that area is under advisory right now and those will stay under advisory but that could change though mandatory at a moment's notice so if you live in that area, you want to be on high alert. flooding now shutting down both sides of highway 101. >> and this could be a nightmare for the commute. here's amy hollyfield. >> reporter: look behind me. here's why they dded to close this freeway. it is flooded all the way across all lanes. this is highway 101. we are on the northbound side in san jose at mckee. northbound at 680 to 80, that interchange is closed, the allen rock ramp and the mckee onramp are shut down. 880 -- southbound traffic is being diverted to 880, so you want to avoid this area. do not count on it for your commute and they don't know when it's going to be reopening. i asked for an eta, they don't have one.

this is because of coyote creek. that is where this flooding is coming from. they shut this down about 8:00 last night. again, don't know when they're going to be reopening. the one bit of good news, we are getting a break from the rain. it is dry out here right now but as you can see, the damage from monday's rain has been done. live in san jose, amy hollyfield, abc7 news. mike nicco is joining us now and the rain has stopped but obviously there's a residual effect here. >> yeah. the are residual effect was the water rushing through the streams into the creeks and into eventually anderson reservoir and then the spilling over of the dam which created so much chaos yesterday. good news, while we were sleeping, we dropped nearly 2 feet. we're still above flood stage at 11.8. flood stage is at #. remember, this flows from south to north, all the way up to the 85/101 split and then there's a possibility from edan veil all the way up through milpitas of more flooding through at least

5:00 friday morning. flood stage is 10 near edanville so the flooding will continue. taking a look at the roads, obviously, the flooding is a major issue this morning. i want to show you where that closure is that amy was just talking about. she's standing there along 101 where it's totally flooded out around mckee. this is that closure where all traffic on the southbound side is being forced off. you can see the flashing lights and cones in the right lane so yeah, you're going to be forced to take 880 there if you are heading south on 101. i'll show you where this is on our traffic maps too. this purple that you're seeing is that full closure both northbound and southbound between 880 and the 280/680 split. chp said it just depends on mother nature. we have a full closure of 101 in morgan hill. i'll talk about that next. busy morning for you. people living in three mobile home parks in san jose are keeping close eyes on a barrier wall this morning. it's keeping most of the water out. i say most because as you can see, water is coming through and under that wall, the at the

200-unit park on oakland road, people living at that park and two others nearby are under evacuation orders. 550 units in all. last night, emergency crews rescued three people after they got trapped by the flood water. >> on the other side of the wall, there's about a foot or two of water and that water is coming through the seams and the holes in the bottom of the wall and filling up the back of the mobile home park here. >> it's dry over there and my good friends live in the very back where it's completely flooded and we're having them stay with us for the night because, yeah, whatever we can do to help. >> nice to see people helping out their neighbors. as matt explained, even with the mandatory evacuation order, police and fire cannot forcibly remove a person from their home and some people decide to stay. >> you are looking at the reason this all happened. look at the water pouring from anderson reservoir. this is the largest reservoir in santa clara county. it reached capacity and began cascading over the spillway on saturday. normally kept under 70% to meet

state seismic restrictions. this is southeast of san jose. it feeds into coyote creek, which winds through san jose before reaching the bay. as soon as the widespread flooding hit san jose, there was really little time to think and only time to act. in the rock springs neighborhood, some people made it out on their own, and some needed rescue. >> reporter: some people were taken by boat. others chose to wade through the water. one elderly woman even road piggyback on a firefighter. the water moved in so quickly, a man who moved his car to safety couldn't get back in time to reach his wife and child. >> where are they now? >> up in that apartment probably. they're trying to get out. >> reporter: they need to be rescued? >> yeah. >> reporter: those who were moved to safety had to be decontaminated in the middle of the street. the city was worried about possible hazardous contaminants. >> i know we lost a lot of

photos. i had a lot of my clothes down there from the winter that i like to store. i had my shoes and my baby's toys. all of his stuff down there. >> reporter: one homeowner has seen floods before but never anything like this as water reached his roof. >> we weren't sure how much water was going to come out and now just it's just a lot more devastating than we thought. >> reporter: he recorded video showing his patio and picnic bench, it's not just humans affected by the flooding. sky7 shows these horses. viewers were concerned about the horses' well being, we talked to firefighters who said that the property owners opened the gates and let the horses run to higher ground. >> evacuated neighbors have three places to go to help. you can see the map. may fair community center, shirakawa community center and jakes lick high school. abc7 news was at the high school as the red cross prepared for evacuees. this is the only shelter where people could spend the night.

some flood victims were brought in by bus and one man decided to go to the shelter. >> i'm just here in the shelter for a while to make sure that, you know, hopefully everything's okay. i don't know. i mean, i'm just pretty shocked right now. >> the salvation army is helping stock the shelter with items evacuees may need like underwear and socks and people are also stopping to drop off donations. >> police are warning that if more evacuations are necessary, you may only have minutes to get out. they say you should be ready to go by making sure all your family members are together or at least know where they are. you should also have your pets ready to leave and make sure you have essential items like medications and important paperwork like your i.d. and before you leave, turn off all your appliances and your lights. >> here's how you can help. the red cross is taking donations. you can text the word red cross to 90999 to make a $10 donation. it will show up as a charge on your bill. the red cross always needs volunteers. in fact 90% of workers who show

low to mid 50s, noon to 4:00. after sunsets, we'll drop into the 40s. highs today will be cooler and a little bit of a breeze, a winter breeze, keeping us in the mid to upper 50s. a slight chance of a shower across the north bay and near the coast is possible. that will switch to near the coast tonight. for most of us, though, it's going to be even cooler than this morning with some frost possible in santa rosa in the san ramon valley and then mid 30s to mid 40s around the bay and out toward the coast. we'll take a look at the weekend forecast. it's still looking wet. that's next. alexis. we've got major issues this morning due to flooding as well. amy hollyfield is set up on 101 at mckee in san jose. and 101 just totally under water. that's why we have that full closure and that is both directions between 880 and the 280/680 split. that could be that way for the entire morning commute and maybe even beyond so keeping a close eye on that. also in the morgan hill area,

just a feshl situation in san jose this morning. the flooding forcing more evacuations right now. you're looking at east santa clara and 26th streets and you can see the water in the middle of the roadway, people in the neighborhood along coyote creek from north of interstate 280 to the west side of highway 101 are being advised to leave their home. you see headlights there.

police have been going door to door, warning the homeowners. and natasha, this is just coming into our live desk. there are six schools in that mandatory evacuation area in san jose, and all of them will be closed today. those schools are san jose high school, cristo r discovery prep, mckinley elementary and olinder elementary and parents, a big heads up, we'll let you know if anything changes, especially since at last check, the district's website was down so they won't be updating closures available there. of course stay with us for continuing coverage. more news now. novato police have released a sketch of one of the two men who investigators say sexual assaulted a woman last week. take a look at this. the sketch was made from a photo of the suspect seen in surveillance video captured by a camera at lucky's on grand avenue. the assault happened two days after after two hispanic men befriended the 30-year-old

woman. she says they assaulted we are west of lee gerner park. the victim described the suspect as a 40 to 42-year-old man who spoke span iish with a central american dialect. president trump's new immigration rules are putting millions of people living in the u.s. on notice. as abc's kenneth moton reports, that is putting the majority of the nation's 11 million undocumented immigrants at risk of deportation. >> reporter: this morning, president trump's new immigration rules applauded by supporters, feared by people in immigrant communities nationwide. immigration and border patrol agents have been directed to deport anyone convicted of any criminal offense, including crimes like driving without a license. those charged but not convicted or deemed a risk to public safety could also be targeted. the new rules do not impact d.r.e.a.m.ers, those brought to the u.s. illegally as children. >> those people who are in the country and pose a threat to our

public safety will be the first to go. >> reporter: the new homeland security orders came down during the president's tour of the national museum of african-american history. it was here where trump, facing mounting criticism for his silence, denounced dozens of recent anti-semitic threats, attacks and acts of vandalism at jewish centers and cemeteries across the u.s. >> and a very sad reminder of the work that still must be done to root out hate and prejudice and evil. >> reporter: the anne frank center for mutual respect called the president's statement too little, too late. t the fbi is investigating the recent incidents at those jewish community centers. a new survey highlights how much undocumented immigrants contribute to san francisco's economy. a report by the immigration advocacy group new american economy says they make up more than a third of the city's population. undocumented immigrants have about $7 billion in spending power and pay more than

$2.5 billion in taxes each year. more than 37,000 of san francisco's immigrants own homes. california is a step closer to raising gas taxes and we're talking about by quite a bit. a bill to raise the tax by $0.12 a gallon has passed a crucial vote in a state senate committee. supporters say california needs the money to help pay for $100 billion needed to fix and maintain our infrastructure. the bill's opponents say increasing the tax puts an unnecessary burden on drivers. and by the way, the measure also includes a vehicle registration fee increase. it would go up $38. 4:46 now. there are new numbers that show the pay gap between women and men in california has grown even wider. the u.s. bureau of labor statistics revealed that women's weekly earnings in 2015 averaged 15% less than their male counterparts. the pay gap equates to $7,000 annually and marks the widest gap since 2002. happening today, the next step to putting a toll on

crooked lombard street. san francisco's transportation authority is going to discuss the proposal. supervisor mark ferrell says 2 million visitors a year is too many. he wants to use fast track readers and toll cameras as well as a reservation system. ferrell has said another study is needed to determine the costs and that it would be at least two years before that plan would be in place. let's get over to meteorologist mike nicco, we especially want to check out if there's any help for our friends in san jose this morning. >> there definitely is. it's much drier there and the flow from the river, coyote creek and the anderson reservoir is down but still above flood stage and that wall of water has to move through san jose and milpitas so we could have further flooding in those areas today. for the rest of us, this is the big story. dress a lot warmer. we're anywhere from 5 to 15 degrees cooler that puts our temperatures mainly in the 40s, but look at los gatos. 39. fairfield, 38. santa rosa 37, oakland, san

jose, 45, some of the warm spotsz along with san francisco at about 47 degrees. here's a look from the east bay hills camera. we haven't been able to use this in a long time because it's been so cloudy. there's a slight chance of a shower today. most of us are going to be dry and need the sunglasses today. frosty cold the next few nights, even colder than this morning and the weekend through monday, our next series of storms rolls in then. a little bit of fog developing around santa rosa. it was a quarter mile up at the airport, now it's 3/4. visibility is going to be rather low along 10 10i6r7z. the radar, you can see our next storm offshore, isolated showers, north bay and the coast. in fact, wehere we are at 7:00 d you can see it's pretty quiet except right near the coast and the santa cruz mountains. the north bay, possibly just tagging our inland east bay neighborhoods and then overnight, we're going to watch these showers ride right along the coast. by tomorrow afternoon, all is quiet everywhere. and then friday morning, frosty cold once again.

saturday, a light storm. sunday, now a moderate storm, just sit inside and watch the oscars. got yourself a deal, mike. i'm going to get the bad news out of the deal first. full closure of 101 likely for the entire morning commute here in san jose. here's a look at where that southbound traffic is being diverted at 880. if you're coming up from the northbound side, you're going to be forced off, so not a good situation and we've seen from amy and matt how flooded that area is. in the meantime, i've got a little bit of good news for you. just a few minutes ago, i told you about that closure on northbound 101 between morgan hill and the coyote area. well that just reopened so crews were able to pump the water off the roadway, ran a street sweeper through there and all lanes just reopened a few minutes ago. they say all onramps and off ramps are open too so traffic no longer diverted into the city of morgan hill so certainly a little bit of good news if you're coming up through the south bay this morning but once you get into san jose, you're going to be forcesed back off. ace rail back in service this morning with all four trains.

another incredible site from the devastating flooding that we are watching in san jose. a house along santa clara street and north 17th right next to coyote creek now almost totally under water. none of us is truly prepared to be evacuated from our home, especially in a case like this where they're coming to your door with just minutes to spare. " on your side's" michael finney says there are things you can do to protect your home and everything that you own in it. >> if you don't have flood insurance, many of us don't, you're not likely to be covered for any damage. there is a loophole you need to know about. if the flooding was caused by something other than rainfall, you could be covered. so if, for example, a storm drain was damaged and forced debris into your house, you could qualify for financial help. here's what to do. if it is safe to do so, take any photos as you leave and evacuate and also after you get back. try to document how much water entered your home, and itemize any possessions you can with photos. of course only if it's safe. keep a diary and note the date and time of your evacuation. if you do have flood insurance,
