renters. volunteers are needed, especially people who speak spanish or vietnamese. a relief fund is now up to more than $6 million. residents are being told to register to receive money at the shirakawa community center. drone video revealing the work underway to repair the main spillway at the oroville dam. the department of water resources posted this video. it shows crews working on the left as water spills down on the right. crews are working to reinforce the concrete underneath the main spillway so more of it doesn't break away. the next step is going to be to fill in the gaping hole that opened up when the spillway started eroding last month, which caused all these problems. we don't know how long this is going to take. and right now, clean-up underway in the midwest after about 30 tornados last night. they were caught on tape. we just got video into our live desk, and i want you to listen. >> oh, power flashes, brian! brian, tornado on the ground,

tornado on the ground. >> a confirmed tornado hit is ground in kansas city, missouri, captured on camera by a meteorologist. if you look closely, you can see a large white funnel cloud in the center of your screen. those power flashes, when power poles were knocked down. this is one of at least two tornados that hit missouri overnight. there were 20 homes damaged, 10 to 15 people injured, but is the threat over for those folks? let's go ahead and check in with mike. mike is looking any better today? >> for those folks, it has moved on and the threat of a tornado has decreased sharply. baseball sized hail like they had in downtown kansas city is a possibility in this area you see in yellow which is the arklamis. arkansas, louisiana, mississippi, and memphis down to monroe. here's a look at what's left of the storms. not nearly as impressive but they'll have straight line winds and hail and this is going to continue to move into the deep south as we head throughout the day and if we have severe weather, this is where it's

going to be but if you're taking the flight to the mid atlantic or new england, there's showers there, could be delays but nothing severe doinggoing to fall in those neighborhoods. plenty to talk about in politics. several big issues facing the trump administration this morning from the new republican plan to replace obamacare to the president's new travel ban and his claims over illegal wiretaps. abc7 news reporter lana zach is on top of all of that from washington. >> reporter: after campaign promises to repeal and replace obamacare. >> to immediately peel and replace obamacare. >> reporter: republicans are unveiling their replacement plan which would immediately eliminate the individual mandate and begin pulling back obamacare subsidies as well as create tax credits to help americans buy shurn. >> the result of the reduced federal spending is likely to mean more people uninsured. >> reporter: as expected, democrats are opposing the plan. nancy pelosi tweets the gop plan to make america sick again will do massive damage to millions.

but so are some republicans too calling it obamacare 2.0. earlier, the white house unveiled their second travel ban, taking iraq off of the list of banned countries, opening the door for people like translators who worked with the u.s. government. >> this order is part of our ongoing efforts to eliminate vulnerabilities. >> reporter: protesters gathered outside of the white house. >> guess what, president trump? your muslim ban 2.0 is still unconstitutional. and still illegal. >> >> reporter: among the crowd, new dnc chair tom perez who claimed the president's recent wiretapping allegations and just smoke and mirrors. >> in order to deflect attention from the fact that jeff sessions should be fired because he lied under oath, you create a division. that's one of the oldest tricks in the book. >> reporter: the republican health care plan will eliminate all federal funding for planned parenthood but it will keep two aspects of obamacare, no denial

for preexisting condition and children will be able to remain on their parents' health care plan until age 26. trump builds a wall, we'll tear it down. >> a small group of people rallied against it at sfo last night. this is a video posted online. opponents of the ban are vowing much larger proelgss in the days to come. happening today, the alameda city council will consider a resolution calling for president trump's impeachment. that resolution cites several reasons, including his refusal to fully divest himself from his business interests and statements he has made. happening today, google has propose ld new campus in mountain view could be coming closer to reality. the city council will discuss whether it will grant the tech giant permits to build a 595,000

square foot office building. these renderings show what the campus will look like. it will are have a canopy roof and part of it will be open to the public. the council is expected to vote tonight. voters in sonoma county will decide the fate of a marijuana tax. measure a would impose o 10% tax on businesses that grow or sell medical or recreational pot in unincorporated areas of the county. supporters of the tax say it would generate $15.5 million in revenue a year. the money would go to county services including roads, fire protection, and housing. richmond police found an illegal pot growing operation after arresting three people and recovering that gun. police say four people were walking on the roof of a home and climbing into a window when officers arrived, they arrested three of the four suspects and found a gun and a loaded magazine. the fourth suspect got away. officers searched the house and found 250 marijuana plants. police say this is a good reminder that if you see something that doesn't seem right, you need to report it. stockton's former mayor is

still in jail this morning after pleading not guilty. a judge refused to redues his $1 million bail yesterday. the judge said silva is a flight risk. fbi agents arrested silva at sfo on sunday. san joaquin county prosecutors say he embezzled hundreds of thousands of dollars from a youth organization. >> a significant portion of money flowed from the stockton boys and girls club account, specifically into anthony silva's personal bank account. >> the alleged theft happened from 2010 to 2014 while silva controlled the bank accounts for the stockton boys and girls club. commuters in the north bay will find out in two weeks if they're going to be paying more for bus and ferry service. the board of the golden gate bridge district is going to meet march 24 to consider these fare increases. the district faces a deficit over the next five years. the proposed increase would cost

that breaking news, a rescue operation has just ended in the french alps after an avalanche at a ski resort. the good news, no injuries were reported. it happened in tignes, on the eastern border with italy. it's the same area where four people died in an avalanche less than a month ago on february 13 but the two slides actually at different resorts and today's avalanche forced some of those slopes to close. it is a popular tourist spot but no one injured. the university of california appears ready to limit the number of out of state students admitted to the uc system when the board of regents meets march 16, it will consider limiting the number of undergrads who aren't from california to 20%. that limit would be the first ever for the ten campus system. the university has been under some pressure from state lawmakers to give californians

top priority. a scathing state audit last year found the university had double the number of out of state students over the last five years. those students, of course, pay a much higher tuition. you can call this a canine miracle in the santa cruz mountains. >> a blind dog found alive after disappearing into the cold wet woods for seven nights. abc7 news reporter katie marzullo has the incredible story of survival from boulder creek. >> it was horrible. we were so heartbroken and just feeling so bad that she was out there. >> reporter: she is sage, a 12-year-old yellow lab who lost both her eyes. on february 24, the blind dog wandered away from her boulder creek home. >> we had so many people helping with the search. >> reporter: it seemed sage had disappeared. the coles even brought in a handler with a tracking dog. after seven nights, they had all but given up hope.

their neighbor, a firefighter, had helped in the search but that's not why he was in the woods saturday. he was taking a friend on a hike. >> while we're caulking, i look over and i see sage lying on the ground. >> reporter: he thought she was dead but then she lifted her head. >> i hugged her and i was super happy and put her on my shoulders. >> i was hugging everybody, his friend, him, you know, my son, sage, you know, it was just amazing. >> reporter: some would say it was a miracle. >> it's been very harsh conditions and that dog had a strong will to live and i think everybody has a lesson to be learned from that. >> reporter: in honor of sage's survival, dan and his friend made seven custom leather leashes, one for each night she was missing. they'll be raffled off at a fund-raiser for the humane society on march 18. the colesmented to give dan the $1,000 reward they'd been offering for sage, but he refused and suggested they give it to charity and they are, in fact, donating the money.

in boulder creek, katie marzullo, abc7 news. that's an awesome story. >> so good. all right. this close call for two teenagers driving over highway 17 in the santa cruz mountains, chp sent out this photo of what is left of their car. officers say the young driver lost control on the wet road and hit a wall yesterday. then the car caught fire. fortunately, both teens got out unharmed. this crash happened south of glenwood drive not far from the massive mudslide that blocked the highway for nearly two weeks. the dying art of shoe shining, getting new life in san francisco. a brand-new shoe shine stand on market street is going to open tomorrow. it replaces the one by the montgomery b.a.r.t. station. it was destroyed in this terrible taxi crash last year. architecture firm thing one designed the new stand for free and provided these photos. it looks quite nice. ten volunteers actually built this. shoe shiner salim bay is going to attend tomorrow's opening. he is still recovering from

4:52 now and happening today, san francisco will introduce a lactation policy to make it easier for moms to pump

breast milk in the workplace. according to "the chronicle," the policy will require all private and public workplaces in the city to have a lactation space and that room would include a seat, surface, electrical outlet and a sink. mothers would have to fill out a form to request time to pump but teir bosses would be legally required to grant that request. a prominent doctor's group is now urges changes when it comes to the handling of newborns. the american congress of obstetricians and gynecologists is now recommending a that a newborn's umbilical cord be cut no earlier than 30 to 60 seconds after birth. traditionally, the cord is cut immediately. the new advice follows the recommendations of other experts who say infants can benefit from the additional blood volume, especially those born prematurely. the state is sitting on hundreds of millions of dollars of unclaimed insurance benefits, money that it would like to give to the people that it belongs to. the state has returned $119 million in unclaimed life insurance benefits, but there's

fairfax. we had a mudslide yesterday around 1:30 p.m. and emergency crews are saying it could be several days. that seems like a pretty unstable situation. we'll take a look at drive times coming up at 5:00 a.m. san francisco based fit bit now wants to track the quality of your sleep. the watch-like device, which urges users to take 10,000 steps a day, already charts how much sleep people get. data collected by millions of fit bit trackers shows people are averaging less than 7 hours of sleep a night, the recommended amount. fit bit will now use a built-in heart monitor to break your sleep into clinically defined sleep stages and give you recommendations on how to achieve it. i don't think either one of us need a fit by. we don't need to know we don't get good sleep, we feel it. take a look at this. aphis core constructed a home in just one day. it is 400 square feet.
