pilot of the small plane tried and failed to start the engine twice before taking off after the rain has stopped. everyone onboard is believed to be related and to a family in san jose. lyanne melendez is live in san jose with more. >> reporter: well, we know so far that the teenager onboard was not from this school. the school district telling us that all of the students returned home safely on a bus. now, they were, according to the district, they were competing at a cheerleading competition, if you will, at disneyland. now, we were able to confirm through neighbors that the people onboard that cessna 310 that came crashing down were associated with at least one member of the cheerleading squad. three people were killed when a plane registered to a san jose man crashed about 24 hours ago after leaving riverside municipal airport. now, according to the national transportation safety board, two

women, also onboard, managed to survive but they remain in the hospital. the plane clipped one house, crashed into a second and a third house was engulfed in flames. now, no one on the ground was hurt, and that is incredible. the ntsb just started its investigation and is talking to witnesses. they will look into if whether or not there were engine problems since it appears that the pilot had problems starting the engine, according to a few people who saw him take off. >> the airplane itself is in -- it's in quite a few pieces, spread over a debris field. it spreads about 100 feet. maybe 150 feet. >> reporter: now, the union school district told us that the principal has been on the phone with parents who want more information on the victims, but of course the district will not release those names until they are made official. >> assuring people we're there, what can we do, how can we

support you, and we don't know for sure. and not knowing is frightening to people. >> reporter: now, there were counselors at the school today available to the students. an early report on the investigation should be made available in about a week and a half. now, we're told that the final report will take a little bit longer, about a year. i'm live in san jose, lyanne melendez, abc 7 news. >> thanks very much. some more information on this terrible tragedy, a federal investigators of course in riverside investigating this plane that crashed with the san jose family onboard. again, three people killed, two women survived, in serious condition. laticia juarez from our sister station in los angeles has more. >> reporter: investigators continue to look through the charred wreckage of yesterday's deadly airplane crash, while a mile away, an owner of a cafe at the municipal airport was still in shock. she was one of the last people to see the pilot an his four

passengers. >> i was so worried even the last moment they left, why they are leaving. >> reporter: she said the pilot appeared worried. earlier she said he had attempted to take off three times in heavy rain. when the weather cleared, they left her cafe, but pennington said something with the plane didn't look right. >> the back of the tail of the airplane, the complete back went down like this, you know. i asked one of the pilots a couple of minutes ago and then they say, no, that's not normal for an airplane. >> reporter: this home surveillance video captured the moment it fell out of the sky. >> it was just flying and it did an awkward tilt and then went straight down. >> reporter: jonathan cortez and his father were on their way home and ran to help. his father, juan, said one of the victims from the plane crash had already been pulled from the home. >> i think she say my daughter, my daughter. that's only what i hear. >> reporter: he and others ran into the home but heavy smoke and flames pushed them out. as the plane went down, it

clipped a chimney and smashed into dave swinford's home. >> i was sitting there and all of a sudden, boom. man, that's not right. the next thing flames were shooting out. >> reporter: the plane crashed directly into his next door neighbor's home. the family with three young children were not home at the time. he said he was lucky to escape with a minor burn to his arm. >> it would have been 15 feet over, it would have landed on me, you know, but it didn't. >> that was laticia juarez reporting. we'll continue to bring you updates on our abc 7 news app. download it for free and we'll send out push alerts as we get new information. new details on a deadly southern california bus crash. today investigators identified the person who died in that crash was a san rafael woman. a bus slammed head on into 55-year-old christina kerry's subaru outback yesterday. it happened in rural san bernardino county. 26 people were hurt, 9 of them critically. investigators don't know why the

bus driver crossed the double yellow lines. police are also trying to figure out what caused a driver to plow through a san francisco coffee shop. it happened this afternoon at this cafe on clement street. the sedan stopped with the front end all the way inside the cafe. no one was hurt. a man was rushed to the hospital this afternoon after falling off a roof. it happened at this house at 21st avenue where workers were installing a new roof. police say the man that fell suffered moderate injuries. he's listed in stable condition tonight. the accident is being investigated by cal osha. berkeley has red tagged an apartment where a couple and their cats died in january. this is video from when it first happened. investigators say carbon monoxide exposure killed roger and val morash. however, the source of the gas has still not been identified. berkeley side reports the building's owner will have to bring in a contractor to determine if the unit is safe.

san jose police are looking for three men seen robbing a series of convenience stores. the men enter the store in pairs with one pointing a rifle at the cashier. they all happened last october in the space of one hour. two of the victims were physically assaulted. the robbers are between 18 and 29 years old. they fled with stolen cash in a white or gold-colored suv. san francisco school officials are looking to increase security at a school where four students were hurt during a shooting last year. this is video of the shooting from october 18th at june jordan high school. tonight the board of education will consider installing a remote-controlled lock and security camera at the front of the school. victims of the flooding in san jose are getting a bit of a break when it comes to paying their utility bills. just an hour ago, city officials held a flood recovery briefing saying san jose water has extended the payment grace period by eight weeks and pg&e is also giving flood victims a little extra time.

>> our utility partners have graciously agreed to provide grace periods,xtended the due d0 days. >> starting tomorrow the assistance center will open later until 8:00 p.m. for the rest of the week. the city plans to close that center on saturday. san jose today made it official, declaring a state of emergency to help victims from the flood. the city of also says they're about to release nearly $1 million in donations. >> which will obviously help. david louie is live at city hall with that really great news, david. >> reporter: well, the previous mayor used to like to say san jose operates at the speed of business. the current mayor and council are extending that concept to the people who have gotten hard hit by the flood. the red cross, the salvation army, catholic charities and sacred heart community services will all help get money to the victims.

the mayor and councilmembers know the plight of flood victims. they have been out there helping to clean up and offer help. at today's council meeting they launched a number of initiatives to speed up recovery. the first was to proclaim a local emergency so the city can seek state and federal disaster aid. the city is gearing up to release the nearly $1 million in contributions raised so far. it will be channelled through four nonprofit groups to screen applicants, manage their cases and provide much-needed cash for clothes and other necessities lost to floodwaters. >> they just need help. we want to know when they're going to get help, how much money are they going to have to spend out of their pocket. >> reporter: the mayor says he keeps working the phones to raise more money because even $1 million won't be enough. the city is also going to work with landlords. the owner of a five-unit building seeks help with permits. >> let's streamline this thing so that we can get our buildings back in shape and the people can move back in again. >> reporter: the council is going to waive permit fees and a

hearing march 9th is to hear from flood victims. many claim warnings to evacuate came late or not at all. the city wants to fix problems so it doesn't happen again. the mayor says helping victims remains priority one. >> we will continue fund-raising in the help that we can help as many people as possible. >> reporter: in san jose, david louie, abc 7 news. and there is some big changes at anderson reservoir in santa clara county as a result. you remember anderson reservoir was so full that it flooded coyote creek, bringing it above flood stage and that is what caused some of the problems and all the flooding in san jose. water pouring down the spillway last week. this here is from today. for the first time in days no water flowing from the spillway. the reservoir is at 100% of capacity. anderson dam doesn't meet earthquake safety standards and must be kept at no more than 68%

of capacity. now here's another product of our heavy rains, another big pothole in a bay area freeway. you can see it here from sky 7. it's on northbound interstate 680 and the mission boulevard in fremont. here's an up-close black and white picture of the pothole taken by a chp officer. the mission on-ramp will be closed until approximately 7:00 tonight so crews can finish the repairs. i have hit so many of these as we all have since all this rain. >> it's like ouch every time, right? joining forces, san francisco reaches out to mexico to ease fears of immigrants worried about being deported. trees and pesticides. one group says they don't mix and should be banned. reaching new heights below ground. one city's new efforts to drive into the future. plus, if it seems some folks have all the fun, hey, you may be right. >> sometimes being all thumbs is a very good thing. the games

immigration is likely to be one of the topics president trump will touch on during his address to congress tonight. but this evening officials in san francisco are making it very clear they stand behind those living here illegally who are victims of crime. carolyn tyler is live outside the mexican consulate which is on folsom street in san francisco with the story. carolyn. >> reporter: dan, a recent nationwide survey found that 70% of undocumented immigrants said they're not likely to contact police if they're victims of a crime. well, the mexican consul general and san francisco's d.a. are hoping to change that statistic. this is not just a symbolic gesture, according to san francisco district attorney george gascone and mexican

consul. this memorandum of understanding is a renewal of a commitment made five years ago that the two believe is even more relevant today. >> we want to reaffirm the commitment of the city and county of san francisco and the commitment of the district attorney's office in san francisco to providing a safe haven for victims of crime, for witnesses to come forward. >> reporter: just this weekend a latino man was assaulted in the crocker amazon neighborhood and police are investigating it as a hate crime. the mou calls for coordinated services to help victims like that, such as crisis intervention. the consul general says that cooperation sends a message. >> that in this city they are safe, that they should be fearless. and if they are victims of a crime, they should go and announce that to the police. >> reporter: the consul general tells us he's seeing a surge in

calls and visits since donald trump's election. many people worrying what to do if they're deported. now he and the san francisco district attorney are hoping this city's commitment to helping undocumented immigrants will ease some fears, especially for victims of crimes. in san francisco, carolyn tyler, abc 7 news. during his speech tonight president trump is expected to seek compromise with democrats to pass an immigration reform bill. a senior administration official said it would allow some undocumented immigrants to live and work in the u.s. it wouldn't quite offer them citizenship. such a compromise would be a departure from the president's stance thus far. "the wall street journal" reported today president trump will issue a new executive order revising his travel ban tomorrow. many women of congress are wearing all white for the address. it's a nod to do women's rights movement, which encouraged followers to wear white as a sign of purity. organizers said it shows they're

united against the president's attempts to roll back the progress women have made. one woman will not be there. los angeles representative maxine waters said she doesn't think she'd be able to control herself. she expects the president to take credit for the positives that president obama fought for and achieved. >> now you can watch president trump's first address to the joint session of congress tonight right here on abc 7. we'll bring it to you live at 6:00 p.m. today apple revealed just how much the company adds to u.s. manufacturing jobs. during a shareholder meeting today, ceo tim cook said the company spent about $50 billion last year with u.s. suppliers. the announcement comes after president trump said he'd pressure american companies to produce more in the u.s. cook said today the company already looks for ways to help the country because it can only exist in a healthy u.s. youtube wants you to cut the cord. this spring the world's largest video site will offer a tv

service for $35 a month. it will include the broadcast networks and their affiliated cable channels. that means abc and espn, which are both owned by disney. there are about three dozen channels in total. it will also include a dvr with unlimited storage and the same recommendation system you get with google. well, san francisco is even more full of techies and artists than usual this week because of the thousands here to attend the game developers conference. abc 7 news reporter jonathan bloom has a look at how the tools used to make games are changing and what that means for players. >> if you shoot those guards with a missile, you'll lose your multiplier. >> reporter: j.c. salinas is here showing off his game. >> imagine playing two at the same time. >> reporter: the players on this inflatable couch are a tough audience. >> i didn't get that i have to feed the chip on the left by hitting the right. >> reporter: but the critiques can be priceless. >> honestly i could cry, man.

but you can interact with the characters. the folks at unity just call it awesome. >> this is like the holy dwral -- grail of creativity that's happening right now. san francisco's mayor wants electric vehicles to be able to get their charge in the city. today mayor ed lee is proposing that all new buildings in san francisco equip at least 10% of their parking spaces with electric charging stations like this building on pine street has already done. supervisor k.d. tang came up with the idea after trying to buy an electric vehicle but ran into a big obstacle. >> i was researching all the ways that i could do that. i went so far as to test driving vehicles and realized even if i brought one home, i couldn't charge it. >> reporter: san francisco is also committing to make all new fleet purchases zero emission vehicles by 2020. protesters marched to san francisco city hall today fighting to preserve trees in the city. abc 7 news was at civic center plaza where they called on the

board of supervisors to reject an environmental impact report that says the city's natural resources plan is safe. organizers say the plan will remove trees from parks, replace them with grasses and shrubs and use pesticides in the process. >> it would totally change the city. it would create a lot of greenhouse gas releases that are bad for the environment and devastate wildlife and ruin the parks for everybody that lives in the city. >> and the board has not yet made a decision on the appeal. we have a beautiful presunset view from our emeryville camera. soak up the sun. you have a couple more days to enjoy. live doppler 7 not showing any rain but that is going to change as we head into the weekend. so i do want to show you our february rainfall totals. just over 14 inches since february 1st in santa rosa pushing you up to 238% of normal. many areas got between 5 to 7 inches of rain. everyone is above average. now, we do get rain in march.

most of you typically get between 2 to about 4, almost 5 inches, but ukiah, 7 inches of rain, so don't put the rain gear away just yet. the sun is shining as we look towards sutro tower. temperatures in the low to upper 50s. many of you came up by a few degrees today and we'll keep that trend going. it's nothing but blue skies as we look towards the marin headlands. mid to upper 50s right now. one other picture, we'll bring you the sunshine, morning chill and patchy frost again tomorrow. mild afternoons through friday and rains back in the picture this upcoming weekend. yesterday or this morning, i could say, we did see temperatures near freezing. tomorrow morning we're going to go down close to freezing but not quite everywhere, only in napa, 32 degrees. you'll notice those temperatures in the inland valleys will be the coldest right around the bay and along the coast in the 30s and the 40s. when you get going tomorrow morning, bundle up. hourly planner, 7:00 a.m. the sun will be up at 6:41 and those temperatures will come up into

in health news, if you were born in the 1990s, your risk are getting colon or rectal cancer is rising. researchers at the american cancer society and the national cancer institute conducted the study and found that people born in the '90s have twice the risk for colon cancer and five times the risk of rectal cancer than those born in 1950. the data was taken from 500,000 cases of colorectal cancer and doesn't indicate why the rates are rising. thanks to better technology, certain mammograms are catching more tumors. that's the good news. the percentage of false alarms is up as well. so-called diagnostic mammograms are performed when breast cancer is suspected. they are different from routine screening mammograms. scientists are concerned about the false alarms because women undergo the anxiety, inconvenience and discomfort of biopsy when they don't have to.

and then they were three. crews removed the 11th of the 14 trusses on the bridge. we sped up video of crews lowering the seconds onto a barge today. it will be towed to the port of oakland where it will be disassembled. the steel will be dispersed to recycling centers. another truss will be brought down next week. officials to have all of them removed pby late march or early april. it may be the best video of lava flowing we have ever seen. >> it's just pouring out of a volcano and we're witnessing it from just a few feet away. first, we want to thank colon for this picture of a foggy morning in marin. >> he really follows the rule of thirds there.

for the first time in eight months. you can see orange lava just spewing into the air. >> it's the largest, most active volcano in europe. you can see it coming to life and sploegexploding as balls of rise into the night sky. it's located on the east coast of sicily, italy. >> that's dramatic. also look at this, in hawaii, check out this new video. the spectacular footage was taken at mt. kilauea. if you look really closely, you can see the heat waving off the magma and other points it actually hardening into rock. >> boy, it's mesmerizing, isn't it? this volcano on the big island has been regularly erupting since 1983. but boy, that is something else, isn't it? >> creation is a beautiful thing right there. world news went to david muir is coming up next. >> for all of us here, we appreciate your time. >> we'll bring you live coverage of president trump's address to congress at 6:00 p.m. >> we'll see you then.
