one viewer e-mailed us saying she's literally trapped in the area. good evening, i'm kristen sze. >> and i'm dan ashley, thanks for joining us. officials in contra costa county have declared an emergency in the morgan territory area to help them better deal with a mudslide that has crippled that part of the east bay. the slide happened last month after all the rain. abc 7 news reporter laura anthony is live near clayton with the very latest on this. laura? >> reporter: well, i am standing at the edge of this 300-foot slide. you can see it has ruined the roadway behind me, largely debilitated this community that lives here. some have left their cars on the other side. they're using wagons, bags and their feet to get back and forth. it's a situation that may not get much better any time soon, despite a declaration of emergency. >> he's blind in his right eye. >> reporter: elaine freedman runs a bird sanctuary on morgan territory road, a remote area in east contra costa county, one

still nearly cut off by a 300-foot mudslide. >> our lives have been totally turned upside now. >> reporter: now freedman and her neighbors wonder when county officials will come to their aid. as it is, they can walk over the slide toward clayton, or drive a treacherous one-lane road 45 minutes to livermore. >> we don't have garbage pickup. we have to ferry our garbage through the closure. no mail delivery. the fire and emergency services, there is a truck down near the closure, but it's not manned. >> all in favor. >> reporter: this morning contra costa supervisors did act, passing a resolution to expedite the repair of the roadway wiped out by the slide. >> we're working very hard. there's a lot of pieces. we're making sure it's safe, we're trying to make sure it's stable. >> it's going to take a structural fix. >> reporter: the county's public works director told us it could take four weeks to finalize a

plan for a retaining wall at the slide site. the more immediate goal is to find residents a safer way out. >> we are looking for alternative access routes through the community, either down to another section of morgan territory road below the slide or onto marsh creek road itself. >> reporter: in the meantime residents will have to continue to make do, schlepping themselves and their supplies around this. laura anthony, abc 7 news. no one was hurt when a small plane made an emergency landing at mineta san jose airport. sky 7 was overhead after the cessna landed safety this afternoon. the san jose fire department says the pilot took off from the general aviation reed hill view airport in san jose but discovered the air draft had defective landing gear. the pilot went to san jose airport where the runways are much bigger. there was an all-out manhunt in berkeley. police are looking for a man that tried to run over a cop in

richmond. this all started with the report of a car being broken into on carlson boulevard. melanie woodrow picks up the story. >> reporter: this is where that vehicle was ultimately abandoned, right here after a short chase with berkeley police. the vehicle is gone now. richmond police have processed it. we have some video from sky 7 of what it looked like earlier today. this was just after noon when berkeley police say they realized the vehicle had possibly been involved in that richmond officer-involved shooting from this morning. we also have video from richmond to show you. this was just after 1:00 this morning. richmond police responded to a possible burglary on sutter avenue. when they arrived, the suspect, who they say was breaking into a truck, ran away and was last seen on carlson boulevard. a richmond police spokesperson says the suspect then jumped into a mercedes and attempted to ram officers with that vehicle. one of those officers opened fire. both of the police officers are okay. it's not clear whether or not

the suspect was hit by those shots. somebody then reported a suspicious vehicle to berkeley police this afternoon. it was parked on addison, between 5th and 6th streets. when officers responded, the suspect drove away. >> pursuit ultimately ended in our city, just several blocks from where the initial call came out on dwight way, just west of 4th street. the vehicle was abandoned there and we locked down the scene at that point and notified the richmond police department. >> reporter: and again, this is where all of that ended. richmond police processed the vehicle. they are now the ones that are handling this entire investigation and the suspect that jumped out of the vehicle here is still on the loose tonight. live in berkeley, melanie woodrow, abc 7 news. three more people are facing murder charges in connection with the death of a san jose little league coach. the three were arrested last week. two other suspects were arrested

shortly after the february 26th stabbing. police say the suspects got into an altercation with 35-year-old frank navarro. it happened at tres cantina. we're getting our first look at two ex-convicts charged in the attempted murder of an off-duty oakland police officer on the freeway. police say a 33-year-old fired the gun on interstate 880 last week. 37-year-old johnny robinson was driving the rented suv they were in. the shooting happened late wednesday night on 880 near the 16th avenue exit. the officer was not hurt. the suspects have a combined nine prior felony convictions. no word whether the suspects knew they were targeting an off-duty officer. well, sky 7k pictures today of what was the flood zone in san jose. the mayor has taken the blame for failure to alert residents

living near coyote creek to evacuate. now they learned the city may find itself footing much of the bill for the tens of millions in damage. that is coming from the deputy city manager who is accompanying state and federal officials as they tour the damage. david louie is there. >> reporter: federal and state assessment teams are walking the three neighborhoods that were several feet deep in floodwater two weeks ago today. while 1400 households have filed for help, san jose's deputy city manager says that the disaster may not be large enough to trigger federal funding. the city is trying to make a case it's worse than it looks. >> even a single home can often mean a home and a business, and in neighborhoods like ours, where we are having to have multiple families in a single home because of the high housing prices really helped them understand the impact of a few hundred homes. >> reporter: it could be a month before a decision is made on federal aid. apartment building owners say they can't wait with tenants anxious to move back home.

>> we have to remove whatever damage so that it won't be further damage or ruined, you know, the house. >> reporter: she is frustrating about waiting three hours to get a permit to do repairs. a printer problem couldn't be resolved by closing time and she never got her permit. as some residents start to return home, city hall continues to get criticized for issuing a mandatory evacuation order too late for people to move their cars or save their possessions. santa clara county officials say by law they couldn't activate their alert scc system until they ordered an evacuation. >> they have to make the call about evacuation because it really mean they have to get out into the field and make sure that people are evacuating. >> reporter: the city is holding a public hearing thursdy to review its response and to develop plans to avert future disasters. in san jose, david louie, abc 7 news. muni service is back to normal after passengers had to be evacuated because of a stalled train. eric butler tweeted this video

as he and other passengers slowly walked through the train tunnel on a narrow walkway back to the van ness station. around 12:30 the passengers were on a train that stopped moving between the church and van ness stations. muni set up bus shuttles until they could get it off the tracks and back to the yard for repairs. delays lasted until 2:00 this afternoon. no word yet on what caused the train trouble. a san francisco startup accuses headphone company bose of crowd funding its tech just to steal it. doppler labs filed a lawsuit saying the company supported its hear one headphones to gain knowledge about its plan and technology. a short time later bose released the here phones. hewlett-packard enterprises is buying a flash storage company based out of san francisco for $1 billion. nimble's stock jumped by 45%

we don't want no registry. >> in washington today, protesters rallied against the president's new travel ban. this time around, green card and visa holders will not be banned from entering the u.s. however, six muslim majority countries are impacted. they took out iraq, though. civil rights groups plan to sue to block the new order. late today san francisco's board of supervisors approved a new level of protection for residents if they end up on a federal registry of muslims or any other database based on religion, national origin or ethnicity. the legislation invites residents and nonprofits to sue the city if san francisco officials give the federal government information that might be added to such a registry. the state of california just recognized its women of the year, and among them a fremont resident who has taken it upon herself to bridge the gap between fear and acceptance of

muslim americans. abc 7 news reporter wayne freedman picks up her story in the east bay. >> reporter: a muslim woman wearing a traditional hijab walks through a public building. do you notice? she certainly feels it, what she describes as the look. >> he or she doesn't know who i am. here this muslim comes walking in, maybe she's a terrorist, maybe she's holding -- has a vest on her or something. i don't know what they're thinking. >> reporter: well, this is a case where fear can lead to inspiration. ever heard of meet a muslim? >> if somebody would say meet a white, meet a black, meet a christian, meet a jew, what is that? >> reporter: as she sees it, this was an act of necessity. in a time of travel bans and general misunderstand go ahead, enter the meet a muslim facebook page. it hopes to ease the distrust and the fear. >> this is all very sad. >> reporter: she lives in suburban fremont on a street just like any other. her home, a 100-year-old

regarding a private facebook group and closed website called marines united which featured salacious photos of female service members. the general said the behavior of the marines who posted those photos is unacceptable. >> it's embarrassing to our corps, to our families and to the nation. >> general neller says he's committed to the investigation process and is urging marines to report any further behavior like this. state assemblyman evan lowe wants 17-year-olds to weigh in on the next president of the united states. the campbell lawmaker has introduced an amendment to the california constitution to allow that. the bill would require approval from two-thirds of the legislature as well as the approval of california voters, so it could be a long haul here. he says lowering the voting age will help give teenagers a political voice. he says he wrote the bill after the low turnout in 2014. meantime voters in sonoma county are deciding the fate of a marijuana tax today. measure a would impose a 10% tax

you're worried people are missing deadlines because some of the deadlines have changed, right? >> yeah. for small business owners this year, a lot of the tax dates have chamber of commernged. if you're a small business owner set up as a partnership or llc or s corp the date has moved to march 15th and that's next week. a lot of people we're finding aren't aware of this change. if you're a c corp that's moved up to april 17th. for all the individuals out there, the date is still april 15th, except this year there's a holiday in washington, d.c. and you get an extra three days so it's april 18th this year to file your taxes instead of the 15th. >> laura, thank you very much. bart, thank you very much. if you didn't get all of that or still need help, give us a call, 415-954-7621. reporting live, i'm michael finney. >> thanks, michael. a popular shanghai soup

dumpling restaurant is no longer taking reservationing. they just restored the no reservations policy. the chain made an exception to the policy because of the extremely long lines and hours of waiting when the location opened last may. well, the waits are now down to only about one hour. >> only, that's it, wow. >> so now customers can put their name in with the host and the restaurant will text them when their table is ready. while you're waiting for that table, you can just enjoy the nice weather that we have outside. take a look at live doppler 7 right now. we did have showers in the north bay earlier, very isolated. they have moved out and they did get some measurable rain there, but that storm track is shifting northward. watch what happens from tonight through tomorrow night. we will start to see a change in our weather pattern and milder air is going to be coming in from the south. as that mild air moves in from the south, you will feel the difference.

temperatures have already gone up today and you notice those numbers down in southern california in the 60s, 70s. we'll see those readings coming into our area. this is where you might want to spend some time the next few days. plenty of sun right now and there are signs of spring ahead. so today's high temperatures are in the first call 'olumn here. we saw low 60s around concord and san jose. santa rosa a good 15 degrees warmer than today. san jose, you're going up by 8 degrees so you'll feel the difference. here's the view from our east bay hills camera. the sun is being filtered by some high clouds. upper 50s to the low 60s from san francisco to oakland, gilroy, and a lovely live picture. this is one of those pictures you just want to frame it, soak it all up. beautiful view as we look towards mt. tam. 56 in santa rosa, 60 in napa. here's your hour-by-hour forecast this evening. sun goes down at 6:10, temperatures in the 50s.

one whale species is so elusive the public has never seen them in their natural habitat until now. take a look now. a team of scientists took these pictures in the water near portugal. it may turn out that the area is a hot spot for these mammals. these whales spend 92% of their time underwater. very little is known about them. scientists hope this closer look will help change that. they don't surface that often. the hyperloop high speed transportation project is a step

closer to reality. this video shows the first full-scale hyperloop test track being built in the nevada desert. hyperloop 1 released the new images. it's close to being finished. the goal is to start testing this year. once finished, they should be able to ship cargo a distance from novato to san jose in as little as 12 minutes instead of two hours. it could one day transport passengers as well. here's something that could one day travel on a hyperloop, it's called a pop-up system. airbus and ital design teamed up to create a self-driving car that can also fly. when traffic on the ground gets to be too much, drones can pick up your car and take you from point a to point b. once hyperloop is finished, the vehicles could use those as well. it could be a ride-sharing vehicle like uber and lyft. the concept could be reality in 7 to 10 years.

>> abc 7 news was at san francisco county jail number 5 in san bruno today as the st. lawrence string quartet performed for the inmates. >> prisoners in the recovery and re-entry program were in the audience and they certainly liked what they heard. >> i've never really been to a symphony or really had an opportunity to enjoy classical music like that. for people to come in from the outside and sacrifice their time and play music for us, i felt like that was a very powerful experience. ♪ >> another inmate said he was excited to get up this morning because of the concert. he also said it's a big change from the music they normally listen to. >> the most quiet it has been in the jail in a long time. what a great treat, nice gesture by the musicians and the inmates looked like they really enjoyed it. >> world news tonight with david muir is coming up next.
