two redwood city schools are back open now after a frightening standoff in their neighborhood this morning. police officers surround an apartment building when a man they say was suicidal opens fire in his unit. thanks for joining us. >> the incident happened on harrison avenue near cleveland across the street from mckinley middle school and north star academy. thankfully no one was injured, including the man who has been taken into custody. nbc's kate larson is live at the scene. kate? >> reporter: the scene is still active while police process the

apartment where this all went down. you can still see yellow crime tape. this school had to be closed while police dealt with the standoff with an armed man. >> my wife, she's also really scared. >> reporter: jason abilo said he feared for his family's safety when he heard gunshots coming from his downstairs neighbor's apartment around 2:00 this morning. >> i never been in this type of situation. >> you heard gunshots, people come in and evacuate everybody. they brought in the fire department. >> reporter: he lives in the fulton apartments in redwood city. he knows the man who fired shots, heard him arguing with police before he sent bullets across the courtyard. >> he seemed like he was probably drunk since he refused to cooperate. >> reporter: got a call from a subject who was reporting that he felt suicidal. he told us he had ingested some prescription medicine.

>> reporter: for six hours lieutenant sean hartz said investigators talked to the suspect on the phone while they notified neighbors and put two nearby schools on lockdown. >> we thought he was trying to evade suicide by cop scenario. >> reporter: fortunately police were able to talk the suspect down, and he surrendered around 8:00 this morning. nobody was injured. right now the suspect is at a hospital to be checked out. later he will be booked and charged. live in redwood deal, but if i'm at the flea market and that's my business and i've lost all my inventory, i'm essentially a small business and i'm wiped out. we're trying to go from house to house, unit to unit and try to get a sense of not only the physical damage but the damage to those people's lives and their lively hoods. >> reporter: there is still so much debris on the streets. they're filling huge dumpsters as they try to clear it out.

the flood of coyote creek forced thousands of people out of their homes. $600 have been donated to relief efforts. pg&e have waived their gas and electric bills. the water company is giving them a grace period to pay their bills. they won't be able to cover it all, but today they are trying hard to get as much out of the state as they can. live in san jose, amy hollifield, abc 7 news. >> thank you, amy. we want to remind you there are still ways to help the flood victims. volunteers are needed to help communicate important information, like road closures that's ongoing. the city is looking in particular for people who speak spanish and vietnamese. it's not too late to donate to the flood relief fund. it's now up to $600. if you're one of the flood victims hoping to claim some of that money, you can certainly

register at the sharikawa relief center. a man tried to run down an officer. it all began shortly after 1:00 this morning when someone reported a man breaking into a truck on sutter avenue. when police got there, the man ran off. they lost track of him and kept looking. that's when one of the officers said a silver mercedes came right at him. he is okay but he fired several shots at the car. they don't know if any of the shots hit the driver but the car likely has bullet holes in it. new concern about facebook's response to sexually explicit material involving children. facebook does not properly moderate images even after it's told of a problem. jessica at the live desk. hey, jessica. >> hey, natasha. all this happened after the facebook's report tool. that's when you want to flag something on facebook. this is an innocent picture, but if you wanted to report the

post, you are prompted several questions, and if you say, i don't think it should be on facebook, it asks you why. you do have the option to choose pornography or sexually explo exploitive content. the bbc was doing a piece into facebook information and found 100 pornographic posts about children. according to the bbc, only 18 of the 100 images it reported were removed. facebook's automatic reply came back to the bbc and said the other 82 did not breach community standards. well, the bbc said they then asked a u.k. facebook exec for an interview on this, who then provide the bbc provide examples of that illegal content in question. the bbc says facebook canceled the interview, and get this, reported the bbc reporters to police for sending the requested posts via email because sending that on line is considered a crime. facebook responded. they say, we take this matter

extremely seriously and we continue to improve our reporting and take down measures. facebook has been recognized as one of the best platforms on the internet for child safety. we reach out to facebook ourselves. that was a comment they provided to business insider and the bbc as far . as far as getting us a comment here, no comment so far. the crime agency has also not commented on this particular investigation. i'm jessica castro, abc 7 news. san francisco is taking action in the wake of president trump's new travel ban. mayor ed lee has approved four new positions in the public defender's office to represent immigrants in danger of deportation. three new attorneys and one paralegal will start working april 1st. the public defender's office says having an attorney means a person is seven times more likely to have a successful outcome in deportation court. the supervisor hopes this year's

budget can make these positions permanent. meantime, lawyers are trying to figure out whether the president's new travel ban will pass the legal test. it still targets muslim majority nations, but this time iraq is not on the list. anyone with a visa granted before january 27th can still travel to the u.s. as for refugees, this new order will not favor christians. state homeland security and justice officials say the new order is needed to improve public safety. but civil rights groups say it's still discriminatory and opponents are protesting. this small group rallied last night at sfo just as video posted on line by the group vowed to hold larger protests in the days to come. happening today, president trump facing new pressure from leaders right here in the bay area. the alameda city council will consider a resolution calling for his impeachment. the resolution cites several reasons, including the president's refusal to fully die

vest himself from his business interests and public statements he has made. meantime, on capitol hill, republicans have released a decent proposal to repeal and replace obamacare. serious questions remain, though, like what will it cost? how will it affect the 20 million americans who are currently covered under the affordable care act? nbc's jenea norman reports. >> reporter: the public promise to repeal and replace. >> i am also calling on this congress to repeal and replace obamacare. >> reporter: one week after president trump's call to congress, house republicans outlined their plan to overhaul obamacare. the plan swaps subsidies for tax credits to help americans buy insurance, ends penalties for americans without insurance, gradually ends the expansion of medicaid which provides coverage for more than 10 million americans in 31 states, and ends funding for planned parenthood. but the white house offering to keep funding if the organization stops offering abortion

services. >> after years of obamacare's broken promises, we're proud to put forth a plan that represents a better way for patients and for american families. >> the plan keeps two of the most popular aca divisions. coverage still can't be denied based on preexisting conditions and young adults can stay on their parents' plans until they're 26. but republican jason chafitz on cnn making waves with his comments seeming to acknowledge the plan will shift more of the financial burden to individuals. >> americans have choices and they've got to make a choice. maybe rather than getting that new iphone they just love, maybe they should invest in their own health care. >> the president tweeted, calling the plan wonderful, but even the speaker voiced some concerns. paul ryan tweeted, sure looks like obamalite. a sharp divide when it comes

welcome back. now to the severe weather hitting the south after pounding the midwest. at least 37 tornados striking down in kansas and illinois, leaving a path of destruction in its wake. grove city just outside kansas city took the brunt of it. hundreds of homes damaged there. in another community, an airport leveled. homes completely wiped out. watch this. cars pelted by baseball sized hail. it is not over yet for millions of people. meteorologist mike nico tracking the path of the storms right now. mike? >> we'll look at doppler 7 on what happened yesterday and then we'll get to today. i plotted all the maps for you,

and you can see them dotting the high plains in the midwest. a couple thunderstorm warnings near jackson, mississippi, and that means they're recording quarter size hail at 58 miles an hour. the possibility of a tornado is less today than yesterday. a squall line very down on birmingham. in fact, it's going to be mainly across birmingham, atlanta, alabama, georgia and the carolinas where we'll see our best chance of severe weather over the next six hours. but the threat of tornado is definitely not as great as yesterday. happening today, san francisco supervisors are ready to introduce a policy to help mothers be more comfortable in the workplace. all private and public places in the city have to have places where women can breast feed or pump. it would include a window, a se seat, a sink and a place to

pump. this morning, equal pay for equal work. the end could be in sight for the gender pay gap, though not soon enough for many. equal pay could be achieved in markets by 2044. that's actually 16 years earlier than predicted. it said young women who graduate from college in 2020 could be the first in history to see the gender gap close in their professional lifetime. by increasing women's technological and digital skills are major factors in bringing in women's income. the city of fremont saying not so fast to drivers trying to avoid the commute slowdowns by the waze app that many of us are using might be steering us wrong. a live look by our east hills camera. checking out the bay. a gorgeous picture here, although a little hazy. it is warmer. is that alcatraz?

hello again. a couple gorgeous sunrises headed our way because of the rising clouds. i captured this one on our exploratory camera on pier 15. you can see our ferry riders got a real treat this morning. nearly calm water out there and a colorful sunrise. i'll be sure to post that and a couple other time lapses i did this morning because i knew the clouds were going to be on an increase and they're going to have some really cool shapes to them.

look at that at mikenicconbc 7. this could be the longest stretch of dry weather we've had all year. the last seven days of january were dry. that's the longest we've had. not as warmth weekend, but it will still be pretty mild. you can see some radar returns, even some over us, but a lot of that will evaporate before it reaches the ground. you have to go up to the north. that's where the storm tram ck. that's where the storms are moving now. right now we're at 51 in santa rosa to about 59 in san ramon. quite a spread there. upper 50s along the coast in san francisco, about 64 degrees for the rest of us. in san jose, this is 280 and 17. we'll be flirting with the mid-60s at 2:00, 4:00. you'll need sunglasses from time to time as the sun dances

through the sky. sunsets will still be in the mid-50s. by 8:00, in the low 50s. low to upper 40s under a mostly cloudy sky, but a canopy of clouds that will kind of insulate us a bit. you can see the rain all the way up north through the evening hours. add a few sprinkles overnight in the northern part of sonoma county. but look tomorrow, the track pushes even farther to the north and that's what opens us up to the warm weather. we've got 75 in l.a. guess where that warm weather is going? there you go. yeah, 70 tomorrow inland. low to mid-70s around the bay. inland for thursday, and low 70s for friday. we'll be back in the 60s over the weekend. in fact, the coast will never really leave the 60s because a sea breeze will develop each afternoon, so if you want some of that spring warmth you have to go away from the coast. if you still have the old style

carbon monoxide you'll want to replace them. the tour group got quite a surprise when mr. trump popped out from behind the screen. little boys' eyes got wide-eyed so he took a portrait. this all happened right beside hillary clinton. the apps are navigation services like waze who lead drivers off on side streets for shortcuts. residents are complaining they are clogging up their neighborhoods. it slows down the commute and in some cases removes those routes from the app. >> the residents are really fed up with the traffic, cut-through

traffic in the neighborhoods, the amount of it, the speeds. >> police say that traffic reroutes seem to be working and traffic is opening up in those neighborhoods. but they're worried it's only a temporary solution. we'll be getting some much needed work later this month. most of the makeover will go to replacing the promenade's granite surface. it's been taking a beating from dog walkers, strollers and runners. agencies have chipped in $5 million to put in a more durable practical shale. we're going to check in on a baby hippo at

let's look at her now. little fiona is growing up so fast, staff at the zoo installed a ramp so she can get into the pool all by herself. fiona looks tiny for a hippo. >> she's actually 73 pounds from the 29 pounds at birth, so she's getting a little too heavy for her care staff to lift her in and out of the pool. hence, she's learning to use this ramp. >> the baby really enjoys swimming. it's one of the activities where she gets to be independent. >> her
