fundraisers throughout the city, but the big rally will be outside tomorrow of san francisco's city hall at 11:00 in the morning. now international women's day has been celebrated since 1908. but this one promises to be different. >> it won't be your traditional international women's day, organizers have a new day, a day without a woman. and across the country some are not going to work. >> we want to focus on women's rights as far as equal pay, access to health care, education, many of the things we feel are at risk right now. >> the day has always been one where women celebrate social, political and economic gains while at the same time focusing on areas that still need at but following the woman's march in january, organizers thought it would be appropriate to have a woman's strike on this day. >> i participated in that, marched in the women's march and

i feel really strongly about the women's right and the work force but i'm not skipping work tomorrow. >> i don't believe i will be staying home but i will be wearing red in support. >> besides wearing the color red organizers are asking to boycott businesses unless they are owned by a woman or a minority. the woman's building in san francisco's mission works as a hub. while some schools back east will close tomorrow, none of the districts in the bay area have plans to shut down, although san francisco's system has unified systems should they need them. santa clara county leaders joined together to pledge their support for tomorrow's day without a woman, gathering

outside the county building all wearing red to show the solidarity with the effort and how certain departments plan to mark the occasion. >> we are doing a get-together tomorrow at the sheriff's office for women employees and will have some of the command staff to serve breakfast to the women and we're really happy about that. >> leaders encourage people to take the day off without pay, but if people do choose to work they're asked to wear remember. a total of five people are involved in the stabbing death of a beloved little league coach. the three were taken into custody last week, two other suspects, robert ruiz, and vallejo, were charged. police say navarro was stabbed to death in the downtown casino, working there as a security manager. he was also president of the east ridge little league and coached at overfelt high school

as well. and san francisco police departments heard hearings on the use of force matter. it shows a civilian here coming to the rescue of an officer being attacked. >> vic lee has more with the sto storime storiment. >> reporter: well, in that video the officer used a lot of restraint trying to take the person down, we don't know if he went through the use of force training but a lot of cops in this department are, a lot of them. this cell phone video taken two weeks ago shows an officer wrestling with a homeless man who is said to be exposing himself. the man overpowered the officer who needed the help of civilians to make the arrest. >> he told me it would have been to his advantage if he had either the carotid restraint or tasers available to him. >> but they were not, they used

the restraints and tasers, but they still have not been approved. there are more reforms being put to use. >> without objection, it is adopted. >> the supervisors heard new police chief on the progress of department-wide reforms, those made by the u.s. justice department, a blue ribbon committee and a civil grand jury. >> i wanted to know how the police department will prioritize over the 200 recommendations that come from the department of justice. >> the priorities, new use of guidelines and crisis prevention. >> we want everybody to be trained on the current use of force policies put together by the end of summer. >> the department wants the officers to go through the crisis intervention classes by year's end. it is a training and balancing act, the scheduling of officers going to classes and those working the streets. sf police department has 2200

uniformed officers, with many enrolled in classes. >> so i would say about a quarter of our personnel are in training. >> but the department says the public safety has not been compromised to make way for the training. and a man who tried to run down a richmond police officer with his car overnight ran away from the police a second time this afternoon. sky police were over berkeley after the man was chased, somebody noticed a vehicle and when the police responded, the driver took off, ditched the car here on dwight way and then ran off. police suspended the search after three hours, just starting after 1:00 a.m. this morning. police say the suspect drove straight for an officer with his head lights off. officers fired at the car. it was not clear if the man was hit by the shots, the man was wanted for breaking into a truck. no officers were injured. and tonight a look at the flood zone in san jose, with recovery not going nearly as smoothly as some would like.

abc 7 reporter david louis has more. >> reporter: well, let's start with good news first, the flood victims are receiving checks for the relief fund, over a half a million dispersed so far. however, others are running into unwelcome delays. first it was the flood that caught residents off guard as coyote creek took over their neighborhoods. now they learn how bureaucracy moves slowly as they try to recover. this woman can't get a permit from city hall. >> i was there until 3:00, and waited until they closed at 5:00. they're still working on my permit, three hours i still did not get a permit. >> now san jose is hearing that the scope of the coyote creek flood may not be big enough to qualify for federal relief funds. others are putting together the

assessment teams. >> that is part of what today is to assess are we in the right range, are there things in terms of the level of damage that pushes us over the top, but the reality is it's a hard case to make. >> that means san jose may have to dig into their own funds to help with the relief effort. the damage is estimated at $73 million, two weeks later, the evacuation orders continue to come up, santa clara county is the keeper of the alert notification system. the county executive said by law san jose had to issue an evacuation order and could have activated an alert on its own. >> the city has access to it through their dispatch department, not at this point i guess the e 00 oc over there didn't realize the dispatch had access. >> in san jose, david louis, abc 7 news. take a look here, a horse

got stuck in the mud in santa cruz, you can see it is in a very dire position. cal-fire said at first the horse was chest deep in the sand and could not get out. firefighters were able to help and pull it out. fortunately that horse was not hurt. governor brown tonight has just declared a state of emergency and is requesting a presidential major disaster declaration after a series of storms, causing flooding, power outage and damage to critical infrastructure like the oroville dam. work there continues around the clock, the department of water resources released this video, crews continued to remove the debris from the base of the spillway and the dam's hi hydroelectric plant is working and can remove the sand from the lake. and now, a look at the aftermath from a crash, first responders did not say how the

truck ended up on this classic cadillac converter like this. the good news is, nobody was hurt. some muni passengers in san francisco had an unexpected trip through a tunnel but not on a train. they had to evacuate the train and walk through the tunnel after the train stalled on the trucks, the passenger took this video here at the station. the delays happened until this afternoon until muni could get the truck out of there. and a beautiful walkway of the world is getting much needed tlc, they were warned of disruptions from a construction project that begins mid-month. it is to replace the gravel trail and will improve drainage, the path will also have to close in stages during resurfacing. the $5 million project will be finished this summer. more than a million people use that path each year. and san francisco's oldest park just got a face lift. abc 7 was there at the south beach area, the $4 million

michael finney, reporting live from the 7 on your side offices. lrtd, michael, thank you. well, snap stock was down, shares fell about 10% closing at 2144 after last week's ipo when shares opened at $24 each and jumped 44% on the first trading day, some analysts say it could be a sign that investors are having doubts about snap's long-term potential, overall, they are down 20 points, nasdaq lost 15. and uber is looking for a chief officer, they need someone to help run the company. uber has faced a lot of back lash recently, two investors says that they have been put on a pedestal, and nobody is as good as people thought travis was. and they say a problem with the culture is that other investors have remained silent. and meanwhile, facebook ceo

soils testing and pg&e work, all very preliminary, despite an emergency declaration today it could be months before this roadway is permanently fixed. it's a reality that many residents here find frustrating. this has become a way of life for those living along morgan territory road near clayton, at least since february 24th. that is when the hillside gave way and took much of the road with it. >> what has it been like for you? >> horrible. it's awful. i'm too old for this. >> reporter: since that time the residents here have been almost cut off. as it is now they can either walk over the slide toward clayton. or drive a treacherous one-lane road 45 minutes to livermore. >> i'm frustrated. my husband commutes all the way to san francisco. and so it takes him three hours to get home from work. >> all in favor? >> reporter: this morning,

contra costa supervisors did act passing a resolution to expedite the repair of the roadway wiped out by the slide. >> it's our top priority and i'm pushing as hard as i can but i want to make sure that we're safe and doing it appropriately. >> it's a structural fix more than just scooping the stuff off the road. >> reporter: the public county works director said it could take four weeks to finalize a plan at the slide portion. the alternative is a safer way out. >> we're looking for alternative routes either near morgan road or ash creek itself. >> in the meantime, residents here will have to make do, moving themselves and their supplies around this. in morgan territory, laura anthony, abc 7 news. now your accuweather forecast with spencer christian. now, spring is on the way and we see signs already.

mostly clear skies across the bay area right now, i would say sunny, but sunset has officially occurred although the skies are still bright and glowing. this is a view of the western sky, a beautiful view from the east bay hills camera. let's look at the current readings, 54 in san francisco, mid-to-upper 50s in oakland, and 52 at half moon bay and gilroy. this is the view of the glowing western sky from the emeryville camera, currently 54 at santa rosa, and 54 in livermore and concord, and central tower here is the view over san francisco under mostly blue sky, these are the forecast conditions, mostly clear, cool conditions, we'll have a brief cooldown this weekend mainly on saturday, with temperatures bouncing back on sunday. right now check out the temperature change, most locations about four or five

degrees, warmer than they were at this time yesterday. so the warming has started. as we look at santa cruz beach check out how spring-like it will be as we get through the week later. today's high in santa rosa, 50 degrees, concord will be 13 degrees warmer on friday, and san francisco, oakland, redwood city, will be six to seven or eight degrees, overnight, it will be mainly clear and cool but for tnot cold. low temperatures in the inland valleys, in the bay, upper 40s, tomorrow a lovely day but before that let me show you the storm track flowing well to the north right now, and the animation starting at 7:00, the rain flow from the flow of the storm track will mainly hit the northwestern part of the state, yreka, near ukiah, and a center of pressure

the authenticity of the documents and it's not clear how wikileaks obtained the information. los angeles. the plan to replace obamacare is met with growing resistance from republican, the president supports the law, but others worry that it is just obamacare-light, they want to fully gut obamacare, not replace it. the rolls suggest that six to 10 million people will lose their insurance under the new law. today, there were rallies on the muslim nations, saying that the ban will not give preference to the muslims trying to leave the ntions, but civil rights group say it is discrimination. hawaii will be the first state to sue, and they will file the lawsuit tomorrow.

the san francisco lawmakers are being asked to approve the most sweeping law in the nation when it comes to working moms and breastfeeding. >> yes, as carolyn tyler shows

us, they may want to pump their milk on the job. >> some places have accommodations to help moms pump their milk. this law firm has a special room. soon, every business in the city may be required to have a space and policy in place. >> and you will hear from many working moms that they have to pump in the bathroom, and you're providing food for the babies, that is not a clean place. >> today, legislation was introduced setting mandatory standards requiring clean spaces with no toxic materials. a place to sit and a surface for the pump, which must have nearby access to a sink, and an electrical outlet and a refrigerator. there are already a couple of spots like that at city hall, but this nursing mom was not aware. >> that would be very nice rather than just having to go in the middle of the tables and
