abc 7 news. back to you in the studio. >> that's what we've been discussing all morning. the mechanics of how that occurs. because the envelope is supposed to be for, obviously, the best actress category, which the best actress got. she was holding it. how is it possible there would be another envelope? >> right. you know, so here's how it was explained to me. you have to excuse the noise behind me. they're cleaning up out here. it was explained to me that, basically, there are two representatives from pricewaterhousecoopers. those two people are the only ones who know the actual winners. they are on one side of the stage. two envelopes on either side of the stage. that's all that we know. we don't know how exactly the other envelope came back there. >> got it. >> there are people on both sides of the stage. maybe there was a mixup. you know, they did have a -- i don't want to say they had a backup plan in place, they

didn't expect this to happen. apparently, they said if something like this happens in past interviews, they were going to be quick to act. they acted as quickly as they could to correct the wrong. >> you know -- >> unfortunate that the people from "la la land" had already given their acceptance speech for it. >> they're more gracious than any of us would have been. thank you for the explanation. >> pricewaterhousecoopers released this statement. we sincerely apologize to moonlight, "la la land," warren bette, faye dunaway and oscar viewers for the error. they're investigating how this could have happened and deeply regret that it occurred. they go on to say, we appreciate the grace with which the nominees, the academy, abc and jimmy kimmel handled the situation. celebrities have been reacting to the mixup all night. >> jessica, what are you seeing

at the live desk? >> dozens of celebrities taking to social media to talk about the moment. i want to start with jessica chastain. saying, i'm also sad for the "moonlight" crew. i wish they had the full experience of winning best pic without the awkwardness of it all. i think a lot of people feel the way she does. director m. night shyamalan saying, i wrote the ending of the academy awards 2017. jimmy kimmel, we really got them. pretty funny there. comedian billy crystal saying, amazing ending. wish that had happened on election day. not afraid to get political. a lot of the stars who were at last night's show probably still sleeping right about now. i'll be tracking reaction throughout the morning. back to you. >> jessica, thank you. host jimmy kimmel said, quote, somebody screwed something up. for once, it wasn't him. he said a famous face in the audience helped him get things back on track. >> i didn't know what to do. denzel washington starts pointing at me and barry, the

people and no one was hurt. the city of san jose is expected to announce the price tag on the damage from a devastating flood that hit the city more than a week ago. three homes were red sttagged the mayor spent yesterday with volunteers in the rock springs neighborhood. he said landlords are responsible for making sure the properties are safe for tenants to move back? >> we'll be on them with code enforcement to make sure they fix what needs to be fixed. it'll be a lot of work and we're preparing for that in the days ahead. >> the city plans to ask for state and federal aid tomorrow. victims, it is easy. donate $10 to the red cross. just text the word "red cross" to 90999. the charge will show up in your phone bill. happening today, officials will stop the water flow from oroville dam for workers to remove debris at the base of the

spillway. it needs to be cleared so an underground hydroelectric plant can resume operation. officials shut it down because they thought the debris would harm the machinery. the water level has been reduced by 60 feet since february 12th, when nearly 200,000 people were evacuated for fear an emergency spillway could fail. >> announcer: now your accuweather forecast with mike nicco. >> we have issue with flooding at another lake on theest wi ew side. the flood warning continues until wednesday because flood stage is 9 feet. we're at 10.25. still having issues with flooding there. temperatures, we're around 41 in glen park. 46 in ocean beach. low to mid 40s if you're coming into san francisco or waking up here. 44 around richmond and belmont, walnut creek, daly city, 41. here's what's going to happen this afternoon.

it will be partly cloudy to partly sunny from south to north. we'll have a little more cloud cover across the north. temperatures around 57. a little cooler, 50 at the coast. you see the rain that rolled through. san jose and 880, wet. early showers are possible. most of those are fading away. there's another chance they may redevelop near the coast. we'll keep an eye on that for mass transit. if you're on the water, the bay, pretty dry. the breezes will be light. let's look at other aspects of the morning commute. here's alexis. >> good morning, mike. it was coming down pretty good when i came in this morning. definitely had the wipers on. you can see, yeah, we still have puddles, wet pavement on the san mateo bridge. westbound 92, wide open at this early hour. we don't have any significant incidents to talk about so far. a few spots starting to fill in, including westbound 580, tracy to dublin, 35 minutes. still in the green. southbound 680, dublin to mission boulevard, 15 minutes. 85, highway 101 to cupertino, 16

>> announcer: a live desk update. >> announcer: from abc 7 mornings. new this morning, five north korean security officials have been executed all because they gave false reports that angered leader kim jong-un. that is according to the south korean spy agency operating in that country. they were reportedly killed off with anti-aircraft guns. all of this is coming as malaysia is investigating the death of kim's half brother, kim jong-nam. south korean spies think it may have been the north korean leader that ordered the assassination of his own family member. but i want to make sure to tell you that is still unclear this morning. those are initial reports from that spy agency. we'll continue tracking the story. natasha, back to you. >> thank you. 4:42. new this morning, it sounds like black friday, perhaps the opening of a new "star wars" movie. people standing in long lines across the south bay.

>> this is no hollywood premi e premiere. it is the post office. kate larson is live in san jose to explain this one. >> it is the post office at 4:45 in the morning. if you can believe it, some of these people have been lined up since 2:00, 3:00. there's about seven or so people here, and they tell me this is one of the shorter lines they've seen of late to get passports. a lot of this, the lines at p s passport post offices here in california and across the country have come after president trump's immigration order. a lot of the folks you see in line have actually come to the post office to try to get their passports. there are too many people in line. usually the offices can only process about 20 to 30 new passports or passport renewals. the folks i've spoken to in line tell me they're trying to renew passports for ordinary trips. there's a lot of anxiety caused across the country because of the president's immigration order. we'll talk more about that in our next hour. reporting live in san jose, i'm

kate larson, abc 7 news. back to you. >> thank you so much. a senior administration official says president trump is going to sign a new immigration order and do it by wednesday. tomorrow, he is going to address congress. controversy over the recent death of a navy s.e.a.l. >> reporter: the grieving father of a fallen navy s.e.a.l. is wanting to know more about the secret mission in yemen that killed his son, ryan oewens, t the white house calls a succes to owens said he didn't want to meet president trump at the airport when his son's body returned home. >> returned from an amazing visit with a great, great family at dover, and it was something very sad, very beautiful. ryan, a great man. >> reporter: his message now to the commander in chief, don't hide behind my son's death to

into the event to welcome to nation's governors. takata is expected to plead guilty to a criminal charge. it is going to agree to a $1 billion penalty for concealing a deadly air bag inflater problem. the inflaters can explode with too much force, spewing shrapnel into drivers and passengers. at least 16 people have been killed worldwide and more than 180 hurt. the company agreed last month to plead guilty to one count of wire fraud. three executives also were indicted on charges that they falsified test reports. some of the money is going to be distributed to victims and their families. drivers, get ready to pay more at the pump. it is predicted prices will go up as much as 80 cents between now and memorial day. production has decreased, leading to higher prices. according to aaa, the national average price of a gallon of average price of a gallon of regular gas is 2.28,

right now. rain in coyote heading for morgan hill. walnut creek, rain at 2:15 to 2:30 this morning, maybe a little sooner than that. it is still wet there. straight showers possible today. cooler than average. it'll be dry starting tonight with cooler nights on the way and warmer afternoons. next chance of rain returns on sunday. we'll keep a storm impact scale on this because there are spotty, light showers. most of us won't see anything. the flurries will hang in the higher places. 5:00 to 6:00, still down to the south. then we'll look to the north. you can see mendocino coast, showers may stray to the rest of the bay. 99% of us, pretty quiet. by 7:00, it is almost over. during the overnight hours, may be some over the ocean. tomorrow, most of us are going to be dry. let's take a look at what's going as far as the rainfall potential. you can see once we get through this morning, there's pretty much absolutely nothing. let's talk about the

temperatures tonight. even colder. we're going to have freezing temperatures in the north bay, santa rosa at 32. a few in the san ramon valley. san jose, 39. low 40s around richmond, oakland, san francisco. look at the warming trend. low to mid 60s by thursday and friday. low 60s saturday. the storm potential for sunday. we'll keep an eye on it. not a guarantee right now. we could use some days of dryness. alexis? >> it feels like forever since we've had that many suns in a row. we'll definitely take it. starting off quiet for the commute this morning, as well. getting the work week started, not bad here. i want to take you into the alameda area. the webster tube was closed from oakland. 10:00 p.m. to 4:30 a.m. the work is wrapped. the same thing tomorrow night. wednesday night, the posey's turn. golden gate bridge look here. dense fog in parts of the north bay. you're looking okay once you make it to san francisco.

>> announcer: the abc 7 storm impact scale. today's storm is level 1. that means light rain. keep an umbrella handy and drive safely. track today's storm any time on the abc 7 news app. download it now. it is 4:54. fans are mourning the death of actor bill paxton this morning. he died following complications from surgery over the weekend. paxton appeared in several blockbusters over his career, including, terminator, apollo 13 and titanic. probably best known as a storm chasing weather forecaster in "twister." 200 real-life storm chasers look part in a choreographed tribute last night. they spelled out his initials, bp, using gps coordinates across tornado alley in oklahoma and kansas. new this morning, an influential doctors group is beefing up warnings how marijuana could harm teenagers.

more parents now think it is okay for kids to use pot. the group warns that our brains continue to develop until our early 20s and frequent pot use can alter regions affecting memory and the ability to plan. some of the changes could be permanent. the report says today's marijuana is more potent and potentially more risky than the drug some parents used when they were younger. i love bill paxton as chet in "weird science." >> i forgot about that movie. i watched that so many times. >> he was such a -- he was mean. he did it so well. i'm going to miss him. good morning, everybody. here's a look from the east bay hills camera. let me tell you about the temperatures today. anywhere between 6 and 9 degrees below average. everything is blooming. it is supposed to feel like spring but not quite there yet. you see the heaviest rain around los angeles and san diego. we have some snow showers around yosemite and tahoe. then we get a break until more snow showers on sunday.
