clean-up is underway right now in this pittsburg neighborhood this morning after a big water main break flooded homes and two apartment buildings, causing a whole lot of damage. thank you for joining us, i'm natasha zouves. >> and i'm kristen zse. the water main break happened on black diamond street between west 10th and 11th streets. cars and homes are flooded and roads buckled. we're getting our first close-up look at the destruction. amy hollyfield is live in the scene. and the city is promising help to the residents. >> reporter: they are out here helping and working on it right now, kristen. i could show you the spot where the main broke.

they've patched it up. you see the fresh asphalt there. but there is a lot of clean-up to do and you could see over on that street over there, there is a clean-up truck, one of many that we've seen in the neighborhood. they've been very loud and busy because there is a lot of cleaning up to do because a pipe decided to burst late last night. >> it was tough to sallage much from the flooded basements and sheds in pittsburg this morning. the water from last night's break left behind a huge mess. >> clothes that belonged to my grandkids, that's -- that's pretty substantial. my daughter has kept them in totes and boxes and stuff like that. stuff that we lost. >> reporter: the 12 inch pipe ruptured after 9:00 last night. crews worked all night long to repair the break and vacuum up the water and fill the hole. it happened on black diamond street between 10th and 11th street, less than a mile from city hall where they are trying

to figure out why this happened. >> this is not normal for the city of pittsburg. we've done a great job in the past in maintaining our water system. we have done a lot of capital improvement projects over the years, bringing that water system into today's standards, if you will. so we don't have a lot of old lines in the city and this happens to be one of them. >> reporter: you could see the line on the fence of how high the water got last night in the backyard and the basement is still flooding. crews spent the morning assessing how much water damage was in the neighborhood and working on plans to help residents. >> we had to move cars and cars were flooding over here. we don't have a basement but we do have some water damage. >> reporter: the city manager's office is working on a press release right now with the final numbers of the damage assessment here in this neighborhood as of last night and they said four homes suffered from flooding and two apartment complexes. but more specific numbers, now that they've canvassed the

neighborhood, are still to come. amy hollyfield, abc 7 news. and moving to the south bay now, happening today, a much anticipated public hearing in san jose to review the city's response to the massive flooding from coyote creek. thousands of residents were caught by surprise by the large-scale flooding two weeks ago. san jose didn't issue an evacuation order for neighborhoods along coyote creek until more than four hours after the rock springs area was already submerged. accountability for putting lives in jeopardy is expected to come up at the hearing along with the city's reliance on the internet and social media to push out alerts. the meeting will be held today at 3:00 at san jose city hall. well chipolte restaurants across san jose holding a fundraiser for flood victims today. they are donating 100% of the proceedings to the san jose flood victims relief fund. if you do go, make sure to tell the cashier you are supporting the cause or show them this flyer on your smartphone and get the flyers on our news app and abc7news.com. so far $6 million has been

donated to efforts. new this morning, a stretch of sir francis drake boulevard in marin is reopened after a slide early yesterday morning. this isn't the first problem in the area. mud and rock slides from recent storms have closed sir francis drake on and off for weeks. san francisco firefighters are investigating an early-morning fire that left a person in critical condition. the department shared photos of the scene. the fire broke out in the apartment complex at valencia and 15th street. firefighters say the victim is inland empire adult who is now being treated at sf general and the cause of the fire is still % under investigation. new this morning, an attack on a muni bus driver. san francisco police are look for the person who assaulted the bus driver near main and folsom streets on the 38th geary bus around 4:30 this morning. someone walked up to the side window and started attacking the driver. could you see her getting checked out by paramedics.

she is expected to be okay. >> b.a.r.t. saying it needs more of your money and ridership is down and the deficit is up and the $3.5 billion bond measure approved in november isn't enough. abc 7 news reporter matt keller live in oakland with the latest on the potential changes now. matt? >> reporter: good morning, natasha. well b.a.r.t. already has a hiring freeze and is considering cutting some services but the reality is they feel that you'll likely have to pay more. b.a.r.t. is a popular way to get around the bay area. but don't ask passengers to like everything about it. >> it is expensive and the second thing is these days there are a lot of bad [ inaudible ] and also a couple of times were were stranded somewhere in the middle and we had to stop and be there for a couple of hours. >> reporter: ridership is down, adding to a 15 to $25 million deficit this fiscal year. a 2.7% fare increase based on

inflation is scheduled to start in 2018 but b.a.r.t. feels more needs to be done. >> another option could be to -- >> reporter: today at the board of directors meeting in oakland, a strategy was laid out to make up for the loss of revenue and yes, it will come out of the pockets of the riders. the possibility fare modifications include increasing the minimum fare to $2.25. reducing the discount seniors, people with disabilities and youth and adding a surcharge for paper tickets bought at the station and reducing the discount given to kids ages 5-12 and this would add up for b.a.r.t. and for commuters too. >> it is not like i'm i'm [ inaudible ] but from here to oakland it is 14 and then if i have to park, it is $3 and if i have to uber home, that is a lot for traveling. >> reporter: and before this could move forward b.a.r.t. will have to do a study on the impact on low-income and minority riders. matt keller, abc 7 news.

police in the south bay are putting out an alert about a pastor who has been arrested on charged of stalking several underage girls. investigators say they are afraid there could be more than a dozen more victims and they are hoping the people will come forward. the man is accused of stalking four girls. and santa clara county investigators believe they are at least 19 alleged victims after finding pictures of the girls posted in his home in cupertino. a neighborhood who didn't want to be identified told us she had an unsettled interaction with him just a few months ago. >> i had to call the police on him, he was harassing high schoolers walking by, shouting obscenities at girls. >> this is a good school district. it is hard to believe. >> reporter: investigators believe he was operating in saratoga, los gatos, san jose and los altos. now new details in the massive leak of cia details.

incident. >> what make this is video so unique is the perspective. it is body cam video from a police officer arriving on the scene of the crash just moments after it happened. you could actually see twisted metal, debris and injured customers. not to mention a driver in complete shock. >> reporter: the moments after a horrific cra on camera. glass everywhere after a car careened into a cafe in new mexico. an officer rushing in to see who was hurt. >> is anybody injured or hurt? >> we have one over here and one over there. >> reporter: a 39-year-old man hit in the back. there would be a total of four injured in this crash. now watch as the officer turns the corner and talks to the driver of the van. this shell shocked 81-year-old driver saying she hopes no one got hurt. she was trying to park the car in reverse but it was in drive. the car stopped 25 feet into the

cafe with more than 30 people inside. none of the injuries were life-threatening. police told reporters they didn't file any charges at the time of the crash. they don't expect to against that driver unless there is a big change in the investment. meanwhile the cafe's owner said they still have a few weeks before they can reopen. jessica castro, abc 7 news. >> thank you. also happening today, officials are scheduled to meet with a las vegas stadium authority to update plans for moving the silver and black to the strip. on monday, an nfl source told abc 7 news bank of america has out lined a funding plan for the finance committee. according to the los angeles daily news, the committee plan to recommend that the raiders relocation request be voted on when the league holds the annual meeting in phoenix in three weeks. the newspaper reports that the raiders may secure a lease for the new stadium as soon as today. next on abc 7 news at 11:00, a big announcement from mark

she is holding her new son. she is still wearing the same giraffe mask. you may have noticed. she posted this video from the delivery room as well. i don't think she wore it for the whole labor but she's still doing that. she became the big internet sensation and live streamed her impression of april the giraffe and april is still waiting to give birth to her calf. >> we have tons of opinions on this, but you have to say she's going to be a fun mom. >> it is. did the april the giraffe know it was a contest. >> i don't think she was notified. >> it wasn't fair then. >> no contest when it comes to the weather right now. we win hands down. >> end of conversation. absolutely. look at the fog invasion that occurred this morning with the southerly winds rolling on in. and we talked about this yesterday, we're going to see a repeat of it again tomorrow morning. maybe the next couple of mornings. watch this -- i'm going to jump in here because i want to show you what is going on. clouds are moving this way in the bay.

look at, they are moving the complete opposite along the coast. so try to forecast that. it could be difficult at times. but we knew it was coming and it will be here a couple more days. a look at high clouds invading. we'll have hazy sunshine and spring warmth today. that is the big key. patchy fog and cool the next couple of nights but not cold. no frost, nothing to worry about in that respect so if you are covering the plants, you don't need to do it any more. chance of rain well into next week's forecast. yesterday started the trend of dry weather that could last until next wednesday or thursday depending on where in the bay area. good news, when the clock strikes midnight tonight, hopefully this flood warning for lake port, clear lake, will be over. we're at 9.01 flood stage and it is at 9 and dropping ever so slowly all day. and the dry weather will continue to help. high clouds over the north bay and the clouds will keep the coast from enjoying the spring warmth as much as everyone else. and look at this, atmospheric

rivers out there, but it is nowhere near us. it will stay up around portland. so let's talk about temperatures. the fog is thicken, half moon bay 55 and san mateo 66 and 71 in san ram on, 65 in san jose and 60 in san francisco. on the way to 64. 62 in half moon bay. it is clearly cooler than the 69 to 71 around the bay and the 70 to 74 inland. and 280 at 17, and the skies are clear in san jose. so 50s at the coast. upper 60s through 4:00. and around the bay, low 70s inland. check out the temperature at 8:00 tonight, 53 to 58. you could see the fog developing once again around the bay and the coast and mid-40s to low 50s. let's take a look around the state. we do have a southerly wind and look at 78 in l.a., 89 in palm springs. well we'll get a touch of that, but waiting until monday. tahoe, 72 and the seven-day forecast, it is going to be in
