part sports car. all mercedes-benz. happening now at 5:00 a.m., the long awaited reopening of highway 37. commuters have waited weeks this. the lane closures aren't quite over yet. bittersweet moments for san jose residents who are returning home this morning, the damage for some extensive and some residents remain under evacuation orders. i heard just an audible response from mike when he saw that video. i think all of us had that. i feel so badly for those people. i mean, great to be out of the

shelter but horrible to see what they have to face. >> and what's still to come because the possibility of mold developing and other things that mud. so i want to be the bearer of good news today. >> please. we need it. >> how about that. hi, everybody. let me start with good news with live doppler 7. no fog to contend with this morning and those showers we talked about yesterday are staying out over the ocean until you get way down towards santa cruz so here's a look from sutro tower at the clear conditions, albeit it's a little chilly this morning. we'll hang around 50 at noon, low to mid 50s at 4:00 and back in the 40s at 7:00 so break out those winter clothes. good morning, mike. chilly drive through walnut creek this morning but a dry drive so we will definitely take it. southbound 680 still looking good here, maybe a couple folks starting to tap the brakes but no major delays and some good news in novato. it has been a long wait for you. that is a big thumbs up there on state route 37 between 101 and atherton, all lanes, eastbound

and westbound reopened right around 3:45 this morning so use that for this morning's commute. abc7 news reporter amy hollyfield is live for us as that highway is reopening. >> amy, how's it looking? >> reporter: it looks great. this is a great cut-through from 80 in vallejo to 101 in marin county and look. it is open. it is ready for you this morning. this commuting hassle of detouring is now behind you. we test drove it for you this morning, check it out. it is norm and the drive was uneventful, which is exactly what you want in your roads. so smooth, forgettable experience. this is what happened to this highway. flooding. all the rains and then the king tides was too much for this area to handle last month. the highway flooded and had to be shut down. caltrans hired a contractor to work around the crock. we now have new pavement here on this stretch of highway. new guardrails and a new drainage systemwithlarger

pipes and that is key. the hope is that the flooding will never happen this bad or last this long again. there still will be some lane closures. they still have some finishing touches to do through here, so they're going to shut down a lane here and there. but don't worry. they promise they're not going to do it during peak hours so the worst of this is behind you. reporting live in novato, amy hollyfield, abc7 news. new video this morning of the devastating san jose floods. this is from a drone shot by kevin lowe. you're looking at the williams street park now under water. it's an eerie scene with all those parked cars also stuck in the flood waters. the drone caught this car driving through it, trying to get home. at one point, 36,000 people were either under a mandatory evacuation order or an advisory. this morning, a lot of them are going back home. >> heartbreak for many of them. everyone in the green area can return home. that is everyone between coyote creek and 101 north of east

santa clara. you can see the red, though, mandatory evacuations still in place along coyote creek south of santa clara. they are also in effect for the rock springs neighborhood and three mobile home parks in oakland road. abc7 news reporter matt keller is live in that red zone for us. >> reporter: good morning, natasha and reggie, we are in the williams street park area. this area is under mandatory evacuation. but we've noticed that a lot of e-ma people have actually gone home. there's power in this neighborhood as well. when you look on the ground, you can see that it is dry and we are standing next to the coyote creek so as my photographer patrick comes over here, i want to show you over the banks here, you can see that it's full but it is not overflowing. great news here but the damage has already been done to many neighborhoods. mandatory evacuations have been reduced in size. they are now just the neighborhood around the williams street park area where i'm at, the rock springs area and the old oakland road area.

even where the water receded a thick layer of mud is left behind in some spots. you still have major problems for homes and cars. >> a lot of people are going to need help. pretty much getting back up on their feet. a lot of cars damaged, >> reporter: city officials are optimistic about the forecast and are now focused on clean-up and recovery. two shelters are still open at james limb high and evergreen valley high school. about 150 people are still using those two shelters. the san jose animal care center is caring for pets right now that officials believe have been displaced by the many dogs and cats have already been reunited with their owners but employees don't know if other animals have owners because they're not mic microchipped. the shelter is also caring for dogs whose owners may need time to get on their feet. they will board an animal for up to ten days. the first 72 hours are free.

after that, it is about $16 a day. >> those dogs look so scared. as matt mentioned, hundreds of vehicles are waking up at red cross shelters this morning. katie utehs spent time at one and now officials are facing new problems. >> reporter: for children, life at the red cross shelter can be fun. >> it's like everything you need. >> reporter: for adults, the situation is more serious. >> these are the people that were hit the hardest, probably. >> reporter: two days in and the red cross has already searching for new places for flood evacuees to stay. james lick and evergreen valley high schools are back in session next week. >> the damage just doesn't go away when the water goes down. >> reporter: and the damage is widespread. >> i was surprised it didn't hit us. >> reporter: andrew brunt feels for his neighbors. >> it's kind of easy to decide to help out a little bit, what i could do anyway. >> reporter: people are dropping off food, water, and clothes. local teams are donating money. the 49ers pledging $20,000 while

the earthquakes are giving $10,000, free trips to saturday's match, and their time. >> any type of distraction, i think, helps, so we've been juggling the soccer ball a little bit, and sharing some stories so it's been good so far. >> it's actually pretty awesome. i even got to play with them a little. >> reporter: what'd you think about that? >> amazing. >> reporter: san jose firefighters answered questions at the shelter. but they don't know when everyone will get back to their homes. in san jose, katie utehs, abc7 news. as katie just mentioned, the 49ers are donating $20,000 to the victims, the earthquakes adding another $10,000. the california water service is also donating $10,000 and the silicon valley autodealers association has pledged $100,000. also starting today, lucky supermarkets is going to be collecting cash donations at all 69 stores in northern california. you can donate any amount when you check out. you can also just grab your smartphone. this just takes ten seconds. text the word red cross to 90999

and that $10 donation will show up on your phone bill. the red cross also does need volunteers. happening today, senator kamala harris will tour oroville dam to survey the damage and the repair work. governor jerry brown made an unannounced visit to the dam yesterday. he thanked officials for their work. the governor also surveyed some of the flooding in the area by air. lake oroville is currently at 80% capacity after continuous water releases. chp mourning the loss now of an officer who died in a crash in sacramento. officer lucas was chasing a motorcycle in south sacramento when he crashed. he died at a nearby hospital just a short time later. the officer was 31 years old. chp's commissioner said his service will forever be honored and never forgotten. he leaves behind a wife and a child. a political fight may be brewing in washington after president trump's reversal on bathroom guidelines for transgender students. >> the administration rescinded federal guidelines that allowed students to use the bathroom associated with their gender

identity. the guidelines were put in place by the obama administration. a spokesperson says mr. trump believes the policies should be decided on the state level instead. house minority leader nancy pelosi says it shows the president cannot be trusted to defend the rights of lgbt students. california's school chief says the rights of students here will be protected. tom torlakson says, california will continue to work to provide that environment for our lesbian, gay, bisexual, and transgender students regardless of any misguided directives by the federal government and the trump administration. a law was passed in 2013 that students have full access to bathrooms and locker rooms in the state of california. let's start with temperatures inland, east bay, look at black hawk, flirting with frost. 33 degrees, i've seen some reports of 33 in walnut creek. we've got 35 here on this report. danville 35, 38 in dublin, some 40s around the highway 4 corridor from pittsburg,

antioch, out towards oakland and discovery bay and also petaluma. look at mt. diablo. that cold air is going to continue to drain so expect a couple more degrees to come down off the temperatures. low to mid 40s from san jose, oakland, san francisco, the entire bay shore out to pacifica up towards novato and then look at nape, 33, some frost forming there or pretty close, santa rosa, definitely some frost forming there. dress warmly this morning and cooler than arch this afternoon. 54 to 56 degrees but soak in all that glorious sunshine. get a little vitamin d if you can. lows tonight even colder than this morning. barely making it to 40 in san francisco. snow pack, look at this. several feet of snow fell again this week. 108% of normal. the snow year is 154%. we've got snow showers, a few inches today, 2 to 4 inches of powder saturday, 3 to 6 inches of powder sunday. here's alexis with a few breezes out there across the bridges.

we're back at 5:14. if you're headed to lake tahoe this weekend, you don't have to worry about the snow. look at this video of highway conditions. you're going to have plenty of it. an accuweather employee recorded nearly 12 feet of snow in some spots. farmers are seeing negative impacts of the rain. standing water in orchards and vineyards could cause extensive

rot damage. fields are just too wet. and that could delay harvest until spring and summer. in addition, many fruit and nut trees are blooming right now, but the rain is damaging the blossoms, which will make pollination difficult. in today's "gma" first look, a stunning new development in the case of two teenage girls murdered in indiana. >> police have released what they believe could be the killer's voice. here's abc's alex perez. >> reporter: the voice is chilling. indiana investigators believe it could help them track down whoever murdered 13-year-old abbey williams and 14-year-old libby german. that distinctive voice, police say, is the killer ordering the girls to move down a hill. the girls' bodies were discovered valentine's day at the foot of a hill near the nature trill in delphi. authorities have been hunting for this man who they call the main suspect in the case. investigators revealing the new

audioand that image call from libby's phone. it's unclear if that voice belonged to the suspect or another man. in her last moments, libby managed to hit investigators hope libby's valiant effort will lead to ape and an arrest. nancy grace weighs in on the case. san francisco making good on its promise to defy president trump's immigration crackdown. hundreds showed up to a meeting last night where immigration attorneys, judges, civic leaders, and activists like actor danny glover, brainstormed ways the city can respond to the expected increase in immigration cases. one plan calls for san francisco to hire immigration attorneys to assist those who face deportation since they're not guaranteed the right to a lawyer. >> if you believe in human rights, if you believe in civil rights, then you must believe in due process rights. >> there are 44,000 undocumented immigrants in san francisco.

91% of them employed. 1500 are currently dedaned tain deportation centers. next thursday, the board of supervisors will decide on whether to hire new attorneys. president trump is delaying a new version of his travel banban,% until next week. mr. trump was planning to issue a new version of the immigration executive order sometime this week. a senior administration official tells abc news the delay is to make sure the implementation will go smoothly t. white house says it is addressing legal issues that caused a federal judge in seat seattle to block the president's original travel ban. >> there's no place in america for hatred or acts of prejudice or violence or anti-semitism. vice president mike pence joined volunteers near st. louis to clean up a vandalized jewish cemetery. vandals toppled and damaged at least 170 head stones. the vice president was in the st. louis area for a factory tour where he also addressed the

recent crimes and threats against jewish groups. a fund-raiser for repairs launched by muslim-american activists and now up to $110,000. we showed you this page at the same time yesterday when it was just at $60,000. the fund-raiser is meant to send a strong message of unity and tolerance. what's happening right now, the spacex dragon has just docked at the international space station. >> i was watching live images throughout the morning for you. those just went down but i can show you this picture of what the process looks like. things going well. spacex dragon cargo ship is there on the iss. it had an attempt yesterday to dock and that did not work. there was an error with the gps system. so it automatically aborted the mission, but today, things went well and the astronauts on board the iss used a robotic arm to actually grab the ship and connect it on to the iss there. the dragon is carrying all sorts of supplies to the iss, and it will be there for about a month.

drinking and driving, of course, never a laughing matter, but we've all seen video of online sobriety checks that just leave us speechless. probably one of them. >> this one takes the cake. watch it. >> get to that ninth step, take your rear foot out. okay. we're done. >> we're done. >> that frustrated officer reached his limit with a woman he pulled over in new mexico and you can see why. she would not stop doing cartwheels during her sobriety test. the officer gave her multiple times to comply. in the end, she got arrested for driving while intoxicated and battery after she kicked the officer during her final cartwheel. >> oh no. the ironic thing is she can't stand straight but she does a perfect cartwheel. irony. >> i can't. >> can't. not today, mike. >> just shaking your head. i like that. good morning, everybody. no cartwheels here. no back hand springs, no

gainers, no nothing, just quiet weather. sunshine. let's stick around. there is some rain in the forecast. i'll get to that in just a second. first let me show you the waning moon there. look at that. you can actually see it because of the lack of clouds. we'll have sunshine but temperatures going to be a little bit below average today and tomorrow. our coldest night is tonight and showers with low snow levels this weekends. one shower, some of the fruit farms there getting a little bit of wetness and we talked about all the showers over the ocean, sliding northwest to southeast and there they are and that's where they're going to stay the next four or five hours and then disappear. saturday and sunday, light showers, up to a half inch is possible but unlikely. flood threat very minimal. in fact, our best chance of seeing the showers will be saturday. you can see it will taper sunday and into monday with just some scattered showers. rainfall amounts right now, identii've taken the lesser of all the models. here's a look at my accuweather 7 day forecast. that's why each storm is 1, light on our storm impact scale.

tuesday, wednesday, finally back in the low to mid 60s with sunshine. that's where we should be. we will take it and taking a look at the roads, we're looking really good this morning. in fact, it's been a long time since we've had this quiet of a start. of course yesterday that was not the case on 101 through san jose. here's 101 at 880. and yes, all lanes are open northbound and southbound. they were able to really open those lanes back up about 11:00 yesterday morning. so no residual delays, obviously. that was a long time ago but no other issues there this morning. we are seeing a slowdown out of the tracy area, down to 1 an hour, 18 miles an hour as you approach altamont pass. nothing blocking. that's just a rough ride as you know. we have just got some terrible conditions for those roads, damaged by all this weather. quick check on the vallejo ferry, no update from san francisco bay ferry on if the gemini will be returning today. that first trip is supposed to happen at 5:30. we'll check drive times coming up next. as you know, the oscars are

happening this sunday but first, before we get to the big show, we want to introduce you to a local teenager. >> you met an amazing 19-year-old. >> such a pleasure meeting alex gomez. she's spent the last seven years or so in and out of a hospital but it hasn't gotten her down. she suffers from crohn's, which is an inflammatory bowel disease. she got involved with bay kids studio kszrds. it's a group that visits hospitals and teaches kids about the art of filmmaking. alex is actually a model student for the organization. she's also an abc7 star and i'm going to tell you what she's working on right now to inspire overs tonight at 4:00 and i hope everyone tunes in because it's incredible to see someone that has a lot to deal with, frankly, and he's 19 but she's taking it owl in stride and she has big goals and i think she's going to accomplish them. >> i can't wait to see it. thanks, jess. next, the seven things you need to know as you start your

hang in there. thanks. kleenex. someone needs one. it is 5:25, these are the seven things you need to know. number one, finally some relief for commuters in the north bay. highway 37 in novato is reopened this morning after flooding closed it for weeks. caltrans hired a contractor to work around the clock to install new pavement and new guardrails. good news for the commute this morning. and number two, everybody else looking okay too. in fact, we don't have any blocks issues to talk about. our heaviest area, of course, westbound 580 out of the tracy area, so tracy to dublin just under an hour. you are in the red. you are up to 56 minutes. number three, all of our flood warnings, expired. well, at least they should be, because all of our creeks, streams, and rivers are below flooding. i'm tracking a few showers along

the coast that will fade away in the next few hours and then sunshine for the next couple days. the future looks bright but just look what the past did. residents in san jose coming home to this. mud filling their apartments. health officials are warning people to decontaminate any that touched the water or throw it away. huge protests erupted in southern california overnight over an officer -- an off-duty officer who fired his weapon during some sort of scuffle with teenagers. no one was actually shot. but the video of the incident went viral and then last night, protesters blocked streets and smashed police cars in anaheim, california. number six, today is your last chance to speak out on a plan to raise fares 4% for golden gate ferries, bus, and paratransit rides. the district faces a $51 million budget gap. the meeting is at 9:30 this morning next to the golden gate

recede. good morning to you on this thursday, february 23, and gosh, we feel for the people in the south bay right now in san jose, inches of mud covering people's homes as they get back and mike, we're starting with another flood warning. >> we've got another flood warning out there lingering but the flood is not happening. we're below flood stage so that's good news. still want to tell you about it because the weather service believes that the flood warning should last until 8:15 this morning but look at the flood stage for mark west creek. it's 55 feet and right now, we're at 54.5. and falling. let's talk about what's going on. you can see scattered showers along the coast. those will be around until 9:00 and then oh, just soak in the sunshine. take a minute this afternoon to stop and enjoy it. it's a little chilly this morning, some frost inland, the 40s around the bay. we'll be near 50 noon, low 50s at 4:00 but back in the 40s by 6:00. let's see if alexis has good news for us. things have been really quiet. the only place really filling in is the bay bridge toll plaza and of course a little slow out of

the central valley too but no major blocking issues. still the morning. those metering lights were flipped on about 5:27 so just a couple minutes ago so that is getting busy and then one other slow spot we've got, westbound 4 a little heavy through the pittsburg bay point area. but nothing blocking to tell you about. really quiet first hour of the commute. we'll talk about mass transit coming up. covered in mud. people in san jose are checking on their homes now and many are finding scenes that are just unimaginable. >> abc7 news reporter matt keller live for us in that mandatory evacuation zone. >> reporter: good morning, reggie and natasha. we are standing in a mandatory evacuation zone. and when you look to the ground, you can see there's no water, no mud. great news here. and as we come over here, we're actually standing next to the coyote creek, which is still within its banks. good news there. we have workers here. they're working on the fiberoptics line to try to get the internet back on for this neighborhood. that is good news.

but in some spots where the water receded, you still have some problems, a thick layer of mud is left behind in some spots, flooded cars lined the streets in the williams street area, brian rodriguez showed us the damage done to his home. the downstairs is slick with mud. furniture is broken. everything touched by flood water is ruined. >> it's muck everywhere. we're going to have to rip out all the sheet rock, might have to pull up the floors. there's lots of stuff that is just -- we couldn't rescue. it's everything, i would say, inside is going to have to be thrown -- ripped out and thrown away. >> reporter: yeah, the water destroyed his backyard remodel but brian is determined to be optimistic. he says he has flood insurance and already has a construction crew ready to go to fix their downstairs. david is staying at a neighbor's house. others are staying at the shelters that are still open at two local high schools. though many people are still uncertain about when they will be able to come home. reporting live in san jose, matt

keller, abc7 news. officials have updated the san jose evacuation map so take a look. evacuations have been lifted in that green area there. that's between coyote creek and 101 north of east santa clara. mandatory evacuations are still in place in the red area. that's along coyote creek south of santa clara. they are also in effect for rock springs and the old oakland road area. at one point, 14,000 residents were under mandatory evacuation. then another 22,000 were under an evacuation advisory. sky7 shows how extensive the flooding is at the south bay mobile home park on old oakland road. 200 units are under evacuation order. pg&e crews were there yesterday assessing that situation. crews are also keeping an eye on a retaining wall that's preventing a lot of that water from flooding the park even more. the director of the san jose emergency operations center says crews are systematically going through the flooded neighborhoods to determine who can safely return. >> there are areas where the

flood waters will not naturally recede and we're going to have to do pumping operations. >> officials say their top priority is assessing when conditions are safe for residents to go back home. >> and if you are going back home, the city has released this checklist of things that you need to know before you do. we have posted this on our news app and abc7news.com and this covers everything from the best ways too clean your home and all your things to what you need to do before you call insurance. >> the red cross is searching for new places for flood evacuees to stay. shelters at james lick and evergreen valley high schools in san jose will close when students go back to school next week. about 150 people spent the night at red cross shelters wlas night. san jose firefighters were at one of the shelters answering questions. they couldn't answer the one that most people want to hear, which is when they can go back home. >> the city has set up the san jose victims relief fund, it will support nonprofit organizations providing immediate and long-term relief

foley. it was still dark outside and foley was wearing dark clothing. he's been with the department for eight years and before that, he was a concord police officer. debate is swirling this morning over the president's recent executive action on the transgender restroom issue. the trump administration lifted federal guidelines that allowed transgender students to use public school bathrooms that matched their generate gender identity. protesters against that move rallied outside if white house last night. transgender teen gavin grim was among the crowd. his fight over restroom access is supposed to be heading to the supreme court. >> no matter what happens, no one, not even the government, can defeat a community so full of life, color, diversity, and most importantly, love. >> the federal law in question known as title ix bans sex discrimination in education. however, its remains unclear whether that protection extends to a person's gender identity. the supreme court could pass on
