novato. >> reporter: hi, natasha. yes, highway 37 is open here in novato. look at that. you've got a shiny new stretch of highway to test drive this morning. we do have some pictures to show you from caltrans of the improvement work while it was being done. this is a 1500-feet section of highway that we're talking about. there's new pavement, new guardrails and a new drainage system. that is key. the hope is that we will never again see the flooding that happened here last month. a heavy rain and the king tides caused this highway to shut down. they just had to close it, there was so much water. they're hoping these improvements will make sure that flooding like this never happens this bad again. now, they say they can't guarantee it won't flood but they're hoping it won't be as often and won't last as long. the lane closures out here are not completely over with so don't be surprised if there's a lane closure here and there.

they've got to put some finishing touches on this new section of the highway, but they promise they're not going to do it during peak hours so we can tell you that the worst of the closures out here is over. reporting live in novato, amy hollyfield, abc7 news. want to get back to san jose right now. covered in mud. people in the flood zone are checking on their homes now. many are finding scenes that are just unimaginable. >> abc7 news reporter matt keller live for us in that mandatory evacuation zone. >> reporter: we are standing in a mandatory evacuation zone, but when you look on the ground here, there's no water, and in fact, maybe wondering where we are standing as far as coyote creek goes. this is coyote creek right here behind me. and now for everybody to get back home and to get back to normal, everyone's working on stuff out here, we've got a crew getting the fiber optics line back up and running, and let's show you that. and they're trying to get it up so they can have their internet again but even where the water receded, you have some problems.

a thick layer of mud is left behind. flooded cars line the streets in the williams street area, brian rodriguez showed us the damage done to his home. furniture is broken. everything touched by flood water is ruined. the water destroyed a backyard remodel for him as well. he says he has flood insurance and already has a construction crew ready to go to fix their downstairs. he's staying at a neighbor's house. others are staying at shelters. many people still uncertain, though, about when they're going to be able to go home, return home, and get things back to normal. reporting live in san jose, matt keller, abc7 news. in contra costa county, pittsburg police are investigating a deadly shootding. officers found the man suffering from gunshot wounds around 7:45 last night. he died at the scene. information on a suspect or motive has not been released. an alameda county sheriff's deputy remains in critical condition this morning after another deputy accidentally crashed into him. deputy michael foley was arriving for work yesterday

morning. another deputy driving a prisoner transport bus hit him. that deputy says he just never saw foley. it was dark outside, and foley was wearing dark clothing. he's been with the department for eight years. before that, he was a concord police officer. huge protests erupted in southern california overnight over an off-duty officer who fired his weapon during a scuffle with some teenagers. >> jessica tracking that story at the live desk. >> we should note the officer's shot never hit anyone. still, video of what happened went viral and last night, hundreds of protesters blocked streets in anaheim. look at this new video that we have. they smashed police cars. several arrests were also made, about two dozen. this all unfolded about two blocks away from disneyland. the shooting itself, though, happened on tuesday. reportedly, stemming from some ongoing issues with young people crossing the officer's property. the officer and three teens struggled, then they broke free and the officer fired his gun once. no one was seriously hurt, but

the mayor of anaheim says he's committed to an impartial investigation and there's certainly outrage after this video was released. reggie, natasha, back to you. union city police have arrested a teen accused of robbing a girl scout who was selling cookies. police say a 17-year-old confessed to robbing the girl in front of the safeway store two weeks ago. after the robbery, police bought several boxes of girl scout cookies and helped raise more than a thousand dollars. the suspect is suspected of a separate robbery just a few blocks away from that safeway. today is your last chance to have a say on a plan to raise fares for ferries, buses, and paratransit in the golden gate bridge district. the district says it needs to raise fares by 4% to close a looming budget gap. the final public hearing is this morning at the district headquarters that is next to the golden gate bridge toll plaza. the meeting is at 9:30. strong reaction this morning to president trump's decision to lift protections for transgender

students. the previous rule allowed students to use school bathrooms and locker rooms matching their generate identity. the white house now says the decision should be left up to the states. abc's kenneth moton shows us how this could affect things. >> reporter: late night protests over a controversial reversal. president trump rescinded president obama's guidance to schools, allow transgender students to choose bathrooms based on their gender identity. >> he's a firm believer in state's rights and that certain issues like this are not best dealt with at the federal level. >> reporter: but candidate trump said people should use the bathroom they feel is appropriate. the justice and education departments claim the obama directive caused confusion. house minority leader nancy pelosi tweeted, civil rights are not confusing. attorney general jeff sessions wanted the obama civil rights expansions rolled back. one scheduled supreme court case

that massive closure of 101 due to flooding. if you weren't with us late in the day yesterday, right around midday, 11:00, they were able to fully open 101 in both directions so no lingering lane closures on the main highways. if you're traveling on surface streets, we do have closures there. i want to reiterate what amy told us this morning. state route 37 is open in the north bay so novato drivers very happy for you between 101 and atherton. all lanes open eastbound and westbound for the morning commute. school drinking water contaminated with lead is putting some california kids at risk. the plan in sacramento to ensure the water is safe. also, life outside our solar system. the bay area connection to seven newly discovered planets that has scientists amazed. we are going to take a quick break but you can always take a break but you can always take a look at

mortuary where his body is right now. unclear if those suspects were also north korean. meanwhile, kim jong-nam died last monday after reportedly being poisoned, trying to catch a flight from kuala lumpur to macao. we can all agree crime is bad, but there are some crimes that are just downright heartless. case in point, a high speed police pursuit in marin county yesterday. not only did a suspect put human lives in danger, he threatened this little guy. according to sfgate.com, this dog was found inside the jacket of a motorcyclist who chp officers arrested for riding the wrong way on highway 101. he was also cited for excessive speeding. the dog was taken to the marin humane society. palo alto police are asking for your help identifying two men who burglarized one home and then tried to break into another. take a look at the surveillance video. it caught the men trying to break into a house on february 9. you saw one walk up and then the few seconds later, his accomplice follows him. they tried opening a sliding

glass door but couldn't get in. a homeowner on the same block called police a half hour later to report a break in after the burglars got in through an unlocked sliding door. police think the two incidents are related. state lawmakers considering two measures aimed at making sure every school has safe drinking water. a recent survey found high levels of lead in drinking fountains at schools in the san diego area. lawmakers say this is a staid state-wide problem. one bill requires schools to install filters to remove lead at the tap. the second bill requires schools to test drinking water and report contamination to parents. lead poisoning is not treatable. happening today, crews will begin cleaning up the camp site used by people who were protesting the dakota access pipeline. hundreds of protesters burned structures as they abandoned the site near the standing rock sioux reservation yesterday. the army core of engineers ordered the camp closed, citing the potential for spring flooding.

president trump reversed an order by president obama suspending work on the which will carry crude oil to southern illinois. protesters say it will destroy the reservation's water supply. could one of these be a little bit like our planet? a big announcement in nasa. scientists have found a star system with seven planets that appear similar to earth. abc7 news reporter wayne freedman talked to bay area experts who are now scanning these planets for signs of life. >> reporter: it is a single spaced document filled with the kind of graphs and tables that only a scientist could understand, especially one who's discovered six moons and three rings in our solar system. if for him, riveting stuff. >> it's a very, very feeble star. it's a dwarf star. >> reporter: that's dr. mark of the seti institute talking about a solar system now known as trappist 1. it has 7 earth sized rocky planets and at least three of them fall into the goldilocks

look at that dry commute as we look southbound on 680. i'm on sun watch today and tomorrow. clear and cold again tonight. chance of showers saturday, sunday, and monday but don't change your plans yet. here's a look at our lone storm moving through santa cruz. remember those storms we talked about that would be lurking off the coast? there they are and they're sliding from southeast to northwest so if you're near the coast, you may get a little wet. otherwise, let's turn our attention to the weekend where the storm is a 1 on our storm impact scale because of mainly light showers, up to a half inch is possible, flood threat very minimal. you can watch it 7:00 saturday morning, pretty quiet but then this shield of rain rolls on through. it's going to be more showery in nature, not a steady rain whatsoever and it's a cold northwesterly flow from canada so wake up sunday morning fairly dry and then pockets of showers, even less so for sunday and into monday. in fact, here's what i think is going to happen this weekend. we're going to have cold showers, snow level down to
