making news in america this morning, the historic blizzard. it is on the move. major northeast cities in the bull's-eye. thousands of flights already canceled. and bread aisles, look at that, cleaned out. we're live with the expected totals and storm's path. and the new firestorm surrounding the plan to replace obamacare as new analysis claims it would cause millions more americans to be uninsured. plus, some new clarification from the white house on president trump's wiretapping claims. we're live in washington. the dramatic police takedown, a fire hose used on a man sitting in a car. this morning officers explaining why they did that. and check out this scene caught on camera. that is a boat full of people sinking fast. we'll show you how they were finally saved.

and we do say good morning to you on this tuesday and invite you to take a look outside our window. you can see the whiteout, near whiteout conditions there in times square. some 60 million americans waking up to a historic winter storm. >> it is a monster nor'easter expected to dump more than a foot of snow across parts of the northeast. there are blizzard warnings also posted in eight states. >> a live look here in new york city as we mentioned, which is directly in the bull's-eye where more than 15 inches possible. you can see that some people are already doing some shoveling there. this is possibly going to be the biggest march snowstorm for the city since 1888. >> from a little higher up or a lot higher up, here's the image from nasa showing us just how massive this storm really is. there you can see it covering nearly the entire east coast. >> and you can see them coming together, the two storm systems there. >> and that's making roads as

well as mass transit crews a lot of complicated travel this morning, and they are all now scrambling to keep things moving. >> yeah, as usual people inside the storm zone flocked to the stores, stocking up and clearing the shelves including the bread aisle of that boston area supermarket. >> abc's elizabeth hur kicks off our coverage this morning. she is live and, sorry, elizabeth, we stuck you out in the snow, but describe it for us. what are you seeing so far? >> well, diane and kendis, as you can see, it is snowing out here, and we're out here already with a yardstick. but take a look. we don't need this just yet, but this storm is expected to be so powerful, already thousands of flights have been canceled and schools closed for today from philadelphia all the way up to boston. this morning, mother nature is on the move promising to deliver what could be the biggest snowstorm of the year from pennsylvania, new jersey to new york. >> i'm declaring a state of emergency in new york city. >> reporter: connecticut. >> we are declaring a state of emergency. >> reporter: and maine all under

a state of emergency preparing for a nor'easter so powerful, the national weather service is calling it life-threatening. >> every report we've had on it is it's going to snow hard and fast for a long period of time. >> reporter: the same system already buried much of the midwest yesterday causing massive wrecks and shutting down interstate highways. in the air, airlines not taking any chances cancelling more than 6,000 flights with major airlines grounding all flights into new york city airports, some even waving fees and offering vouchers to travelers who tried to beat the storm yesterday. >> now they're trying to get us to not fly. >> they want to free up -- >> they want to free up seats. yeah. >> reporter: today some areas could see up to two feet of snow and with damaging winds threatening power outages, it's all hands on deck for crews already in position prepared for the worst. >> we're in good shape. we're ready to roll, and we'll

be out there all day. >> reporter: so there you have it. crews are ready and officials are urging everyone in the danger zone to take the storm seriously because forecasters say this morning, the snow could fall up to four inches an hour in some areas. kendis and diane. >> well, the good news is, it's a fast-moving system, elizabeth. we appreciate it. stay warm out there. and it is a complex system for meteorologists who are tracking it. the convergence of those two storms. >> luckily we have accuweather's paul williams keeping an eye on it for us and has been all night and he has the latest now for us. paul, good morning. >> good morning, kendis, diane. we are expecting major impacts and closures along i-95, i-90, i-81 and i-80 for the rest of the day as this low pressure system strengthens as it moves along the east coast. now, as that occurs we're looking for a rate of snow between 2 to 3 inches an hour which means in some areas we're expecting significant or excessive blowing and drifting snow, and just how much, imagine

this, between a foot to two feet in some of the major populated areas, as well as new york going down towards the philadelphia area, all the way up towards boston and possibly reaching bangor, but not only that, we're going to be concerned about very gusty winds as this low, this nor'easter strengthens as it moves right along the east coast. we're looking at winds to accelerate between 40 to 60 miles an hour. big-time problems, power outages likely and not only that, a surge from the water has actually created concerns for flooding along the coast. as far as the forecasting models are concerned, we're expecting for it to continue to carry its way to the north with heavier snow showers coming throughout the d.c. area then reaching into new york by lunchtime when the biggest impact will be felt. kendis, diane. >> all right, so the key is just staying indoors, i guess. >> yep, we're going to try. >> with a bottle of wine and then some. all right, so the snow may be coming down in washington as well, but the battle over health care is burning hotter than ever. >> both democrats and

republicans are offering partisan reaction to a new report about the gop plan to replace obamacare. abc's kenneth moton has the details. >> reporter: the plan to replace the affordable care act may be unaffordable for millions of americans. >> trump care would be a nightmare for the american people. >> reporter: the nonpartisan congressional budget office says under the house gop plan backed by president trump, 14 million fewer americans will have health insurance coverage next year compared to obamacare. within a decade the number of uninsured will increase by 24 million people. >> it speaks so eloquently to the cruelty of the bill. >> reporter: the secretary of health and human services not buying it. >> we believe that our plan will cover more individuals at a lower cost and give them the choices that they want. >> reporter: house speaker paul ryan rolled up the sleeves last week to say this is the bill. now he says this is what republicans have been bracing for. >> so, of course, the cbo is going to say if you're not going

to force people to buy something they don't want to buy, they won't buy it. >> reporter: more republicans many coming face-to-face with angry constituents say the new plan won't work. >> it is a big, fat, beautiful negotiation. >> reporter: while the president negotiates health care, he's still not commenting about his twitter accusation that president obama wiretapped him. still no proof from the white house. but an attempt to walk back from spokesman sean spicer. >> the president used the word wiretap in quotes to mean broadly surveillance and other activities during that. >> reporter: diane and kendis, spicer's use of the word quotes and even those air quotes getting a lot of attention this morning. the justice department missed the house intelligence committee deadline to turn over any alleged evidence on wiretapping. the doj asked for more time. it now has until monday. diane and kendis. >> all right. as we all know, the air quotes don't really mean anything. kenneth moton, thank you. some new details about what the president will be doing with his salary. this morning press secretary sean spicer says he'll donate it at the end of the year. this is a shift as president

trump promised during the campaign not to take a salary at all. the president earns $400,000 a year. still ahead, breaking news of two earthquakes in southern california overnight. we have some new details on the strength and the location. plus, new this morning, a boat sinking fast with people on board. the dramatic rescue caught on camera. and here's a live look at our studios. the snow has been falling for hours now, and the northeast is in for a long day. we have the storm's latest track and timing.

heavy rain that experts deem it damaged beyond repair. however, the crumbling bridge is apparently a lot tougher than it looks. a 6,000-pound wrecking ball barely put a dent in the span. crews are now trying to figure out a plan b of how to bring it down so they can repair it. overnight two minor earthquakes shook southern california. the quakes hit the inland empire just minutes apart. the first one a magnitude 3.6 centered one mile from loma linda and then a 3.0 magnitude quake hit northeast of banning. no major damage has been reported so far but shaking could be felt in san bernardino and north of palm springs. officials are saying that the new video of michael brown in a convenience store before he was fatally shot was heavily edited. it was featured in a new documentary. the filmmaker says it shows brown trading a carton of smokes for marijuana. and proves he did not rob the market. an attorney for ferguson market says unedited surveillance

footage corrects that. the market owner and their attorneys say an exchange for drugs never happened. >> this whole ugly issue has been brought back into the forefront because of a documentary filmmaker who made an unfounded and baseless claim that the folks at ferguson market exchanged merchandise, cigarillos and it turns out, two sodas in exchange for a bag of marijuana. that is 100% false. >> you'll recall a police officer shot brown during a confrontation shortly after he was in that store. the filmmaker says there was no deceptive editing of his movie. mother nature did not cooperate with the latest spacex launch. this morning's scheduled liftoff was scrubbed due to high winds. the company says they'll try again tomorrow. the falcon 9 rocket set to carry a commercial communications satellite into orbit. once it takes off it'll be

of two major winter storm systems into one monster nor'easter. that's now taking aim on some 60 million americans in the northeast over the next 24 hours. the storm could dump record snowfalls for the month of march, up to two feet in some parts. new york city is right in the bull's-eye. this could be the city's biggest march snowstorm since 1888. expecting around 15 inches of snow. schools are already closed. many businesses are also closed all through the area. the airports have few, if any, arriving or departing flights scheduled. the mta is cutting back on subway service. now to a dramatic traffic stop in southern california which ends with a fatal shooting. police say michael perez, a father of six, barricaded himself inside his minivan for about 30 minutes. authorities became concerned they say that he was going to light the vehicle on fire so they used a fire hose to force him out of the van. >> but police say they had no choice but to shoot perez

because he brannished a knife after crawling out of the driver's side. his estranged wife says he lived in that vehicle for a year. and there's a new development in the jerry sandusky sex abuse scandal. two former penn state administrators gary shults and tim curly have pleaded guilty to misdemeanor charges of child endangerment both accused of trying to cover it up in 2001. sandusky's crimes were revealed a decade later and they face up to five years in prison. dramatic images of a rescue in naples, florida. a 22-foot vessel was about half a mile off shore when it started sinking. five people were on board. you can see the passengers struggling to get out. as deputies and fire crews came to their rescue, it's unclear what caused the vessel to sink but everyone on board said to be okay. it appears blueberries can help new moms get rid of the baby blues. researchers say they found a
