good monday morning, everyone. i'm kendis gibson. >> and i'm mara schiavocampo in for diane. here are some of the top headlines we're following this morning on "world news now." more than 60 million americans are bracing for the impact of a monster winter storm driven by arctic air, high winds and heavy snows that could bury a wide swath of the northeast to portland under as much as 15 inches of snow. we are tracking that storm and we'll have the latest, ahead. isis is surrounding mosul, iraq, with all roads out of the strong hold is blocked. any isis fighters left there are going to die there because they're trapped. residents still left in the city are also warned they won't make it out alive. the man who was arrested late friday on the grounds of white house appears in court today. police say 26-year-old jonathan

tran jumped the white house fence and said he had an appointment to see president trump. and the top cats of last year, they're among the top dogs this year. heading into the big dance, villanova is among the number one seeds along with kansas, north carolina and gonzaga. those are some of our top stories on this monday march 13th. from abc news, this is "world news now." >> we do say good morning to everybody on this monday. we're going to start this half hour with the 60 million americans who are bracing for what could turn out to be the biggest winter storm of the season. >> a major storm system is moving eastward across the midwest right now that by later this morning will have dumped up to half a foot of snow from chicago to detroit. >> but by later today, here is what's going toe happen. that storm system will have collided with another one to the south that is moving up the east coast forming what will be a classic but yet powerful

nor'easter. many in new england bracing for up to 24 inches of snow. abc's eva pilgrim on blizzard watch. >> reporter: nearly half the country in a winter blast. this as another major snowstorm is now forming. parts of the southeast blanketed in snow, spring now on hold there. in tennessee, salt trucks trying to stay on top of the accumulation. bad visibility making for dangerous driving conditions as temperatures fall. and now over 60 million people in the northeast bracing for a nor'easter. blizzard watches from new york city to boston, more than a foot of snow possible in some spots. here in new york they're already gearing up. some 440,000 tons of salt and countless workers already standing by. michigan among the first to get hit. crews working around the clock already.

the midwest expecting below freezing temps and heavy snowfall. this as they are still cleaning up from wednesday's extreme wind. snapped power poles leaving thousands without power. some still in the dark. >> at nighttime i've curled up under five, maybe ten blankets. >> reporter: one couple dying of carbon monoxide after trying to keep warm with a generator. another sign of this bitter cold, this home in new york. waves crashing, freezing right as they hit this house, coating it in ice. officials warning everyone in the storm's path to expect closures, delays and cancellations, and asking you that once the heavy snow starts, stay off the roads. eva pilgrim, abc news, new york. in the meantime, right now, that storm system in the midwest and the one to the south have yet to fully collide. >> and the system in the south has itself been packing quite a punch. accuweather's paul williams tracking it all. paul, good morning. >> today the calm before the storm, before it hits the northeast. it's going to tag the north central part of the country today. but here's what's happening in the northeast. cold air injection. and then warm moisture coming

out of the south. and these two will melt together into a monster of a storm. it's going to set us up for widespread temps 10 to 15 degrees below norm. since we have so much moisture and an abundance thereof, here's the problem. between 12-24 inches. you can see along the major cities right along the east coast, towards portland, and this is monday night going into tuesday night. keep in mind, we're talking about major whiteout. winds gusting 40 to 60 miles per hour. so we're talking about crippling delays in cities and along the interstates. mara, kendis. we're going to focus on washington, d.c. where it is deadline day on two major issues. first up, the president's explosive claims that phones at trump tower were tapped under orders from former president obama. second, the battle for health care. abc's gloria riviera has the details. >> reporter: two major markers

set to hit on monday for the trump administration. the first, a deadline for the justice department to provide evidence to back up the president's explosive claims that president obama ordered illegal wire taps against his campaign. >> thank you. thank you, press. thank you. >> reporter: top members of congress are saying prove it or take it back. >> president has one of two choices. either retract or to provide the information that the american people deserve. >> well, i don't expect we're going to see any evidence of this. >> reporter: the second key moment could have an impact on the president's plan to repeal and replace obamacare. >> we have some great results. >> reporter: the independent congressional budget office is expected to release its assessment of the gop legislation. other reports show the plan could mean 10 million fewer americans will have insurance coverage compared to obamacare. some republicans are worried, saying the bill has no chance in the senate and passing it could cost the gop wing voters heading

to the polls. >> i believe it would have adverse consequences for millions of americans. i'm afraid that if they vote for this bill, they're going to put the house majority at risk next year. >> reporter: when asked about whether people will lose coverage, the house speaker said this. >> i can't answer that question. it's up to people. people are going to do what they want to do with their lives, because we believe in individual freedom in this country. >> reporter: the president had publicly promised more people would be covered. >> the president said he wanted everybody covered, sir. the president said that. >> he wants everybody to get care. that's what we are doing. >> that's not what he said. the president said he wants everyone covered. >> reporter: gloria rivera, abc news, washington. former vice president joe biden says his new hope for the administration is something deeply personal. biden spoke sunday at the south by southwest technology summit in texas. he called on attendees to focus on fighting cancer. his oldest son, beau, died of the disease nearly two years ago. biden said the only bipartisan thing left in america is

fighting cancer. >> it is my hope that this new administration, once it gets organized -- and i'm not being facetious -- will be able to focus on and be as committed and enthusiastic as we were in the goal of ending cancer as we know it. >> following his son's death, biden announced he would not run for president. he told president obama his only regret about that decision is that he wanted to be the president who presided over the end of cancer as we know it. to pennsylvania now where flags are being flown at half-staff to honor a firefighter who died heading to the scene of a fatal hoverboard fire. a little girl also perished in that blaze and two others were critically injured. abc's kenneth moton has the details. >> reporter: a family in grief after this house fire killed little ashawntee hughes. her mother posted hesitate images on facebook.

firefighters say the cause? a hoverboard. >> my granddaughter. we can't replace her. the pain, so deep. >> reporter: this facebook video shows the moment firefighters arrived. the fire ripped through the harrisburg, pennsylvania home, trapping ashawntee and two more girls inside. >> we're getting rapid calls in reports of kids trapped on the third floor. >> reporter: one child forced to jump from the second floor, but both survived and are in critical condition. >> she didn't know whether to jump or just sit there and burn in the house. it was that bad. >> reporter: another tragedy, veteran firefighter dennis devoe was heading to the scene when a suspected drunk driver hit and killed him. this is just the latest fiery incident involving the motorized boards. this one captured on a home security camera. huge flames ripped through the home north of chicago. >> it's on fire! >> reporter: this one ignited on a sidewalk. another burned near a baby stroller. defective battery packs to blame. at the height of their popularity, 40,000 hover boards

were coming to the u.s. a day. now 500,000 of them recalled. in harrisburg, friends and family were desperately trying to get to the girls in that burning home, but they just couldn't reach them. now, two families are in mourning. kenneth moton, abc news, new york. firefighters are battling a massive blaze in downtown los angeles. the fire erupted at what is believed to be a wholesale building. nearly 200 firefighters were on scene. they say a large amount of chili peppers literally added fuel to the fire. so far, no injuries are reported, thankfully. >> so you had some red hot chili peppers. >> you are so funny. >> sorry. now to australia where it is summer and summer means surfing. one guy has a great tale to tell. >> does he ever. the video speaks for itself. a dolphin jumps out of the water and lands right on top of the surfer and his board. i think that's good luck, it's like when a bird poops on your

abc's ron claiborne has the details. >> reporter: it can come at you in a horrifying instant, here a mattress flying through the air. a wooden plank turned into a potentially deadly projectile. this was a trailer hitch that pierced the windshield of a car. stewart roy was driving when he was struck by something he never even saw. >> glass went everywhere. when i looked back up, there was this pitchfork lodged in the car. >> reporter: in seattle, gavin coffee was alone in his car, trailing a truck loaded with construction site material. >> the shelving unit flew out of the truck and caused a multi-car accident. and unfortunately, my husband didn't make it. >> reporter: aaa estimates more than 500 people died and about 39,000 were injured in accidents involving road debris between 2011 and 2014. many of these mishaps occur between 10:00 in the morning and

>> i believe it would have adverse consequences for millions of americans and it wouldn't deliver on our promises. >> earlier this week, the nonpartisan congressional budget office is expected to give its score of the bill. republican leaders already bracing for poor reviews. >> i love the folks at the cbo, they work really hard. but sometimes we ask them to do stuff they're not capable of doing. >> cbo will say, gosh, not as many people will be covered. you know why? because this isn't a man date. >> that because the bill drops the mandate requiring americans to buy insurance or pay he a penalty. a system designed to reduce everyone's premiums. instead, it offers tax credits designed to give consumers more choice. >> you get it if you want it. that's freedom. >> how many people are going to lose coverage under this? >> i can't answer that question. it's up to people. >> outside analysts who reviewed the plan estimate 6 to 15 million people may lose their health care coverage. some republican critics worry the this issue could end up costing them their majority.

>> i would say to my friends in the house of representatives with whom i serve, do not walk the plank and vote for a bill that cannot pass the senate and then have to face the consequences of that vote. >> also on capitol hill, lawmakers are pressing for answers on the president's unsubstantiated claim that the president obama bugged the phones in trump tower. part of a broader investigation into russia's role in the 2016 campaign. >> there's a lot of aspects of this whole relationship with russia and vladimir putin that requires further scrutiny and so far i don't think the american people have gotten all the answers. in fact, i think there's a lot more shoes to drop from this centipede. >> as for the health care plan, republican leaders are worried about keeping up the momentum, worried the longer the debate drags out, the more they end up losing votes. but some republicans are urging them to slow down. david wright, abc news, the white house. and some democratic lawmakers are asking whether the

dismissal of former new york federal prosecutor preet bharara was a matter of course. he was one of the attorney generals told to clean out their desk. during the transition period, bharara met with president trump and said he was asked to stay in office. the turn around has some democrats scratching their heads. >> it wasn't too long ago the president said he was going to keep the u.s. attorney in new york. i'm curious why he's changed hits mind. >> elijah couplingings suggested bharara might have been fired to slow down a potential corruption investigation against the trump administration. heavy snow is pushing eastward across the midwest, dumping as much as half a foot over chicago and detroit for this morning's commute. but later today, it will collide

with another storm system over the ohio valley, creating a powerful nor'easter with heavy snow, winds up to 50 miles per hour, and blizzard conditions up and down the east coast from d.c. into new england. and by the time it's all over tomorrow, a wide swath of the northeast from philadelphia up and into portland could be buried under as much as 15 inches of snow. forecasters say this could go down in many areas as the biggest snowfall on record for the month of march. to the west coast now and police in north bay of san francisco are investigating new video of a violent police takedown. take a look. this all took place on friday in vallejo. after police were called by a store employee because of a man acting erratically. that video streaming live on facebook and it shows the officer chase ago man down who then sat down on the curb. it's this incident that is triggering so much anger as a cop beats the man with his fist and then you see the baton. that suspect facing charges of

being under the influence and resisting arrest. texas now, another controversial police takedown is being spotlighted in a new documentary that premiered this weekend in the south by southwest festival. stranger fruit is directed by michael pollock and hopes to shed new light on the death of michael brown. producers are even hoping the film might help prompt the justice department to reopen brown's case. turning overseas now to ethiopia, dozens are missing and nearly 50 people are confirmed dead after a garbage dump landslide. authorities say most of the dead are women and children. several homes made of mud and sticks and buildings were buried. it's unclear what caused that terrible collapse. back here at home, a suspect is due in court today to answer some tough questions after he was caught camera allegedly trying to entice a little girl into a super market bathroom. here is abc's matt gutman with more.

>> police say the man beckoning this 6-year-old girl is in custody. the arrest for child annoyance in riverside, california, came just hours after police released this surveillance video capturing every parent's world worst fear. as the 6-year-old props open a bathroom door at a super market, you see the man beckon the girl to come to him. she hesitates and then heads into the bathroom. >> it scared me. it made me angry. >> reporter: police say the man in the thumbs up shirt had been lingering there. that surveillance video led members of the media to spot him right across from that same super market, police going through his car. according to the fbi, about 2,000 children are reported missing daily. but less than a quarter of them are abducted by strangers. the vast majority are found alive. one tip that police offer, always remember the shoes that your children are wearing. abductors can bundle them up in additional clothing, but it's
