sir francis drake boulevard is back open after being closed by the mudslide. the slide happened near baywood canyon road early yesterday morning. this is not the first problem in that area. mud and rock slides from recent storms have closed sir francis drake off and on for weeks now. developing news, republicans have won their first round in the fight to dismantle obamacare. >> after nearly 18 hours of debate, house ways and means committee approved the measure shortly after 1:30 this morning. a live look at the energy and commerce committee still debating at this hour. abc's lana zach is live in washington. >> reporter: good morning, reggie and natasha. the reason why they are trying to delay, democrats are trying to delay, is not just political the theatrics. they're also trying to give the budget office enough time to score the bill to assess how many americans could be affected. lawmakers on capitol hill have been working overnight on health

care as democrats and even some republicans tear into the obamacare replacement bill. >> what this bill needs is some extreme vetting. >> reporter: pizza deliveries kept members fueled up for the continuous hours of debate that lasted through the wee hours. as democrats tried various stalling tactics, at one point debating an amendment to change the name of the bill to the republican pay more for less act. and then just after 4:00 a.m., the house ways and means committee became the first to advance the republican bill. >> an important step in the repeal of obamacare and freeing millions of americans, patients and local businesses from that pain. >> reporter: elsewhere, the nation's leading health care groups, include the aarp are denouncing the republican plan. in a letter to congress, the american medical association cited the expected decline in health insurance coverage and the potential harm it would cause to vulnerable patient populations. one early review projects up to 10 million americans could lose their insurance. tea party republicans oppose the

replacement plan, calling it obamacare 2.0. and one of the fiercest senator ted cruz, tweeted about the warm and gracious reception that his family received at the white house by the first family. san francisco city attorney dennis herrera is asking a judge to halt enforcement of president trump's new sanctuary city order. the order threatens to withhold federal funds. he argues it tramples on state sovereignty and exceeds the president's authority. he also says the order is so vague, cities don't know how much money they could lose. the judge expected to consider an injunction on the president's order next month. san francisco is among about ten sanctuary cities in the bay area. a plea from city leaders in san bernardino to president trump is stirring anger this morning. they're asking him for help in

fighting crime. the city had a record number of homicides last year and is emerging from bankruptcy. the mayor, city council, and police chief sent a letter to the white house asking for help but it was sent without public input and now critics are threatening to sue. city leaders said they won't do it again but critics want the letter rescinded and are giving the city 30 days to do so. hundreds of women gathered in oaklan last night to mark wims and to make a strike against sexism. the march was noisy but orderly and it carried a clear message. abc7 news reporter kate larsen was there. >> reporter: dressed in red, hundreds marched through the streets of downtown oakland. >> we have to speak up about our rights as a woman. >> reporter: the international women's day strike started in front of city hall. and touched on issues representing the diverse women who make up this fight for equality. >> no matter where you come from, religion, nationality, what gender you are, everyone's

"washington post" and cnn report the pentagon and marine corps are being tight lipped about the exact location of deployment out of safety concerns. uc berkeley police are warning students about an armed robbery inside of a campus dorm yesterday. zie sky7 was over the scene yesterday as officers searched for the suspect. police sent out a tweet telling students to shelter in place as they searched. no word on what he got away with. in san francisco, police are looking for two men they say robbed a woman and her 1-year-old daughter at gunpoint. it happened friday night. police released the surveillance video showing the suspects. they robbed the woman inside the parking garage of a complex in florida street in the mission district. police say they wanted her car. >> one of the suspects pointed a

gun at them and the other suspect grabbed the baby from the vehicle, hanging on to the baby, and basically ended up taking one of her bags from the vehicle. >> the baby was hurt. police say the victim is a single mom and an army veteran. she had just taken money out of the bank to buy a cake for her daughter's birthday. oakland city council is approving a revised plan requiring anyone who owns and operates a legal marijuana business to live in the city. tuesday night, city council vote overhauled legislation on how cannabis businesses will be regulated in oakland. half of all new permits will be issued to people from neighborhoods hardest hit by the war on drugs, including those with a pot conviction in the last two decades. when you step outside this morning, you'll notice the difference, especially in san francisco where we're coolest right around the sunset at 50. warmest at sunnyside at 56, coming across the golden gate is 52, coming through the ferry

caused that outage. customers in at least ten states were affected. family and friends are mourning the death of a san jose woman who had survived a plane crash in southern california. stacey pierce was taken off life support and died tuesday night. her mother, her stepfather and a family friend also died in the february 27 crash. reporter rob mcmillan from our sister station in los angeles looks at how the family is doing and the last-second plea that would have kept pierce off that flight. >> they said, we can keep her life support and keep her comfortable until the family made a decision just to keep her comfortable. >> reporter: richard pierce and two of his four children, along with other family members, stopped by the crash site one last time to place candles and flowers to remember 46-year-old stacey pierce before heading home to san jose. >> she was the love of my life. and i can't even wrap my head

around going forward without her. she was just a beautiful person, inside and out. >> reporter: pierce says his wife, her mother dana, and stepfather noori, along with two family friends were on the small plane when it crashed into two riverside homes on february 27. >> all day the weather was bad and i asked her to get on a commercial flight and i just put all my faith in noori being the pilot that he is and the experience that he had. >> reporter: he says he first saw reports of the crash on the news. >> and i just thought, that can't be them. that's just not them. >> reporter: but it was. they were on the way home from a cheerleading competition his daughter brooke's team got first place. >> they got a trophy this tall. >> reporter: but brooke was not on the doomed flight because there was so much luggage. she took a bus home with the team. pierce says he's thankful for all the support, even from

complete strangers. >> it's just call after call, text after text, e-mail after e-mail of love and support. >> reporter: after spending about half an hour here at the crash site this morning, the family went to thank some of the local firefighters. from there, it was home to san jose. in riverside, rob mcmillan, abc7 news. drivers using 680 in milpitas are seeing a sign with a specific message for tesla founder elon musk and here it is. the sign at the scene, elon, please dump trump. it's a reference to musk agreeing to join president trump's business advisory panel. while facebook ceo mark zuckerberg and uber's travis cal have declined. he previously defended his position on the panel saying engaging in critical issues serves the greater good. kevin durant still three weeks away from being reevaluated of course after hurting his knee last week.

while i was on a combat patrol my c in baqubah, iraq,nned out. a rocket-propelled grenade took my arm off at the shoulder. when i came home, i felt alone. my family was around me, but i couldn't talk to them about what i'd seen and what i'd done. i remember just thinking, man, the way i am right now, i don't want to live. i was discharged from the army, and i've been working with the wounded warrior project since 2007. warriors don't have to be severely wounded to be with the wounded warrior project. we do have a lot of guys that have post-traumatic stress disorder. being able to share your story, i guess it kind of helps you wrap your mind around what did happen over there. just because you've left the military doesn't mean your life is over, because when these guys are coming home, i'm kind of leading and training them, instead of for combat, i'm leading and training them to heal. and if i come away with anything from the wounded warrior project, it's them giving my life back. my name is norbie, and yes, i do suffer from post-traumatic stress disorder,

a new mexico police officer's body cam recorded the frantic seconds after a car frantic seconds after a car crashed into a cafe. >> completely inside the building. is anybody injured or hurt? >> man, it is wild to see this kind of intimate footage. the driver was reportedly trying to back into a parking space in front of the restaurant, but he hit drive instead and surged forward. seven people complained of pain, four went to the hospital with minor injuries. they're all expected to recover. >> we are getting a sneak peek at a major expansion at one of oakland's most popular attractions. abc7 news was at the oakland zoo for a first look at the
