in the water. >> gasoline, oil. trance mission fluid. battery acid. >> this is a toxic soup in the waters. situation might get worse before it gets better. >> we have a map of the area that's flooded just south of downtown san jose. not far from happy hallow park. >> all because of what's happening upstream. look at video of anderson reservoir. at capacity. been gushing over the spillway and into coyote creek since saturday. here's the latest from san jose. the city declared a local emergency because of the flooding and what may still be yet to come. >> at least 220 people have been forced from their homes. they're not sure when they can go back. first responders spray painted xs on homes and apartments that were successfully evacuated. that's a sign everyone there was okay. >> amazingly so far no injuries reported.

abc 7 reporter been on the story all day long with you. i've watched you for several hours. amazing watching the cars and the water rising and people being rescued and dave joins us live. >> reporter: well, yes, it has been a long day and a long ordeal for the residents here in the neighborhood. water has crested officially. continuing to rise just a little bit. and they're not expected to recede until sometime overnight, possibly not until sometime early tomorrow morning. the residents will not be able to return any time soon due to contamination. residents on the neighborhood say over and over, how fast and how high the area would flood. coyote creek runs right through rock springs. said it was quote a unique breach.

so much runoff from the storm. reached storage capacity. the mayor did not go into detail saying the top priority was getting residents out safely. captain told us meetings were held to go over the potential for floods. >> there have been hydrologists who work for the city and water district kbho are calculate fg we get this much flow, going to have water overflowing banks at this point in the river. all of that has been mapped out. >> however that was little consolation for those who had to leaf everything they owned behind. into rescue boats and undergo decontamination. concerns the water mixed with sewage and toxic substances people might store in garages or homes. fast rising creek waters also submerged cars and pickups owned by residents rendering them useless. one had an open rear window. evacuated residents told us they lost so many personal

belongings. >> i know we lost a lot of photos. had a lot of clothes down there from the winter. ive know i had a lot of shoes. had all my baby's toys. all of his stuff down there. >> as you indicated, more than 200, 220 residents had been evacuated. the evacuation process has been suspended. they're moving on to other hot spots. turned off all power and gas service to this area for safety. live in east san jose. david louis. abc 7 news. >> david, thank you so much. right now take a live look from sky 7 at the impact of the flooding. this is in san jose. coyote creek is still maintaining that level even though it has crested, but you can see it's devastating to the area. also affecting the freeway as well. >> you've got the water spilling over to some areas. it's very difficult in the entire region.

those pictures earlier in the day were captivating with the water gushing in. no place for the water to go from here. you can see the traffic is stopped on that one road there, but it's just a very difficult time for everybody in the area is affected near coyote creek. some neighbors hit hard by the flooding. south 17 street west of coyote creek. see the flood water reaching the second story of the homes. nobody inside at the times. neighbor who lives right inside the street says so far his house has been spared. >> looked over at the neighborhoods driveway. it was up high. basically it's underwater now. we're planning on hopefully putting some sandbags outside our house and hopefully it won't flood too. >> santa clara tells abc 7 it has not seen flooding like this

for 20 years. >> see the overflowing creek flooding the freeway. this is northbound 101 between cochran road and bailey avenue. that remains shutdown. big rig and truck trying to make its way through. reopening is 11:00 tomorrow night. >> tomorrow. >> yes, you've got a while to go. traffic being diverted in the meantime. surface street. see how backed up it's going to get. they're significant delays in the area. drivers advised to use alternate routes if at all possible. santa clara water district working to create a dam to stop the water from getting on the freeway. >> it's slowly going down. we need the dam here. once it's built we can breach it further and stop any flow from going any further down. northbound 101 cochran closed until tomorrow night. live picture of traffic in the area. see all that red thachlt is the

area we're talking about. the purple area in fact. shutdown. a lot of slow going for you. >> hundreds of people who had to flee testimony rising floodwaters getting help and housing tonight. abc reporter has the story from james lick high school in san jose. >> reporter: the image of this little girl resting on someone's shoulder says it all. just two of dozens of people forced from homes in san jose. >> just pretty shocked right now. >> buses dropped off evacuees. brothers and roommates alberto and aldrin would have been on this bus had they been home this morning. >> it wuas flood all over the place. >> unable to get back to apartment, they came here. >> i was amazed. i didn't know what to do. >> we have food, snacks, water. health services. nurses here to help assess needs if they lost medicine. also mental health professionals to talk about thinking about recovery. >> second shelter on standby if this one reaches capacity.

240 people. the salvation army dropped off socks and undergarments for evacuees. >> like i said, it's a team effort. american red cross and us we have to take care of people here. >> chris patternson summons stopped by as well. >> i need to go down and see what i can do to help. >> offered clothing vouchers from her boutique for those impacted. >> we prayed for the rain. we needed the rain. it's def stravastating now. >> monetary donations can always help those in need. >> the shelter here at james high school cannot accommodate pets. anyone who needs to health eshe pet can bring their bet to san jose animal shelter for safekeeping. in san jose, abc 7 news. to help people affected by the flooding donate to american red cross. address here on your screen. 2731 north first street in san jose. red cross says you can mail in our drop off monetary donations

or you can donate over the phone. berkeley police have arrested a man accused of stabbing a steph member at a private school. >> happened at 1:40 this afternoon. via center special education school. live outside the school on sixth street. >> reporter: chrissen and larry, that staff member is being treated at the hospital after what was a frightening encounter with one of her students. berkeley police received a 911 call at 1:46 p.m. to report a stabbing here at via center a private special education school on sixth street near a. stabbed a staff member. fortunately her injuries are nonlife threatening and is now in police custody. an officer spotted him 30 minutes after berkeley policed issued the lookout. found him on buchanan street after an intense search. >> well described him as armed

long. >> it's because a nonstop battle for trying to keep all this water away from their property. >> the suck pump can drain 6,000 gallons of water per hour. >> they say the water is coming from the vacant lot next door owned by the city of american canyon. the dirt mounds dumped there by the city 25 years ago now covered in grass call the water to drain directly at them. seen it in past years, but never like this. >> never did our pool house flood, did our backyard flood. never did we run three sump pumps. did never we stay up 24/7. >> now the walls of the pool house are so damp they peel away. their sump pumps are running 24/7 as for their pleas to the city. >> we have gotten zero response. >> we don't think we made any changes to the property we

owned. in the time in between there has been significant rain and there weren't problems necessarily we're aware of. we're not sure what the issues are. >> contacting them via e-mail, phone calls. hope the city comes through with a long-term fix, but meantime starting to rain again. >> we have to man the pumps and keep them running. that's all we can do. >> in american canyon, lori anthony, abc 7 news. scam artist. they work like clock work. whenever there's a disaster, expect scammers to move in and take advantage of the us expecting. here with a consumers alert for us. >> it's my busy season. these kinds of things happen. one such scam has gripped posing at federal aide workers. one victim of a past disaster learned all about this the hard way. >> reporter: many of those evacuated will soon return home to one big mess. picking up the pieces won't be easy.
