and novato. up and down 101. you have to be careful. it is not going to lift until 9:00. here's a look at golden gate, where it is wet from the showers that rolled through. we're going to be partly cloudy. 38 to 44 this morning. low to mid 50s from noon to 4:00 and back in the 40s at 7:00. a stray shower possible in your 12-hour day planner. more on the commute, alexis. we have sky 7 flying this morning. they are hanging out above the bay bridge toll plaza at the hoemt. if this doesn't convince you to car pool, i'm not sure what will. of course, the two outside lanes are the car poolers flying through. everybody else is paying the cash and the fast track there. not so much. that is backed up through the maze as usual. honestly, nothing unusual about this. this is a typical weekday commute. definitely is filling in. mike mentioned, we also have pretty dense fog in the north bay. we have a minor collision in the area. i'll talk more about that coming up in less than ten. >> thanks, alexis. price waterhouse cooper, the people who handle the envelopes at the oscars, are taking the

fall for the biggest mistake in the show's 89-year history. >> many of you saw it live. the wrong film announced as winner of best picture. kristen zee is live in hollywood with a look at an eventful evening. >> oh, that's one way to put it, natasha and reggie. we were all watching, having a good time. until that point, the show had been going along swimmingly. it was fun, frivolous and light hearted. suddenly, the biggest stunner ever. nothing like this has ever happened in oscar history. the academy says the wrong winner has never been announced before. >> there's a mistake. "moonlight," you guys won best picture. this is not a joke. "moonlight" has won best picture. "moonlight," best picture. >> first, they said "la la land." then later, "moonlight." wow. backstage, emma stone said she took her best actress card, you

know, the one that had her name with her when she got off stage. apparently, there are two identical cards. it is clear that somehow, the second emma stone, best actress card, was given to warren beatty, who gave it to faye dunaway, who assumed, that must have been "la la land," best picture. wow. pricewaterhousecoopers has a lot of investigating and explaining to do. this certainly was the talk of the town. even host jimmy kimmel spoke up about the mishap after the show. listen for the first time. >> somebody screwed something up, and it wasn't me for once. thank god. i mean, you know this could easily have been me that everyone is pointing the finger at. >> it was an amazing thing to hear "la la land." i think we all would have loved to win best picture. but we are so excited for "moonlight." >> i thought everybody handled it really, really well. especially the people from "la la land." they were so gracious. it turned out to be okay. >> wow. everybody was so gracious about

"la la land" was best picture for 2 minutes and 35 seconds before the mistake was caught and announced. really, what is interesting, the pricewaterhousecoopers folks said before in interviews that because they have the two people on either side of the stage, if any mistake happens, they can

we'll have more on his win in a few minutes. >> definitely worth waiting for. we are following breaking news in the east bay. a fire left more than two dozen people homeless this morning. >> abc 7's amy hollyfield is live on the scene for a close call for some of the people inside one apartment. amy? >> hi, natasha. i have an update for you. within the last half hour, the red cross says it now has a shelter set up for these fire victims at cal east bay. the hayward campus. it's been a very long night for the victims. be 1 peop 31 people not being allowed back inside their homes because there is no gas or electricity. they've been standing out in the cold for hours trying to figure out where to go. firefighters kept the fire to one apartment home but others have some water and smoke damage. again, the gas and power have been shut off. that's why no one can go back inside. residents tell us the red cross couldn't hand out hotel vouchers for all the people. they started working on sets up a shelter. fire victims say they waited for five hours in the cold.

the children staying warm in cars. it's been an emotional experience. >> it is a delay. it is cold. and some people are frustrated. besides that, i've never been in this kind of situation, and i don't know what to expect. so i'm just taking it for what it is. >> one man moved his kids inside just within the past half hour as the apartment manager opened up some vacant units. this fire happened around midnight at the wiki apartments in hayward on lund street. firefighters rescued eight people, including a man from a wheelchair. everyone was out okay. a spokesman from the red cross told me it takes a while to set up a shelter. they usually will bring a bus to the scene so people have a place to sit and get warm. they're looking into why it didn't happen here. live in hayward, amy hollyfield, abc 7 news. part of the golden gate bridge is about to get a makeover. how our famous fog is forcing a facelift. plus, the red carpet was

partly cloudy and cool today. isolated sho ed shower is likel this cold, unsettled air mass sits on top of it. it'll bring us dry weather and modify to warmer temperatures. storm, it tries to sneak into sunday. that's all going to so say most of us will see nothing but showers and flurries are possible at the higher elevations. the coast, we'll see some and across the north bay through the morning and into noon. from noon to 5:00, some of these develop over the north bay and can slip across some of the rest of our neighborhoods. with a snow level at 2,500, 3,00, we could have snow on the higher peaks. not a lot of moisture in the storms. when they go through the overnight hours, they push to the coast and stay there. in fact, look at the rainfall potential from the scattered to isolated showers. hardly anything. not a big deal. but just want to let you know if

because, as you can see here, the post office can only accommodate 30 passports a day, whether it is a new passport or a renewal. there has been a rush at these passports here in the northern california area and all across the country. some people are acontributtribi to president trump's immigration plan. others attributing it to the fact it's been ten years since a new law was enacted that you need a passport to get to canada, mexico and the caribbean. everyone is trying to renew those ten years later. i spoke to a woman who has been trying all year to get her family passports to visit her sick father in canada. >> it is frustrating because i'm not trying to go far. and my dad is a canadian. my mom is an american. i have no choice. like, this is -- i have to do this. i want to get there to see him. so it is very -- i'm frustrated. and i had a pretty big breakdown the day that i went, because i

couldn't take the rejection again, of not getting another passport. >> i think this is kind of crazy. it seems like it wasn't like this a couple year ago. from last year, it has been like this. >> so the post office doesn't open here until 9:00 a.m. again, just from my count, maybe a few more spots open here at the passport office on branham. if you do need a passport, best to get in line early. the folks at the front got in line at 2:300 this morning. also, it's been hard to get through to the passport offices and they're not able to make appointments for a month or two from now. live in san jose, kate larson, abc 7 news. >> thank you. the city of san jose is expected to announce a price tag on the damage from a devastating flood that hit the city almost a week ago. more than 1300 homes are in need of repair. three were red tagged in the william street park area. the mayor spent yesterday with volunteers in the rock springs neighborhood. he says landlords are

jimmy kimmel. i've been keeping track of his twitter account. he has been tweeting about several big moments but not the mistake at the very end of the show. in fact, the last thing he sent out was a tweet that says, good to keep the audience buzzing. there it is there it is on the screens. i watched the video, not including the awkward moment at the end of last night's show. i have also been keeping an eye on the academy's twitter account this morning. nothing from them yet either about the big mistake. reggie and natasha, back to you. >> interesting. maybe they haven't heard about it. okay. we are tracking breaking news for you. different subject. this is a fire at an apartment complex in the east bay. >> it left dozens of people looking for a new place to stay. abc 7's amy hollyfield is live in hayward. amy? >> hi, natasha. we're waiting for daylight, when pg&e will come out and work to turn the power back on.

until then, 31 people are not allowed back inside of their homes. it was a long, cold night for those fire victims as they waited for word on where they could go. the red cross can't give hotel vouchers to more than 20 people. these victims had to wait for a shelter to be set up. that took about five hours. people were standing in the parking lot. they were stashing their kids inside cars to keep them warm. residents were upset. some were frustrated. even the fire department said this did seem unusual. >> it did seem like it took a little bit longer than expected, but you know, we got it taken care of. we got them coffee and doughnuts and plenty of blankets. >> one man took his kids from the car just after 5:0 th0 this morning and walked them into vacant units the manager opened up for them. the fire started at 1:00 a.m. on lund avenue at the tiki garden apartments in hayward. firefighters rescued eight people, including a man in a

wheelchair. everyone got out okay. they kept the fire to one unit but others have water and smoke damage. no idea what started the fire. the red cross is looking into why a bus wasn't brought out to give everyone a place to stay warm while waiting for the shelter, now opened at the cal east bay campus in hayward. amy hollyfield, abc 7 news. >> glad they are okay. amy, thank you. a mud slide is presenting crews from going in and repairing a damaged pipeline that cut water service to 90 people. abc news was on morgan territory road where the slide happened saturday. crews can't get to work untilsld the road is closed and left 250 residents with one way out. bottled water has been trucked in. there are two water stations set up 24 hours a day until the problem is fixed. one is on leon drive, south oft slide. the other is on the north side, a mile past marsh creek road.

president trump is expected to sign a new order on immigration on wednesday. he is also preparing to make his first address to congress. it happens tomorrow night. as demand growing for an investigation into a special operations raid in yemen. it was approved by president trump less than a week after he took office and cost the life of navy s.e.a.l. ryan owens. the father says the government owes his son an investigation. john mccain is criticizing the characterization that the raid was a success. >> when you lose an airport and, more important, american life is lost and wounded, i don't believe you can call it a success. >> the white house is facing demands for a special prosecutor to investigate any ties between president trump's campaign and russia. by the way, president trump's address to a joint session of congress is tomorrow night. you can watch it here live at 6:00 p.m. on abc 7. let's get to mike nicco. we started with dangerous driving conditions in some places. how is it looking right now,

mike? >> the fog is lifting in santa rosa but is flooding is still around lakeport on clear lake until at least wednesday. current flood stage, i should say the flood stage is 9 feet. the current stage is 10.25. we saw it drop a little this is a look the lick observa. they got snow and it moved on. look at the sunshine developing, moving across the bay bridge now. stray shower possible. cooler than average. dry, cool nights. warmer afternoons on the way. chance of rain returns but not until sunday. today's storm is a 1. most of us won't see rain. spotty, light showers and some flurries in the highest peaks. i'll show you where i think it'll happen. 7:00, quiet. look off the coast to the north bay. that's where we'll have the best chance through noon. then showers develop across the north bay and some of those may stray to the rest of the neighborhoods until 7:00. then they'll fall apart.

overnight, we'll have a chance of showers along the coast. hardly anything measurable falling from these. up in the sierra, this is lake tahoe where we have snow showers this morning. just like us, they're going to be pretty dry the rest of the week until snow showers on sunday. here's our accuweather seven-day forecast. cooler than average tomorrow. back in the 60s wednesday through saturday. a little cooler with the rain possible sunday. alexis? i want to take you to sky 7. they're over the earlier incident we showed you. 101 near woodside. this is on the peninsula there in redwood city. we had the five-car crash blocking the left lanes. now it is partially blocking the on-ramp from woodside. sky 7 is zooming back, showing a delay on some of the ramps. the main line is starting to improve, however, you're stop and go from state route 84. there is a backup on the dumbarton bridge side, as well. with the vehicles on the shoulder and a tiny bit of the ramp blocked, i think we'll improve very quickly at this
