parenthood. as far as schools go, no districts in the bay area have announced they will be closed today. reporting live in san francisco, amy hollyfield, abc7 news. rallies are planned for today across the bay area. in oakland, thousands are expected to gather at frank ogawa plaza. other rallies are being held in san francisco, san jose, palo alto, union city, and on the uc berkeley campus. the alameda city council has passed a resolution. they met late into the night before deciding to ask lawmakers to look into potential conflicts from the bt president's business dealings and possible ties to russia. city councils have no actual authority to call an impeachment but they can send a message. one council member said the city has other issues to focus on like affordable housing. supporters admit this is just symbolic but they hope to create a movement. >> understandably, this is just a local measure, but with a

republican congress, republican senate, i think you need to get this movement from the ground up. >> richmond became the first bay area city to pass a similar resolution two weeks ago. new this morning, hawaii has filed the first lawsuit against the president's new travel ban. attorneys filed a new 40-page request just before midnight last night asking a federal judge to issue a temporary restraining order against the ban. the president signed the new order on monday, banning travelers from six majority muslim countries from entering the u.s. for 90 days, also banning all refugees for 120 days. hawaii and the justice department are asking the judge to fast track the issue so it's heard before it goes into effect one week from tomorrow. an incredible breach of the cia. wikileaks has published thousands of documents that if they're authentic, expose some of the most powerful u.s. intelligence tools. abc has the latest from washington. >> reporter: officials say the documents appear to be

treasure-trove. >> reporter: is now trying to determine how to respond. >> i'm not going to comment on that. >> reporter: for people at home concerned about those same devices, experts remind us that anything connected to the internet always has the potential to be hacked. apple released a statement saying that many of those vulnerabilities have been fixed and they urge consumers to make sure they have the latest patches installed. abc news washington. and just in, here at the live desk, we have new information on that deadly crash in biloxi, mississippi. the ntsb just wrapped conference a few moments ago. investigators say they are trying to determine why the bus was sitting on the tracks just several moments before it was hit by a freight train. four people were killed, 30 injured and investigators say they're also looking at another accident at the same crossing two months ago and whether there's an issue with that

particular crossing or if this is simply coincidence. the bus was taking passengers on a tour of casinos. the ntsb plans to have another update this afternoon. new details in sunday's fast moving fire in vallejo that destroyed 16 units of the travel inn. investigators now say the fire started in a downstairs unit. they're still trying to determine the exact cause. flames quickly spread, though, from the unit to one above it where several gallons of gasoline were stored on a balcony. officials say the firefighters who battled the flames participated in a training drill at the travel inn just weeks before this happened. today, teams will continue going door to door in three san jose neighborhoods that were flooded two weeks ago. san jose is now hearing the damage to private homes from the coyote creek flood isn't enough to meet fema's requirements for reimbursement. federal money will cover only public buildings that were damaged and street clean-up. the city may have to use its own

general funds to help victims and restore infrastructure. the mayor's relief fund has raised $6 million so far. damage is estimated at $73 million. governor brown is asking president trump to issue a third major disaster declaration because of damage from january's big storms. this one would be for the period between january 18 and the 23rd. the two previous requests cover december and early january. brown says the storms caused flooding, breached levees and left an estimated 55,000 homes and businesses without power. a disaster declaration makes federal aid available to state and local governments. happening today, state senate begins considering a bill that would raise gas taxes to fix the state's roads. it would raise $6 billion by increasing the gas tax by up to 12 cents a gallon over the next three years. the vehicle registration fee would go up by $38 and own ores of zero emissions dollars would pay an annual $100 fee. the legislation is set to go before the governance and finance committee today. it heads to the state

legislature in two weeks. also happening today, san francisco's garbage company wants to raise rates and you can tell city think about that. rekolg wants customers to pay 16% more for services. the company cites higher labor costs, facility improvements and a new landfill agreement as some of the reasons for the hike. you can air your view on the proposal at city hall from 8:00 to nun. sonoma county is about to get a financial boost from pot. voters have approved a 10% tax on marijuana business in unincorporated areas of the county. measure a got a 72% yes vote in yesterday's special election. it could generate up to $15.5 million of revenue a year. the money is intended for county services like roads, fire protection, and housing. the state assembly is considering a new bill that would send 17-year-olds to the polls during the next election. the bill aims to lower the voting age in california's constitution. two-thirds of the legislature have to approve the bill for it to advance and then it would be

a rocket-propelled grenade took my arm off at the shoulder. when i came home, i felt alone. my family was around me, but i couldn't talk to them about what i'd seen and what i'd done. i remember just thinking, man, the way i am right now, i don't want to live. i was discharged from the army, and i've been working with the wounded warrior project since 2007. warriors don't have to be severely wounded to be with the wounded warrior project. we do have a lot of guys that have post-traumatic stress disorder. being able to share your story, i guess it kind of helps you wrap your mind around what did happen over there. just because you've left the military doesn't mean your life is over, because when these guys are coming home, i'm kind of leading and training them, instead of for combat, i'm leading and training them to heal. and if i come away with anything from the wounded warrior project, it's them giving my life back. my name is norbie, and yes, i do suffer from post-traumatic stress disorder, but i'm okay.

hi, and welcome back. we had deadly wild fires across the country overnight. in fact, i want to show you this map. we had 32 large wild fires burning in eight different states from new mexico all the way to florida. also want to show you some new video that just came into our live desk. this is from the texas pan handle. at least four people were killed there and several injured after big wild fires in the area and officials say three of those people that were killed were ranchers who were trying to save their cattle. several firefighters were also hurt. more than two dozen states remain under wind and fire alerts this morning. reggie, natasha, i used to live in the texas panhandle and a lot of people, very close-knit communities there so this will be devastating for them. >> absolutely. thank you so much, jessica. for the first time, we have hearing from the husband of a south bay woman that was

severely burned during a plane crash last week. the crash killed her mother and stepfather and left her friend badly injured. the plane was bound for san jose and crashed sortly after takeoff in riverside in bad wetd. her husband is relying on faith to get through this tragedy. >> all day, i told my wife, please take a commercial flight home and she said, no, we'll be fine. i'm terrified that she won't make it. but i'm putting all my faith in god and i think she's going to -- i believe she's going to pull through. >> well, she has severe burns on her back, and doctors had to amputate her legs. she has not been told her mom and stepfather didn't make it. the cause of the crash is still under investigation. >> what they must be going through right now. all right. going to move on now to the recent rain that has saturated the santa cruz mountains. neighbors there have had to cope with landslides and flooding. >> even a horse was not immune to the hazards. it got stuck on a muddy trail.

katie marzullo tells us all about this rescue. >> reporter: these photos paint a scary picture in the santa cruz mountains. a horse laid out on her side, stuck in what can best be described as quick sand. >> she's laying in water. holding her head up with the bridle, i guess. kind of the horse is exhausted from battling for about an hour, hour and 20 minutes to get out of the water. >> reporter: cal fire battalion chief got the call around 2:30 in the afternoon. >> you don't know what an animal's thinking when you're trying to help them. they're looking for a way out and you could get a hoof in the stomach or take a blow to the face. >> reporter: he quickly came up with a plan. >> we noticed the water was draining in towards the horse from the creek and we diverted the water flow from the draining in towards the horse away from the horse. >> reporter: when the water receded, the soil firmed up and the 6-year-old horse was able to get her footing and stand. the horse and rider were able to

get up and walk out on their home. the chief feared hypothermia yeah but other than that, the horse appeared unharmed. >> monet was the horse's name, kind of put a smile on my face. >> reporter: be extra careful on saturated roads and trails. in the santa cruz mountains, katie marzullo, abc7 news. this is always my fear. some muni passengers in san francisco had an unexpected trip through a tunnel. they had to evacuate their train and walk through the tunnel between the church and van ness streets yesterday afternoon. passenger eric butler took this video. the train stalled on the tracks. it took crews about a half hour to get that stuck train out of the tunnel. no word yet on what caused that train to stall. australian maritime crews rescued two sailors from a disabl disabled yacht this morning. black and white video is from an infrared camera showing a communications package being dropped from the back of a plane.

well, a police boat plucked the two sailors of a yacht and brought them into shore near t sydney. testing is set to begin on the hyperloop rail system. this is the first scale track in the nevada desert. the hyperloop should be able to ship cargo a distance that would be equal from novato to san jose in just 12 minutes. it could one day carry passengers. here's something that could one day travel on hyperloop. it's called the pop-up system. air bus and natal designs are teaming up to create a self-driving car that can also fly. when traffic on the ground gets to be too much, drones lift up your car and take you from point a to point b. once the hyperloop is finished, the vehicles could use that system as well. a pop-up could be flying into your life in seven to ten years. that's a lot to look forward to. but right now, we live in the present and mike has a look at your near future forecast. >> does that thing fit in a

as we mentioned, today is a day without women. social media blowing up last night over whether the statue of liberty was taking part in this. you are looking live at lady liberty now standing tall this morning in new york harbor. she was not so bright last night, though. take a look. her crown, her torch still illuminated but most of her dark for about two hours. the national park service blamed this just on a power failure tied to repairs on an emergency generator damaged during hurricane sandy. a popular dumpling restaurant in the south bay is no longer taking reservations. sorry. get in line. they just restored its no reservations policy at valley fair mall in santa clara county. the chain made an exception to the policy because of the extremely long lines and
