it's very -- to think the country can go on like this, people need to take their own responsibility for their health care. >> by 2026, 24 million will be uninsured. >> reporter: projections were released today by the nonpartisan congressional budget office. millions could lose their health care. sean spicer said the numbers were way off, similar to obamacare projections. >> on the number of people that they predicted back then would be covered now, they were off by more than half. >> there's some deep, deep problems and flaws in this republican plan. it's not aging well. we've only seen it for less than a week. >> reporter: congressman huffman says he'll keep fighting to keep health care intact for those who need need it. commenting on a congressional budget office review of the american health care act, house minority leader nancy pelosi focused on the 24 million people who would lose their coverage by 2026. >> this is a remarkable figure.

this afternoon for about two hours and then he talked with us. >> they were all hitting and kicking from everywhere. >> reporter: 35-year-old alex quintana suffered a severe beatdown last week on southbound highway 101 near the cesar chavez exit. witnesses captured some of the crime involving 10 to 15 young men on dirt bikes and motorcycles. >> if there weren't so many people that videotaped the video, you know, they could have got away with killing me on the side of the road or something. >> reporter: quintana said he was driving for lyft on his way to sfo. he believes the bikers thought he was trying to run one of them over. when he pulled off the freeway, they broke his car's windows. when he got out, they broke his nose and one deliberately ran over his leg with a motorcycle, breaking it in three places. >> all i could do is just lay there and cry and think about my

kid. >> reporter: supporting his kid, his baby, elijah, is the reason quintana was driving from modesto to the bay area every day, to work for uber and lyft. now the new father is out of a job and from his hospital bed is trying to help law enforcement track down the bikers. he says the chp calls the 12:00 boys. >> it's important not just to get what happened to me, but so something doesn't happen to somebody else. >> reporter: he faces more surgery and months of rehab. at sf general, carolyn tyler, abc 7 news. a milpitas resident is demanding action following the latest accident in front of her home. the wreck happened around 4:00 yesterday afternoon at the intersection of kennedy drive and evans road. here it is, take a look. watch the white minivan head into the intersection and just get t-boned by the oncoming car. the minivan rolls over landing on its side. one person went to the hospital.

joy installed the camera to capture crashes just like this and they have happened at least 15 times before. one time a car plowed into her house. she's installed boulders in her house to try to protect her property. >> it's dangerous, and i want to see something done about it. i don't know if it's money or if they have to do a study or whatever they have to do, but they need to get it done before somebody gets killed. >> milpitas' police chief says he's aware of the accidents, but it's up to the city engineers to decide whether to install traffic controls there. no one from the department returned our calls about this today. in developing news, a block in antioch is shut down right now as a hazmat crew cleans up several mercury spills. they responded to one underneath a motorcycle trailer this morning and discovered several more. the block is taped off now to deep the mercury from spreading. people outside the closed off area are free to come and go from their homes. former president obama spent the day in san jose but no one is saying why.

he had no known public appearances. abc 7 news reporter david louie is outside the fair montamont h >> reporter: yes, it's been very secretive. this is the place mr. obama has been meeting with unnamed tech executives all morning and all avenue. we're led to believe that he's here in san jose today to try to raise money possibly for a presidential library or a foundation. the speculation has to why former president obama is in san jose is topped only by the anticipation by a group of spectators outside the fairmont hotel hoping to catch sight of him. jody mendez had a camera in both hands so she could share the experience with her two young sons. school kids interrupted their field trip to check out what was happening. with so many doors at the hotel, it was difficult to spot any well-known tech executives possibly meeting with mr. obama. it's believed fund-raising for a presidential library or foundation could be the purpose. >> he's definitely going to

start working into the role that we've seen other presidents do in setting up their different foundations. maybe that's why he's here meeting with all these execs is to try to get money. >> reporter: while the meetings were under way the white house was stepping back from the tweets by mr. trump that president obama tapped trump tower. >> he doesn't think president obama tapped his phone personally. there's no question that the obama administration, that there were actions about surveillance and other activities that occurred in the 2016 election. that is a widely reported activity that occurred back then. >> one spectator hopes mr. trump will watch what he says in future tweets. >> i think he's learning on the job that words have consequences. i understand this will be painful for him to go through, but we all have to hope that he will see what he has done. >> reporter: about 2:45, the motorcade emerged from the hotel's basement garage with mr. obama in the second vehicle, his face barely visible through the heavily tinted glass. in san jose, david louie, abc 7 news.

demolition work began today on a storm-damaged work near big sur. work on the bridge on highway 1 was to begin at 7:00 a.m. but was delayed to remove railings from the span. a giant wrecking ball then went to work. demo lasted several hours. crews condemned the bridge last month after storms caused it to crack, buckle and start sliding down the hill. a 63-mile stretch of highway 1 between ragged point and pallo colorado is closed indefinitely because of that damaged bridge. a plan is in the works to use greeting cards to help secure funding for repairs to roads like this one left damaged by our winter storm. santa cruz officials plan to give all members of the state assembly and senate a card showing severe storm damage. the goal is to urge them to move forward with funding to improve road conditions. the county is seeking millions of dollars in emergency funding to repair at least 170

incidents. governor brown has set an april 6th deadline for any deal. to the weather now, our warm spell continued today. let's look outside live at san francisco from our mt. tam camera. just a picture-perfect warm day, makes you want to be at the beach, right? sandhya patel is here with a look at our unseasonably warm weather. >> it was so warm that we have a record to talk about. sfo today 77 degrees. the previous record was set in 2014 of 76. salinas downtown was 86, also a new record. montana r montana ray a record, 76. it got up to 71 in oakland, so far 80 santa rosa, napa, 77 in half moon bay. you look at live doppler 7 and it's clear right now but we do have some changes coming. notice that the fog is not far away, it's about 102 miles away and that is not the only change. i'll be back with the hour-by-hour forecast coming up. more than 100 people reported feeling an earthquake

in livermore this morning. or make that this afternoon. the 2.8 magnitude quake happened just after 12:30. the shaded areas of this map are where people reported feeling the shaking. it was mostly in the livermore valley but a couple of people in concord and redwood city also say they felt it. the reason so many people felt the small quake is because it was very shallow, only four kilometers below the surface. some witnesses say vallejo police used excessive force during a recent arrest. >> and they say this video proves it. why law enforcement experts say this happened just as it should have. and strong images of a police encounter in southern california. why officers used water on the suspect and how all this ended. silicon valley plans to take a stand in support of equality tomorrow. the move may leave some tech offices empty. also extra credit. michael finney will join us to explain a cha

vallejo's police chief is responding to claims of police brutality following an arrest. witnesses captured it all on video. sergio quintana has new details. >> reporter: the video is difficult to watch. you can see a vallejo police officer straddling a man on the ground. he's strikes him in the face with a closed fist several times. it's caused concern among lots of residents here. >> i see the video, it makes me mad. it makes me upset. you know what i'm saying. this is somebody that we're supposed to trust doing these things and beating people up. >> reporter: the vallejo police chief said in part we are aware of the attention this particular incident has gained and therefore i have ordered a full and complete investigation to be conducted. according to the police, officers were called to the valero gas station because

23-year-old dejuan hall was frightening the employees. i talked with the owner of the service station off camera who tells me the man walked into the store this weekend trying to buy a bus ticket to sacramento. when his credit card was declined, he began losing his temper andointing his fingers pat employees as if he had a g, yelling at them. "i'm god, i'm god." in the man you can hear the man shouting the same thing. >> i am god! i am god! >> reporter: we showed it to police training expert don cameron. >> i think any use of force is tough to watch. but the fact of the matter is, all that guy had to do, like the officer said, give me your hands. but the guy kept fighting with him. >> reporter: he says the officer was following his training. the police department has not told us if the officer will remain on duty while the investigation of this incident continues. in vallejo, sergio quintana, abc 7 news. police in orange,

california, say a man shot to death had several drug and weapons violations. a witness captured it all on video. we do want to warn you this may be too intense for some viewers. police say the confrontation started after an officer pulled over 33-year-old michael anthony perez for a vehicle code violation. he locked himself inside the vehicle, then doused a rag with gasoline. officers tried to flush him out with a fire hose. eventually he exited the vehicle with a knife in his hand. after nonlethal round did not subdue perez, an officer fired a bullet that hit him. perez later died at the hospital. we'll take a closer look at the tactics that san francisco police used last friday locking

down part of the mission district as they dealt with an armed woman who we have just confirmed had a replica gun, not the real thing. they safely diffused the situation, but the suspect says police went too far. that's ahead on abc 7 news at 6:00. california and five over states trying to block president trump's revised travel ban are seeking a hearing tomorrow before a federal judge. california, maryland, massachusetts, new york and oregon joined washington in the legal action. the revised travel ban is scheduled to go into effect thursday. in a new complaint filed today, washington state argued the new travel ban is unconstitutional and harms state residents and businesses, especially tech companies that rely on foreign workers. hundreds of tech workers in the bay area are expected to walk off their jobs tomorrow in an effort to promote diversity, inclusion and civil liberties. the tech stands up event will correspond with high die with employees set to leave at 2:00 p.m.

the rally will make a strong statement in support of the values that drive silicon valley. in just a few hours, 11 radio shack stores in the bay area will close for good. the closures are happening as the electronics store deals with a second bankruptcy in just two years. 187 stores will close nationwide, even the ones that aren't like this one on san francisco's market street, have signs reading "everything must go." about 1800 employees will lose their jobs in the latest closures. just two years ago radio shack closed 2400 stores. by the way, we're told there could be 90% off deals at those stores that are closing. well, could your credit score go up with absolutely no action from you? >> 7 on your side's michael finney is here with more on that. is that too good to be true? >> that's the hope. that's what i've been reading all day. there's some fine print on this one. credit reporting agencies are changing what information they're going to report. the nation's three largest credit reporting agencies will soon exclude tax liens and some

civil connects as long as that information does not include relevant information like name, address and social security numbers. they are making the move to ensure consumer data is accurate. now, today media reports have focused on the potential of credit scores going up because negative information isn't being reported but that is not a sure thing. fico and other scoring firms are not part of any agreement and they change their scoring systems constantly. more than 6,000 flights have been cancelled because of winter storm stella. new york city and parts of new jersey are under a blizzard warning with whiteout conditions expected. so if you were planning to fly back east, now what? well, most airlines are allowing travelers affected by the storm to change their flights without any additional fee, but since the airlines did not cause the problem, they're under no obligation to offer meals or lodging. the best bet is to cancel as soon as you can, getting this

valleys. upper 40s to the low 50s to start off most of you in the morning. now, you look at the hour-by-hour forecast at midnight, that fog is closer to the coast. at 5:00 a.m. it is hugging parts of the coastline and then it just sits there most of the day. while many of you are enjoying the sunshine, this will look a lot like summer where the fog hangs on well into the afternoon hours. that's what will hold your temperatures down near the coast. highs for your friday in the south bay will look like this. 78 morgan hill, 77 in san jose. a nice day on the peninsula, low to mid-70s. 75 redwood city, 70 in half moon bay. 68 degrees downtown san francisco, 71 and sunny and in the north bay we'll go with a mild pattern. certainly warmer than average for this time of year. 77 degrees in santa rosa in the east bay, 72 oakland. head inland and you'll see warm weather. pleasanton, livermore, 80 degrees. 79 in walnut creek. i do want to turn your attention to our best chance of seeing some showers on wednesday.

it will be in the north bay. so when you look at the hour-by-hour forecast, you'll see what's going to happen. clouds will pretty much thicken on wednesday. as we head into 6:00 in the evening, rain mendocino county. it's pretty much done 7:00 a.m. thursday. not much in the way of rainfall totals. as a matter of fact, it's not going to measure much. we'll look at 0.01 of an inch at best. here's a look at the accuweather seven-day forecast. it's a sunny and warm one after early morning fog. upper 60s to low 80s. notice those temperatures really dropping. low to mid-70s for the warmest spots, low 60s coast side and milder for st. patrick's day. we'll bring in more cloud cover saturday. sunday rain is possible but i've put a 1 on the storm impact scale for monday. that's when we'll see our best chance of rain. 50s, 60s, a dramatic drop in
