too, just a slight delay building westbound 580, tracy to dublin, up to 32 minutes. westbound 4, antioch to concord, just 15 and southbound 101, san rafael to san francisco, you're in the green at 18 minutes. few lingering weather-related issues, we'll talk about this next. as the flood waters recede in san jose, here's what's left. a thick layer of mud that is covering just about everything and that's translating to a whole lot of trash. >> piles of garbage. abc7 news reporter matt keller is live in san jose with what's being done about it all today. hey, matt. >> reporter: good morning, natasha and reggie. it is cold out here this morning. that's just one more factor that people have to deal with here in san jose, especially in these flooded areas as they're trying to get rid of all this stuff but here's some good news. they are going to get some help getting rid of this stuff today off these sidewalks. the city of san jose will be delivering dumpsters to the williams street and the city of san jose will be providing it for those neighborhoods that have been affected by this flooding. the williams street and rock springs neighborhoods. people who live in the flooded

areas can use the dumpsters. san jose fire department will monitor how the process is so they can help out. this has been a difficult process. so many homes need repairs to take care of the contamination and it's unsafe to stay there until that's done. >> it feels bad that -- i mean, this is people's lives and their homes and people are displaced and we've heard that from families and there's children out here and it's horrible. and it really puts it in perspective for you when it's on your street and it's real and it's right in your face and you can't ignore it. >> reporter: the experts say you shouldn't be in the flooded homes until you get the water out and decontaminate everything. it can be really bad for your health. security is also an issue. since i last saw you about a half haru aour ago, see some sae police cars patrolling the area, two parked around the corner from us, and they are keeping an eye on everything. parking enforcement will also be an issue today as they try to deliver those defumpsters to th

curbs. some vietnamese evacuees say the city of san jose is not doing a good job of sharing updates about the clean-up and when they can go home. the city has put out these flyers with information in vietnamese, spanish, and english. volunteer organizations are trying to fill in any gaps and translate information they're getting. >> at this point, it's very stressful right now because they cannot get the belongings, they cannot go into their house and then they have problems getting transportation and stuff like that. and i just hope that this information gets out to >> city council member tam nguyen is asking landlords to suspend rent for three months for the people who have been affected. we have an update on all the animals. abc7 news returned to the area along rock springs drive yesterday where at one point nearly 30 horses and mules were stranded in chest-deep water. well, 12 horses remain on the property this morning with food and water that their owners have

brought into them. now that some of the water has receded, some animal owners are moving them out. all of them should be moved today. happy holly park and zoo says all of their animals are safe but what a mess. officials say the zoo's director made the call to begin flood preparations last sunday ahead of the storm. they're thanking all the staff and volunteers for their efforts and the public for its continued support. donations are needed for expenses associated with moving and housing those animals in temporary on-site shelters. happy hollow is currently closed because of the flood. they hope to reopen next wednesday. we've seen residents and local companies donating to help the flood victims and you can add the san jose sharks to that list. they're now donating $20,000 plus half of their raffle proceeds for three consecutive home games starting on march 9. the red cross certainly would love to get more donations and volunteers. we've created a page on our website with information for all of these resources. you can find it at abc7news.com. well you can see hundreds

turned out to mourn the young man at the center of a bay area cold case. six months ago, calvin riley was shot and killed playing pokemon go at san francisco's aquatic park. his family is taking new action to help track down his killer. abc7 news reporter kate larsen has more. >> our father who art in heaven, hallowed be thy name. >> reporter: six months after someone shot calvin riley in the back at san francisco's aquatic park, his former baseball team, friends and family held vigil at san mateo central park. >> it's a nightmare every day. >> reporter: calvin's father, sean riley, announced that he is offering a $50,000 reward for information leading to an arrest. he wants his son's shooter to hear this. >> you broke my heart. you took my best friend. my everything. you took everything from me. >> reporter: that night was august 6. calvin was playing pokemon go on his cell phone with a friend near ghiradelli square when he

was shot. >> my main goal is to put handcuffs on the perpetrator of this heinous event. >> reporter: u.s. park police also showed up. they're pursuing leads but need more information. >> we're hoping that with the announcement that sean made tonight, offering up a reward, that that would kind of shake some other people to do the right thing, to come forward. >> reporter: calvin's friends are pleading for the same. >> please confess. please. you know what you did was wrong. >> reporter: police are looking for the person of interest in this composite sketch as well as a white hyundai sonata and dark colored vehicle seen near the park the night of the shooting. well it has been nearly three months since oakland's deadly ghost ship fire and a pile of debris from the burned out building is still stacked near san leandro bay. according to sf gate, regional water officials are asking oakland to move to it a landfill or cover it up before the next storm. the debris is not hazardous, it's not evidence, and there's a

minimal cance of it washing into the bay but the regional water agency does not want to take any chances. the city has not said if it plans to honor that request. new developments just in about two police officers shot in washington, d.c., overnight. >> jessica at the live desk, you just got an update. >> i've just learned that those two officers are both conscious and breathing. they have nonlife threatening injuries. one was shot in the leg, the other in the torso. the suspect was kill and had died in the hospital overnight. the police there say they don't know what initiated the shooting. they are looking into that right now. it's still very unclear at this point who shot first, but the big update here this morning is that it looks like those officers will be okay. reggie, natasha, back to you. that's certainly good to hear. thank you. homeland security chief john kelly says there will not be mass deportations hours after president trump described his new deportation policies as a military operation. earlier yesterday, the president told reporters his administration was getting, quote, gang members, drug lords,

and really bad dudes out of this country, end quote. yesterday in san francisco, house minority leader nancy pelosi sat down with people to discuss their concerns. outside the meeting, pelosi described the president's tactics as an example of fear mongering. santa clara county is in a legal showdown right now with the trump administration. it filed an injunction to block an executive order that would strip federal funds from sang ware jurisdictions. they say it's the same as extortion. santa clara county is the first county in the nation to request an injunction. it is part of a lawsuit filed earlier this month over the constitutionality of the executive order. the trump administration has until march 9 to respond. a hearing on the injunction is scheduled for april 5. a recent poll shows most californians are actually in line with president trump's opposition to sanctuary cities. the institute of governmental studies at uc berkeley asked if local authorities should be able to ignore federal requests to hold an undocumented immigrant.

more than 73% said no. 27% said yes. and a golden state sponsored by stanford finds 41% of californians support president trump's plan to end sanctuary cities. 36% oppose, 22% undecided. the bay area is home to seven sanctuary cities, including richmond, san francisco, and santa cruz. a show of support for transgender youth saw more than 100 people flocking to san francisco city hall. >> abc7 news was there last night as the crowd showed its solidarity. this comes one day after the trump administration reversed a federal guideline regarding the bathrooms and locker rooms transgender students use at school. the guidance issued by president obama had directed schools to let students use the restroom matching their gender ident hi, we talked about how it would be even colder this morning. there's the proof up to 9 degrees colder, so dress possibly even warmer than

yesterday. we're freezing cold right now in dublin, san ramon, danville, and we're really close in places like lafayette at 33, we've got pleasant hill at 34, along with pleasanton and also livermore and brentwood, antioch about 35 right now. 40 in oakland, san carlos, 41, san francisco 43, it's colder than that everywhere. pacifica and hayward, 39 degrees, 36 in san jose, and freezing 32 in santa rosa. highs today about 53 at the coast, 55 to 57 for the rest of us. and tonight, you can see a few showers out there, not quite as chilly as this morning, still a lot of mid 30s to low 40s. look at the snow pack. 191% of average. no snow today. great time to get up there while the sun is out. a couple of inches of pow pow, some powder for saturday and sunday. i was looking at those traveling conditions too. much better today than yesterday. so maybe get away friday here. checking the bay area conditions, we do have a closure

here for marin county if you're trying to travel between sausalito and the golden gate bridge, alexander avenue is closed since monday and that is due to a mudslide. they have extended that. they're saying they're now going to need at least through march 4. that will be closed to vehicle traffic. the bike trail and pedestrian trail is open, but they're saying you could see delays up to 30 minutes while those crews are working and just in case you were hiding under a rock yesterday, state route 37 is fully open between 101 and atherton. i was actually hiding under a rock so thank you. jimmy kimmel admitted to me he is feeling the pressure as we approach the oscars. i'm going to tell you the mistake that he says he's already made in preparing. >> what? >> yeah. >> not possible. and do you know this couple? a photographer happened to catch a photographer happened to catch an amazing proposal outside the

as flight clean-up continues, there's an effort to make sure local leaders are able to predict and prepare for this kind event in the future. technicians from the u.s. geological survey dangled high over coyote creek collecting data. the creek has never been this high since they began measuring in 1991. all the water caught emergency managers off guard and one factor that made matters worse, a lot of debris that's been building up in that creek. >> every couple years, you get some flows and it will wash all that stuff away. five years of drought, it's

built up over time. now it's a real problem. >> the flooding did wash some of that debris away with some of the monitoring equipment normally used to keep an eye on the creek level. new this morning, we're hearing from senator kamala harris after she toured the damage at lake oroville. she also met with water officials there. they briefed her on how the emergency spillway became eroded. our conversation afterwards led to the bigger issue, the state's infrastructure. >> part of the reason that i was there was i wanted to just see firsthand, being the, you know, at the core of the courtroom prosecutor that i am, i needed to see the scene for myself. so i can go back and fight for california's need for infrastructure support and resources. >> this senator also tweeted this, saying, in part, we must take action to address the billions of dollars in infrastructure repairs we face. in today's "gma" first look, one of america's biggest

unsolved mysteries may have been solved after more than a decade. >> reporter: in this morning's "gma" first look, it was an unsolved mystery in the south that made headlines across the country. the disappearance of 30-year-old tara grinstead. she was a high school teacher and an experienced beauty pageant contestant. in 2005, she went missing after watching a pageant and having dinner with friends. more than a decade went by with no answers for her family. but this morning, this man, seen here in his first court appearance, is now charged with murdering her. authorities say that ryan alexander duke broke is into her home in october of 2005, robbed and killed the teacher with his bare hands and then hid the body. he has not yet entered a plea and coming up at 7:00 a.m., nancy grace weighs in live. abc news atlanta.

>> hopefully still happily married. >> they could have kids. >> maybe things have changed. >> i want to see the end of that story. okay, mike, how's it look this weekend? looks pretty nice a. lot nicer than what we dealt with earlier this week. here's a look at santa rosa. i want to zoom in on the charles m. schultz airport because that's where we have 3/4 mile visibility reported. mark west station road, anywhere within the inventorvicinity, yo going to find reduction of visibility. pretty quiet on the embarcadero. traffic moving around on those dry streets. mainly bright, cooler than average again today. accuweather highlight, cold showers begin tonight through monday, not a washout, and dry and seasonal highs will be a little bit warmer next week. storm impact scale is a 1, light for tomorrow. saturday night into monday, those light showers, less than 1/4 of an inch. but look at that snow level, down to 2500 feet and the possibility of hail or even graupel for saturday's showers. they begin at about 11:00 tonight, so as you're winding down your evening, these are starting up but as we get up in

the morning, notice they kind of fade away and then as we head into the afternoon hours, another chance of showers, especially over higher elevations, they fall apart for sunday and then sunday night into monday, another round of chilly showers rolls on in and those will linger through the morning commute. some of us will have some slick spots. then the sun comes out and so do the low to mid 60s. alexis, you have a new accident? i do on the richmond-san rafael bridge t eastbound side, though. typically a little bit lighter than the westbound side this early in the morning and it's just before you get to the toll plaza so a vehicle flipped over on its roof in the middle lanes right now. that driver is out of the vehicle so hopefully that means they are okay. fire, ambulance, everybody heading to the scene right now. we're showing the westbound side here, that traffic coming towards u.s. it does look like we have flashing lights on the eastbound side but i can't tell if that's related to the crash or just road work. quick drive times.

on live doppler 7. it is frosty cold. especially in our inland, deepest valleys so watch out for that. 37 around the bay, 40 at the coast, 12 hour day planner, a lot of 50s from noon into 4:00, low to mid 50s and then back in the 40s at 7:00. now clear lake is still flooding. we'll give you an update on that and take a look at freezing cold temperatures next. good morning, mike and our biggest issue right now is a rollover crash in richmond so this is the westbound side of 580. here's the eastbound side and that's the side that the crash is on. it's actually just past the richmond-san rafael bridge so east of the toll plaza there. you can see some flashing lights. i've seen several emergency crews head through this parking lot, pull the u-turn and head to the scene. little bit of a delay there if you're coming off the mid spab and heading into richmond, that is starteding we'll take a look at drive times coming up. brace yourself, b.a.r.t. riders, because b.a.r.t. is

considering raising prices and cutting service. >> this seems hard to believe, doesn't it, because often, the trains are so packed, but b.a.r.t. says ridership is actually falling. abc7 news reporter amy hollyfield live for us at the dublin pleasanton station. >> reporter: good morning, reggie. we aren't hearing any support here at this station for cutting service. in fact, these early morning riders say they need more trains, not less. but b.a.r.t. says ridership is down. you may see crowded trains, but they say they need more people to ride, that ridership is down 4% on weekdays and even more on the weekends. so b.a.r.t. needs to find ways to make more money or spend less. that's where the ideas of a fare hike or starting service at 5:00 a.m. instead of 4:00 a.m. come in. but some riders say that would really be tough on them. >> it would mean that i would have to drive all the way

that would make things harder for everyone coming out of the central valley. yeah. >> reporter: bay area residents will already be paying b.a.r.t. more money from their property taxes, an average of $35 to $55 more a year. that's because of the bond measure that passed in november. that money is earmarked to go toward improving b.a.r.t.'s infrastructure, but that isn't going to be enough, b.a.r.t. now saying it needs more money. all of this comes when b.a.r.t. customer satisfaction is 20-year low. amy hollyfield, abc7 news. not surprised at all, amy, that's not going over so well this morning. thank you. it is garbage day in flood affected san jose, and when we say garbage day, we mean families having to throw out much of what they. >> the same thick layer of mud that covers streetsz also covers their homes inside and out. abc7 news reporter matt keller is live for us in san jose. >> reporter: good morning, natasha and reggie. since i last saw you, parking compliance officers have been out in this williams street

neighborhood and they're enforcing these signs, these tow-away no stopping signs, basically they don't want you parking on some of these curbs from 4:00 a.m. this morning to 4:00 p.m. tomorrow and now, you can see why. look at all this junk on the sidewalks here, the toxic flood waters ruined almost everything it touches. experts in the clean-up business say this is dangerous work. first they have to pump out the water from the homes and then clear out the debris. >> it's highly con tomtetaminat. i'm seeing oil, paint, toilets are flooded out so there's tons of sewage. personal protective wear is mandatory out here. respirators, so we're attacking it as a hazardous waste. >> reporter: i've heard this a lot while out here. let the professionals do their job. being in the homes that were flooded can be bad for your health. a lot of people are staying are friends and families until they can clean up and do repairs but if you are parked on the street in knethese neighborhoods, thes

officers have been going up and down this road here, they want to -- they will come by and they say they're going to knock on doors to let you know if your car is parked on the street, but if you're not home, they will tow your car but here's the good news this morning. if they do tow your car, they're not going to charge anyone for it because obviously they know this is a difficult time for these people here in this neighborhood. reporting live in san jose, matt keller, abc7 news. people who still need overnight shelter will be able to move to the alum rock youth center starting today, right next door to james lick high school which will will closing its shelter along with the shelter at evergreen valley high. both of those need to close to get ready for students to come back to class on monday. evacuees could be out of their homes for weeks or months. officials admit it may be tough for everyone to find a place to stay short-term in this tough housing market. >> tomorrow the city is opening a local assistance center at shirakawa community center on lucretia avenue. this is going on a multiagency one-stop shop for evacuees

a man walking his dogs found the bodyaround 5:30 p.m. they're trying to determine if it's the body of a young woman who crashed her car into the creek along niles canyon last month. the sheriff's office has notified the family of 18-year-old jada jenkins about the discovery. numerous searches were launched to find her body. the body appears to have been in the water and exposed to the elements for some full-time. federal immigration officials are shooting down claims this morning that they duped santa cruz police about the real intent of a recent raid on gang members. homeland security says police were told in advance they would detain any foreign nationals encountered in last week's raid in that sanctuary city. they deny the police chief's claim that the raids intentionally targeted undocumented immigrants. the chief says his department was misled. >> this is violated the trust of our community and we cannot tell you how disappointed we are by the detrail of the department of homeland security. we will not collaborate with law

wednesday in the parking lot of the santa rita jail in dublin. he suffered serious head trauma and died from his injuries in the hospital yesterday surrounded by family. foley was with the alameda county sheriff's department for ten years. before that, he was a concord police officer for 30 years. those who knew him say he was full of energy. >> from what we hear from his supervisors, even though he was 60 years old, he ran circles around these young kids. >> foley's funeral will take place next week. law enforcement officials from all over the country are expected to be there. a homeless man claims that he tried to warn oakland police about a man killed in a standoff with officers and now he's considering suing the city. patrick reddick has hired a prominent civil rights attorney. he was sleeping in his car three days before police shot and killed jesse enja he say enjaian shot his car several times and called him a

racial slur. reddick goes on to say officers detained him instead of enjaian. >> they didn't go make no contact with him and they brought me back to the person that just attempted murder on my life. he's looking out the window at me. >> last friday, enjaian shot at police cars and was killed during a standoff with officers. oakland police say they are now conducting an investigation into reddick's incident. happening today, governor brown is holding a news conference to announce additional action to bolster dam safety. the governor's office says mr. brown is also looking to improve flood protection and the state's crumbling transportation and water infrastructure. governor brown visited damaged spillways for the first time since an emergency evacuation was ordered 12 days ago. the governor got a firsthand look at the work that's being done. today's announcement is scheduled to begin at 11:00 a.m. at the state capitol in sacramento. unfortunately, flooding continues in clear lake near lake port flood stage, 9 feet,

hour-by-hour look coming up next but first a traffic alert with alexis. that is that rollover crash in richmond. i want you to take a look at this camera. the westbound side is coming towards us, check out the eastbound side there on the right-hand side of your screen. yeah, we've got a significant backup starting to build. sounds like the far left lane is blocked there, just east of the toll plaza and that is that rollover collision. so no word on injuries yet. i do know that the driver actually is out of the vehicle at this point so that's a good sign. but they just issued a sig alert for that, so that means basically they're not sure how long these lanes are going to be blocked. here's a look at that on our traffic maps, it's not really significant backup yet but i do think this will get worse if that is blocking for the next 30 minutes or so. hopefully not any longer than that. in the meantime, we've got a new problem, southbound 880 just before decoto road. a multi-car crash right lane blocked there. drive times in less than

wednesday night. 26-year-old alberto was arrested in sacramento just before noon yesterday. he faces three felony charges for evading vehicle theft and resisting arrest. a memorial tribute was held for officer lucas chellew who died after crashing his motorcycle in south sacramento. yesterday, a ceremonial bell ringing was held at the chp academy in west sacramento. it marked the end of watch for the 3 is-year-old officer. chellew leaves behind a wife, a son, and a daughter. a 13-year-old boy is free this morning. the boy was arrested in anaheim on tuesday prompted a violent demonstration. police arrested two dozen people. the demonstration sparked by a video showing the off-duty officer confronting and firing a shot at a group of teenagers. you see the video here. he claims they were cutting he claims they were cutting across his

no one was hit by the shot. the officer says he heard one of the teens say, i'm going to shoot you. the boy claims he was actually saying, i'm going to sue you. both anaheim and los angeles police are now investigating the incident. caitlyn jenner not so happy with the president this morning. she wants to have a chat with him after he lifted protections for trans youth. >> this is a disaster and you can still fix it. you made a promise to protect the lgbtq community. call me. >> caitlyn jenner came out as transgender in 2015. in the video released last night, jenner says to trans kids that she's confident they will eventually get the protections they need nationwide. caltrans crews are taking advantage of the good weather to fix roads damaged by storms but one issue we wanted to sort out, who's actually responsible for the damage to your car from one of these big potholes. chp tells us if you run over the

pothole and it's covered with water, you are not at fault. but if you run over a pothole that is not under water and your car is damaged and chp responds, they will classify it as a collision and your insurance company can take points from you. what should have been a sleepy, relaxing ride home in a lyft car from sfo turned into a life or death emergency. fortunately for the lyft driver, his passenger, who you see there, was a a doctor from san francisco general hospital. dr. nwando olayiwola had been sleeping but woke up when the driver opened his window and seemed in distress. this was on interstate 80. the doctor recognized the man was having a heart attack. she told the driver, pull over, she called 911 as well as the driver's wife and in minutes paramedics arrived and took him to the hospital. >> i thank a lot. she did best. >> when i told my kids the story, they said, mommy, you're a hero. i feel like i was doing what a good doctor would do.
