by some estimates, san jose drivers are spending close to $900 on repairs per year, close to $1,000 for drivers in san francisco and oakland. >> just last week on my car i had to replace a tire because a pothole blew it out. >> reporter: and it's just going to get worse as road maintenance and repair spending falls behind. state senator jim bell has written a bill to generate $5 billion to be split 50-50 for state and local projects. . sg the gas tax would go up 12 cents over three years, the vehicle registration fee would go up $38. >> it's fiscally irresponsible to wait until roads fail. it costs eight times more to fix a road than maintaining it. >> reporter: san jose spends $600 million a year on street repairs and maintenance, but 600 miles of streets remain in poor condition and that hurts all drivers. >> it costs the typical santa clara county commuter $1700 a

year in worse gas mileage, blowouts and wear and tear on their vehicles. >> reporter: at the pump, drivers tell us paying more is never welcome, but they recognize the problem. >> there's so many potholes anywhere, it doesn't seem like it would ever get done. it's a tax more people pay on but don't reap very many benefits. >> reporter: would you be willing to pay a few more pennies to pay for potholes? >> a few pennies. >> reporter: the goal is to have it reach the governor's desk within a month. david louie, abc 7 news. a close call for two teenagers driving over highway 17 in the santa cruz mountains. the chp sent out this photo of what's left of their vehicle. officers say the young driver lost control of the car on the wet road and hit a wall. the car caught fire. both teenagers escaped. they were not hurt. it happened south of glenwood drive not far from that massive mudslide that blocked the highway for two weeks. a woman killed by a falling tree at yosemite national park

was working there at the time. today the victim is identif identified -- the accident happened late yesterday morning at a campsite near half dome village. the area used to be known as curry village. the tree fell on the tent. these pictures are from a man staying nearby. rangers cleared the camp ground after the accident. property owners living near the oroville dam is dealing with erosion. the banks along the feather river downstream from the dam have given way for miles. acres and acres are land that butted up to the river are gone. farmers noticed it when the river started receding last week. >> if you can imagine a 20-foot wall with water up against it, completely saturated, and then you remove that wall, this ground literally flowed in like applesauce. >> brad foster puts part of the

blame on the department of water resources. he says the sudden shutdown of the spillway caused the super saturated river banks to rip apart. water officials are assessing the damage but say erosion is normal for rivers, especially during an extraordinarily wet water year. we're getting new video of the work being done to shore up the main spillway at the oroville dam. the department of water resources sent out this drone video. you can see crews working on the left with water spilling down the right side. the real work, though, is going on underneath. crews are working to reinforce the concrete spillway that broke apart last month. no word yet as to how long this phase of the work will continue. turning now to the weather, it was a bit calmer today compared to yesterday, but there were still scattered showers. this is video along 280 in san francisco as the rain came down this afternoon. >> let's show you what it looks like right now. you can see there are still lots of ominous-looking clouds in the sky but the sun is peeking out

and spencer christian is here with the forecast. >> we're seeing more and more of the sun as the afternoon gets longer. we have lots of clouds around as some widely scattered showers up in the north bay moving toward the east bay. we have little pockets of very light scattered precipitation moving from marin county over to lower napa county. moving right out of san francisco now over the bay, a little area of light precipitation, some light showers around san leandro and hayward over in the east bay. down in the south bay, not much of anything falling except a few spots of precipitation over the santa cruz mountains. what's left of the storm, ranks 1 on the storm impact scale. this evening we'll see isolated showers, less than a quarter inch of rain likely and those showers will be ending north to south during the overnight hours. here's animation to take you through the temperature trend. starting at 5:00 p.m. notice temperatures will drop into the upper 40s for the most part by 10:00 tonight. overnight and into the early morning hours we'll see low 40s but we won't see the freezing cold we've experienced the last several evenings. once again back to live doppler

will be payback and a reckoning. the 31-year-old martinez man was initially arrested in 2013 on charges that he committed car insurance fraud and embezzled $100,000 from a local hauling company. but a year later prosecutors added new charges. waldo solicited fellow inmates in the contra costa jail to murder nine witnesses in his white collar case. >> it's completely false. >> reporter: we spoke with waldo last month in a jailhouse interview. >> i wasn't looking at a lot of time before that alleged murder conspiracy scheme. i had no intention of trying to murder any witnesses. i'm looking at life. never going home. >> reporter: in his opening statement, his defense attorney told jurors the murder-for-hire case is a sham. the jail in contra costa county is effectively a rat's nest. it's loaded with informants. waldo's trial is expected to last several months. in martinez, laura anthony, abc

7 news. a vow to fight today from the attorney for former stockton mayor anthony silva who's facing charges of mishandling public money. just this afternoon silva pleaded not guilty. police arrested him yesterday at sfo as he was returning from a vacation from colombia. he's accused of embezzlement and grand theft. >> the fbi spent a considerable effort trying to figure this out. these are thousands of pages of documents that had to be data entried into computer programs and analyzed by a forensic accountant. >> silva's attorneys tried to get his bill reduced from a million dollars. the judge refusing, saying silva is a flight risk. former oakland mayor jean kwan and her husband are getting backlash for trying to open a medical marijuana dispensary. some are worried the dispensary will bring crime into their

neighborhood. if the city approves its license, the dispensary will open. the former mayor has been a long-time advocate of medical marijuana. her husband has been prescribing the drug since 1996. a spokesman says it's just a small group opposing the dispensary. there's been a significant development in the raiders' potential move to las vegas. the raiders today identified bank of america as a new source of potential financing for a stadium in vegas. the raiders and b of a outlined their plan before a meeting of the league's stadium and finance committees. at this point we don't know if the funding has been secured. the raiders are looking to make up $650 million in funding. sheldon adelson backed out of the deal last month. oakland mayor libby schaaf and ronnie lott made a proposal outlining a plan for a new

stadium at the coliseum site. political protests turn violent in berkeley over the weekend. >> somebody smashed her in the back of the head. >> but was enough down protect the public? we'll track down city officials and get an answer about why police responded the way they did. plus a change for commuters who take the ferry between tiburon and san francisco, but this change wouldn't only affect the ride on the water. how it could improve the commute on the road too. and the effort one man went through to stop thieves at a gas pump. and michael finney is taking your questions on twitter and facebook. just post them and he'll answer them live a little bit later. let's take you outside now and look at the golden gate bridge at almost 4:10 on this monday. boy, easy going under partly cloudy skies. nice

ten people were arrested this weekend and more than a dozen weapons confiscated after dueling rallies over president trump turned violent in berkeley. >> the question, could the city have done something differently to prevent this violence? melanie woodrow is live in berkeley. melanie, city officials just told you there was a reason they showed restraint? >> reporter: well, ama and dan, the mayor and city spokesperson say the city is attempting to strike a balance between allowing people to express their first amendment rights and intervening when necessary, but doing so in a way that won't evoke more violence. take a look at some of the

weapons that were confiscated this weekend. some of them really significant. 2 x 4s, baseball bats, even wood with nails stuck in it. the clash between opposing groups was violent. there were smoke bombs, people were pepper sprayed who then had to receive assistance at pepper spray relief stations. some people were bleeding from the head. an initial scene that berkeley police took little action as people shoved one another but there were ten arrests. from sky 7, you could see police chasing and arresting one of those protesters. >> i think our police did the best they could under very difficult circumstances. if they went in more aggressively, it could have provoked an even more violent response to the police and people not intending on violence or people that came and wanted to provoke a fight. we made ten arrests and we're going to hold those people accountable.

responded by saying it was a great idea. jay z is launching a new investment firm to help entrepreneurs. they will pour cash into young startups and advise them on brand and business development. it's unclear how many companies arrive will invest in and how much money it will shell out. how about a little wine with that afternoon cup of coffee? that's exactly what one winery is hoping you'll want. they are now selling wine-infused coffee beans. the coffee beans are relaxed in a beautiful wine, then dried and hand roasted. the beans are selling for $20 for a half pound. if you like the idea, you'll have to wait. the website says the beans are sold out but they'll be roasting more this week. napa county is one of the places getting snow with this latest storm if you can believe it, but up in the sierra, they are really getting hammered. >> skiers love it but drivers not so much. kristen has an eye-opening video of the snow. >> how is this for eye-opening

and copious. look at this lodge right here at north star. it is snowed into the roof line. the resort in north tahoe has received 618 inches of snow already this season. that's nearly double last season's total and this season is not even over yet. take a look now. as we reported, many resorts plan to stay open through july 4th for only the fourth time in a half century. in new video shows the staggering amount of snow. this is from vail resorts. another 3 feet since yesterday is how much they got. snow blowers and shovels can't work fast enough as things are buried in the white stuff. but what's great for skiing is not so great for driving. >> we have high winds, heavy snowfall over the summit. the worst thing, we have the accumulation of snow drifts as deep as five feet. >> check out these pictures the chp posted on facebook. officers digging out as i-80 from colfax to the nevada state line was closed yesterday and

today due to this whiteout conditions you see. driving has also been challenging closer to home. napa chp tweeted this picture of the unusual snow on mount st. helena. check out the snow-covered tree in robert louis stevenson park. just be careful driving. >> thanks kristen, very much. >> and how was our weather today, spencer? >> well, sort of hit and miss. some people got hit with some showers and other places got missed as is happening right now. here's a look at live doppler 7. we still have a few light scattered showers around the bay area. they're not heavy at all. although there are -- there have been some reports of brief downpours. but i mean really brief, like a couple minutes and it's all over. rainfall totals from today's storm are generally very light. just under a third of an inch at richmond, 0.2 at napa, just a few hundredths at concord and

sunnyvale. looking northward, the sky is getting bluer and bluer every minute. current temperature readings are right around 54 to 56 degrees in san francisco, oakland, mountain view, san jose, gilroy and half moon bay. check out this view from our east bay hills camera, and we've got bluer and bluer skies showing up here as well with a few lingering clouds. temperatures are from 53 to 54, 55 degrees at santa rosa, napa, novato, fairfield, concord and livermore. temperature readings are rather uniform at the moment. this is the view at the golden gate bridge where the sky has been relatively blue the last couple of hours. these are our forecast features. we'll see isolated showers overnight. warmer days ahead beginning wednesday. it's going to be quite mild through the end of the week. rain may return for the weekend but that's looking a little iffy. let's talk about our current storm which ranks 1. a storm of light intensity through the evening hours. we might see isolated showers. once again, they'll be very widely scattered, less than a quarter of an inch of rain is likely to fall between now and

the end of the storm. it will be ending from south to north. starting at 5:00 this afternoon, notice as we get into the later hours this evening, whatever showers we have will be confined mainly to the north bay and farther north like northern santa rosa county -- sonoma county from santa rosa northward, up into meant seen o -- mendocino county and lake county. in the early morning hours, there may be a spot or two of precipitation. the morning commute should start off on dry conditions. overnight lows will be generally to the low to mid-40s. a few upper 40s near the bay. tomorrow's highs will be in the low to mid-60s inland and near the bay shoreline. then we've got some warmup. we'll see mild air returning with high temperatures in the low 70s in some locations on wednesday. lots of low 70s will show up on thursday, maybe a couple of mid-70s so it will be spring-like on thursday. friday, pretty much the same. low to mid-70s inland, mid to

now to an abc news exclusive interview with one of the most famous children in the world, michael jackson's son, prince michael, is stepping into the spotlight. it's been nearly eight years since the 20-year-old and his siblings lost their dad in 2009. prince is now opening up about his own music venture and the charity work he does in his father's memory. prince is a student at loyola marymount university at los angeles where he co-founded the charitable student organization, heal los angeles. >> it is inspired from heal the world. we primarily focus on child abuse, homelessness and hunger. my dad always said i really don't care what you do in life as long as you're happy doing it and you're the best at what you do. >> prince says he didn't realize just how famous his dad was until he saw grown men fainting at his shows. robert osborn, the face of

turner classic movies, has died. the 84-year-old passed away today in new york. osborn, who began his career as an actor, was a columnist for the hollywood reporter. he was the on-air host of ted turner's classic movie network since it launched in 1994. >> on the other side of the life spem tru spectrum, a 5-year-old girl is the youngest person to qualify for the national spelling bee. she outspelled more than 50 competitors to win a regional competition for the weekend in tulsa, oklahoma. mr. fuller, the youngest ever competitors were 6 years old. now edith, who's home schooled, will next compete against kids as old as 15 at the national spelling bee in may. in case you're wondering, there is no minimum age to compete, you just have to be able to spell. the world's most famous sled dog race is under way. mushers left fairbanks, alaska, in stage one of the 1,000 mile

long ididitarod. the temperature was minus 35 degrees. the winner is expected to reek nome in about eight days. >> now to a turtle that you can take to the bank. veterinarians in thailand named this green sea turtle bank because she swallowed almost a thousand coins. bank lives in a private pond where visitors come in and throw coins for luck. well, lucky for her, someone realized she was sick. doctors did a 3-d scan and figured out she'd been eating coins for years. they removed 11 pounds in loose change along with a couple of fish hooks. the public raised $450 to pay for her four-hour surgery. it's amazing she survived that long. >> yeah. well, president trump's new travel ban will soon be in place. >> the american people can have high confidence we are identifying ways to improve the vetting process. >> what makes this ban different from the first executive order. plus another change you'll see the next time you fly and it could involve more intimate

and here are the stories making headlines at 4:30. south bay leaders are pushing for a gas tax. they urge the legislature to raise the gas tax by 12 cents over three years. owners of electric and diesel vehicles will pay annual fees. they tweeted this picture of a green valley road that has been flooded. coming up at 5:00 they'll tell us how it is affecting wildlife. part of new screening measures in effect this week. she'll tell you what's changed coming up in just a few minutes. president trump signed a revised executive order today suspending travel from six muslim majority countries. it takes effect in ten days. abc news reporter breaks down what makes this order different. >> reporter: president trump vowed to take the fight over his first travel ban to the supreme

court. but ultimately decided to revoke that order. today behind closed doors signed his new executive order that takes effect march 16th. >> while no system can be made completely infallible, the american people can have confidence we are identifying ways to improve the vetting process and thus keep terrorist from entering our country. >> so what's new? for starters, syrian refugees are no longer singled out with an indefinite ban. it explicitly does not impact dual citizens and those with valid u.s. visas but suspends the entire refugee program for four month. while iraq has been removed from the list, there's still six majority muslim countries where travel to the u.s. is banned for 90 days. the attorney general says there's good reason to block foreign nationals from sudan, syria, iran, libya, somalia and yemen. >> three of these nations are state sponsors of terrorism.

the other three have served as safe havens for terrorist countries, countries where governments have lost control of their territory to terrorist groups like isil, al qaeda and it affiliates. >> they say the order does nothing to improve national security. >> it's still mean spirited, misguided and in my judgment goes against what america is all about. >> reporter: the washington state taernl general whose lawsuit brought down the first travel ban says his team is reviewing the new executive order and considering the next steps. abc news, washington. >> reaction to this morning's announce came quickly. we will confront this resized order. the trump administration's repacking has done nothing to change the immoral, unconstitutional and dangerous goals of their muslim and refugee ban. in contrast, homeland security

said in a statement the executive order signed today by president trump will make america safer and address long over concerns about the securiy of our immigration system. >> renewed its global terrorism warning. it urges americans to stay vigilant in public places. the routine renewal is the first of the trump administration and makes no substantial changes to the warning issued in september. it does note that terroristis ae using less sophisticated a tracks. >> the issue of trans gender rights in schools is still unresolved after a decision in washington. the supreme court said the case involving a virginia high school senior back to a lower state court. he was fighting against a policy that denied him access to the boy's bathroom. the case was scheduled for arguments in march. that is in limbo after the trump

administration pulled back federal guideneance to let studs use bathrooms exprecorrespondinh their general identity: in a 5-3 ruling justices said a colorado man aaccused of sexual battery may -- the comments were revealed by fellow jurors only after the victim -- the verdict was in. >> a possible new attack in what's being called a disturbing trend across the country. a man was shot in his driveway. investigators say he was targeted because of his religion. now the search is on for the shooter. abc news reporter tanya has the details. >> a 39-year-old man in washington state shot in his driveway as he was working on his car friday. >> it could have been any one of us. could be my son or my dad.

it hit close to home. >> reporter: investigators now considering it a hate crime. the victim who was recovering is si sikh, whose followers wear tur bans. >> some comments were made to the effect of get out of our country, go back to where you're from, and our victim was then shot. >> reporter: this case is similar to a february shooting at a bar in kansas that killed one indian man and injured another. witnesses say they heard that accused gunman say get out of my country before opening fire. friday's shooting is the latest after a week of bias threats across the nation. jewish institutions are on alert after more than 100 threats were made around the country since the beginning of the year. and there have been other targets. one rights group documenting nearly 1400 harassment incidents since early november of last year. we've been told police do not have a good description of the suspect. the fbi has joined the

tsa agents to single him out for a pat down. and now at airports nationwide, there are big changes in how that's done. the old policy gave agents discretion to use one of five methods for patting down various areas of the body. no new areas have been added, but now there's one standardized procedure that's more comprehensive. he called it inappropriate. >> pat your front. pull your pants up. check your legs. check your goroin, et cetera. >> most travelers will still go through the machines, but for those who opt out of technology or are pulled aside, it can be intense. christina tells us her pat down was not out of bounds, but if it had been, she would have left. >> i wouldn't get on the plane. if someone violated my personal space to a point where it made me uncomfortable. >> the new policy comes two years after a damaging report found major security lapses at airports nationwide.

lineup. at 8:00 it's the season finale of "the bachelor." then stay with us for the abc 7 news at 11:00. commuters are noticing a change with the schedule and the way they pay. it's the result of a public transit agency taking over operations from the struggling blue and gold fleet. amy hollyfield has the details. >> reporter: it's not every day passengers applaud when they see their ferry arrive. but when your old ferry didn't always show up to bring you home, you're pretty happy to have a new ride. >> particularly at night when they would cancel the boat and they'd do it on five minutes' notice. they'd say by the way, it's been cancelled. >> what would you do? >> uber. >> reporter: the golden gate ferry took over the service from tiburon to san francisco today. the blue and gold fleet was the carrier. the company said it was too expensive and threatened to reduce service. >> really we've been waiting for months and months for resolution to this uncertainty. now we have reliable commute and
