high clouds than yesterday but still a beautiful day going to unfold. let's take a look at it. we'll start with live doppler 7 where it's going to be a little slower unfolding around santa rosa and napa, half mile and quarter mile visibility. i'll show you street level data there. you can see right around san francisco, so look from sutro tower, patchy fog trying to form. 59 to 68, look at that spring spread, 56 at the coast, 71 inland and 54 to 60 at 7:00. pretty quiet here. how about with the commute? yeah, it is quiet. so we're definitely enjoying that while it lasts anyway. i did have one issue pop up in the south area of san francisco. southbound 280 just before you get to alemany boulevard, two-car crash, pushed that off to the shoulder very quickly and got that totally cleared so that was just no major injuries, no major damage there either and a live look at the bay bridge toll plaza, just a slight stack-up in those cash lanes but that's pretty much it so far. we'll look at drive times coming up next. happening today, b.a.r.t. discusses raising fares and cutting service.

>> it says ridership is down and its deficit is up. abc7 news reporter matt keller is live at the fremont b.a.r.t. station for us. matt? >> reporter: good morning, natasha and reggie. this is a big expense for commuters paying for their b.a.r.t. tickets. here are all the b.a.r.t. fares there and the reality is, those could be going up, especially if you buy those paper tickets here in the terminal at b.a.r.t. now, the b.a.r.t. board is meeting today to discuss all of this. according to the "san francisco chronicle," fares are already set to go up in january by 2.7% to match inflation. today, the board will consider authorizing a fare increase study to see how another fare hike would impact minority and low income communities. b.a.r.t. officials say they are losing revenue and face a 15 to $25 million deficit this fiscal year. ridership is down 4% during the week and down 9% on the weekends. "the chronicle" says b.a.r.t. is considering increasing the minimum fare to $2.25 which would bring rates for a single rider closer to what other

transit agencies charge. >> it sucks. seem like they raise it -- prices once every two years, i think. but other than that -- >> reporter: what's it mean for you? >> it means dig deeper in my pockets. >> reporter: "the chronicle" also reports b.a.r.t. is hoping to persuade riders to use clipper cards and are considering charging more for the paper tickets. about one-third of b.a.r.t. riders use those paper tickets. b.a.r.t. says a hiring freeze is already in place and they are cnsidering other cost cutting moves like starting trains an hour later in the morning. today's b.a.r.t. meeting starts at 9:00. reporting live in fremont, matt keller, abc7 news. strong feelings there, matt, thank you. to the latest on the health care showdown. republicans have score add predawn victory in their effort to replace obamacare as another committee works all night into the morning. this is a live look at the energy and commerce committee.

they are still debating right now. they've been doing this all night long. they are trying to reshape medicaid. there's that live look. at about 1:15 this morning our time, the house ways and means committee became the first to advance the bill. democrats tried various stall tactics but republican supporters pushed the bill forward with a party line 23-16 vote. the legislation still faces challenges from other republicans and influential health care groups. >> the bill as it stands now has serious problems but i'm encouraged that the president indicated they're working to make the gop legislation was unveiled -- obamacare's individual mandate and put in place refundable tax credits for individuals to purchase health insurance. it also proposes restructuring medicaid and defunding planned parenthood. two house democrats say president trump pledged to support their proposal to allow medicare to negotiate better drug prices. right now, medicare is banned from directly negotiating lower prescription drug prices.

private health insurers can. congressmen plan to introduce their legislation in about two weeks. in the past, the president has said drug companies are, quote, getting away with murder when it comes to pricing. donald trump has picked the man that he wants for ambassador to russia. he is former utah governor john huntsman, born in redwood city but grew up in salt lake city. he was president obama's ambassador to china but resigned to run for president in 2012. he called for candidate donald trump to drop out of the race after a tape was released of mr. trump bragging about a sexual exploits. huntsman will now be part of the effort to help mend relations with the kremlin. police make a disturbing arrest in the south bay. a youth pastor is accused of stalking several underage girls and investigators fear there could be even more victims. abc7 news reporter katie marzullo has more on this developing story. >> reporter: rajeev is accused of talking four girls. santa clara county investigators believe there are at least 19 alleged victims based on what

they found at his home in cupertino. >> we saw he had a lot of photographs of these young girls almost in kind of a shrine on his wall. pretty scary stuff. >> reporter: investigators also found gifts they believe were intended for would be victims. they say sanhi had applied for jobs and volunteer positions at churches and schools that he handed out this business card to girls promoting his website and a book titled "jc makeover." the website, all about inner beauty and jesus. >> it's about finding people who are potential victims, cultivating people, trying to earn their trust. >> reporter: one 14-year-old girl reported sanhi followed her home on multiple occasions. a neighbor who didn't want to be identified told us she had an unsettling interaction with him a few months ago. >> i had to public confront him. he was harassing high schoolers who were walking by, shouting obscenities at girls. >> reporter: a mom on the street says it's shocking. >> this is an area where we have good school district. it's hard to believe. >> reporter: investigators believe sanhi was operating in

saratoga, los gatos, san jose, and los altos, even following one girl to the los angeles area. they ask anyone who's encountered him to come forward. in san jose, katie marzullo, abc7 news. happening today, san francisco's new chief of police, william scott, will attend his first community town hall and everyone's invited. scott was appointed in december and sworn in two months ago. the town hall will be hosted by the group justice for mario woods. that's the man whose death in december 2015 at the hands of the sfpd raised charges of excessive police force. scott is going to answer questions at the joseph lee recreation center on mendal street at 6:00 tonight. new this morning, hayward police serving a warrant as part of what they're calling a large-scale operation. there was some confusion over whether this could be some sort of immigration raid. police say this was for several violent crimes in the city from august 2016 through the end of the year. they made some arrests. police did not provide much more

information, but they are planning a news conference next week. from coast to coast, a show of support for international women's day. that's the empire state building lit up in solidarity. here in the bay area, we watched marches into the night. hundreds also gathered outside of san francisco's city hall. abc7 news was there in the middle of a sea of red. some people skipped work. one woman said her employer encouraged her to go to the rally instead. many also chose to support women-owned businesses. the first woman to ever serve as secretary of state for the united states marked international women's day in san francisco. she spoke before a soldout crowd. she talked about women, her role as secretary of state and of course the new administration. >> can you believe i'm a refugee and i got my naturalization certificate from the secretary of state and i said, can you believe that a refugee is secretary of state? >> isn't that fantastic? >> albright urged the crowd to

take action. she says marches are important but not enough. she encouraged women to support each other now more than ever. hi, guys. want to show you this. the university of michigan's men's basketball team getting ready to take off to washington, d.c. this is from just a few moments ago. they are leaving detroit after a very scary night. their plane actually skidded yesterday off the runway at an airport near an arbor. the charter plane tried to take off in high winds but was forced to turn around. this is video of the aftermath. they had to brake suddenly. the aircraft skid off the runway. the plane was damaged but luckily no one hurt. they are going to d.c. right now to play in the big ten tournament. they're expected to make it. but because of that delay last night, they are heading straight to their game this morning against the university of illinois. reggie, natasha, or i think we're going to mike. hi, mike. thank you, jessica.

yeah, i was watching the winds around the great lakes and the upper midwest, 50, 60, 70-mile-per-hour winds outside of any thunderstorm activity. it was just the change of the season that happens there. an incredible change. we're seeing a change here up to 8 degrees warmer when you step outside this morning. we'll start inland, east bay, where we have 53, concord, 50, 52 in pittsburg, antioch 53, everybody else around 45 to 49 degrees. 50s from san francisco, oakland, vallejo, hayward, san carlos, pacifica, los gatos 55, little cooler in mountain view, same thing in novato, napa 44 and dress for 45 in santa rosa. forecast for today, it's going to be spring for most from low to mid 60s along to coast to upper 60s to mid 70s from the bay to our inland neighborhoods. pretty steady pattern tomorrow and then we'll see a little bit of a dip at the coast, upper 50s there but still mid 70s so a little bit of a spring spread developing there. temperatures tonight will be in the mid 40s to around 50

abc's lindsey davis has details about what could be links between two cases in the midwest that both involve the deaths of young girls. >> reporter: in this morning's "gma" first look, it's been 24 days since the bodies of 13-year-old abigail williams and 12-year-old liberty german were found along this wooded trail in indiana. the killer still at large. but this morning, a father just one state away is hoping the delphi murder case could lead to a break in his own daughter's and niece's abduction and murder. 8-year-old elizabeth collins and her 10-year-old cousin went for an afternoon bike ride and never returned. elizabeth's father points out the eerie similarities with liberty and abigail's murders. both sets of girls taken in a excluded area, their bodies found in wooden terrain and both crimes committed on the 13th of the month. authorities hunting abigail and liberty's killers say they've compared notes with investigators in iowa and we'll have more on those similarities coming up at 7:00 a.m.

i'm lindsey davis, abc nouz new york. what you are about to see shows the true bravery of firefighters. take a look. two of them battling a fire in west palm beach florida and hit by that terrible back draft. the crew had minor injuries but they returned to the hose line to finish the job. they were eventually taken to an area hospital for evaluation. we told you about this earlier this week, something called truck platooning, where one driver controls three big rigsz. this morning, the system is being tested in l.a. it allows the lead truck driver to control all three tractor-trailers with smart technology similar to what we know as cruise control. caltrans say there is less driver fatigue with the system which saves time, money, and reduces greenhouse gas emissions. raiders officials are asset to meet with las vegas authorities. on monday, an nfl source told abc7 news that bank of america has outlined a funding plan to

the nfl finance committees. according to the l.a. to do. and speaking of rescues, a driver in new jersey is being credited with saving an elderly woman from an oncoming train. >> take a look at this dash cam video. you can see the driver jumping out of his car, ducking under the crossing gates and running toward the woman, the woman hunched over with two kaenz propping her up had gotten trapped in the middle of the train tracks yesterday. another man runs in to help as well. they get her out of the way with just seconds to spare. the woman was taken to a hospital as a precaution. she is doing okay and thank goodness for men and people like that. >> no kidding. they really were watching carefully. okay, let's go to mike nicco now with a look at our warmer weather. hey, mike. >> hey, guys, nice to see something like that happen. good morning. let's take a look at live doppler 7. i want to show you the clouds at the coast we talked about yesterday. they are starting to increase as i've overlaid that low cloud deck on live doppler 7. there's an atmospheric river out there but it's missing us. it's going all the way from hawaii right up to portland and

quiet start this morning. not many issues to talk about, but we are keeping an eye on that fog as well so around vallejo, napa, santa rosa, little bit north of there, you can see on our visibility layer and the way to look at that, the brighter the white, the denser the fog so there are some areas there, especially around santa rosa that it's pretty thick. also seeing a little bit around san francisco. here's a live look at the bay bridge. you can see under the street lamps, we do have a little bit of haziness and fog. but not enough to slow you down. looking ahead to this weekend, b.a.r.t. engineers will have some mapping equipment out between 7:00 a.m. and noon and that means they're going to have to do some single tracking through the hayward station so this is scheduled for saturday and they're saying it should only be about 15 to 20 minute delays. i don't think you're going to notice any major problems with that but if you are trying to ride b.a.r.t. this weekend and have those delays, that is why. they have some scheduled for sunday in a few other locations. sounds like a new slowdown in vallejo, we'll talk about that next. san francisco's loss is oakland's gain to the tune of 1200 jobs. health insurance provider blue

shield of california announced it will move its headquarters from san francisco to downtown oakland. over the next two years, the nonprofit will take all of its 1200 workers across the bay. a chance encounter on a rain slicked highway has made two strangers as close as mother and daughter. 19-year-old antonetta roman doesn't remember much about a january night when she crashed in fire field. she got out of the car to check on the other driver involved in the crash when she got hit by a third car. fortunately, sissy horn, a total stranger, also driving on the highway at the time, stopped to help. >> all i could think was, run. get to her. i looked down and she looked up and our eyes met. and she said, i want my mom. >> and that was the beginnig of an unlikely relationship. sissy and antonetta have become best friends. sissy was at the hospital every day as she underwent 11 surgeries, including a partial amputation of her right leg.

dublin to mission boulevard, northbound 85 still wide open, in the green at 15 minutes. we do have a sl vallejo. i'll have an update coming up. happening now in the east bay, a major water main break has left homes and apartment complexes flooded. >> and now there's concern that the street could collapse. abc7 news reporter amy hollyfield live for us in pittsburg. >> reporter: hi, reggie, look behind me, they've made a lot of progress just within the last hour. they have filled the hole. that's where the water main ruptured. there was a huge hole when we got here about an hour ago. now it's filled and they're hoping to get this street, black diamond street, open very soon, hopefully within the next hour. look at what happened last night, though, it created such a mess here. water flooded the basements of four homes because of this water main break. and then two apartment complexes also had about a foot of water in them. this happened because a 12-inch water main ruptured at 9:45 last night here on black diamond road. emergency crews told residents

in the area of 10th and 11th streets to stay inside. >> the water was up about 2 feet and several yards so we had the people basically secure them in place in their houses and apartments because that was the safest place for them. >> reporter: the street around the break buckle so there was a fear that the whole street would collapse. they have secured the road and they've repaired the main. water service has been turned back on, hoping to have this street reopened soon. no one was hurt but now the residents, of course, have to deal with the damage left behind. some say they lost cars to the flood. others, of course, have to deal with it inside their homes. reporting live in pittsburg, amy hollyfield, abc7 news. amy, thank you. from pittsburg to san jose now. same issue. flooding. much anticipated public hearing is set for today to review the city's response to that massive problem from coyote creek. thousands of residents were caught by surprise by that large-scale flooding two weeks

ago. san jose didn't issue an evacuation order for neighborhoods along coyote creek until more than four hours after rock springs was already submerged. accountability for putting lives in jeopardy is expected to come up at the hearing, along with the city's reliance on the internet and social media to push out alerts. the meeting going to be held today at 3:00 at san jose city hall. chipotle restaurants across san jose are holding a fund-raiser for flood victims today. they're donating 100% of the proceeds to the san jose flood victims relief fund but you have to mention it so make sure if you go, you tell the cashier you are supporting the cause or show them this flyer on your smartphone. you can get the flyer on our news app and at abc7news.com as well. so far, $6 million has been donated to flood relief efforts. new this morning, a stretch of sir francis drake boulevard is open after being closed by a mudslide. the slide happened near baywood canyon road yesterday morning and it's not the first problem in that area. mud and rock slides from recent storms have closed sir francis

drake off and on for weeks now. developing news, republicans have won their first round in the fight to dismantle obamacare. after nearly 18 hours of debate, a house ways and means committee approved the measure, shortly after 1:30 this morning. heading into the all-nighter, house speaker paul ryan said he had no doubt obamacare -- this -- excuse me, this obamacare replacement would pass. democrats tried various stalling tactics, at one point debating an amendment to change the name of the bill to the republican pay more for less act. republicans finally pushed the bill forward with the party line 23-16 vote. >> important step in the repeal of obamacare and freeing millions of americans, patients and local businesses from that pain. >> the energy and commerce committee is still debating as we speak. they have been meeting for 22 hours, discussing how to reshape medicaid. san francisco's city attorney, dennis herrera is asking a federal judge to halt enforcement of president trump's

new sanctuary city order. that order threatens to withhold federal funds to communities that bar police from enforcing immigration laws. he argues it tramples on state sovereignty and exceeds the president's authority. he also says the order is so vague, cities don't know how much money they could lose. the judge expected to consider an injunction on the president's san francisco is among ten sanctuary cities in the bay area. a plea from city leaders in san bernardino to president trump is stirring anger this morning. they're asking him for help in fighting crime. the city had a record number of homicides last year and is emerging from bankruptcy. the mayor, city council, and police chief sent a letter to the white house to ask for help. it was sent, though, woutd public input, and now critics are threatening to sue. city leaders say they won't do it again but critics want the letter rescinded and they're giving the city 30 days to do so. well, now to a movement. women in the east bay say that they want washinton and the world to know it is only growing stronger. hundreds gathered to mark

international women's day in downtown oaklan last night. it started in and touched on a number of issues, including access though health care, education and equality. norma sanchez says she marched for her mother. she fears president trump's immigration policy will tear young children away from their own mothers. >> for a kid to have to go through it, i just can't even imagine. so, i'm here for them. >> men also took part in fact march alongside their female friends and family. major controversy for the south boston st. patrick's day parade after a gay veterans group was excluded from festivities and this morning, boston's mayor, the parade's grand marshall, governor, some congressmen, basically a laundry list of people all threatening to boycott now. an emergency meeting will be held tomorrow. this all comes after the veterans group behind the parade voted to block the gay veterans called out vets from marching.

the parade has faced legal battles in years past, but out vets was allowed in for the past two years. reggie, natasha, back to you. thanks, jess. uc berkeley police warning students about an armed robbery inside of a campus dorm. it happened yesterday. sky7 was over the scene on durant and college avenues. as officers sechd for the suspect, police sent out a tweet telling students to shelter in place as they were looking. officers never did find the man. no word on what the suspect got away with, if anything. in san francisco, police are looking for two men they say robbed a woman and her 1-year-old daughter at gunpoint. you see it on the surveillance video. this happened friday night but we just got the video. they robbed the woman inside the parking garage of a complex on florida street in the mission. police say they were after her car. >> one of the suspects pointed a gun at them and the other suspect grabbed the baby from the vehicle, hanging on to the baby, and basically ended up

taking one of her bags from the vehicle. >> the baby wasn't hurt. police say the victim is a single mom, an army veteran. she had just taken money out of the bank to buy a cake for her daughter's birthday. oakland city council approve ago revised plan requiring anyone who owns and operates a legal marijuana business to live in the city. tuesday night's city council vote overhauled legislation on how cannabis businesses will be regulated in oakland. half of all new permits will be issued to people from neighborhoods hardest hit by the war on drugs, including those with a pot conviction in the last two decades. this morning, the federal communications commission is investigating what cause ed at&t to have an outage that prevented customers from being able to call 911 for several hours. the outage started around 6:00 last night. when it was happening, at&t tweeted this. they're aware of an issue affecting some calls to 911 for wireless customers, working to resolve it, apologizing to those affected. a while later, at&t tweeted again, issue has been resolved

mourning the death of a san jose woman who had initially survived a plane crash in southern california. stacey pierce was taken off life support. she died tuesday night. her mother, her stepfather, and family friend also died in the february 27 crash. pierce's husband is talking about this incredible loss. his wife underwent a third surgery on tuesday after she suffered third-degree burns to much of her body. doctors had amputated both her legs in an attempt to save her. following tuesday's surgery, he husband said that she never reopened her eyes. >> she was the love of my life, and i can't even wrap my head around going forward without her. she was just a beautiful person, inside and out. >> stacey pierce's stepfather was piloting that plane. authorities said he had flown the group from san jose to watch his granddaughter's cheerleading competition at the disneyland resort. shortly after takeoff, the plane apparently clipped a home, crashed into another, and the fire engulfed a third home.

fremont police are asking for the public's help in finding a man accused of robberies in several bay area cities. police want you to take a close look at the surveillance video. investigators say this man robbed liquor stores and 7 elevens in san jose, milpitas, and stockton last year. he would often wear a construction vest. if you recognize the man, please call fremont police. drivers using 680 in milpitas are seeing a sign with a specific message for tesla founder elon musk. and here it is. the sign says, elon, please dump trump. that's a reference to musk agreeing to join president trump's business advisory panel while facebook ceo mark zuckerberg and uber's travis kalanick have declined to do so. musk was in washington yesterday discussing infrastructure projects with the president. he previously defended his participation on that panel, saying that engaging a critical issue serves the greater good. uber self-driving cars can return to testing on california's streets. the dmv has given the ride hailing company a permit to test

two self-driving cars on public roads. the department told uber it was breaking the law with its autonomous car launch in san francisco in december and needed to stop until it got a $150 permit. uber said it's not clear when the test cars will be back on the road. we are seeing images we have never seen before because so many police officers now wear body cameras. case in point, a new mexico scene after a car crashes into a scene after a car crashes into a restaurant. >> completely inside the building. is anybody injured or hurt? >> what a scene. the driver was reportedly trying to back into a parking space in front of the restaurant but hit drive and then surged forward. seven people complained of pain, four went to the hospital with minor injuries. amazingly, they're all expected to recover. soon, walmart will let you shop in store and online at the

same time. the retail giant putting computer touch screens in the toy aisles of some stores. that way, if an item is out of stock, a customer can order it on that screen and have it delivered to their house. walmart is notorious for empty shelves and says this gives you an endless aisle. walmart is only testing the system right now. mountain view has officially approved google's plans to expand its campus. the 18 and a half acre expansion is known as google charleston east and want to show you the renderings now. the main building is actually a cluster of buildings covered by a tent-like canopy. very futuristic. the cover will allow in natural sunlight and serve as a huge solar array. this is the first building project that google will construct from scratch, expected to be completed by late 2019. apple's new campus will open to employees next month. krant is still

heads up for you if you have a craftsman table saw. look at the model here. the company is recalling 46,000 table saws because they can suddenly collapse. "7 on your side's" michael finney first alerted us to this recall yesterday. this is happened 11 times and it has resulted in nine injuries, including big ones, cut fingers, broken bones and shoulder strain as well. this recall affects 10-inch table saws sold between april 2014 and october 2015. please sop using them immediately and contact the manufacturer for a replam. michael posted all the information you need including all the exact model numbers on his facebook page. we are getting a sneak peek at a major expansion at one of oakland's most popular attractions. abc7 news was at the oakland zoo for a first look at the $80 million california trail project. the exhibit now features gondolas to give visitors a chance to see native animals living in the hills above the zoo. the california trail will eventually include grizzlies, black bears, jaurks, even mountain lions. bald eagles and condors will
