i am carolyn tyler. thank you for joining us on this sunday, february 26th. let's start with a quick look at the weather with our meteorologist, lisa argen. >> good morning to you. yes, it's cold out there. you are right. live doppler 7, nice and clear. we're in between cold weather systems. one has pushed to the south and you may have noticed a few showers yesterday and another is on the way. that one will allow for evening showers again, but we will start out with clear and frosty conditions from 33 in lafayette, and 34 in pleasant hill. 36 in brentwood. as you go closer to the bay, still chilly. 40, hayward and 44 in the city. sun coming up at 6:44, and we will have plenty of it, and by the afternoon, we will have a few more clouds enter the north bay. when will this chilly air go

away? it's in the out look. in fact, it's in the next 48 hours and we will talk about spring-like warmth coming up in our next segment. the chp is looking for a person that shot and killed a man on highway 4 in antioch. after 9:00 on the eastbound lanes near hillcrest avenue. officers say the victim was in a blue toyota solara. the suspect drove off and there's no details about that person or the car. the investigation shut down all eastbound lanes near the scene for about three hours. in east palo alto, three people are in critical condition this morning after a police pursuit and crash. that chase ended at bay road on university avenue just before 8:30 last night. the authorities say a car hit a tree going 70 miles per hour with five suspects in the vehicle. a young girl suffered minor

injuries and a man in the car refused treatment, and again, three people in critical condition, and all five are in custody. police have not said yet what led to the chase. now to the recovery efforts in san jose after floodwaters moved in. inspectors are making progress clearing homes and allowing more people to return. the city says about 1,300 homes remain restricted. in the williams street park neighborhood three homes have been red tagged because of structural damaged, they will have to be fixed or rebuilt. the mayor says he will hold a public meeting to discuss the city's response, admitting that a clear failure led to the flooding and a delay in evacuations. >> we're very focussed on recovery this weekend. next week we are going to be turning to focus on how we fix this going forward. >> volunteers have helped clear streets and homes but there is much more work that needs to be

done. abc 7 news reporter, sergio quintana has more on the damage that remains. >> reporter: this is the first day many residents in the rocks springs neighborhood were able to get into their homes since the flood. >> a big mess. >> reporter: they are shocked by the damage left by the coyote creek floodwaters. they are confused about what happened to all the chemicals they were warned about that were in the floodwaters, and his neighborhoods are wondering who will help pay for everything they lost. >> my neighbor's car is all messed up. they can't do it no more. >> i think we should have had some kind of warning, you know, a day before, just to let people know you got to get your stuff, you got to get your family, and

get out of the house. >> reporter: some residents are lucky they live on the second floor. this man's family escaped the flood but still can't go home. >> we don't know when we can come back here, until the city looks at the electrical, water, gas or whatever. >> reporter: these residents are still trying to absorb the scale of the disaster, and as few begin to clean up it's clear they may not be able to move back into their homes anytime soon. there are many ways can you help the flood victims. the red cross made it easy, text the words "red cross" to 90999 to make a $10 donation, and that shows up on your phone bill. the red cross also needs volunteers to make sure you can help, go to our abc 7 news app or abc 7 news.com. a sonoma county woman recovering after spending friday

night trapped inside her car after plunge into austin creek, and she is alive thanks to a new water team and her own survival instincts. lonny rivera has more on the heroic rescue effort. >> reporter: rolled over once and landed on its wheels in the creek, and then was carried 20 feet. >> reporter: the water rescuers responded to this emergency. a subaru stuck in the austin creek, and inside this car a 67-year-old woman managed to stay above water in the backseat with her dog for eight hours. >> she was relieved and very calm. >> gabe and cory are part of a newly trained water rescue team. they use this equipment for the first time in a real-life situation. >> we got a life jacket on her, and then if we were to head towards the far side of the creek there was less current and it got shallower and shallower

and we walked across. >> the circumstances worked in the driver's favor, and emergency crew said the victim handled it well by remaining calm. >> the woman was suffering from hypothermia and russian river paramedics transported her to the hospital in this ambulance. >> we just got done with our training and this happened and it was meant to happen, and an awesome feel pregnaing. >> happy to help, and pleased to know their training was put into good use. in sonoma county, abc 7 news. santa rosa police are investigating a double homicide with the deaths happening across town from each other. officers were called to a home on valley center drive yesterday morning where they found a man dead. these pictures are from the santa rosa press democrat.

a short time later they found a woman dead at a home on glen brook just four miles away, and police are saying those two crimes are connected. they have not explained how. neighbors say police arrest add man prowling outside the same home on glen brook on friday morning. it's now been nine months since a 15-year-old bay area girl was kidnapped as she walked to school. abc 7 news was in vallejo yesterday afternoon as family and friends gathered at interstate 780 and home maker's avenue, and that's where she was last seen as castro pulled her across the overpass. he died in a shoot-out with police near santa barbara. pence's family says they are hoping somebody knows something that can help find her. >> if you know anything speak up. think of this if this was your

loved one, how would you feel? >> crime stoppers are offering a $1,000 reward for any information that leads them to pearl penson. if you think it's colder than it has been, you are right. it is. temperatures are below freezing in parts of the bay area, and we are going to stay cool through the morning. temperatures are mildest in san francisco, and 44 there, and 34 in san ramon, and 32 in santa rosa a couple chilly days before we finally work up, dry out for the extended outlook. that's just a few minutes away. also ahead, a pickup plows into a crowd of parade spectators in new orleans injuring more than two dozen people. why authorities say they believe it was not an act of terrorism. the oscars are just hours

spectators watching the parade. 21 of the 28 victims have been hospitalized, and five in critical condition. they range in age from 3 or 4 years old to adults in their 30s and 40s. a police officer is one of the injured. >> when i heard the impact over here, i seen the truck hit the people on the ground coming through the crowd, and they ricochetted off of one car to another when they hooked a hard left, and that's when he hit all the people, a crowd over here, and people -- everybody was just trying to help one another, trying to get them to make sure everybody was all right. >> police say the driver appears to have been very intoxicated. they do not suspect terrorism. human error may not have caused a self-driving uber car to run a red light. last year a dashcam raw caught the uber camera blowing through a red light during testing in san francisco.

uber blamed the incidents on human error and suspended the employee who was riding in the car for not stepping in to prevent it, and now two other uber employees told "the new york times" that mapping programs that failed to recognize traffic lights in the city are to blame, and a federal lawsuit filed last week an auber engineer of stealing those from a different program. abc 7 news was in half moon bay as a congresswoman, jackie speier, held a town hall yesterday. many of them wanted her to know they are concerned about what will happen to their health insurance under president trump's administration? >> people throughout the country are speaking up about how the

affordable care act saved their lives. it's not going away. it can be improved and we will work on improving it and will resist any republicans trying to undermine it. >> this was her sixth town hall since president trump's election. in the north bay more than 2,000 people pack spwaed into a auditorium to request questions and share concerns about their future health care, and tim boyle shared this video. two hosted the event and will take the stories they heard back to washington. and then the annual gop convention, and party leader are going over there strategy for the coming years, and discussing issues like health care and

temperatures in the 40s in the city, but, boy, we have numbers at or below freezing. 42 downtown, and it's 40 oakland, mt. view and san jose, and from mount tapl, 33 in livermore. finally from the east bay hills camera, we are in the 30s and 40s through noontime. it will be sunny. we will see increasing clouds this afternoon starting from the north bay working their way south. the showers arrive, and the late afternoon and to the evening hours, so it's going to be another cold day today, tomorrow, but the end is in sight and spring is in the air. i will have the accuweather 7-day forecast coming up. president trump has fired another shot against the media, as the democrats elect a new party chairman. chuck severson has all the latest from washington. >> reporter: guess who is not coming to dinner? president trump has stiffed the

several academy awards tonight swept the spirit independent awards yesterday. took home six awards including best feature, best directing and best screen play. this beach side show in santa monta is held the bay before the

oscars and recognizes films made for less than $20 million. from the best to the worst, the razzies went political this year. it hands out sarcastic awards for the worst movies and actors, and the secret history of the democratic party earned worst history and director. one critic said this doesn't even qualify as properly executed propaganda. "batman versus home several awards. it's certainly cold out there, and temperatures dropped below freezing in the north bay, but look at this beautiful shot here where san francisco sits at 44 degrees. the sun officially up in just a

let's check out sports. the warriors clinched a playoff birth for the seventh straight year. they are heading east to begin a long five-game road trip, and they will be in philadelphia tomorrow night. last night the warriors beat the brooklyn nets at oracle arena, and here's larry beil with highlights in this morning's sports. >> good morning, everybody. kevin durant missed his first game of the season for the warriors out with a sore hand, but steph curry helping a fan win 5,000 bucks during a time-out. steph, i can use help with the mortgage there. and first quarter, clark up the court, and steph curry, slash, dubs by four after one quarter. final seconds, first half. steph, three and a foul so another four-point play.

but the bulk of the day will be dry for you, and looking at our winter weather advisory in the sierra nevada, 4 to 8 inches over the passes and the winds will be gusty with this vigorous little system. so looks calm out there, and the sea breeze will kick up later today. 40, oakland, mountain view and san jose. and 42 in san francisco. look at this beautiful shot from mount tam, where it's so frosty out there. early this morning there was frost on the windshield and you will have to scrape if you are headed out early or certainly add another layer, or wait a little bit, and it's going to stay cold for a while. the delta 36, as well as livermore, and concord at 37. a couple things going on to bring more energy to the north coast here from sonoma. a little down through the central coast right on through the afternoon. that means the possible sneaker waves and risks of being swept

away if you get too close out there. from the golden gate bridge, yes, it's clear, and a nice start to the day, although i am sure you would like it warmer, and that's on the way but not in the short term. we will have a cool and northwesterly flow, still cool air on tuesday, and then milder weather as we get into the middle of the week and end of the workweek. stuck in the cool pattern where it's somewhat sunny throughout much of the day. a few increasing clouds. numbers just in the 50s, and as we look at san jose as an example, still cold, because tomorrow will drop down a few degrees, and then warming up into the 60s. feeling like spring. one system to go, and it's a 1 on the storm impact scale. you will notice increasing clouds, 2:00 or 3:00, and then showers move in through the evening and stay with us through your monday morning, and looking
