frantic rescue effort moments ago, a man crashed his car in to the arena at 16th avenue about 9:30 tonight. you can see the car submerged in the cold water. a good samaritan helped them get the man out. he was unresponsive. they performed cpr before rushing him to the hospital, no one was hurt in the crash, but we will stay on the story. and more breaking news, this time happening in the wine country. police officers open fire in a shopping center parking lot. tonight one man is dead. this all started when napa police received several 9-1-1 calls about a man with a knife inside a home depot store, it ended with officers opening fire. leslie? >> reporter: dan, police are still out here at the scene at this hour. collecting evidence, fingerprints, bullet casings and talking to witnesses. one woman i spoke with said that

as she drove in to the home depot store just across the street, she was absolutely terrified. she was approached and her car was lunged at by a nam with a knife, understandably, she did not want to go on camera, here's what had her story and what happened tonight. a woman running an errand at home depot, said a man who she described as crazed and angngry was stabbing at cars and tires. calls started rolling in at 6:20, about a man armed with a knife, threatening people in the parking lot. this man saw it all unfold from a cash register in the store. >> he was acting aggressive. he was screaming and kicking cars around everywhere. and he was, i just saw him walk past through here and he crossed the street. i kept doing my job. i heard four or five gunshots. >> reporter: when the officers responded he was in a over-flow

parking lot. >> there were shots fired by two sist doctor two officers. >> that is standard protocol, the to veteran officers are on administrative leave pendeltoning the investigation. some witnesses who live in a homeless encampment said they heard as many as 14 shots fired. 1 homeless woman said she knows the suspect who died. a young homeless man in his early 20s who she described as a nice guy. police won't say what prompted the officers to open fire when they first arrived. abc 7 news. >> new, a shelter in place order for a coopertino neighborhood is over. sheriff's deputies were searching for four burglary suspects. a number of home burglaries were reported in the area today, a

resident said that one of the suspects had a gun. but everyone is now in custody. also, new at 11:00. dirt bikers riding around an apartment complex cell phone video shows what is happening. it's a story we just learned about. and now, tonight, frustrated neighbors are saying they are creating too much noise and posing a safety risk. it's happening at the apartment complex of haight and buchanan street. >> reporter: the video shows the dirt bikers using a stair case at the apartment complex recently. >> it's a concern, i mean, we have started seeing them probably in the last six months or so. >> reporter: the residents like robert johnstone shared their concerns at the neighbors association meeting. >> we have been aware of the problem for a long time. >> reporter: the officer attended the meeting. law enforcement is attempting to

catch the bikers at the start and end point. chasing them through san francisco is not an option. >> our policies are restrictive, it's for a good reason. it's for postpone safety. >> i have confidence that the police can deal with it. but moving slowly and trying to identify people. >> reporter: though it's difficult to identify individual dirt bikers, the pictures videos are helpful. they advise residents to keep their distance and zoom in. >> please, do not approach the guys. >> reporter: holding the dirt bikers accountable is a work in progress. >> a hazmat crew will work through the night to clean up a mercury spill in antioch, the toxic silvery liquid was discovered this morning. part of the street is closed off to traffic during the clean-up. the epa believes that the

mercury was thrown in the trash and then spread by a garbage truck. this is the third spill since december in the same neighborhood. >> well, tonight the republican health care bill that would replace obama care is facing harsh criticism, that is after a new report that 10s of millions americans would lose their coverage. the highly anticipated report from a nonpartisan congressional office found that 14 million americas would lose their health care next year under the republican plan and that would grow to 24 million. >> it speaks to the cruelty of the bill that the speaker calls an act of mercy. >> the health and human services secretary said he is not buying it. >> we disagree with the report that was put out. >> earlier in the day, the white house down played the cbo's report. >> the last time they did this, they were wildly off. and the number keeps declining. >> and president trump is

patel is tracking it for us. >> we take a look at live doppler 7 right now. this storm is making the presence known. you can see snow, rain, across the eastern seaboard and the northeast, we are seeing the pinks there and that's picturesed precipitation. as dan mentioned a lot of people are going to feel the effects of this storm. especially if you are traveling. i do want to warn you that you will likely see travel delays and cancellations. expecting they werere from half foot to two feet of snow. isolated spots. next 24 hours could pick up as much as three feet of snow. by comparison, our weather, a week early, feeling like spring and a record was set, 77 degrees today. downtown san francisco was 76. not a record for today. low 80s, gilroy, santa cruz. if you like that winter warmth, we have more coming. so the next really livermore, gilroy, you will see low 80s and the following few cities.
