain was damaged by storm debris and floodwaters skboo yointo your h you could be covered. those of you have who renter's insurance are also unlikely to be covered unless you also purchased flood insurance. one excepton might be if you prove your landlord knew in your opinion a flood zone, but failed to tell you.

one big problem, contamination in the water. >> gasoline, oil. trance mission fluid. battery acid. >> this is a toxic soup in the waters. situation might get worse before it gets better. >> we have a map of the area that's flooded just south of downtown san jose. not far from happy hallow park. >> all because of what's happening upstream. look at video of anderson reservoir. at capacity. been gushing over the spillway and into coyote creek since saturday. here's the latest from san jose. the city declared a local emergency because of the flooding and what may still be yet to come. >> at least 220 people have been forced from their homes. they're not sure when they can go back. first responders spray painted xs on homes and apartments that were successfully evacuated. that's a sign everyone there was okay. >> amazingly so far no injuries
