this was a rollover crash that happened just before 4:30 this morning so some pretty quick clean-up. and actually, the driver of that vehicle fled the scene. jumped the center divide, jumped a fence. but they found the wallet of that person, so i don't think they are going to get away for long. we did have just a slight residual delay but it looks like that has thinned out very quickly. we'll see how the bay bridge toll plaza is looking coming up next. anger at a city hall meeting in the south bay. flood victims asking why they weren't warned or evacuated before the waters hit. >> new details now, leaders promising a new plan to make sure this doesn't happen again. abc7 news reporter matt keller live for us in san jose. >> reporter: good morning, reggie and natasha. i want to give you a perspective on coyote creek. we're standing on the bridge here at east williams street and the creek right now is just over 12 feet. on the day of the flood, though, february 21, it reached more than 33 feet high. the clean-up in all the neighborhoods impacted like the williams street park and rock

springs area is still ongoing. so many flood victims are facing obstacles. many homes are uninhabitable. the city council got an earful yesterday, residents wondering why evacuation orders didn't come earlier. >> i carried my dogs out through waste water that was up to my thighs and i am still scratching and itching and we have no idea what was in that >> reporter: public works has begun developing a flood threat matrix. now it's a three-tiered system. take a look at your screen here. level one is a yellow alert. a flood advisory issued 48 to 72 hours in advance of possible flooding. level 2, orange alert, likelihood of flooding, and level 3, red alert, flood evacuation issued 4 to 6 hours in advance of imminent flooding.

the city and water district are scheduled to meet together on april 28. reporting live in san jose, matt keller, abc7 news. take a look at this. a surveillance image on the left is a man suspected of attacking a woman wednesday night. the sketch on the right is a man wanted for sexual assault last week. both incidents happened in palo alto. now investigators want to know is this the the same person. abc7 news reporter lisa amin gulezian has the details. >> reporter: have you seen this man? >> no. >> reporter: authorities are hoping someone will. they're not quite sure if the man in the sketch is the same person in black who groped a woman just last night. >> the male actually ran up to her and grabbed her crotch. she screamed loudly. he let go. >> reporter: it happened on alma street minutes after the woman stepped off a bus at the palo alto transit center. >> hopefully, you know, they put a stop to it. i've heard more and more stories around the area, you know, on campus and things like that, which does make us, you know, a

little feel unsafe or insecure. >> reporter: she's talking about last wednesday's attack on another woman. that victim was standing at this kiosk at around 11:00 p.m. waiting for the shuttle when she said this man walked up to her and started fondling her. >> she screamed and she began to push him away. she attempted to leave, he stopped her from leaving and grabbed her and continued to grope her. >> reporter: the woman literally fought him off, then he ran away. >> concerning. just because i'm -- i use public transportation a lot. and i try to walk a lot. >> reporter: transit riders should notice stepped up patrols in the area. in palo alto, lisa amin gulezian, abc7 news. 5:05 now. several high-profile republicans are doubting the chances of the gop plan to replace obamacare. senator ted cruz is among those expressing doubts that the new measure will not pass the senate. he believes he can fix it.

other critic is senator tom cotton of arkansas who says that he is hearing from constituents worried about losing their coverage. he believes the president and gop leaders are pushing too fast. >> unfortunately, the house legislation is not going to achieve those results and the break-neck speed at which it's moving is designed to actually make those results probably worse. >> i think, really, that we're going to have something that's going to be much more understood and much more popular than people can even imagine. >> reporter: president trump famous for his book "the art of the deal" is giving the hard sell to several senators he was arch rivals with during the campaign. the president had dinner with senator cruz and his wife at the white house. he's also reached out to senator rand paul, campaign arch enemy lindsey graham. aarp says older people would pay significantly more under the new health plan. it lets insurance companies charge older customers up to five times as much as younger

customers. under obamacare, companies could charge only three times as much. the american medical association and the american hospital association have both come out against the bill. there is a conservative group for older americans that has praised the legislation. and happening right now, hundreds of international flights are canceled at this very minute. it's all because of a big workers strike in germany. in fact, right now, i can tell you that nearly all flights out of berlin are canceled. these first two airports, both in bherlin and then you see new york on the list. this is the flight aware website. not only is this affecting flights in germany all across europe and here's why it matters to you. if you have an international flight today on ryan air or lufthansa, expect those delays but also if you are traveling to the east coast, a lot of those european flights lay over in new york, in d.c., plus the east coast dealing with a lot of snow

right now too so check your status maahead of time. b.a.r.t. says it won't raise fares but will likely have to make some changes to fill a budget gap that's projected to be at least $25 million. that decision came down after their board meeting yesterday. the board is now looking at possibly adding a surcharge for paper tickets. you can avoid that if you use your clipper card. b.a.r.t. is also considering reducing discounts and cutting service. golden gate bridge officials are planning a trip to washington, d.c., later this month to see if they can get help for paying for a seismic retrofit on the iconic golden gate bridge. the work will not come cheap. the final phase of the seismic effort could cost up to $500 million. the three-stage project began in 1998 and was supposed cost $300 million. the bridge district says costs and security upgrades after the 9/11 attacks have tripled the cost to nearly $9 $900 million. it could cost nearly $1 million to fix a marin county

hillside that keeps sliding. that's the estimate by county engineers. it has been closed twice this week because of mudslides, most recently on wednesday morning. engineers say at least $800,000 in needed repairs to the hillside, which is saturated from this winter storms. if you want to see just how nasty the weather is on the east coast right now, look at this. a man holding a flag in new hampshire just trying to walk but man, pretty difficult times there. he just can't make it over to our left monitor here. wind gusts topped 100 miles per hour this morning. winter storm warnings are stretching from ohio all the way to massachusetts and in detroit, temperatures dropped below freezing overnight and left hundreds of thousands without power. that may not be restored until sunday. in ohio, a security camera caught a terror noifying momenta girl in cleveland. she opens and door and wow, the wind blows the door open. the girl manages to hang on to the door and amazingly, you can see her mom is right there. the little girl was not hurt.

but man, that is crazy stuff to look at. nothing like that here. in fact, we've got temperatures ab50 to 55 degrees throughout our east bay valleys, the exception look at that, pittsburg, 59 degrees already. try to find a 40 on this map. you can't. the coolest is 50 in santa rosa, novato, livermore, pacifica, and then to 58 in los gatos right now. san jose, mountain view, hayward 54, oakland at about 53. let take a look at today's temperatures. 63 to 66 from the coast into san francisco, about 69 to 71 around the bay and about 70 to 75 degrees in our inland neighborhoods. now we will see sunshine from north to south late this afternoon, the high clouds will be rolling away from us. that will open the door to a little more fog than what we're seeing this morning and temperatures in the mid 40s to low 50s. let's take a look around the state. if you're traveling today, monterey, 66, mainly cloudy all day, 52 in tahoe, 82 in l.a. and

take a look at this surveillance video in florida. authorities searching for these two men they say dressed up as women to disguise themselves during two robberies. this is video from inside of a jewelry store robbery last friday. broward county sheriff's officials believe the men targeted the jewelry store in deer field beach and a check cashing store the day before. they pretended to be interested in the jewelry at first.

they hopped the counter, grabbed two employees and dragged them into the back room. they took watches and other valuables. in today's "gma" first look, a new report says the u.s. marine's nude photo sharing scandal goes deeper than originally thought. >> reporter: in this morning's "gma" first look, shocking new allegations of military service members sharing illicit photos of their female colleagues. and not just the marine corps. a "business insider" report alleges hundreds of nude photos from every military branch were posted to a pornographic image sharing website called anon-ib. the photos allegedly dating back to 2016, users asking for nude photos of specific female service members. the pentagon is already investigationing allegations of marines sharing nude photos through a private facebook group. kally wayne, a former marine, recently speaking out, accusing her boichbd of sharing a private tape that was linked to the

facebook group. >> i felt like my privacy had been taken away from me. >> we'll have the latest on this growing scandal coming up at 7:00 a.m. happening today, a south bay man accused of stalking as many as 20 underage girls is scheduled to make his first court appearance. 35-year-old rajeev sanhi is currently being held on $200,000 bail. police arrested him wednesday at a house in cupertino. his father says he is innocent. >> i know my son. he's a good kid. and he go to church, he has -- i mean, he's -- he don't do drugs. he don't do -- hurt anybody. >> rajeev is a pastor. police found these photos of young girls in his room. he's accused of stalking at least four of the underage girls. another run in with the law for aldon smith. he was detained by san francisco police yesterday for being drunk in public.

police say smith was in a car that hit a unmarked police car in china basin. the driver was arrested on suspicion of dui. smith was suspended by the nfl in 2015 for violation of its substance abuse policy. the league was set to discuss his reinstatement this month. new details this month about the investigation into oakland's free ticket policy for city officials. a scathing report says the policy has built-in conflicts of interest and could lead to government corruption. officials get free tickets to every warriors game, plus tickets for the raiders and the as. the report also found that all city council members plus mayor libby schaaf did not fill out paperwork listing the public service for which they used the tickets. environmental groups say governor brown is ignoring science with his plans to build two tunnels under the delta. the tunnels are designed to pump water to so cal and that's where the prop is, according to the group, restore the delta.

they claim scientific review show severe negative impacts if the state uses the tunnels to pump water south. brown's $16 million project could begin construction as early as next year. the damaged spillway at the oroville dam could go into limited use as soon as next week. the spillway has been dry so temporary repairs could be made after an evacuation was ordered for nearly 200,00 people last month. as show runoff fills the reservoir, it will become necessary to fill the spillway. officials have a new evacuation plan. february was the second warmest on record and the u.s. had one of the warmest wirnts ever. i know it didn't feel like it around here but this is the word coming from the national ocean graphic and atmospheric administration. the average temperature in the united states was 41.2 degrees last month. that's 7.3 degrees higher than the 20th century average and the second highest temperature in the last 123 years. the new chief of the

warmer and about 8 in san jose and if you're heading to our beaches, look at this. mid 60s to even the 70s around santa cruz. all right here's my accuweather 7 day forecast. we may take a little dip down tomorrow, since that cold front's coming through today but we rebound right back sunday and monday still looking to be the warmest. best chance of wet weather will be across the north bay wednesday. i want to take you to el cerito. this is some skroo video that we got from sky7. it looks like a sinkhole but it's a little bit more like a landslide on rifle range road near wildcat drive. you can see that roadway just basically dropped out so clearly you're not going to be able to drive through this stretch. it looks like that detour is set up right now. we do have calls in to richmond authorities to see what the clean-up plan is, what the repair plan is but boy, looks like that is going to be quite the project. so i am guessing that is going to be a long-term closure, definitely avoid that if you can. and here's a live look at what the richmond commute looks like

this trend of highway shooting. amy hollyfield is live at chp in martinez. >> reporter: this highway shooting has something most others don't, helpful witnesses and it made a huge difference in this case. this shooting happened yesterday afternoon. it was about 3:30 in the afternoon on eastbound interstate 80 in richmond. officers shut down the freeway for five hours as they helped the victims and investigated the shootings. two people inside a minivan were shot. they survived, but one victim had to be air lifted to the hospital with critical injuries. the chp says they usually don't get good witness information in these cases. the shootings happen so fast before drivers usually figure out what is happening. but in this case, people were involved and helpful. >> in this case, we did have a good samaritan stop to render aid. we don't want to encourage that because you never know what's going on. in this case, it ended up okay, he was unharmed but we want people to be a good witness. >> reporter: well, the tips that came in led richmond police to

this dodge charger in richmond's iron triangle neighborhood. they detained three men in connection with the shootings. investigators do think the victims were targeted, that this was not random. there have been nine shootings on east bay freeways this year, about 43 last year. live many martinez, amy hollyfield, abc7 news. however you add it up, it is too many. the shooting caused rush hour chaos for commuters late into the night. sky7 shows the backup that went on for miles, drivers going nowhere, some just sitting there for hours and if you try to take a detour, well, good luck. >> tried rerouting a couple times but it's bad. >> reporter: how long were you sitting in traffic? >> we are sitting like two hours. >> in fact, interstate 80 did not reopen until around 9:00 so in other words, it was closed for five hours. and when 80 did reopen, we sent out a push alert on our app which you can always download for free. it's our abc7 news app, enable

push alerts so you get the information as we get it. developing news from santa clara now where an investigation is still underway this morning into a deadly officer involved shooting. and we can show you where the officers responded on the map here. deborah and pasetta drives late yesterday. the caller at the house said his son was actsing strangely. police did find him but say he took off. they eventually tased him and officers say it escalated and the man was eventually shot under the scott boulevard overpass. neighbors told abc7 news he lived with his parents and comes from a nice family. >> he was very nice. every morning when i saw a couple times, he would say good morning. i never hear -- he was not with bad guys, i never saw that. that's why i'm -- i don't understand what happened. >> police did not say if the man was arm. the officer who shot him has been placed on administrative leave. police say this lake county mother is accused of abandoning her 2-year-old son in the street while high on meth. a police sergeant at lake port spotted the boy just after 7:00 last night so police searched

the neighborhood and found the boy's mom. 39-year-old sofia polita is in jail. the boy now in the care of child preview services. the fbi is thrive trying to find the person who e-mailed a bomb threat to a jewish community center in los gatos. police evacuated everyone to a nearby church and bomb sniffing dogs swept the building. they didn't find anything and everyone was allowed to return a few hours later. jewish community center across the country have received threats in the last month. the director of the fbi was on capitol hill to discuss national security issues. sources tell abc7 news that fbi director james comey has unsuccessfully implored the justice department to refute president trump's unsubstantiated claims about ptd obama. deputyic and republican lawmake lawmakers are demanding proof of those explosive allegations.

two senators sent a letter to the justice department demanding the fbi provide any evidence. following the closed door briefing with comey, senator mark warner said that he's seen no evidence. happening now, more states are joining hawaii's challenge of president trump's revised travel ban. new york, massachusetts, oregon, and washington state are all joining the call for the courts to stop the executive order before it goes into effect next thursday. they say it is unconstitutional and violates federal law. the revised ban bars new visas for people from six predominantly muslim countries and also temporarily shuts down the u.s. refugee program. uc berkeley police have a new batch of photos they want you to see from the protests against milo yiannopoulos. a group of rogue protesters set fires and smashed windows around the plaza last month. their actions forced the university to cancel the conservative news editor's speech on campus. police have released these 31 photos of people they wnt to talk to about the violence and

the vandalism on february 21. you can get a closer look at these photos. we posted them on our news app and also abc7news.com. we have some new information from federal investigators about the pilot of that small plane bound for san jose that ended up crashing in riverside last week. it turns out he had engine trouble before taking off. the crash killed three people on impact. 46-year-old stacey pierce of san jose survived the crash but then died tuesday night from her injuries. the ntsb's initial report says the pilot, that would be this woman's stepfather, nouri hijazi, made several attempts to start the plane's left engine before it started running. investigators don't say if the engine is what caused that crash. they're expected to issue another report in a week or so. the san francisco d.a.'s office is investigating uber's use of a high-tech tool used to evade authorities. it was exposed by "the new york times" last week. it's an app used to identify undercover regulators who try to

track and clamp down on any illegal uber practices. city officials have called the use of the app an obstruction of justice. uber says it will ban employees from using it. more than three quarters of california now completely out of the drought. take a look at the latest drought map. only 1% of the state remains in the category of severe drought. that is the dark orange color you see in the southern part of the state. here's a comparison to how our conditions looked a year ago when virtually every part of california was in some form of drought. man, mike, that is good to see. amazing. all that wet weather is good, it's had some positive side effects for all the negativity we've had to deal with. temperatures 1 to 8 degrees warmer this morning. we're a little bit milder than we should be for march 10. as we broaden out our range here, 50 at santa rosa, pacifica, and los gatos,

"the chronicle" identifies the victim as an uber driver who lives in modesto and comes into the city to work.
