richmond bridge. >> but just in the last 30 seconds, it cleared. so yeah. get to deliver some good news here. so we are improving but i do want to show you where this was. it was eastbound 580 on the richmond side of the richmond-san rafael bridge and the last time i showed you this camera, we were pretty stacked up so that's for folks heading east just past the toll booths there and that was just a line of break lights so they just released this a couple moments ago as i told everyone at the desk and i want to zoom in and show you this. little less than 2 miles for that delay so we definitely have some stop and go traffic that's still hanging around. i think sing it's pretty early and we have friday light volumes, that will shift out of there pretty quickly but we'll take a look at that coming up. let's check in with meteorologist mike nicco. >> good morning. good news from here. live doppler 7, bone dry, hardly a cloud out there right now. so let's take a look from sutro tower. you can see just how clear it is. your 12 hour day planner, it's freezing cold in some areas, 29 to 44 degrees, noon into 4:00,

low to mid 50s under mostly sunny conditions, these temperatures well cooler than average. grab a coat if you're heading out this evening, 41 to 48. i do have some showers in the weekend forecast. we'll talk about that next. as the flood waters recede in san jose, you can see a thick layer of mud that's covering just about everything and that's translating into a whole lot of trash. >> abc7 news reporter matt keller is live in san jose with what's being done today to get rid of piles of garbage. >> reporter: good morning, natasha and reggie. it is really cold out here. this is just one more factor to people here in san jose are having to deal with in these flooded neighborhoods but here's some good news. they're going to get help getting rids of all this stuff that is now piled up outside on the sidewalks. the city of san jose will be delivering dumpsters to the williams street and rock string spring neighborhoods this morning. san jose fire department says they'll monitor how the process is going so they can continue to help out. this has been a difficult time for people. so many homes need repairs to

take care of the contamination and it's unsafe to stay there until that's done. >> and it feels bad that -- i mean, this is people's lives and their homes and people are displaced and we've heard that from families and there's children out here and it's horrible. and it really puts it in perspective for you when it's on your street and it's real and it's right in your face and you can't ignore it. >> reporter: yeah, experts say you shouldn't be in the flooded homes until you get the water out and decontaminate everything. it could be really bad for your health. back out here live, parking enforcement has begun in a couple flooded neighborhoods. this person has arrived and they're checking on this green vehicle right next to it. it is parked in a no-parking zone for today because they're going to be delivering those dumpsters there. however, they do say that if you are parked here, they tow you, you are not going to be charge. they understand that everybody is going through a very difficult time right now and may not have access to their vehicles as well. so they are out here so if you can, avoid parking on the curbs

because eventually your car will be towed. reporting live in san jose, matt keller, abc7 news. some vietnamese evacuees say that the city of san jose is not doing a good job of sharing updates about the clean-up and when they can go home. the city has put out flyers with information in vietnamese, spanish, and english. volunteer organizations are trying to fill in any gaps and translate information that they're getting. >> at this point, it's very stressful right now, because they cannot get the belongings, they cannot go into their houses and they have problems getting transportation and stuff like that. and i just hope that this information gets out to them. >> city council member tam nguyen is asking landlords to suspend recent for three months for people affected by the flood. we have an update on the animals that you have been asking about. abc7 news returned to the area along rock springs drive yesterday where at one point nearly 30 horses and mules were stranded in chest-deep water. 12 horses remain on the property this morning with food and water their owners have brought into

them. now that some of that water has receded, some animal owners are moving them out. we're told all of them should be moved today. the red cross would certainly love to get donations and volunteers. we've created a page on our website with information for all of those resources. you'll find it at abc7news.com. the father of a 20-year-old college student was gunned down near ghiradelli square is now offering a reward. family and friends of calvin riley helped make the announcement last night. he was shot and killed six months ago while playing pokemon go. his father says every day without his son is a nightmare and had these words for the gunman. >> you broke my heart. you took my best friend. my everything. took everything from me. on that night. >> police are searching for a person of interest seen in this composite sketch. they say they are following leads but they do need more

information. riley's father is now offering a $50,000 reward for any information leading to an arrest. it's been nearly three months since oakland's deadly ghost ship fire and a pile of debris from the burned out building is still stacked near san leandro bay. now, according to sf gate, regional water officials are asking oakland to move it or cover it up before the next storm comes. the debris isn't hazardous, it isn't evidence and there's a minimal chance of it washing into the bay but the regional water agency doesn't want to take any chances. the city has not said if it plans to honor that request. take a look at this photo. menlo park police are trying to identify this man. he was found near santa cruz avenue on san mateo drive february 18. he suffers from memory loss and doesn't know where he lives. he thought he was on his way to visit his sister in modesto. anyone who thinks they know him should call menlo park police. homeland security chief john kelly says there will not be mas deportations.

hours after president trump described his new deportation policies as a military operation. the president told reporters his administration was getting, quote, gang members, drug lords, and really bad dudes out of this country, end quote. yesterday, in san francisco, house minority leader nancy pelosi sat down with people who represent and work with undocumented immigrants in the bay area. they were discussing their concerns. outside the meeting, pelosi described the president's tactics as an example of fear mongering. santa clara county is in a legal showdown with the trump administration. it full-timed an injunction yesterday to block an executive order that would strip federal funds from sanctuary city. they say the president's action is the same as extortion. santa clara county is the first county in the nation to request an injunction. it is part of a lawsuit filed this month over the constitutionality of the executive order. the trump administration has until march 9 to respond. a hearing on the injunction is scheduled for april 5.

this just coming into our live desk. jcpenney says it will close as many as 140 stores nationwide along with two distribution centers in texas. 6,000 employees will lose their jobs. 6,000. penny's says it will offer buyouts to some of those workers, though. the company says it will cost them $225 million upfront but will eventually save them $200 million annually. the cuts come as brick and mortar stores like penney's face more pressure from online retailers. in fact, its stock has already fallen about 2% in pre-market trading this morning so we're keeping an eye on that, especially as the stock market opens this morning. pg&e facing criticism this morning for violating government rules. what wasn't happening with many of its employees. attention, muni riders. attention, muni riders. changes are

31 hayward, fremont 38, san jose 35 and freezing cold in san ramon, 32. highs today about 55 to 57 under a mostly sunny sky. 53 at the coast but not as breezy as yesterday and our lows tonight will be in the mid 30s to mid 40s but notice some scattered showers. i'll give you an hour-by-hour look at those coming up next. here's alexis with hopefully a pretty good update. we don't have a traffic alert anymore on the richmond side of the richmond-san rafael bridge and it's eastbound 580 that is still in recoverkey mode. that's where we have that flipped vehicle blocking the left lane. for probably, i'd say, about 45 minutes or so. that was a fairly quick clean-up and checking out that drive time there, about 23-mile-per-hour average and it's stop and go for just under 2 miles. i think we're going to see some big improvement in the next ten minutes or so. live look at the bay bridge toll plaza. that is slow as usual. we've had those metering lights on since 5:28 but overall, it's been a pretty quiet morning. check on drive times coming up next. pg&e has confirmed it

it is 6:15. this was certainly not a pleasure cruise. quite the wild ride for the crew of a tanker ship off the coast of norway this week. their ship came pretty close to being grounded, pushed by huge waves after it lost power. it's 852 feet long. it was stranded for more than a day before it was finally towed to safety. look at that thing going back and forth one crew member was hurt in that incident. five others were evacuated by helicopter. we are hearing from senator kamala harris after she toured the dam at lake oroville. she also met with water officials there. they briefed her on how the emergency spillway became eroded. our conversation afterwards led to the bigger issue, the state's

infrastructure. >> part of the reason that i was there was i wanted to just see firsthand, being the, you know, at the core, the courtroom prosecutor that i am, i needed to see the scene for myself. so, i can go back and fight for california's need for infrastructure support and resources. >> the senator also tweeted out, in part, we must take action to address the billions of dollars in infrastructure repairs we face. if your commute takes you through concord, listen up. big traffic changes start a week from monday. and they include getting rid of left turns on to side streets along the stretch of clayton road. the time that green lights stay green on this stretch of clayton will also be shorter. these changes will be in effect weekdays from 6:30 a.m. to 9:00 a.m. the aim is to prevent commuters from trying to by pass the backup business cutting through the residential neighborhoods. muni officials plan to roll

diminishing just a little bit but the threat is still out there through about 9:00, especially on elevated surfaces. check out the colors in what's left to the waning crescent moon out there. isn't that absolutely gorgeous? mainly bright today and cooler than average. cold showers tonight. all the way through muonday, there's a chance, dry and seasonal. next week with highs in the mid 60s where we should be. tonight through tomorrow and again sunday night into monday ma morning, those are our two best rounds of scattered lights showers but the snow level down to 2500 feet. all starts about 11:00 tonight so if you're heading home, there may be a stray shower or two. may even see some snow. but notice by 8:00 in the morning, it's gone. and then the sun starts to irritate the atmosphere, adds a little buoyancy. sun goes away, there go the showers, all the way through sunday. nothing until we get to about 10:00 and then up in the north bay, you can see some showers that will roll through sunday night into monday morning's

money. abc7 news reporter amy hollyfield is live at the dublin pleasanton station. >> reporter: hi, natasha. the idea of cutting service is not popular out here at this b.a.r.t. station. these early morning riders telling us they don't know what they would do if service started at 5:00 a.m. instead of 4:00. now, b.a.r.t. says you may think that ridership is fine because you see crowded trains, but they're saying that the ridership is down 4% during the week and even more on the weekends. so, revenue is going to come up short. 15 to $25 million below what they expected. but riders say instead of starting service later, they should be going in the opposite direction. >> it would impact me that i wouldn't get to work on time. it's already fairly expensive. i think enough people ride it to where they could run it even earlier. i don't understand why they would need to run it later. >> reporter: b.a.r.t. is already set for an influx of money. property taxes will be going up to an average of $35 to $55 a year and that money is set to go

toward b.a.r.t. infrastructure. that's from that bond measure that voters passed in november but b.a.r.t. says it still needs more. transit officials will be asking riders this spring what they think, what would work for them, based on what i'm hearing out here, they're going to get an earful. reporting live at the dublin pleasanton b.a.r.t. station, amy hollyfield, abc7 news. i have no doubt. amy, thank you. it is garbage day in flood-affected san jose and when we say garbage day, we are talking about families that have to throw out much of what they own. >> the same thick layer of mud that covers the streets also covers their homes, both inside and out. abc7 news reporter matt keller is live in san jose. >> reporter: good morning, natasha and reggie. since i saw you about a half hour ago, there was a green vehicle that was parked right here on the curb. they have no parking signs, tow away zone signs all along this side of the road here on 19th street. that car has been towed. they want to make room for these dumpsters that are going to be coming in and they are going to

be delivering them there. we have another tow truck here that is driving along. they'll be looking for more vehicles along the street here so if you are parked where there is a no parking sign, my advice, the tow trucks are out right now so you want to move it and make sure that your car is somewhere where there's not a dumpster that's going to be delivered. here's all the stuff they're going to be putting into that dumpster. the toxic flood water ruined almost everything it touched. experts in the clean-up business say this is dangerous work. first they have to pump out the water and then clear out the debris. >> it's highly contaminated. you know a lot of people i'm seeing oil, paint, you know, toilets are flooded out so there's, you know, tons of sewage. personal protective wear is mandatory out here. respirators. so we're attacking it as a hazardous waste. >> reporter: yeah, something i've heard a lot out here, let the professionals do their job. being in the homes that were flooded can be bad for your health. lot of people are staying with friends and family until they can clean up and do the repairs

but if you are parked down the street in these neighborhoods and they do tow your car to make room for the dumpsters, don't worry, you will not be charged. all you have to do is call the city and they will tell you where your car is at and you will not have to pay for it. people who still need overnight shelter will be able to move to alum rock youth center starting today. that is next to james lick high school. they will be closing the shelter along with evergreen valley high. they need to close to get ready for students to come back to class on monday. evacuees could be out of their homes for weeks, even months. officials admit it may be tough for everyone to find a place to stay in this tough housing market. tomorrow the city is opening a local assistance center at shirakawa community center on lucretia avenue. it's going to be a multiagency one-stop shop for people who need help. advocates, insurance providers and emergency experts are going to be there. that center will be open from 9:00 to 4:00 this weekend and

8:00 to 6:00 on weekdays. if you would like to help the flood victims, it's very easy to dae nate. all you have to do is pick up your phone and text the words "red cross" to 90999. that will automatically make a $10 donation and it will show up on your phone bill. the red cross also needs volunteers. so for information on how to apply and how to donate, go to our abc7 news app or our website at abc7news.com. happening now, the alameda county coroner's office is working to confirm the identity of a female body found along a fremont creek. authorities say a man walking his dogs found the body along alameda creek around 5:30 last night. they're trying to determine if it's the body of a young whom who washed her car into the creek last month. the sheriff's office has notified the family of 18-year-old jayda jenkins about the discovery. you may remember numerous searches were launched to find her body following this crash. officials say the body appears to have been in the water and exposed to the elements for some

time. federal immigration officials are shooting down claims this morning that they duped santa cruz police about the real intent of a recent raid on gang members. homeland security say that police were told in advance they would detain any foreign nationals encountered in last week's raid in that sanctuary city. they denied the police chief's claim that the raids intentionally targeted undocumented immigrants. the chief says his department was misled. >> this has violated the trust of our community and we cannot tell you how disappointed we are by the betrayal of the department of the homeland security and we will not collaborate are law enforcement agencies that we ourselves cannot trust. >> federal agents say ten suspected gang members were arrested in raids in santa cruz, daly city, and watsonville. another 11 detained for immigration violations. ten of them have been released. law enforcement agencies across the state are mourning the los of a sheriff's deputy.

he was accidentally hit by a prisoner bus driven by a friend and colleague on wednesday at the santa rita jail in dublin. he died yesterday surrounded by family. foley was working to put his son through college and had been with alameda county for ten years. before that, he was a concord police officer for 30 years. those who knew him say he was full of energy. >> from what we hear from his supervisors, even though he was 60 years old, he ran circles around these young kids. >> foley's funeral will take place next week. officers from around the country are expected to aend. a homeless man claims he tried to warn oakland police about a man killed in a standoff. patrick reddick has hired john burress. she was he was sleeping in his car. that was near 98th and las vegas avenues. reddick citizen enjaian shot his car several times and called him a racial slur.

officers ended up detaining him instead of enjaian and took him to police headquarters for questioning. >> they didn't make no contact with him and they brung me back to the person that just attempted murder on my life. when they brung me back to my car, he's looking out the window at me. >> last friday, enjaian shot at police cars and was killed during a standoff with officers. oakland police say they are conducting an information into reddick's incident. governor brown is holding a news conference to announce additional action to bolster dam safety. he also wants to improve the state's crumbling transportation and water infrastructure and better protect residents from floods. he visited the damaged spillways for the first time since the emergency evacuations 12 days ago. today's announcement is scheduled for 11:00 a.m. at the state capitol in president trump busy tweeting already this morning and this time, he is calling out the fbi. saying this, the fbi is totally unable to stop the national security leakers that have

permeated our government for a long time. they can't even find the leakers within the fbi itself. classified information being given to media that could have a devastating effect on u.s. find now. and this all comes one day after reports of the fbi refusing the white house's request to knock down recent trump/russia stories. his latest tweet is this. i will be going to cpac. and that conference already underway. the conservative political action conference in maryland, and donald trump, president trump, expected to speak at 7:20 our time later this morning. i haven't seen him yet. not sure if he's there quite yet but he will be speaking laiter. back to you. all right, let's talk about what's going on clear lake. still flooding. flood stage 9 feet, still at about 10.5 and it's going to continue to flood until about 2:00 sunday. now the showers we have this weekend will not add to the stichgs. they'll be too light and

flip over to the traffic maps and show you how much green we've got on all out of traffic flows this morning. very few slow spots to talk about. there you go, there's that stack-up there awes you approach the bay bridge toll plaza and those metering lights but honestly, all those inbound routes there, if you're coming through berkeley and emeryville from oakland on 580 or 880, that's not as typically congested as i would say monday through thursday. quick check of mass transit. the only issue is with capital corridor. train 520 is about 17 minutes behind schedule due to train traffic. so hopefully that's not going to turn into a big issue. i don't think it will. we'll check on drive times coming up. a lyft driver suffers a heart attack on interstate 80, the passenger he was lucky enough to have in the backseat. and it's hard to forget this pothole video. oh, we showed you earlier this week. week. wh

welcome back. new details, chp has arrested this man who investigators say a now fallen officer was pursuing in a high speed chase on wednesday night. 36-year-old alberto was arrested in sacramento just before noon yesterday. he now faces three felony charges for evading, vehicle theft, and resisting arrest. a memorial tribute was held for officer lucas chellew who died

in south sacramento. yesterday a ceremonial bell ringing was held at the chp academy in west sacramento marking the end of watch for the 31-year-old officer. chellew leaves behind a wife, a son and a daughter. two police officers are in a hospital this morning after a shooting in washington, d.c.. the officers were investigating an unrelated shooting last night when they had some sort of confrontation with the gunman. there was an exchange of gunfire. one officer hit in the torso, the other in the leg. the suspect shot and killed. authorities say the officers' injuries don't appear to be life tleptening. a 13-year-old boy arrested after an encounter with an off duty l.a. police officer is free this morning. the boy's arrest in anaheim prompted a violent demonstration. police arrested two dozen people. the demonstration was sparked by a video that showed the off duty officer confronting and firing a shot at a group of teens he shot at a group of teens he claims cut across his

>> no one was hit by that shot. the officer says he heard one of the teens say, i'm going to shoot you. the boy claims he said, i'm going to sue you. both anaheim and los angeles police are investigating this incident. and now breaking news from the abc7 live desk, sky7 overhead right now of a big investigation happening near the area of ban croft area and jennings street in san francisco. that's the bay view. we do have reports that someone was shot. no word on the condition of that person. we believe it may be a female, but all of this very preliminary reports coming into our news room. there are multiple ambulances there on scene. you do see an investigation underway right now with police in that area, so if you live in the bay view, you do want to avoid that intersection of ban croft avenue and jengings. again, several police will right now investigating what looks to be some sort of rv trailer. we are working on getting more details. we will of course have updates

dr. nwando olayiwola had been sleeping but woke up when the driver opened his window and seemed to be in distress on interstate 80. the doctor recognized the man was having a heart attack. she called 911 as well as the driver's wife. in minutes, paramedics arrived and took him to the hospital. >> i thank a lot. she did the best. >> when i told my kids the story, they said, mommy, you're a hero. i feel like i was doing what a good doctor would do. >> and we should mention that lyft driver moved here after serving u.s. forces in afghanistan as an interpreter. he is back home grateful and recovering in modesto. who are these people? a bay area photographer is asking that question, sharing that photo on social media. it shows a couple getting engaged in san francisco. >> very nice. want to give you a closer look. angie wilson posted it on her facebook page. she took this two years ago, december 4, 2015, at the palace of fine arts. she was just out for an

here's a look at golden gate bridge. really pretty sunrise as mike said. it is chilly this morning so there is a chance you may have to scrape your windshield when you're heading out to work or school this morning and possibly a little bit of ice forming on the roadway as well in the north bay. i know we had some reported north on state route 29. today, we do have just a little bit of fog there. just north of santa rosa, so it's just want you to use caution, black ice is possible this morning. westbound # 2 near edge water boulevard, reports of a new crash. i'll have more details on that coming up next. not too much in when i walked up here and drive times looking great through walnut creek just slight delays out of the central valley. caltrans crews are taking advantage of the good weather to fix roads damaged by the storms, one issue we wanted to sort out, who's responsible for the damage to your car for the potholes. chp tells us if you run over the pothole and it's covered with water, you are not at fault but if you run over a pothole that is not under water, your car is damaged, chp responds, they will
